The event has been organised at a time when the world is facing the wrath of the COVID-19 pandemic. This healthy activity was need of hour.

The event also acted as a rebuttal from the menace of COVID-19 and succeeded to bring back the festivities in the lives of the residents of the capital and provided them with a reason to cherish their beautiful city.

AMAN-21-The message resonates

Muhammad Azam Khan

“From now onward Pakistan would only partner another country in peace; we will not become part of any other conflict, we will not join any other country in its conflict”

Imran Khan, Prime Minister of Pakistan, Speaking at World Economic Forum, 2020
With its tag line, “together for peace” resonating powerfully in the far reaches of the Indian Ocean region and beyond, the 42-country multinational mega biennial exercise AMAN-21 of Pakistan Navy concluded this February 16. A grand international fleet review was held in the North Arabian Sea on the culminating day. With dozens of warships representing wide ranging countries and stationed in a massive formation natively called, “AMAN formation, the imposing finale was witnessed by President of Pakistan, Dr. Arif Alvi. He was joined by the Federal Minister for Maritime Affairs, Minister for Defence Production, Chief Minister Sindh, Chairman Joint Chiefs of Staff Committee, Chief of the Army staff and the Chief of the Air staff. This was besides Emissaries of various countries in Pakistan. The traditional AMAN formation denotes, “unity and collective resolve”.
The proceedings on the final day were reviewed by dignitaries while on-board, PNS MOAWIN. The name of the ship, PNS MOAWIN, itself signifies collaboration, or coming together. Jointly constructed by Pakistan navy with a Turkish firm at local, Karachi Shipyard and Engineering Works (KS&EW), the ship stands as pride of the nation. It was commissioned as recently as October 2018 and aptly symbolised the spirit that underpinned AMAN-21.
“I often queried that why my success should come as someone’s failure or why would my success mean that someone must lose. There has to be a way where we all can win and because this goes against the established thinking and psychology, therefore it needs paradigm shift. Let’s come together; understand each other, and fight the common enemy”, was the clarion call given by Chief of the Naval Staff, Admiral Muhammad Amjad Khan Niazi on the occasion of curtain- raiser for AMAN-21 on 12 February. On this occasion, a record number of naval and marine officers, ships and air unit crews as well as observers from various countries witnessed the stirring flag hoisting ceremony at Pakistan Navy Dockyard, Karachi. These included representatives from, China, Russia, Indonesia, the United States, United Kingdom, and Iran, Sri-Lanka, Turkey, Malaysia and other ASEAN states as well as African Union, EU, GCC and NATO.
The most striking feature of AMAN-21 was the presence of Russian Navy. It was icebreaking moment with arch-rival, the United States Navy showing presence alongside. The last time Russian Navy conducted joint military drills with NATO members was in the “Bold Monarch” exercise in 2011. This move in AMAN-21 did not go unnoticed. Tributes were aglow, even from across the border.  “I must commend Pakistan Navy for holding such a large-scale exercise in post Covid period. One of your (Pakistan Navy) greatest achievement, as one must learn from all and everyone, is to bring Russia and United States together on a single platform; for that alone Pakistan and Pakistan Navy deserves rich tributes. It becomes singular since the two countries (Russia and the United States) have been hostile and at odds since 2014—and for this you (Pakistan Navy) can comfortably add another jewel in its crown”, so remarked Lt Gen KJ Singh during a live video conversation on a private television network.
AMAN-21 was split in two phases of harbour and sea. In the former seminars, symposiums, discussion sessions, international get-together, and cultural festivities to showcase Pakistan as an opulent society with great traditions were profitably held. In the next phase, tactical manoeuvres and exercises like anti-piracy, counterterrorism and search and rescue missions etc. were conducted at sea.
AMAN-21 aimed to strengthen and develop cooperation among world navies in order to promote regional stability and to counter common maritime threats. It was a rare opportunity for participating countries to rub shoulders with global counterparts putting aside their differences to work towards a common cause, develop synergy and doctrinal interoperability to fight unconventional threats.
The high point on closing day was the international fleet review in which formation of ships conducted manoeuvres while marine and Special Forces and air elements displayed their skills. There were Para jumps, and a fly past by Pakistan Navy aviation as well as Pakistan Air Force. Aircraft from participating countries too flew past over the AMAN-21 formation.
Earlier, the message of Chief of the Naval Staff, Admiral Niazi was read out during the Opening Ceremony. In his message, the Admiral warmly welcomed the participants of the exercise, the seventh edition in the AMAN series commandeered by Pakistan Navy since 2007. ‘AMAN-21 will provide a medium to develop doctrinal synergy to tackle maritime security challenges and to enhance interoperability amongst navies at different pedestals of technological prowess to come together and secure a sustainable maritime environment’, read the message.
On 13 February, the Chief of Naval Staff, Admiral Niazi paid a visit on-board the Indonesian, Russian and Sri-Lankan naval ships. The senior officers and each commanding officer of the visiting ships received Naval Chief in befitting manner. They deeply appreciated the enduring efforts of Pakistan Navy in mustering global navies and working towards shared commitment of maritime peace, stability and legitimate order at sea.
The highlight of the first phase of exercise, 13 to 15 February was devoted to International Maritime Conference (IMC-21). The conference brought together a wide array of distinguished international and national scholars as well as subject matter experts. The scholars addressed large multinational gatherings. Under the overarching theme, “Development of Blue Economy under a Secure and Sustainable Environment: A shared future for Western Indian Ocean”, the erudite speakers proffered creative solutions to oceanic problems afflicting the region. Notable luminaries included, Secretary General IMO, President J&K, Dr. Gunter Pauli and Senator Sherry Rehman. Commander US Naval Forces Central Admiral Samuel Paparo delivered his keynote address. His talk, “Enhancing Regional Maritime Security in the Western Indian Ocean Region through Effective Mechanism”, was instructive. Dr. David Brewster of Australian National University talked about the challenges and opportunities in changing maritime dynamics of Indian Ocean region and its implications for regional states.
The second day of the conference saw presence of Special Assistant to Prime Minister, Dr. Moeed Yusuf as chief guest during pre-lunch session. Eminent speakers shed light on the, “Need of Maritime Security and Sustainable Growth-A Shared Vision for Western Indian Ocean region”. In his key note address on, “BRI and its implications on maritime security in the Indian Ocean region”, Dr. Nong Hong, Executive Director of China America Studies, USA, underlined the need for stability in the region in the wake of non-traditional security threats where interests of multiple stakeholders converged. In the second session, federal Minister for Maritime Affairs, Mr. Syed Ali Haider Zaidi was the chief guest. Scholars presented their thoughts on, “Development of Pakistan’s Maritime Sector and Blue Economy”.
In the last session on 14 February, the discussants alluded to the, “contemporary strategic environment related to Indian Ocean region and opportunities for regional cooperation”. Renowned Senator Mushahid Hussain shared his views on, “Building strategic partnerships”.
With progressing geopolitical shifts in the Indian Ocean region and its peripheries, maritime security has assumed a distinctive significance for Pakistan. A stable order in the region has now become an indispensable need for the country. With the upcoming port of Gwadar projected as a regional hub and transhipment port in the wider Indian Ocean and given the external machinations against CPEC, maritime security was never so critically important to Pakistan as now. Gwadar is tipped to become the hub of trade connecting South Asia, Middle East, Africa and Central Asia.
Perhaps the finest tribute to AMAN-21 came not from within Pakistan but outside, from eastern neighbourhood. “India’s Pakistan policy seems to have landed in a cul-de- sac. It lacks credibility and has no future. A course correction is overdue. AMAN-21 makes mockery of India’s aspiration to be a ‘net security provider’ for littoral states in the Indian Ocean. The participation of Bangladesh and Sri-Lanka in AMAN-21 speaks for itself”, asserted Ambassador M.K. Bhadrakumar in his column on February 17, 2021.

PM directs Hafeez Shaikh to continue working as finance minister

ISLAMABAD – Prime Minister Imran Khan has expressed his confidence in Hafeez Shaikh and asked him to continue working as the finance minister, PTI sources told.

Shaikh offered to resign from the post in a meeting with PM Khan in Islamabad, according to the sources.

The prime minister appreciated Shaikh for his role in improving the economy. He asked him to continue working as the finance minister.

Shaikh was sworn in as the finance minister in December 2020 despite being a non-elected member of the cabinet.

The PTI fielded him as its candidate for the Senate’s Islamabad general seat in the March 3 election. Members of the National Assembly vote to elect senators on the two seats from the capital.

Shaikh lost the election to PDM’s Yousuf Raza Gillani by five votes. It was then that opposition leaders started claiming that the government had lost its majority in the house.

This was followed by an announcement by PM Khan that he would take a vote of confidence from the assembly.

The premier won the confidence vote after 178 out of 342 lawmakers expressed their trust in him.

India likely to start full operations at Chabahar port by end of May

NEW DELHI: India expects to start full-scale operations at Iran’s Chabahar general cargo port it has built by the end of May, the country’s shipping minister said in a boost for regional trade.

India has been developing a part of the port on Iran’s south-eastern coast along the Gulf of Oman as a way to transport goods to Iran, but also Afghanistan and central Asian countries, and avoiding rival Pakistan.

But US sanctions on Iran slowed down the port’s development and Indian officials are now counting on a thaw in relations between Washington and Tehran under President Joe Biden to move forward with near $500 million of investments.

“I am expecting to visit Iran in April or May for the inauguration of full operations,” Mansukh Mandaviya, India’s ports and shipping minister, said.

India is developing two terminals at the port including the Shahid Beheshti complex and under an agreement signed with the Iran, it would run the terminal for 10 years.

Mandaviya said the port had already commenced operations in a limited way and the growth potential was evident.

Chabahar port had handled 123 vessels and 1.8 million tonnes of bulk and general cargoes from February 2019 to January 2021, he said.

“This is much higher than our expectations. Imagine the scale of operations and freight saving once it is fully operational,” he said.

Last year amid the pandemic, India used the Chabahar port to send 75,000 tonnes of wheat as humanitarian assistance to Afghanistan and 25 tonnes of the pesticide malathion to Iran to deal with a locust invasion.

The second batch of 25 tonnes has recently reached Chabahar.

As part of the agreement with Iran, India would provide six cranes and other equipment worth $85 million to equip and operationailse the Shahid Beheshti terminal.

So far, India has supplied two of these Mobile Harbour Cranes (MHC) and four others will be delivered over the next few weeks.

“Chabahar Port has emerged as the connecting point for the region to deliver humanitarian assistance during the Covid pandemic,” Mandaviya said.

India also plans to set up an around 600 km railway line from Chabahar port to Zahedan, the provincial capital of Sistan-Baluchestan in Iran close to the Afghan border, at a cost of $1.6 billion to facilitate the movement of goods to Afghanistan.

New Delhi has also proposed inclusion of Chabahar port in the International North-South Transport Corridor (INSTC)- connecting Mumbai with Moscow, the minister said, referring to discussions at a virtual summit on Chabahar port on Thursday.

The INSTC project, proposed by India, Russia and Iran in 2000, and later supported by 10 other central Asian countries, envisions a 7,200 km-long multi-mode network of ship, rail and road for freight transport, aiming to cut carriage costs by about 30pc and transit time from 40 days to about 20 days.

Nicolas Cage gets married for the fifth time

Hollywood celebrity Nicolas Cage got married on February 16 for the fifth time in a small ceremony in Las Vegas, less than two years after his last marriage with Erika Kookie. The actor married girlfriend Riko Shibata in a ‘very small and intimate wedding’ in Vegas.

The actor’s representative said: ‘After the wedding, the happy couple was joined for a small celebration attended by Nicolas’ ex-wife, Alice and their son Kal.’

Cage met Riko, who is from Kyoto, in Shiga, Japan, over a year ago, shortly after the dissolution of his fourth marriage.

This is the first marriage for Riko who, at 26, is four years younger than Cage’s eldest son Weston, 30, who he shares with ex Christina Fulton.

Cage has been married four times previously; he was first married to Patricia Arquette from 1995 until 2001, before marrying Lisa Marie Presley in 2002 and divorcing two years later.

He married Alice Kim in 2004 and they welcomed son Kal-El in 2005, but they split in 2016.

In March 2019, the star married Erika Koike, but filed for annulment four days later, claiming in court documents that he ‘lacked understanding of his actions in marrying [Koike] to the extent that he was incapable of agreeing to the marriage’.

‘Our doors are open for all political forces’: MQM-P meets PPP for talks on Senate chairman election

ISLAMABAD – The Muttahida Qaumi Movement-Pakistan leadership on Saturday held a meeting with the PPP on the upcoming Senate chairman election, with Khalid Maqbool Siddiqui saying his party’s doors were “open for all political forces”.

Siddiqui addressed a press conference in Islamabad alongside PPP’s Yousuf Raza Gilani, who became a senator in the March 3 elections on a joint opposition ticket, hours after he (Siddiqui) and other MQM MNAs cast their votes in favour of Prime Minister Imran Khan in a vote of confidence in the National Assembly. The premier won the trust vote with 178 ballots — six more than required.

Siddiqui said the MQM’s doors were open for all political forces and ideologies, adding that “dialogue between us is very important for Pakistan’s politics and democracy”. He revealed that the MQM itself had invited Gilani since he was a possible candidate for the Senate chairman election.

He thanked the PPP delegation for coming and said the MQM had also called a meeting of its Coordination Committee to discuss various issues such as the Senate chairman election after which it would reach “a final decision”.

Gilani said the PPP had already met the MQM at a provincial level, following which he and the PPP chairman were given the go-ahead to meet them. He said he was thankful to the MQM for its support during his tenure as prime minister when the PPP needed support for constitutional amendments, and that they had “done a lot of work together”.

“Today too, for democracy, rule of law, supremacy of parliament and stability in this country, I have requested them for support. On behalf of the PDM (Pakistan Democratic Movement), I would request them to support us,” said Gilani, who was accompanied by other senior PPP leaders.

He said the PDM would make any and all decisions including an endorsement for the Senate deputy chairman in an upcoming meeting of the opposition alliance’s leadership. He said he would put forward the wish of the MQM for the position in the PDM meeting.

While speaking in the NA earlier, Siddiqui had congratulated Prime Minister Imran on his successful vote of confidence but asked him to fulfil the promises made to his party and the country. “Your allies at this time and every difficult time will be seen standing beside you,” he told the premier.

“There was a purpose for making Pakistan, we want that purpose to be fulfilled through your hands,” Siddiqui said. He called upon the prime minister to initiate the process to turn Pakistan into a real democracy and a “welfare state from a security state”.

Following Kashmir situation very closely: US

WASHINGTON: The United States has assured the international community that it’s following the developments in Jammu and Kashmir very closely and continues to support direct talks between India and Pakistan on the issue.

The Kashmir issue has been raised regularly in the daily news briefings of the US State Department since the Biden administration came to power on Jan 20. Journalists, including those in the American media, seem eager to know how the new administration intends to deal with the age-old dispute between South Asia’s two nuclear powers, India and Pakistan.

At the Thursday afternoon news briefing, a journalist reminded State Department spokesman Ned Price that India and Pakistan renewed their pledge to maintain peace along the Line of Control (LoC) in Kashmir late last month. Since then, both have avoided violations of a ceasefire agreement they signed in 2003 but peace remains tenuous.

“What the US Secretary of State Antony Blinken is going to do to ensure that the ceasefire maintains?” the journalist asked.

“It is true that we have continued to follow very closely developments in Jammu and Kashmir. Our policy towards the region has not changed,” Mr Price replied.

“We call on all parties to reduce tensions along the Line of Control by returning to the 2003 ceasefire commitments. We condemn terrorists who seek to infiltrate across the Line of Control.”

Explaining how Washington would ensure both sides respect the ceasefire agreement, Mr Price said: “We continue to support direct dialogue between India and Pakistan on Kashmir and other areas of concern.”

The journalist then pointed out that the emphasis on direct talks between India and Pakistan has had a negative impact on Kashmiri leaders who feel voiceless in the process. “Is the United States going to do anything to actually engage, not just Indian and Pakistani officials, but Kashmiri leaders as well?” the journalist asked.

“I don’t have anything for you on that. If there’s anything we can add, we will,” the US official replied.

At a similar briefing on Wednesday, Mr Price used the term “union territory” while referring to India-occupied Jammu and Kashmir, but it emphasised at the same time that Washington’s Kashmir policy remained unchanged.

The United States has consistently recognised Jammu and Kashmir as an area disputed between India and Pakistan, urging both to resolve this issue through bilateral talks. But last month, while welcoming the resumption of high-speed internet in the occupied valley, a State Department tweet referred to the disputed territory as “India’s Jammu & Kashmir”.

Islamabad responded promptly to the omission, reminding Washington that the tweet was “inconsistent” with the disputed status of the region.

Also, on Thursday, a report by a US government-funded think-tank, Freedom House, regretted India’s fall from the ranks of free nations after the country’s status was downgraded to “partly free”.

“Under (Prime Minister Narendra) Modi, India appears to have abandoned its potential to serve as a global democratic leader, elevating narrow Hindu nationalist interests at the expense of its founding values of inclusion and equal rights for all,” warned the Freedom in the World 2021 report.

Reviewing the global situation in 2021, the report regretted “the fall of India from the upper ranks of free nations” which, it warned, “could have a particularly damaging impact on global democratic standards”.

‘We reject the vote,’ says Fazl after NA reaffirms confidence in PM Imran

ISLAMABAD – JUI-F chief Maulana Fazlur Rehman on Saturday announced that the opposition “rejects the confidence vote” cast in favour of Prime Minister Imran Khan during a National Assembly session earlier today.

Speaking to the media in Sukkur shortly after the NA session concluded, Rehman said the Constitution clearly stated that the president can summon a session “if he believes that the prime minister does not hold majority”.

“Here, the session was called over a summary by the fake prime minister. Summary is not involved in summoning such sessions, all of this is a drama,” said the JUI-F chief, who is not part of the NA. “We don’t accept today’s Assembly session, nor do we accept the confidence vote.

“This was not a confidence vote. We know which agencies watched the members of the assembly the entire night. [We know] who knocked on the doors of each member to ensure they were present.”

Rehman, who is also the chief of the opposition alliance Pakistan Democratic Movement (PDM), alleged that MNAs were “forcefully” made to vote for Prime Minister Imran. He urged the premier to “be courageous and ask the public to cast a vote of confidence [by] conducting a new election”.

Earlier today, Prime Minister Imran secured 178 votes — six more than required — to win the vote of confidence from the NA.

Announcing the result, NA Speaker Asad Qaiser said that three years ago, Prime Minister Imran had been elected to the post with 176 votes. “Today, he has secured 178 votes,” he said.

The session was boycotted by the PDM.
