Govt offers six Senate seats to Opposition

ISLAMABAD: The government has reportedly offered six seats to the Opposition in the upcoming March 3 Senate election in the Balochistan Assembly, sources said Monday.

The proposal was reportedly brought to opposition lawmaker Ghafoor Haideri of the JUI-F by incumbent Senate Chairman Sadiq Sanjrani.

Sources said that an emergency meeting was convened at BNP-M chief Akhtar Mengal’s residence in Quetta to discuss the matter shortly therafter.

The development came hours after the Supreme Court of Pakistan opined that the Senate election is held “under the Constitution” and thus cannot be conducted through an open ballot, as per the government’s demand.

However, it also said that the secrecy of the ballot is not “absolute” and that the Election Commission of Pakistan can employ technology and seek help from federal agencies to ensure that the elections are held in a free and fair environment and guarded against any corruption.

The proposal also mirrors a similar arrangement made recently in the Punjab Assembly, where five candidates each from the PML-N and PTI and one candidate from the PML-Q were declared elected to the Senate seats by default.

The unusual result was the fruit of an understanding between the government and the opposition which saw them both withdraw their challengers to each others’ seats in favour of a division of seats that was representative of the party positions in the province.

Bosnia Herzegovina marks Independence Day

BELGRADE, Serbia, MAR 1 – Bosnia Herzegovina on Monday marked the 29th anniversary of its independence. Bosnia and Herzegovina became independent from the former Yugoslavia when an independence referendum was held on Feb. 29 and March 1, 1992.

Most Serbs boycotted the referendum while 64% of the population voted for independence.

The results of the referendum were announced on March 6, 1992, and Bosnia and Herzegovina was admitted to the UN on May 22, 1992.

Bosnia and Herzegovina became an independent state, but had to suffer a bloody battle for independence and the loss of hundreds of thousands of lives.

In the country, where Bosniak Muslims make up more than half of the population, the traces of the bloody war in 1992-1995 are still not completely erased. The complex political structure of the Dayton Peace Agreement, which ended the war, does not allow the country to fully stabilize.

Govt, opposition both claim victory over SC opinion on Senate elections

ISLAMABAD, MAR 1 – Members of the government and the opposition both claimed victory over the Supreme Court’s (SC) opinion on the issue of the secret ballot in the upcoming Senate elections, which was announced early on Monday morning.

In its short written order issued some hours after the announcement, the Supreme Court bench noted that Senate elections are held in accordance with the law and the Constitution. However, the apex court suggested that the Election Commission of Pakistan (ECP) could use the latest technology to hold transparent elections. The bench also said that the secrecy of the ballot papers was “not final”, quoting a decision by the top court on a similar matter in 1967 (Niaz Ahmed case).

The 4-1 majority opinion was announced by a five-member larger bench of the Supreme Court, headed by Chief Justice of Pakistan Gulzar Ahmed and including Justice Mushir Alam, Justice Umar Ata Bandial, Justice Ijazul Ahsan and Justice Yahya Afridi, with the latter choosing to abstain from responding to the question posed by the president’s reference.

Addressing the media outside the ECP’s head office in Islamabad, Education Minister Shafqat Mahmood said that the SC’s decision “supports our stance and moves it forward”. The education minister was joined by Adviser to the Prime Minister on Parliamentary Affairs Dr Babar Awan, Federal Minister for Science and Technology Fawad Chaudhry, Special Assistant to Prime Minister (SAPM) on Political Communication Shahbaz Gill, Adviser to the Prime Minister on Interior and Accountability Mirza Shahzad Akbar and PTI Senator Faisal Javed.

The education minister said the SC’s decision “has shown a path” to how bad practices in the Senate elections could be prevented. He said it was “clearly written” that it was the duty of the ECP to conduct an election which was free of corrupt practices.

Awan, meanwhile, said that the SC referred to a previous decision of the top court in 1967 which allowed for “secrecy to be lifted considering the present circumstances, this is clearly written”. “This is a decisive moment in Pakistan’s history for elections to be conducted fairly”.

Chaudhry also said that the SC’s advice was “clear” that voters and their votes should be identifiable. “This is the principle on which the prime minister and the cabinet sent this reference to the SC,” said the federal minister.

“What is the SC’s decision? They have said that the secrecy of the ballot will remain secret for political parties but it won’t be secret for the ECP. So if there are allegations of horse trading or selling votes, then the ECP can conduct an inquiry,” said Chaudhry.

The technology minister said in a post on Twitter that the SC had “acknowledged the stance” to end horse-trading and corrupt practices in the Senate polls, adding it “has not adhered to the principle of full secret ballot”.

Minister for Information Shibli Faraz also took to Twitter and hailed the decision as “historic”. He said it was a “big day” for businessmen and traders of “[people’s] consciences” since the people who set up markets for buying and selling of votes will be disappointed.

“This is a success of Imran Khan’s vision of transparent elections,” said the information minister, adding that technology would be used in light of the SC decision to make “transparency real and make the identification of votes possible”.

Addressing the media outside the SC premises earlier, Senator Javed had also termed the opinion a “splendid decision” and a “victory for Pakistan”. “The honourable court said secrecy is not absolute. That means it cannot stay [this way] till the Day of Judgement,” said the senator.

‘Constitution far above the tricks of vote thieves’

Meanwhile, PML-N vice president Maryam Nawaz took to Twitter, saying the SC’s opinion once again proved that “the Constitution is far above the tricks of vote thieves, malicious references and conspiratorial ordinances”.

She said that now “alarms of technology are being raised” but warned that “RTS and Daska-fog technologies” wouldn’t work anymore.

“Why are you afraid of the power of the vote?”

The Sindh government’s spokesperson, Barrister Murtaza Wahab, too said that the SC opinion agreed with the “principled stance of the PPP, Sindh government, different opposition parties and Pakistan’s various lawyer organisations”.

“What was that stance? it was that Senate polls must be held in accordance with the Constitution,” said Wahab, adding that Article 226 had already decided that any election in accordance with the Constitution would be through the secret ballot.

“Our stance was victorious because it was in accordance with the Constitution and the PTI and federal government lost,” the Wahab, adding that the federal government had repeatedly claimed that Senate elections aren’t held in accordance with the Constitution and they shouldn’t be held through secret balloting.

“Today is a day for the lovers of the Constitution and those who have always struggled for the supremacy of the Constitution and free and fair elections.”

Pakistan, China to commemorate 70th anniversary of diplomatic ties

ISLAMABAD, MAR 1 – The year 2021 marks the completion of 70 years of diplomatic relations between Pakistan and the People’s Republic of China, established on 21 May 1951. To formally commence the 70th anniversary celebrations, a virtual ceremony will be simultaneously held in Islamabad and Beijing on 2 March 2021.

Foreign Minister Makhdoom Shah Mahmood Qureshi and China’s State Councilor and Foreign Minister Mr. Wang Yi will lead the ceremony on their respective sides.

Both countries will be organizing a series of events throughout the year to commemorate this historic milestone in a befitting manner.

‘Tom & Jerry’ gives box office some life with $13.7M opening

NEW YORK — A not-so-distant recovery for movie theaters could be glimpsed Sunday, as Warner Bros.′ live-action-animation hybrid “Tom & Jerry” debuted with $13.7 million in ticket sales, the best domestic opening of the year.

The better-than-expected opening came despite just 42% of U.S. theaters being open, according to data firm Comscore. “Tom & Jerry” also played in 2,475 North American cinemas simultaneously as it did in the home, where it’s streaming on HBO Max for a month.

Yet “Tom & Jerry” still managed the second-best opening of the pandemic following Warner Bros.′ “Wonder Woman 1984,” which launched with $16.7 million in December while also landing on HBO Max. The next-closest debuts — “Tenet,” “The Croods: A New Age” — eked out about $10 million on opening weekend.

“With half of theaters still closed, the pandemic still a threat, and ‘Tom & Jerry’ available at home, this is a very good opening,” said David A. Gross, who runs the movie consulting firm Franchise Entertainment Research. “Under normal circumstances, this weekend would comfortably be above $35 million — a positive sign for the business and for theatrical’s pull over home entertainment.”

“Tom & Jerry” has also made $25.1 million internationally, bringing its worldwide total to $38.8 million, according to studio estimates. The film, directed by Tim Story and based on the characters created by William Hanna and Joseph Barbera, stars Chloë Grace Moretz.

Theaters in some crucial markets are also about to come on line. On Friday, New York City theaters will be allowed to open at 25% capacity for the first time since they closed last March. Next week, Disney launches the animated “Raya and the Last Dragon” in theaters and on Disney+ for $30, not counting the subscription cost.

Though Warner Bros. was criticized by some for abandoning movie theaters when it announced plans to send all 2021 films to both HBO Max and cinemas, the studio is presently a lifeline to theaters. The studio’s films — including “The Little Things,” “Judas and the Black Messiah” and “Wonder Woman 1984” — accounted for roughly 80% of domestic ticket sales over the weekend.

Private rental bookings are helping the modest return of moviegoing. Family, friends and “pods” have booked an entire theater. Warner Bros. said “Tom & Jerry” has already seen more than 10,000 such bookings.

ASEAN foreign ministers to discuss Myanmar situation

The Association of Southeast Asian Nations (ASEAN) will hold a special meeting on Tuesday to discuss the situation in Myanmar following the Feb. 1 military coup, officials confirmed.

Indonesia’s Foreign Ministry spokesman Teuku Faizasyah told Anadolu Agency that the virtual meeting will start at 3 p.m. Indonesian time (0800 GMT).

Singapore’s Foreign Minister Vivian Balakrishnan also confirmed the special meeting. “A special ASEAN foreign ministers will be convened via a video conference where we will listen to the representative of Myanmar’s military authorities,” he told the parliament.

Balakrishnan called on Myanmar’s military to stop the use of lethal force against civilians, and for the immediate release President Win Myint, State Counselor Aung San Suu Kyi and other political prisoners.

“The immediate priority is to halt all acts of violence and the use of lethal force, and to step back from a rapidly deteriorating situation,” he said.

The minister called on all parties in Myanmar to engage in discussions and to negotiate “in good faith.”

He said that despite the 10-member group’s core principles of consensus and non-interference, it could still play a constructive role in facilitating a return to normalcy and stability in Myanmar, a member state.

At least 18 people were killed on Sunday as the military regime that ousted the National League for Democracy and its leaders a month ago cracked down on protesters, according to the UN Human Rights Office.

The regional body had earlier called for “dialogue, reconciliation and the return to normalcy.”

Addressing the inauguration ceremony of Martyrs’ Arcade, Chief Justice Balochistan High Court Justice Jamal Mandokhel said that it was unfortunate that Every department in the country has formed a team to fulfill their own ambitions.

CDA’s anti-encroachment drive continues

ISLAMABAD, MAR 1 (DNA) – The operation of Capital Development Authority (CDA) against encroachments and land grabbers is underway.

The Enforcement Department of CDA conducted operation against illegal constructions and encroachments at Panjgraan, Lehtrar road, Khhana pul, Tramari, and Tarlai on Monday. 03 homes, 09 rooms, 04 washrooms, 04 boundary walls, buffalo shelters, and some other constructions were demolished in Panjgraan. Construction material was captured from the spot.

On the other hand operations were also conducted at Lehtrar road, Khhana pul, Tramari, and Tarlai upon the complaints of the citizens.

Poultry stalls, vegetables stalls, push carts, road side setups, tea stalls, and other encroachments from the road sides. Material captured from the spot was submitted to store of CDA.

Iran insists U.S. lift sanctions first to revive nuclear deal talks

“The Biden administration should change Trump’s maximum pressure policy towards Tehran … If they want talks with Iran, first they should lift sanctions,” Foreign Ministry spokesman Saeed Khatibzadeh said in a statement on Monday.

TEHRAN – Iran said on Monday the United States should lift sanctions first if it wants to hold talks with Tehran to salvage the 2015 nuclear deal with world powers that former President Donald Trump abandoned.

President Joe Biden has said Washington is ready for talks about both nations resuming compliance with the pact, under which Tehran secured an easing of sanctions by limiting its nuclear work. But each side wants the other to move first.

The West fears Iran wants to build nuclear weapons, while Tehran says that has never been its goal.

“President Joe Biden’s administration should change Trump’s maximum pressure policy towards Tehran … If they want talks with Iran, first they should lift sanctions,” Foreign Ministry spokesman Saeed Khatibzadeh said.

Washington said on Sunday it was disappointed by Tehran’s refusal to hold talks but was ready to “re-engage in meaningful diplomacy” and would consult with major powers.

While Iran has been demanding the lifting of U.S. sanctions first, Washington says Tehran must return to compliance with the deal, which Iran has been progressively breaching since 2019.

“The new U.S. administration‘s refusal to return to the deal is a historic mistake,” Khatibzadeh said, saying Tehran would continue to work with the U.N. nuclear watchdog despite scaling back cooperation.

British HC, COAS Gen. Bajwa discuss regional security
