According to United Nations Development Programme, women and children are 14 times more likely than men to bear the brunt of fatalities as a result of natural calamities, they informed.

This, he added, would enable them to appreciate, handle and resolve wide-ranging and ever-evolving challenges faced by the government in the heterogeneous, pluralistic and diverse socio-political context of Pakistan.

This was stated by the President of Pakistan while chairing a meeting of the Board of Governors of the National School of Public Policy (NSPP), at Aiwan-e-Sadr, today. The President of Pakistan is the Chairman of the Board of Governors (BoG) of NSPP.

Addressing the meeting, the President urged NSPP to integrate Artificial Intelligence, utilize online and hybrid modes of learning in its training procedures and SOPs and upgrade its education modules to finetune civil servants’ skills for making timely and informed decisions. This, he said, would help deliver efficient and quality services to the general public as well as help in the automation of trade, commerce and business-related processes and procedures, which were paramount for speedy and meaningful development and progress of the country.

The President said that adopting online training modules by NSPP would increase its reach and effectiveness for imparting quality and relevant training to civil servants without incurring additional expenditures which were otherwise required for setting up physical training facilities. He also emphasized the launch of short-duration training courses to impart specific and sector-specific skills required by government officers for better service delivery in special and technical disciplines.

During the meeting, Vice Chairman of the Board of Governors, NSPP, Mr Ahsan Iqbal, Federal Minister for Planning, Development & Special Initiatives, highlighted the need for improving the collective service delivery by the bureaucracy. He also underlined the need to introduce IT-based technology platforms for imparting quality training, both short and long-term, to the officers stationed in far-flung areas of the country as well as smaller towns and cities. Hina Khar lauds services of outgoing Foreign Secretary

Islamabad, SEP 30 /DNA/ – Yesterday, Minister of State Hina Rabbani Khar and officers of the Ministry of Foreign Affairs bid farewell to outgoing Foreign Secretary Sohail Mahmood. It was an occasion to pay tribute to his stellar diplomatic career, sagacity, foresight on foreign policy and his humane and humble nature. His leadership and deep sense of commitment to the country are going to be a strong legacy in Foreign Service of Pakistan.

The Prime Minister visited New York from 19 to 23 September to attend the high-level segment of the 77th UNGA Session. The Foreign Minister and other members of the Cabinet accompanied him.

The Prime Minister attended several high-level meetings and events, held bilateral meetings with Heads of State/Government of key countries, including France, Iran, European Union, Japan, Spain, Austria, Belgium and others, attended a reception hosted by President Biden and met the UN Secretary-General, the President of the General Assembly, as well as the Managing Director of the IMF and President of the World Bank.

A key objective of the visit was to highlight the colossal damage caused by the floods in Pakistan. The Prime Minister drew attention of the international community to this calamity in his address to the UN General Assembly and urged mobilization of resources for relief, rehabilitation and reconstruction in Pakistan. He underlined that this disaster was the impact of climate change to which Pakistan has contributed minimally.

Prime Minister conveyed the same message in all his interactions and advocated the need for global action to halt climate change and to compensate developing countries for loss and damage from climate impact.

There were very positive responses from several of the Prime Minister’s interlocuters including the French President, UN Secretary-General, the Managing Director of IMF, and the President of the World Bank and some other key leaders, including US Special Envoy for Climate Change, Mr. John Kerry. They all agreed to help Pakistan mobilize international support.

An international conference focusing on sustainable re-building, rehabilitation and reconstruction will be convened once the damage and needs assessment and a comprehensive plan are prepared.

During his address to the General Assembly and in other interactions, the Prime Minister also outlined Pakistan’s perspective on a number of other issues of concern to Pakistan and the wider international community.

He drew attention to the grave situation in Indian Illegally Occupied Jammu and Kashmir and the fact that this dispute was the main source of tension between Pakistan and India. To resume a dialogue and ease tensions, India should reverse its illegal and unilateral actions taken since 5 July 2019. The PM invited India to work for peace and allow both countries to focus on the alleviation of poverty, disease and hunger.

The Foreign Minister also had an extensive program. You would have noticed he attended various high-level meetings and events including the Closed-Door Leaders’ Roundtable on COP-27, the Food Security Summit co-organized by the EU, AU and the US, the OIC Contact Group on Jammu and Kashmir, OIC Contact Group on Muslims in Europe, the OIC Committee of Six on Palestine, the Ministerial Meeting of the UN Group of Friends of Mediation, and the Ministerial Meeting of the Group of Friends of the Global Development Initiative (GDI).

The Foreign Minister also chaired the Annual Coordination Meeting (ACM) of the OIC Foreign Ministers, as well as the G-77 and China Annual Meeting of Foreign Ministers, as you know Pakistan is chairing both the forums, and hosted a meeting of Young Foreign Ministers, and a High-Level Event on ‘Loss & Damage: New and Additional Financing’ organized by Pakistan.

The Foreign Minister also held bilateral meetings with a number of his counterparts, and had extensive media and think-tank interactions.

The Minister of State also had various bilateral interactions, besides participating in several events including on “Feminist Foreign Policy”, hosted by the German Foreign Minister, Ministerial Meeting of the Non-Aligned Movement (NAM), and High-Level meeting on UN Peacekeeping that was hosted by the Irish Foreign Minister.

Later Foreign Minister Bilawal embarked on a four-day trip to Washington D.C. accompanied by Minister of State Hina Rabbani Khar. During the visit, the Foreign Foreign Minister had a very productive meeting with U.S. Secretary of State Antony Blinkon during which U.S. announced additional $10 million for Pakistan’s flood relief efforts bringing the total contribution to $66.1 million. Foreign Minister Bilawal also delivered a talk at Wilson Center. The Foreign Minister Bilawal Bhutto Zardari also also called on Senator Robert Menendez, Chairman US Senate Foreign Relations Committee and Senator James Risch, Ranking Member Senate Foreign Relations Committee.

The Minister of State Hina Rabbani Khar also met US Congresswoman Ilhan Omar.

Ladies and Gentlemen,

To recall briefly, Prime Minister Shehbaz Sharif led the Pakistan delegation to the Meeting of the Council of Heads of State of Shanghai Cooperation Organization (SCO) in Samarkand on 15-16 September. All eight Heads of State/Government of SCO member states attended the Summit meeting in person.

The Prime Minister’s statement at the Summit conveyed Pakistan’s vision for the strategic direction of SCO in the face of global political and economic transformation. The Prime Minister presented a compelling case for collective action by SCO countries to combat the ravages of climate change.

You would also recall that at the invitation of the British government, the Prime Minister represented Pakistan at the State Funeral of Her Majesty Queen Elizabeth II in London on 19 September.

Yesterday, Prime Minister received a telephone call from the Eyptian President, H.E. Abdel Fattah Al Sisi. The Egyptian President offered condolences to the people of Pakistan over the loss of precious lives and devastation caused by the floods in Pakistan and also announced relief assistance from the Egypt. Prime Minister thanked the brotherly people of Egypt and also took the opportunity to assure Pakistan’s support to the Egyptian Presidency of COP-27 for a successful Conference.

It is matter of grave concern that the Indian occupation forces have martyred five more Kashmiri youth in extra-judicial killings and fake encounters in Kulgam and Kupwara areas in the Indian Illegally Occupied Jammu and Kashmir in the past week.

We also continue to draw attention of the international community to the deteriorating situation particularly the heath of Kashmiri political prisoners including Hurriyet leaders languishing in different jails of India and in IIOJK and we demand their immediate release.

We also condemn India’s illegal and unprovoked, literally unjustified economic assault on IIOJK manifested by the recent halting of fresh fruit laden trucks from Kashmir valley by Indian occupation forces, this is kind of an undeclared economic blockade of Kashmiri fruit growers, and a deliberate attempt in our view to destroy the economy of occupied Jammu and Kashmir and to punish the Kashmiri people for their struggle for right to self-determination.

On the floods and the ongoing international assistance and relief efforts, we keep on updating you. As we transition from rescue and relief phase of response to this unprecedented climate catastrophe, to the more challenging rehabilitation and reconstruction phase that is upcoming, we are also grateful to the unparalleled generosity and resilience of the Pakistanis who have contributed in cash and kind to help their brethren.

We are also thankful to international friends and partners for sending 133 relief flights, besides ships, trucks, and goodness trains to help the flood victims.

We are determined to overcome this adversity with determination, grit, perseverance, and mobilization of national and international efforts.

I thank you and am ready to take your questions.

Putin’s reservists

Dr M Ali Hamza

On its face value, Putin’s mobilisation of Russian reservistspresents the scenario of shortage of willing fighters for the country or the loss of military human resource to an extreme extent. Both assumptions appear to be very irrational. Establishing the premises to support this conclusion requires an understand of certain facts.

Again, on its face value the war is between Russia and Ukraine. Ukrainian army comprises of only 204000 individuals whereas Russian army is having 850000 active-duty personnel and 2 million reserve personnel;that makes it the fifth largest military in the world. Moreover, The Russian Armed Forces possess the largest stockpile of nuclear weapons in the world, surpassing the arsenal of the United States. They operate the second-largest fleet of ballistic missile submarines, and are one of only three militaries; alongside China and the United States, that operate strategic bombers. Russia is having 3 times more armored vehicles, 5 times larger number of tanks, 10 times more aircrafts, 20 times bigger naval fleet than Ukraine. In 2021, Russia had the fifth-highest military expenditure in the world at US$65.9 billion. So, there is no match of might between these two countries.

Now, this arises a counter argument that beside having all this superiority, Russia faced huge resistance and Ukrainian forces fought diligently. Seriously? It is important to note that mostly entire western hemisphere providing a backup to Ukraine. Russia is “de facto facing all of NATO,” the USled Western military alliance that has shipped billions of dollars of armaments to Ukraine to help fend off Russia’s invasion of Ukraine. The Biden Administration recently asked Congress for $13.7 billion in additional aid for Ukraine.Overall, the US has pledged just under €45 billion in total aid (financial, humanitarian, and military). The next closest donor is the European Union, which has pledged around €16 billion to Ukraine. The largest individual European donor nation is the United Kingdom, at just over €6 billion.

At the same time, after Russian invasion of Ukraine, Germany, Poland and then the entire European Union as well as Canada announced to formally banRussian Television (RT): the prominent international Russian channel, having a global footprint. Moreover, independent service providers in over 10 countries suspended broadcasting RT.Why? why the world is kept away from Russian narrative? Is democratic global village not mature or ready enough to accept Easterns’ freedom of expression, or they are incompetent to counter the Russian reasoning?  This seems unfair to keep glorifying US/EU invasion in multiple countries since 2000 through media dictatorship and on the contrary presenting the countries that differ, as devilish; a pure doctrinal, aristocratic and imperialist mind set. Anyways, getting back to the main point, Ukraine would not be a free country today without foreign support. And still all NATO forces are incapable of brining Putin on table talk on their own terms. So, who is showing real muscles?

When winters are knocking at the door, Russian gas& oil has become indispensable for European Union.ThoughEU is finding alternative supplies since February 2022, and it may need to ship-in LiquidNaturalGas (LNG) in tankers from producers like the US and Qatar. First the price hike is unavoidable, and secondly energy experts believe that there aren’t enough LNG terminals in Europe that can support importing LPG from the said countries. This will be a problem for Germany, particularly. It is pertinent to mention that Lithuania and Finland having about 80% dependence on Russia oil, and many EU countries fulfil a significant portion of their energy needs from Russian supplies. Furthermore, it is important to ask that whether the trade sanctions on Russia working?Quite the reverse, these sanctions rather helped Russia by soaring energy prices. Russia received an estimated €400bn ($430bn, £341bn) over the past year from oil and gas exports to Europe. The EU says its latest sanctions could cut the amount of oil it buys from Russia by 90%. However, this will take months to come into full effect, and even then, Russia will be able to sell oil elsewhere in the world. In addition to that India and China have both been buying more Russian crude in recent months. At the same time, Argentina, Brazil, China, Georgia, Indonesia, Mexico, Moldova, Serbia, Turkeyexpressed no intention of imposing sanctions on Russia. And few European countries are revisiting their decision in terms of saying no to energy trade with Russia. So, who has the better hand? Most definitely Russia did not go for a blind, the cards are opening, and hands are revealing.

Therefore, argument that Russia has lost to a degree where it had to call the reservists (the reserved army), shows poor grounding. Remember that Russian Military has branches consist of the Ground Forces, Navy, and Aerospace Forces, as well as three independent arms of service: the Strategic Rocket Forces, Airborne Forces, and Special Operations Forces.Russian law mandates one-year drafting for all male citizens aged 18–27. This also means that their entire population is trained to fight in the severest war conditions. Moreover, not all these individuals who are formally trained to take part in war join army rather a small fraction. Rest of the individuals enroll in other occupations. So, instead of recruiting a fulltime soldier that adds up financially, these reservists are called as a temporary fighter, whenever needed. As winters are coming, and UN is still unable to settle down matter and stop NATO expansion program, now Russia plans to stage the final show.

Though some say that it is the first real test of support for Putin’s invasion and early signs do not look good. But how can this western point of view negate the fact that in last 7 months, Russia alone is standing on its point of view and have challenged the entire west openly. This is not possible without the internal support of its people. West should have by now reconsidered its support to NATO expansion in Ukraine. Still, it can be done, if Putin’s call for reservists is not taken as a joke.

Pakistan clinch nerve-wracking 6-run win over England

LAHORE – Prolific opener Mohammad Rizwan hit a fighting half-century before debutant all-rounder Aamer Jamal starred with the ball as Pakistan beat England by six runs in another last-over finish in the fifth T20 international in Lahore on Wednesday.

Rizwan s 46-ball 63 was the cornerstone of Pakistan s 145 all out in 19 overs after express pacer Mark Wood grabbed 3-20 to derail the home team who were asked to bat first at Gaddafi Stadium.

England s stand-in skipper Moeen Ali smashed a brilliant undefeated 37-ball 51, with four sixes and two fours, but failed to score the 15 needed off the final over as England managed 139-7.

Jamal kept his cool despite being hit for a six off the third ball, conceding just eight to give Pakistan a 3-2 lead in the seven-match series.

England won the first and third matches while Pakistan took the second and fourth, all played in Karachi.

Pakistan needed wickets to defend a below-par total and all six bowlers responded with at least a wicket each, with Haris Rauf grabbing 2-41.

Openers Alex Hales (one) and Phil Salt (three) were gone by the fourth over before the dismissals of Ben Duckett (10) and Harry Brook (four) left England struggling at 54-4.

Dawid Malan stopped the slide with a patient 35-ball 36, studded with six boundaries, before Ali raised his team s hopes of victory.

But the asking rate climbed with 40 needed off the last three overs and 28 off the last two.

Moeen reached his seventh T20I fifty off 35 balls.

Earlier, Pakistan struggled against the pace of Wood.

Wood — playing only his second international since an elbow injury in March followed by surgery — was ably assisted by Sam Curran (2-23) and David Willey (2-23) as Pakistan were dismissed in 19 overs.

Amid a middle-order collapse from 42-1, which saw Pakistan lose six wickets off 48 balls for just 58 runs, Rizwan held on with a defiant knock, his fourth fifty in five matches in this series.

Wood dismissed Pakistan skipper Babar Azam in the third over for nine before David Willey removed Shan Masood and Iftikhar Ahmed to derail Pakistan.

Mohammad Nawaz (nought) and Shadab Khan (seven) fell to injudicious run outs to leave Pakistan tottering at 100-7.

Rizwan completed his 20th T20I half-century before hitting Curran straight into the hands of Adil Rashid at deep square-leg in the 18th over. Rizwan struck three sixes and two fours.

The remaining matches are on Friday and Sunday, also in Lahore.
