Imran Khan: Pakistan must move forward with caution

ISLAMABAD – Prime Minister Imran Khan has said that the number of coronavirus cases in Pakistan has gone down. Pakistan was among the first countries to understand the way to control the virus. We implemented a smart lockdown as we realised that lockdown was not an option for us. He is currently addressing the nation.

On July 26, 2020, Pakistan’s death toll from COVID-19 was the lowest in three months, the PM remarked. “I am very pleased to announce that the pressure that was there on our hospitals has considerably decreased.”

The steps taken by Pakistan have helped the country control the number of coronavirus cases,  he said. “We still have challenges and we need to proceed with caution.”

US doubles spending on potential virus vaccine to nearly $1 billion

The United States has doubled its investment — to nearly $1 billion — to expedite development of a potential COVID-19 vaccine by American firm Moderna, which on Monday begins the decisive final phase of clinical trials.

The government now plans to spend up to $472 million on top of the previously announced $483 million, the Moderna biotechnology company announced Sunday.

Moderna said the added investment was justified by its decision, in conjunction with the government, to “significantly” expand a Phase Three clinical trial of a candidate vaccine to include 30,000 participants.

In a small, initial trial, Moderna’s experimental vaccine produced coronavirus antibodies — which should help fend off the disease — in the bodies of all 45 participants.

In the expanded trial starting Monday, half the 30,000 participants will receive a 100-microgram dose of the vaccine, while the rest will be given a placebo.

The United States has suffered more than 146,000 coronavirus deaths, leading the world in that grim category, even as the number of new cases has continued to surge.

It has announced massive investments in a huge effort to expedite vaccine development and get millions of Americans vaccinated by early next year.

On Wednesday, the American-German BioNTech/Pfizer pharmaceutical alliance announced that the US government had committed $1.95 billion to procure 100 million doses of its eventual vaccine.

With laboratories around the world in a furious race to develop a first effective vaccine, Moderna seems to hold the lead as it enters a final round of clinical trials — a decisive step in determining whether a vaccine is both effective and safe.

Moderna, which has been working with US health authorities, said it expects to be able to produce 500 million doses a year — and potentially up to 1 billion — starting in 2021.

Chinese biotech firm Sinovac said July 6 that it, too, would begin a Phase Three clinical trial “this month,” in collaboration with Brazil’s Butantan biologic research center.

Also reporting encouraging early results have been a British project developed by Oxford University in partnership with the multinational AstraZenica laboratory, and a Chinese project, led by researchers from agencies including the Academy of Military Medical Sciences.

That effort is being financed by the CanSino biotechnology group, which is listed on the Hong Kong stock exchange.

In all, nearly 200 candidate vaccines are in development, including 23 now in the clinical phase, being tested on humans.

South Africa leg spinner Imran Tahir has said it was unfortunate that he was unable to play international cricket for Pakistan. “I tried my best to represent Pakistan but unfortunately didn’t happen,” Tahir tweeted. “Cricket South Africa (CSA) gave me an opportunity to realise my dreams of playing international cricket for which I am grateful (for) the rest of my life.”

The South African cricketer of Pakistani descent went on to say that he will be a Protea forever.

According to the International Cricket Council (ICC), Tahir was born in 1979 in Lahore. He represented Pakistan in the 1998 U19 World Cup.

Turkish Airlines welcomes plan for Istanbul-Pakistan PIA flight operations

ISLAMABAD, JUL 27 – Turkish Airlines has welcomed a plan by PIA to start flight operations of the national carrier to Turkey from next month.

PIA CEO Arshad Malik has said that the airline planned to start operations to Turkey from the first week of August provided that Turkey’s aeronautical authorities granted it permission for the flights.

According to the plan, PIA passengers will be able to travel to Europe from Turkey via Turkish Airlines.

In his letter, the Turkish Airlines’ CEO proposed to upgrade the codeshare from unilateral to a bilateral arrangement with Pakistan.

He said that flights of both companies to Birmingham, London, Milan, Barcelona, Copenhagen and Oslo can also be made with codeshare.

Through this, Pakistani passengers landing at the airport in Istanbul will be able to book flights on European routes.

Islamabad to close tourist spots, public places on Eidul Azha

The district administration of Islamabad has decided to keep public spots and tourist destinations in the city closed on Eidul Azha.

According to a notification issued by the district administration, all such spots will be closed from Monday, July 27, till the last day of the Eid holidays.

The Murree Express and hill station will also be closed, Deputy Commissioner Hamza Shafqaat said. “Margala Hills, picnic spots, parks and restaurants will also be barred from remaining open.”

He has requested people to refrain from making travel plans during the Eid holidays or arranging get togethers to protect themselves and others from the novel coronavirus.

In a media briefing on Sunday, Special Assistant to the Prime Minister Zafar Mirza warned people of a possible rise in COVID-19 infections on Eid.

He has urged people to religiously follow SOPs while visiting cattle markets. “Wear masks, wash your hands frequently and maintain social distancing,” he advised.

Prime Minister Imran Khan will also be addressing the nation regarding the situation on Eid in light of coronavirus.

China reports coronavirus spike as global cases pass 16 million

China on Monday reported its highest number of coronavirus cases in three months, part of a worrying swell of second and third-wave infections that are hitting Asia and Europe.

Australia has been rocked by its deadliest surge since the start of the pandemic, Hong Kong is experiencing record daily numbers and Spain’s caseload has tripled in the last fortnight.

Meanwhile, other regions are still battling their first waves after never getting the virus under control: the US alone has recorded almost 4.23 million cases of COVID-19, while infections in Latin America and the Caribbean surged on Sunday to briefly overtake North America’s total for the first time.

Worldwide the confirmed case count has passed 16 million, although experts believe that figure is vastly short of the true number. One study in New Delhi found a quarter of people tested had contracted the virus, amounting to 4.7 million in the Indian capital alone.

China–where the coronavirus was first reported in December last year– recorded 61 cases on Monday, the highest daily figure since April.

The second-wave surge was propelled by clusters in separate regions, and authorities have declared “wartime mode” lockdown measures to combat the spread of the deadly contagion.

Most of the 57 new domestic cases were in the far northwestern Xinjiang region, where an outbreak in the regional capital Urumqi occurred in mid-July.

A second programme of mass testing was launched Sunday in the city of 3.5 million people to check residents who had previously tested negative, with 2.3 million people screened so far.

Chinese authorities have also rolled out mass testing for hundreds of thousands in the northeast port city of Dalian where a fresh cluster broke out last week.

Deadly new waves

Australia on Sunday suffered its deadliest day since the pandemic began, with 10 fatalities and a rise in new infections despite an intense lockdown effort.

And on Monday the country recorded its highest number of daily cases of at least 549, more than Wednesday’s high of 501 with some states still to report their numbers.

Daniel Andrews, premier of Victoria state where the latest outbreak is centred, begged anyone sick to stay at home.

In Hong Kong, which seemingly had a lid on local transmissions for weeks, new infections have snowballed sparking fears the latest outbreak is spreading out of control.

More than 1,000 infections have been confirmed since early July — more than 40 percent of the total since the virus first hit the city in late January. Eighteen people have died.

The city said it will stop most ships from changing crews in the densely populated territory from Wednesday to cut back on quarantine exemptions blamed for causing a third wave of cases.

And Spain, where more than 28,400 have lost their lives, has also witnessed a recent surge in cases with nearly 1,000 on both Thursday and Friday, although the government insisted the country was safe to visit and was not experiencing a second wave.

“Like other European countries, Spain has new outbreaks,” Foreign Minister Arancha Gonzalez Laya told reporters on Sunday, adding: “It’s not unusual.”

London sparked a spat with the Iberian country, hugely popular with British holidaymakers, after it announced passengers arriving from Spain should spend a fortnight in isolation.

However, Britain defended its decision with Foreign Secretary Dominic Raab telling Sky News: “We can’t make apologies for doing so… We must be able to take swift, decisive action.”

Cases pass 16 million

As worldwide infections passed 16 million, Latin America and the Caribbean totalled more than 4.34 million, according to an AFP tally, briefly surpassing North America, where the United States remains the hardest-hit country in terms of both caseload and death toll.

But North America soon moved ahead again, as the US recorded more than 55,000 new cases in 24 hours for a total of nearly 4.23 million. Combined with Canada’s 116,000 cases, North America now has more than 4.34 million infections.

In Latin America, Brazil is the worst-hit country with almost 2.42 million cases and more than 87,000 deaths. There have also been increases in infections in Mexico, Peru, Colombia and Argentina, all of which are trying to resume economic activities.

Gold costs $1,937/ounce for the first time in history

Gold prices have crossed an all-time high in international markets with a $30 leap. However, according to experts, profit-booking might be just around the corner and gold prices may take a correction.    

Amid the COVID-19 pandemic and the US-China trade war, investors have been pouring money in gold, which has pushed the precious metal to its highest-ever price of $1,937 per ounce on Monday.

The price of gold keeps fluctuating in the international market as it absorbs the impact of different countries’ markets opening with a lag. When this report was published, gold was trading at $1,933.

The last time gold prices crossed the $1,900 mark was in September 2011 when it reached $1,921 per ounce.

The increase in international prices of gold will see the per tola price rising to around Rs121,500 – a change of around Rs2,800 since Friday, which is the last time the All Sindh Saraf Jewelers Association shared gold rates.

Rashid Ali, head of business development at HG Markets, says the reason behind this recent hike is the US-China trade war as well as aggravating diplomatic ties between the super powers. Both countries ordered the closure of each other’s consulates in Houston and Chengdu amid allegations of espionage last week.

Investors flocking to the safe-haven metal has been boosted by a weak dollar, which fell to its lowest level in over a year, and hopes that the Federal Reserve will set a policy that helps the economy recover from the impact of the COVID-19 pandemic. The bullion is considered a safe and secure place to invest, especially during times of crisis.

Meanwhile, Rays Commodities COO Adnan Agar says gold prices have been increasing and broke all-time records due to fears of a second wave of the coronavirus as cases increase in some countries.

The uneasy US elections later this year have also been increasing investors’ anxiety and these uncertain times have been pushing them towards secure investments such as gold. Agar thinks the tensions between the US and China is due to the upcoming election.

Meanwhile, negligible interest rates in major countries have also made gold all the more attractive to investors as they will not be getting much by putting their money in government securities.

But Agar thinks that profit-booking or profit-taking, which investors do by selling stocks like gold bullion when their prices go up, may just be around the corner.

He said that when gold prices move up by around $50, investors start to book profits and prices take a correction. Gold prices have broken their previous all-time high record. He expects them to soon be taking a correction and short-term prices may come down from that point.

But he added that the overall environment is favorable for gold and its prices may not be coming down anytime soon. In fact, they will continue to rise unless the uncertain times due to the coronavirus, US elections and struggling economies end.

PUBG ban: PTA explains why game remains blocked in Pakistan

Online game Players’ Unknown Battle Ground remains blocked in Pakistan even after the Islamabad High Court ordered the authorities to remove the ban on the game on July 24.

The Pakistan Telecommunication Authority said that it won’t unblock the game. It said, in a detailed verdict, that it has the mandate to make the decision under Section 37 of the PECA. The section gives the authority the power to block access to or remove ‘speech’ from content it finds objectionable.

It said that it took the decision because it “received numerous complaints/letters from other segments of society on the issue of banning PUBG”.

The authority remarked that it came across various “papers and reports on the impact of internet games, specifically PUBG, on the mental and physical health” of the players.

It said that the game affects players in the following ways:

  1. Violence: Excessive violence can set off aggressive emotions, thoughts, and behaviour in players.
  2. Addiction: PUBG makes people less productive.
  3. Less social/human interaction: Due to long playing hours, the player ends up becoming less socially active.
  4. Bad physical health: Sitting around in one place and playing for long hours is not good for physical health. Staring at the computer screen for long hours can affect eyesight and cause a headache.
  5. Bad mental health: In 2018, the WHO concluded video gaming addiction was a mental disorder. Video games are known to be the reason for depressions in many people and people who are addicted to PUBG many get easily stressed out or face anxiety issues in public due to less social interaction.
  6. Less sleep: One might not feel like sleeping because the game isn’t over yet. So, in the time one should be sleeping, he can end up playing a game which affects his sleeping pattern.
  7. Bad academic scores: The academic performance of students is affected as gaming sessions tend to last longer.
  8. Losing family: Some people like to play PUBG during family functions and it leads to a lack of communication and understanding.
  9. Gets irritable: A child, who is addicted to gaming, tends to get irritated at the smallest of things or if parents interfere in something.

The Islamabad High Court ordered the PTA to unblock the game while approving a petition filed against the authority’s decision to ban the game in Pakistan.

The PTA, however, said that the ban it imposed on the online game will remain in place. The authority had asked the game developers to share data about PUBG sessions, its users in Pakistan and regulatory measures, but no response has been received yet.

FPCCI President asks govt to bring down electricity tariff to regional countries level

KARACHI, JULY 27 – The Federation of Pakistan Chambers of Commerce and Industry on Monday asked the government to bring down electricity tariff to the competitive level of regional countries on permanent basis, as NEPRA’s accumulated cut of Rs3.09 per unit just for three months under a monthly fuel adjustment formula is not an enduring solution to ease industrial cost of production. 

FPCCI President Mian Anjum Nisar said that Pakistan exports cannot compete with China, Bangladesh and India where power tariffs were 7-9 cents, particularly in the post-corona economic slowdown as the country’s exports have been witnessing a major setback in present days due to high cost of electricity, which has become a major stumbling block in industrial development and boosting exports.. 

“FPCCI welcomes the National Electric Power Regulatory Authority (NEPRA) to provide accumulated relief of Rs 4.46 billion to the power consumers as it has decided power tariff for eight months of Nov 2019 to June 2020 for power distribution companies (DISCOs) under the formula of monthly fuel charges adjustment, but this is not a permanent solution,” he stated. 

Mian Anjum Nisar pointed out that NEPRA has also decided to increase in electricity rates for five months of Nov, Dec, Jan, Feb and March with accumulated impact of Rs 4.86 per unit, putting an additional burden of billions of rupees on industrial consumers. 

He said that electricity is regarded as the lifeline of any economy and plays a pivotal role in socio-economic development of a country. The demand for electricity has been rising consistently mainly due to growing industrial requirement and population explosion but unfortunately, power generation and supply have not been able to meet this rising demand of electricity.  

FPCCI President said that the cost of electricity generation is also high due to faulty fuel mix which has led to massive loadshedding and power shortages in Pakistan.  

He stressed the need to resolve the circular debt issue by revamping the entire power sector, including tariff setting, efficiencies of power generating units, supply chain network and payment recoveries. If this is not done, the future of energy sector would remain at stake, he warned. 

Mian Anjum Nisar said that industries need low cost energy to bring down their cost of production, keeping their goods competitive in the international market. He said that cut in energy prices would be a great relief to the exporters as well as the local industry which have been suffering heavily because of post-corona slowdown. 

He urged the power ministry to identify system constraints, communicate targets to all the concerned departments to initiate up-gradation of transmission system on war footing. 

In this post-corona era, the best solution to overcome economic challenges is to promote industrial activities by slashing energy cost to revive the economic growth and sustain employment in the country, he said. 

Mian Anjum Nisar said that production of hydel power has been increased while furnace oil price is constantly declining in the international markets. The authority, therefore, should not restrict the relief to few months only rather it should make decrease in the power tariff on permanent basis, he added. 

He said that business-friendly policies must be adopted as other neighbouring countries of the region are giving to trade and industry. The amount specified in trade policy should be utilised for the promotion of exports by giving incentives to the trade and industry and by exploring new markets, he suggested. 

He raised the questions on excessive electricity bills, as the government is using expensive fuel for power generation instead of cheaper energy source. He pointed out why furnace oil based power plants were operated in months of Dec and Jan when the power generation though hydel source was possible? He said cheap electricity can bring multiple benefits to the economy as it will reduce cost of doing business, making our products competitive in the global market with ultimate benefit of increasing exports and reviving economic growth. 

He said the government has always reiterated its resolve to provide uninterrupted electricity to export sector to earn valuable foreign exchange for the country. He stressed the need for a continuous supply of electricity without any fluctuation at competitive rates at this critical junction, when the exports of the country are constantly down due to COVID-19. 

He said that high cost of doing business was one of the major issues being faced by the industrial sector and industries need support of the government to bring down their input cost for competing international market.
