ISLAMABAD, The World Bank’s Board of Executive Directors Friday approved the restructuring of the Pandemic Response Effectiveness in Pakistan (PREP) project, originally approved in April 2020, to redeploy $153 million to support the ongoing national vaccine drive in Pakistan.

These funds, redeployed at the request of the federal government, will help finance the purchase and deployment of safe and effective COVID-19 vaccines that meet the eligibility criteria of the World Bank. The project will strengthen the health system’s capacity to implement the vaccination campaign for its prioritized and eligible populations.

“The third wave of COVID-19 emerged in Pakistan in March 2021 and is threatening the lives and livelihoods of millions of people,” said Najy Benhassine, World Bank Country Director for Pakistan in a statement. “The World Bank remains a committed partner to support Pakistan in addressing this public health crisis, including through vaccination, and providing support to tackle the social and economic impacts of the pandemic.”

In addition to this financing for vaccines in Pakistan, the World Bank has provided a total of $768.5 million to support the vaccination purchase and rollout efforts in Afghanistan, Bangladesh, Nepal and Sri Lanka. In addition to financing, the Bank is providing technical assistance and knowledge-sharing workshops for countries in South Asia on different aspects of designing and deploying fair and equitable vaccine strategies.

Pakistan has been a member of the World Bank since 1950. Since then, the World Bank has provided $40 billion in assistance. The World Bank’s program in Pakistan is governed by the Country Partnership Strategy for FY2015-2020 with four priority areas of engagement: energy, private sector development, inclusion, and service delivery. The current portfolio has 57 projects and a total commitment of $13 billion.

US pulls out of major Kandahar base

Kandahar, Afghanistan,):The United States has completed its withdrawal from Kandahar Airfield in southern Afghanistan, once the second largest military base in the country for US forces, officials said Friday.

“They have not officially handed over the base to us but I can confirm they left the base on Wednesday,” said Khoja Yaya Alawi, a spokesman for the Afghan army in Kandahar.

“They have handed over all the facilities to Afghan forces,” Massoud Pashtun, the director of Kandahar Airport, added.

An official handover is expected to take place after the Muslim holiday of Eid al-Fitr, which ends on Saturday, both officials said.

At its height, the airfield was the second largest base for US and international troops.

Kandahar province was the birthplace of the Taliban and has in recent months seen intense clashes between militants and Afghan forces.

The Taliban and Afghan forces are currently in the middle of a three-day ceasefire which has granted respite for Afghans across the country as they celebrate the Muslim holiday.

The US military did not immediately comment.

Israel intensifies attacks in Gaza as conflict enters fifth day

Israel has intensified its assault on Gaza, as Palestinian militants continue to fire rockets into Israel on the fifth day of hostilities.

Israel’s military said air and ground forces were involved in attacks on Friday but had not entered Gaza.

Video from Gaza City showed the night sky lit up by explosions from Israeli artillery, gunboats and air strikes.

Some 119 people have been killed in Gaza and eight have died in Israel since fighting began on Monday.

Meanwhile, Jewish and Israeli-Arab mobs have been fighting within Israel, prompting its president to warn of civil war.

Defence Minister Benny Gantz ordered a “massive reinforcement” of security forces to suppress the internal unrest that has seen more than 400 people arrested.

Police say Israeli Arabs have been responsible for most of the trouble and reject the accusation that they are standing by while gangs of Jewish youths target Arab homes.

This week’s violence in Gaza and Israel is the worst since 2014. It came after weeks of spiralling Israeli-Palestinian tension in East Jerusalem which culminated in clashes at a holy site revered by both Muslims and Jews. Hamas, the militant group that rules Gaza, began firing rockets after warning Israel to withdraw from the site, triggering retaliatory air strikes.

In Gaza, Palestinians fearing an incursion by Israeli troops have been fleeing areas close to the border with Israel. Residents who had left Shejaiya in Gaza City said shells had been falling on homes.

“There is a lot of shelling and the children are all afraid. Even us adults have been in war since our childhood. We are afraid and cannot bear it anymore,” Um Raed al-Baghdadi told AFP.=

The Israeli military said it had conducted an operation overnight to destroy a network of Hamas tunnels that it dubbed “the metro”, but no troops had entered Gaza. It added that – over the course of Thursday evening and Friday morning – 220 more projectiles were fired from the Gaza Strip.

In southern Israel an 87-year-old woman died after falling on her way to a bomb shelter near Ashdod. Other areas including Ashkelon, Beersheba and Yavne were also targeted.

Elisabetta Belloni: Italy appoints first female spy chief

Elisabetta Belloni: Italy appoints first female spy chief

ROME: former ambassador has been named as the first woman to lead Italy’s secret services.

Prime Minister Mario Draghi announced his choice of Elisabetta Belloni as head of the Department of Information Security (DIS) on Wednesday.

The department oversees the country’s foreign and domestic intelligence services and reports directly to the Italian government.Ms Belloni, 63, has a long career of firsts.

Her appointment was welcomed by Italian politicians, including League party leader Matteo Salvini, who described her as “a woman of courage”.

Born in 1958, Ms Belloni became one of the first girls to join the prestigious – and formerly exclusively male – Massimiliano Massimo Institute in Rome, where Prime Minister Draghi also studied.

After serving as a diplomat in Vienna and Bratislava, she went on to lead the Italian foreign ministry’s crisis unit from 2004 to 2008 – the first time a woman had held the role.

During this time, she had to deal with Italian nationals killed or injured abroad, including kidnappings in Afghanistan and Iraq, and oversee the rescue operations for Italians affected by the devastating Indian Ocean tsunami of 2004.

Ms Belloni rose up within the ranks to become the first woman in the role of secretary-general of the foreign ministry – Italy’s highest diplomatic post, and a position she has held ever since.

As part of its work on foreign and domestic intelligence and security issues, Italy’s DIS also deals with counter-espionage and cybersecurity. In 2019, Italy’s then prime minister came under scrutiny after allowing the head of the DIS to meet US Attorney General William Barr on two separate occasions, as part of the US investigation into Russian interference in the 2016 presidential election.

CABINET SUBCOMMITTEE RECOMMENDS SHEHBAZ SHARIF’S NAME BE PLACED ON ECL: MINISTER

ISLAMABAD, MAY 12 – Interior Minister Sheikh Rashid on Wednesday disclosed that a subcommittee of the federal cabinet had recommended placing PML-N President and Leader of the Opposition Shehbaz Sharif’s name in the Exit Control List (ECL) to prevent him from leaving the country while cases against him were ongoing.

Addressing a press conference in Islamabad alongside Adviser to the Prime Minister on Interior and Accountability Mirza Shahzad Akbar, Rashid said the cabinet would accept the recommendation today or tomorrow (Thursday).

He said that when the names of other people accused in cases were placed on the ECL, then Shehbaz could not be given “special treatment” according to Article 25 of the Constitution.

The interior minister said there were three kinds of lists: the blacklist, names for which were decided by the passport office, the PNIL (person not in list), names for which were decided by the Federal Investigation Agency (FIA) and the ECL, names for which were decided by the federal cabinet.

The National Accountability Bureau (NAB) had sent a request to place Shehbaz’s name on the ECL which was deemed to be “correct” by a three-member subcommittee of the cabinet, he said, adding that the subcommittee decided unanimously to send a recommendation to the cabinet for approval.

Rashid said Shehbaz could submit an application within 15 days to the interior ministry against the cabinet’s decision and could also choose to appear personally during the review. After the application was received, the ministry would have to take a decision in 90 days, he said.

The minister claimed that Shehbaz had tried to run away at Sehri — referring to the PML-N leader’s attempt to take a flight to Qatar last week which he was not allowed to board — because the Hudaibya Paper Mills (HPM) case was being reopened.

Last week, Prime Minister Imran Khan had directed his legal team to ensure fresh investigation into the Hudaibya Paper Mills case against former prime minister Nawaz Sharif, Shehbaz and other members of the family.

The government had also decided to challenge the recent Lahore High Court (LHC) decision to grant bail to the opposition leader along with permission to go abroad for medical treatment.

The HPM case involving Rs1.242 billion had been initiated in March 2000, with the Sharif brothers said to be the main accused, when the NAB authorities moved a reference. Maryam Nawaz, Hussain Nawaz, both children of the ex-premier, as well as Ishaq Dar were among other accused.

During today’s press conference, Akbar said an impression was being built the HPM case could not be opened again. “It is the law, even besides this case, that if any new evidence is found that was previously not part of the case, [the closed case] can be reopened.”

The PML-N has become an “expert at misleading” in the last few years, Akbar claimed. “They are building the narrative that they were acquitted in the Hudaibya Paper Mills case. This is not true.”

The adviser said the PML-N leaders would have been considered to be acquitted if the trial had proceeded. The case was closed on technical grounds, he recalled, terming the HPM case the “mother of all money laundering cases in Pakistan”.

He said the case had never gone to trial because the Sharifs “made a deal” and fled to Jeddah, Saudi Arabia in 2000. The LHC decision stated that neither the NAB nor the federal government wanted to pursue the case so it was “closed on technical grounds”, he added.

“The institution that should have appealed did not do so in time and when it did after years, of course, the Supreme Court said the time had passed. This is why the case was closed. Factually, it has not ended.”

He shared that the government’s legal team, the attorney general as well as private counsels believed the case could be reopened because “we have evidence”.

“Crime was committed. A lot of money laundering was done in the Qazi family’s name and the Sharif empire was set up. The Sharif empire progressed in two different decades — in the 90s and after 2000.”

Akbar said that other cases related to the Sharifs would also be reopened. “The case was closed but the crime exists. Because that is being opened, their attempts to flee are increasing and the government will take action on that as well.”

He said the subcommittee had made the recommendation to place Shehbaz’s name in the ECL because a case against him was ongoing at an accountability court in Lahore. Other cases, including the Ramzan Sugar Mills case, Chaudhry Sugar Mills case and other investigations by the FIA were ongoing against Shehbaz, he added.

“If Shehbaz was allowed to leave, all these cases would have faced delays and would be an infringement on the rights of the co-accused in the cases,” he said.

After obtaining bail, Shehbaz was about to fly to London on May 8 when an FIA team at the airport stopped him from travelling on the ground that his name had been on the list of persons barred from leaving the country.
