Covid cases surge as Pakistan sees 2,664 new infections in 24 hours

ISLAMABAD : As many as 2,664 new cases of the novel coronavirus surfaced across the country over the past 24 hours, pushing the national tally to 605,200.

According to the National Command and Operation Centre (NCOC), 32 more people succumbed to the disease during this period, taking the death toll to 13,508.A total of 40,564 samples were tested, out of which 2,664 turned out to be positive, the NCOC said. The positivity rate of Covid-19 cases was recorded at 6.56 per cent, it pointed out, adding the number of active cases has increased to 21,121.

1,805 of the patients currently under treatment are said to be in critical condition. A total of 570,571 people have recuperated.

The National Command and Operation Centre (NCOC) has called for immediate measures to ensure strict implementation of standard operating procedures (SOPs) amid rising number of cases.

Planning and Development Minister Asad Umar, who heads the NCOC, said the government may have to opt for another lockdown in parts of the country if there is a continued increase in coronavirus cases.

“The third wave of coronavirus has started in Pakistan and lockdown can be imposed in Punjab and Khyber Pakhtunkhwa (KP) to curb the spread of coronavirus,” warned the minister.

Indonesia to establish a state-of-the-art noodle factory in Faisalabad

FAISALABAD, MAR 13 (DNA) – Indonesia has entered into the global value-added food sector and will establish a state-of-the-art noodle factory in Faisalabad very soon, said Ambassador of Indonesia Mr. Adam Mulawarman Tugio. He was addressing a meeting of the business community in Faisalabad Chamber of Commerce and Industry (FCCI). The meeting was also attended by a delegation of the Chaman Chamber of Commerce and Industry.

Mr. Tugio said that Pakistan and the Association of Southeast Asian Nations (ASEAN) countries form a huge market of one billion people and we must try our optimum best to exploit its potential. He said that Indonesia was already exporting palm oil to Pakistan and now it has planned to enter into the value added food chain. In this connection, some noodle factories have already been established in different countries while Faisalabad has now been selected in Pakistan because of its geographical location. He said that from Faisalabad we could ensure smooth supplies to every nook and corner of Pakistan within just a few hours. He said that we are planning to introduce a special flavor of chicken and Curry Palao for Pakistani brethren.

Regarding China-Pakistan Economic Corridor (CPEC), he said that it has laid down a strong foundation for infrastructure development in Pakistan and it will also spur economic activities in this region. He also mentioned the scenic tourist destinations in both countries and said that we must cooperate for the promotion of tourism as a full-fledged industry in Pakistan. Responding to a question about a ban on import of dry coconut from India, he said that he will look into this matter and convince Indonesian exporters to fill the gap on top priority basis.

About duty on Pakistani textile products, he said that the business community of Pakistan should raise this issue under the Trade in Good Agreement (TIGA). He further said that Indonesian spare parts are being imported by Pakistan through other countries. “Pakistan should ensure direct import of spare parts from Indonesia and raise the issue of duties on Pakistani textile products and import of Indonesian spares simultaneously at the highest level through (TIGA). About educational scholarships, he said that he would try that Indonesia should also extend at least the same number of scholarships as offered by Pakistan to Indonesian students.

He said that Indonesia had a well-developed pharmaceutical industry. “We are preparing an anti-corona vaccine and are ready to share our expertise with Pakistan”, he added. He further said that Indonesia was regularly organizing trade expos in October or November but last year it was cancelled due to corona. “However, this year it will be held and he wants maximum physical participation of Pakistani businessmen in it”, he hoped. Haji Jalat Khan Achakzai, President Chaman Chamber of Commerce and Industry also addressed the meeting and invited Indonesian ambassador to Chaman. Earlier, President FCCI Engineer Ihtasham Javed welcomed the Indonesian ambassador and his team and said that both countries are linked with strong religious, cultural and economic ties.

He also introduced Faisalabad and said that it is a city of trade and industry which is contributing 70 percent share in total textile exports of Pakistan. He said that it is strategically located in the heart of Pakistan from where we could have easy access to every corner of Pakistan through road, rail and air. He particularly mentioned a special economic zone being developed under CPEC and said that it is a very lucrative place for investors both from within and outside the country. He said that bilateral trade volume between Pakistan and Indonesia is 2.3 billion dollars.

Pakistani imports are 2.22 billion dollars while our exports are only 146.22 million dollars. Hence the balance of trade is in favor of Indonesia. He said that Pakistani rice, kinno and mangoes are very popular in Indonesia while Pakistan is importing multiple products with a dominating share of palm oil from Indonesia.

In a first, govt working on mechanism to place ads on digital media

ISLAMABAD, MAR 13 – The government is currently working on a new policy to distribute advertisements across different digital platforms, the head of the government’s digital wing Imran Ghazali has said.

Ghazali — the general manager of the Digital Media Wing — said that once approved by the prime minister, the new policy will allow the federal government, through the information ministry, to run ads on different online platforms.

Earlier this week, Information Minister Shibli Faraz apprised Prime Minister Imran Khan of the Digital Media Advertising Policy, which was proposed by the information ministry.

The prime minister was told that currently there were 93 million internet users, including over 45 million social media users in Pakistan. Keeping in view the rising trend, a mechanism for releasing public-sector advertisements on digital media had been proposed.

The new policy aims to bring in place a set of procedures for the government to distribute its advertisements across different channels, similar to what already exists for print and broadcast media.

Once it is approved and implemented, news websites as well as individual content creators on social media platforms such as Instagram and YouTube will be able to register with the information ministry.

Subject to meeting yet-to-be finalised criteria, they will become eligible for the government’s advertisements.

While no specific outlay has been identified as yet, initially it will be for national campaigns such as Independence Day or Pakistan Day.

The advertisement tariffs will be based on a number of factors and an exact mechanism is currently being worked out.

“It will be in line with industry standards with variables such as monthly traffic, subscribers, placement on the page, and CPMs in the overall market,” Ghazali said.

Based on that, different tiers will be specified. Whether those rates will be higher than private sector advertisers is yet to finalised.

To verify a website’s traffic or impressions, the Digital Media Wing is proposing the use of third-party software like Google Analytics. However, for publications, that might be a step too far.

“There needs to be some sort of verification mechanism in place for the government to get a return on its money. That could be any credible tool, like Alexa or Google Analytics.”

Moving beyond just news platforms, the proposed policy also aims to tap on the growing list of Pakistani influencers on YouTube and Instagram.

“This will provide a good avenue for individual creators to monetise [their content] provided they meet certain criteria,” Ghazali said. In line with the industry conventions, these influencers will have to guarantee a mutually agreed upon number of views in a given period.

They will have to register with the information ministry as individuals while there would be another category covering platforms, which includes both fully digital news publishers as well as online arms of traditional news organisations.

Given the one platforms’ proliferation and digital advertising’s sophistication in tracking reach, it is likely that the federal government will be channeling an increasing share of its advertising spend towards these channels even though the exact details and plans are yet to materialise.

This still leaves the provinces, which devise their own rules for running ads.

In fact, Punjab included digital media in its Advertisement Policy of 2012 while there was some talk of Sindh doing the same a few years ago.

Ghazali stated he felt the federal administration’s lead will eventually roll down to the provincial level.

With print media’s circulation constantly falling for years and broadcast quickly ceding space to online platforms, the nature of advertising is rapidly changing. According to Aurora, the share of advertising spend in Pakistan increased by seven percentage points to 23pc in FY20, from 16pc in FY19.

In terms of absolute values, digital advertising spending jumped by 30pc to Rs13.65 billion in FY20, from Rs10.5bn in FY19.

4 killed as Myanmar forces continue crackdown on anti-coup protesters

Nay Pyi Taw, MAR 13 – Security forces in Myanmar on Saturday again met protests against last month’s military takeover with lethal force, killing at least four people by shooting live ammunition at demonstrators.

Three deaths were reported in Mandalay, the country’s second-biggest city, and one in Pyay, a town in south-central Myanmar. There were multiple reports on social media of the deaths, along with photos of dead and wounded people in both locations.

The independent U.N. human rights expert for Myanmar, Tom Andrews, said Thursday that “credible reports” indicated security forces in the Southeast Asian nation had so far killed at least 70 people, and cited growing evidence of crimes against humanity since the military ousted the elected government of Aung San Suu Kyi.

Reports on social media also said three people were shot dead Friday night in Yangon, Myanmar’s largest city, where residents for the past week have been defying an 8 p.m. curfew to come out on the streets.

Two deaths by gunfire were reported in Yangon’s Thaketa township, where a protest being held outside a police station was dispersed. A crowd had gathered there to demand the release of three young men who were seized from their home earlier Friday night. Photos said to be of the bodies of two dead protesters were posted online. The other reported fatality Friday night was of a 19-year-old man shot in Hlaing township.

The nighttime protests may reflect a more aggressive approach to self-defense that has been advocated by some protesters. Police had been aggressively patrolling residential neighborhoods at night, firing into the air and setting off stun grenades in an effort at intimidation. They have also been carrying out targeted raids, taking people from their homes with minimal resistance. In at least two known cases, the detainees died in custody within hours of being taken away.

Another possible indication of heightened resistance emerged Saturday with photos posted online of a railway bridge said to have been damaged by an explosive charge.

The bridge was described in multiple accounts as being on the rail line from Mandalay to Myitkyina, the capital of the northern state of Kachin. The photos show damage to part of a concrete support.

No one took responsibility for the action, but it could serve a two-fold purpose.

It could be seen as support for the nationwide strike of state railway workers, who are part of the civil disobedience movement against the coup.

At the same time, it could be aimed as disrupting the ability of the junta to reinforce its troops in Kachin, a state whose residents have long been at odds with the central government. The Kachin ethnic minority fields its own well-trained and equipped guerrilla force, and there has been outrage in Myitkyina at security forces’ killing of anti-coup protesters there.

The prospect of sabotage has been openly discussed by some protesters, who warn that they could blow up a pipeline supplying natural gas to China. They see China as being the junta’s main supporter, even though Beijing has been mildly critical of the coup in its public comments.

In Washington on Friday, the Biden administration announced it is offering temporary legal residency to people from Myanmar, citing the military’s takeover and ongoing deadly force against civilians.

Homeland Security Secretary Alejandro Mayorkas said the designation of temporary protected status for people from Myanmar would last for 18 months. The offer of temporary legal residency applies to people already in the United States. Mayorkas said in a statement that worsening conditions in Myanmar would make it difficult for those people to safely return home.

The Feb. 1 coup reversed years of slow progress toward democracy in Myanmar, which for five decades had languished under strict military rule that led to international isolation and sanctions.

Suu Kyi’s National League for Democracy party led a return to civilian rule with a landslide election victory in 2015, and an even greater margin of votes last year. It would have been installed for a second five-year term last month, but instead Suu Kyi and President Win Myint and other members of the government were placed in military detention.

Tehran accuses Israel of being behind attack on container ship

Israel is highly likely to have been behind an attack in the Mediterranean this week that damaged an Iranian container ship, an Iranian investigator was quoted as saying on Saturday by Iran’s media.

Israeli officials did not comment on Friday when asked if Israel was involved in the incident on Wednesday.

The container ship Shahr e Kord was hit by an explosive object which caused a small fire, but no one on board was hurt, Iran reported on Friday. Two maritime security sources said initial indications were that the ship had been intentionally targeted by an unknown source.

“Considering the geographical location and the way the ship was targeted, one of the strong possibilities is that this terrorist operation was carried out by the Zionist regime (Israel),” an unnamed member of the Iranian team investigating the incident was quoted as saying by semi-official Nournews.

A spokesman for the Iranian foreign ministry said on Saturday reports confirmed a sabotage attack “in clear violation of international law”.

“Measures to identify the perpetrators of this sabotage action is on our agenda,” said Saeed Khatibzade, quoted by state media.

Iran’s state-run shipping company IRISL said on Friday it would take legal action to identify the perpetrators of the attack, which it called terrorism and naval piracy.

The incident came two weeks after an Israeli-owned ship the MV HELIOS RAY was hit by an explosion in the Gulf of Oman.

The cause was not immediately clear, although a U.S. defence official said the blast left holes in both sides of the vessel’s hull. Israel accused Iran of being behind the explosion, a charge the Islamic Republic denied.

Palestinians and Arab League condemn opening of Czech Jerusalem office

The Palestinian Authority and the Arab League on Saturday condemned the Czech Republic’s opening of a diplomatic office in Jerusalem, calling it a violation of international law.

Prague opened a Jerusalem branch of its Israel embassy, which is located in Tel Aviv, on Thursday. Its inauguration, attended by Czech Prime Minister Andrej Babis, was two weeks after Israel sent several thousand COVID-19 vaccine doses to the Czech Republic.

The Palestinian Foreign Ministry said it considered Prague’s move “a blatant attack on the Palestinian people and their rights, a flagrant violation of international law,” and said it would harm peace prospects.

In Cairo, Arab League Secretary-General Ahmed Aboul Gheit said in a statement: “The legal status of Jerusalem will be affected by the decision of one country or another to open representative offices. East Jerusalem is an occupied land under the International law.”

Jerusalem’s status is one of the thorniest issues in the decades-old Israeli-Palestinian conflict.

Israel annexed the eastern part of the city in a move not recognised internationally and regards all of Jerusalem as its capital.

The Palestinians seek East Jerusalem, which Israel captured along with the West Bank and Gaza in the 1967 Middle East War, as the capital of a future independent state.

Peace talks broke down in 2014.

Although the Czech Republic supports a two-state solution to the Israeli-Palestinian conflict, it was named in an International Criminal Court pre-trial decision last month as one of the countries supporting Israel’s argument that the court had no jurisdiction over war crimes in the Palestinian territories.

The Czech Republic is also one of Israel’s strongest supporters in the European Union. Last month Israel froze its short-lived “vaccine diplomacy” programme to send COVID-19 vaccines abroad to buy international goodwill after it came under legal scrutiny.

Asad Umar hints at imposing another lockdown in parts of country

ISLAMABAD, Mar 13 (DNA): Federal Minister for Planning and Development
and National Command and Operation Centre (NCOC) head Asad Umar said on
Saturday that government may have to opt for another lockdown in parts
of the country if there is a continued increase in coronavirus cases.

Asad Umar on Saturday chaired a meeting of NCOC to discuss the latest
Covid situation in the country and implementation of coronavirus SOPs.

During the meeting, the forum expressed concern over rising coronavirus
cases. “The third wave of coronavirus has started in Pakistan and
lockdown can be imposed in Punjab and Khyber Pakhtunkhwa (KP) to curb
the spread of coronavirus,” warned the minister. “The COVID-19 tests
positivity ratio in the country has reached 6pc, which is alarming,” he
added.

The NCOC head directed provinces to strictly enforce standard operating
procedures (SOPs) to prevent coronavirus the further spread of
coronavirus. He said that the UK coronavirus strain is spreading faster
in Pakistan. He appealed to the masses to continue following the
standard operating procedures (SOPs) designed to counter the spread of
the coronavirus.

Pakistan has recorded 46 more coronavirus-related deaths in the past 24
hours, taking the overall death toll to 13,476.

According to the latest statistics of the National Command and Operation
Centre (NCOC), the COVID-19 has claimed 46 more lives and 2,338 fresh
infections were reported during the said period. The total count of
active cases is 19,764 and the positivity rate increases up to 5.5 per
cent.

In the past 24 hours, as many as 1,231 patients have recovered from the
virus in a day and 1,720 patients are still in critical condition.

According to the National Command and Operation Centre (NCOC), with the
fresh inclusion of the infections in the country the national tally of
cases now currently stands at 602,536.

Harry, Meghan’s popularity in Britain plunges after Oprah interview

Prince Harry and his mixed-race wife Meghan’s popularity has fallen sharply in Britain after their explosive interview accusing the royal family of racism, a poll suggested Friday.

More than 11 million people in Britain, and 50 million in the United States watched the couple claim that an unnamed royal had asked how dark their baby’s skin would be.

The allegations, which the royal family said would be investigated, have plunged the monarchy into its biggest crisis since the death of Harry’s mother, princess Diana, in 1997.

But the controversy has also polarised opinion on both sides of the Atlantic.

A YouGov poll said Harry’s popularity rating has fallen to 44 percent and for the first time, a larger proportion of British people view him negatively (48 percent).

In a poll early this month, in anticipation of the interview, 53 percent of the public said they viewed him positively.

Meghan already had a net negative rating, which has now risen to 58 percent from 53 percent, but only three in 10 (31 percent) view her positively, down from 38 percent.

The couple’s popularity has gradually fallen since their 2018 wedding, according to YouGov, as they reportedly fell out with Harry’s brother Prince William and his wife Kate, and announced they were stepping away from royal duties.

The couple split the generations, with strong support from young people in Britain. Among 18-24 year-olds, 55 percent like Meghan and 59 percent like Harry.

Those over 65 overwhelmingly dislike both — 69 percent view Harry negatively, while the figure for Meghan is 83 percent.

The poll found the interview also hit Prince Charles’s popularity. He has not commented after Harry said that his father at one point stopped taking his calls and complained his family “literally cut me off financially”. 

Charles is now viewed favourably by 49 percent of British people, down from 57 percent.

Most royals have not seen their popularity affected, the poll found. Queen Elizabeth II has a popularity rating of 80 percent.

The 94-year-old monarch said in a statement that she was saddened at hearing of the couple’s unhappiness. She called the racism claim “concerning”, although suggested that “some recollections may vary”.

The results contrast with a US poll by Morning Consult which found the Oprah interview boosted the couple’s popularity there by more than 20 percentage points, with 69 percent now taking a favourable view of Harry and 67 percent of Meghan.

CDA starts rehabilitation work of Blue Area, IJP Road

ISLAMABAD, MAR 13 (DNA) – On the special directives of management of Capital Development Authority (CDA), the repair and rehabilitation work of Blue Area and IJP Road has been started.

The completion and rehabilitation of IJP Road and 4 lane project PC-1 has been approved. However, patch work and carpeting is being done to temporarily restore the flow of traffic.

According to details, road carpeting, lane marking, and repair work are being carried out by the Capital Development Authority (CDA) across the city.

In this regard, the management of CDA has immediately started the repair and carpeting work of the said highway in front of F-9 Park on the dilapidated condition of Blue area Road, and the carpeting of the highway will be completed as soon as possible. On the other hand, repair and rehabilitation work of long neglected IJP Road has been started.

The road will be completed in two phases. In first phase repairing from Faizabad to Sir Syed Avenue will be done, however in second phase repairing work will be done from Khayaban Sir Syed to GT Road.

Along with this project, overhead bridges, interchanges and underpasses will also be constructed. The existing bridges will also be widened.

New concrete roads will be constructed on both sides of the road. After that, IJP Road will be widened from 2 lanes to 4 lanes.=DNA

Economy put on right trajectory due to Govt’s policies: President

KARACHI, Mar 13 (DNA): President Dr Arif Alvi has said the national
economy has been put on the right trajectory due to prudent policies of
the government.

Addressing the Third Financial Crime Summit in Karachi on Saturday, the
President said effective measures are being taken to control inflation
and price hike at the lower level.

“Good Brand Pakistan has to be projected as we, after paying a heavy
cost, have come out of the polarization,” he said emphasizing need to
restore country’s perception as a vibrant and moderate society on solid
lines.

Addressing 3rd Financial Crime Summit here he said, “Its impression was
tarnished by the enemies and we have to restore it through concerted and
collective efforts,” said the President.

The event with the theme “Pakistan’s Regtech – Shoulder to Shoulder with
the Government’s vision of addressing Terrorist Financing and Financial
Crime,” was jointly organized by different private sector financial
entities of the country, attended by the representatives of concerned
public sector institutions.

President Alvi reminding the fact that Pakistan has been able to comply
with 24 of the 27 FATF conditions, prerequisite to help country getting
out of the gray list, referred to the propaganda it has been subjected
to in the international arena.

About steps taken by the government to address the issue of financial
crime and its challenges, he said, no country could afford to buckle
down before the menace and did require strong institutions equally
secured for the benefit of its people.

President Alvi said the scenario has led to opportunities leading
towards the vibrant digitization of financial sector of the country. He
said it has been proves as a fast way paving for a digitized economy
that would help in its documentation.

Mentioning that Pakistan with the series of corrective initiatives at
macroeconomic level, has been able to put the economy in growth mode, he
said, this has effected the purchasing power of the masses.

Poverty, identified as a root-cause of this menace, was said to be taken
head-on by the government with a direct impact on the people pertaining
to low socio-economic strata.

“Ehsaas Program is an example with Rs.200 billion plus disbursement with
not a single complain of any misappropriation,” said President Alvi
mentioning that major beneficiaries of the said programme were women.

“Government is encouraging women to be truly empowered,” he said
mentioning that women constituting 52 percent of the country’s total
population were non-registered contributors to the economy.

Meaningful efforts were made in bringing them to register for the
programme through series of initiatives including discounts in loans
procured by them.

“This is unfortunately not being duly publicized,” he said mentioning
that the facility was also available to other relevant sections of the
society which, but demanded an environment giving environment of
confidence to approach them and avail the facility.

“They are required to be mentored, guided and encouraged by our banks
and concerned financial institutions,” said President Alvi. DNA
