Importance of Autonomy of Universities and independent quality assurance mechanics highlighted

Islamabad: 23rd June 23 – The Inter-University Consortium for the Promotion of Social Sciences (IUCPSS), along with its partner higher education institutes, has initiated a lecture series entitled “Sharing Best Academic Practices.”

Other organizations like Global Academic Leaders Academy, the National Skills University Islamabad and University of Lahore will also be partnering with this program.

Higher Education Institutes worldwide are facing unprecedented challenges due to the current pandemic the Coronavirus disease 2019 (COVID-19).In this connection, the inaugural keynote lecture was delivered by renowned international higher education expert, Prof. Dr. Sohail Naqvi, Rector University of Central Asia, Bishkek, Kyrgyzstan and former Executive Director Higher Education Commission Pakistan.

The title of his presentation was “Defining and Devising Excellence in Higher Education During & Post COVID-19 Era. Academic leaders, vice chancellors, rectors, faculty across the country participated in this lecture delivered via Zoom.According to Professor Naqvi, no doubt the COVID-19  virus has  posed multiple challenges in academia; however, at the same time, it gives opportunities for digitalizing universities across the world through learning from one another’s experience and best international and regional practices.

Prof. Naqvi discussed four important avenues related to university governance i. e  autonomy and accountability;  structure of university governance and management;  strong and independent quality assurance system, and  sistance/digital education. Professor Naqvi characterized these four pillars necessary for making a world-class university.  He specifically gave an overview of the Bologna process that guarantees coherence in qualification framework to the higher education system across Europe, and comparing it with the North American system mentioned that both these systems have several commonalities. In defining the guiding principle of the European higher education setup, he  highlighted a three-cycle higher education system, including bachelor’s masters and doctoral studies which was also adopted by Higher Education Commission Pakistan to bring Pakistani higher education qualification framework at par with international standards and requirements. Every institution in Europe and North America has this system that has portability and interchangeability in case the learner (student) change institution during studies. He also highlighted importance of autonomy of universities for promoting culture of creativity, innovation and research. He was of the view that without independent quality assurance system, real change could not be brought aimed at  improving quality and standards in higher education sector. He has emphasized over discouraging  unnecessary delays and NOC culture in higher education sector. According to Dr. Naqvi, Pakistan academia has great potential to progress provided they have the autonomy, independence, and given specific targets.Dr. Naqvi’s talk followed with a lengthy question-answer session.Prof. Dr. Muhammad Mukhtar, Vice Chancellor, National Skills University, and Founding Chairperson of the IUCPSS applauded the efforts of Prof. Naqvi in uplifting the higher education in Pakistan and now globally. Australian envoy all praise for Pakistani mangoes

ISLAMABAD (DNA) -The Australian High Commissioner to Pakistan Dr Geoffrey Shaw shared pictures of him eating famous Pakistani mangoes on Twitter.

He tweeted:  “Savouring the Pakistani ‘aam’, my favourite summer fruit that’s an intrinsic part of Pakistan’s culture, art, poetry and literature. Pakistan is the world’s sixth largest exporter of mangoes, with its delicious and juicy #mangoes becoming increasing popular in Australia.”

Ban non-Halal meat and non-Halal products from India to OIC countries; Masood Khan’s demand at OIC moot

Muzaffarabad; 23 June: Sardar Masood Khan, President Azad Jammu and Kashmir, has proposed a ban on import of the non-Halal meat and all non-Halal products into the member nations of the  Organisation of Islamic Cooperation (OIC).

He also called on the OIC leadership to initiate a Boycott, Divestment and Sanctions movement against India and establish a Kashmir Humanitarian Fund with the help of the Islamic Development Bank (IDB) and the Islamic Solidarity Fund (ISF).

The President made these proposals while addressing an Emergency Meeting of the OIC Contact Group on Jammu and Kashmir convened at the request of Pakistan. The meeting was attended by OIC Secretary General Yousef bin Ahmad Al-Othaimeen, Foreign Minister Shah Mahmood Qureshi, Turkish Foreign Minister Mevlut Cavusoglu, Saudi Foreign Minister Prince Faisal bin Farhan, Niger Ambassador Abubakar Hassan and Pakistan’s Permanent Representative to OIC Ambassador Rizwan Shiekh. The Emergency Syed Faiz Naqshbandi, True Representative of the Kashmiri people, and Mr Marghoob Butt, Executive Director OIC-Independent Permanent Human Rights Commission (IPHRC) also spoke at the meeting.

After sharing the harrowing details of the human rights situation in Indian Occupied Jammu and Kashmir (IOJK), Sardar Masood Khan urged the OIC leadership to urgently send a message to the UN Secretary General to immediately appoint a Special Envoy on Jammu and Kashmir and request the UN Security Council to hold result-oriented meetings to implement its relevant Kashmir resolutions.

The President also said it was high time the UN High Commissioner for Human Rights revived the proposal for establishing a Commission of Inquiry (CoI) to investigate the gross and consistent human rights violations in IOJK.

The President informed the Islamic Foreign Minister that “the situation is dire” and that “under the cover of Covid-19, every day dozens of Kashmiris are being martyred by occupation forces in staged encounters. Floodgates for new Hindu settlers from all over India have been opened, while Kashmiris are running from pillar to post to prove that their homeland is theirs”.

Briefing OIC Foreign Ministers about the radical steps taken by Indian authorities to change the demography of the occupied territory, President Masood Khan said, “This is settler colonialism in full swing. The new settlers now qualify for half a million jobs that used to be reserved for Kashmiris”.

He appealed to the international community and multilateral chambers to hear the screams of Kashmiris.

“First thing first, stop the carnage and the biggest land grab in the 21st century taking place right before our eyes”, said Masood Khan.

The AJK President compared the New Domicile Rules to the Nazi and Israel practices in Germany and Palestine, respectively. “This is a replication of the Israeli settlements in the West Bank. This is a revival of the Nazi Party’s 1935 Nuremberg laws”, said the AJK President.

Highlighting the enormity of the egregious human rights violations in IOJK, President Masood Khan pointed out that some 13,000 boys were being tortured in concentration camps; women were being raped and molested; and demonstrators were being blinded and maimed.

“The occupied territory has been torn asunder into two parts, without the consent of its people, and now it is being ruled directly like a colony by Delhi. This is imperialism”, the AJK President said. He added that this is a story of disenfranchisement, dispossession and displacement. This is naked lebensraum, irredentism and expansionism being executed through state terrorism.

President Masood Khan further underlined that the BJP-RSS religious supremacist doctrine is anti-Muslim, anti-Arab and anti-Kashmir. He added that its sole purpose was to wage a civilisational war against Islam and other monotheistic faiths to “cleanse” India.

India hurls false accusations of terrorism against Pakistan to hide its genocide, war crimes, ethnic cleansing and crime against humanity perpetrated by it in IOJK.

The President stated with full authority that there were no “launch pads” in AJK and that no fighters were being sent across the Line of Control. He said, “The Indian propagandists lie through the teeth, taking a leaf from Goebbels playbook”.

The AJK President also briefed the Foreign Ministers about the war psychosis whipped up by India and its threats to attack AJK and Gilgit-Baltistan militarily. “Their Prime Minister (Narendra Modi) has twice threatened to wipe out Pakistan by the use of nuclear weapons”, he said.

Despite these threats, he said, the people of Jammu and Kashmir and Pakistan remain undeterred, and Kashmiris have vowed that they will continue their peaceful struggle for freedom, liberty and self-determination in accordance with the UN Security Council resolutions.

The President appealed to the OIC Heads of State and Government to put pressure on India to respect the right to self-determination of the Kashmiri people recognised by international law and the international community; restore the disputed status of IOJK; stop forthwith illegal settlements in Kashmir; and reinstate  Kashmiris’ rights to life, permanent residence, ownership of property, livelihoods and education – all protected under international law.

President Masood Khan thanked the OIC, its IPHRC, the European Parliament and the UN Secretary General for their recent statements for the protection of the human rights of the Kashmiris.

The OIC Contact Group also issued a communiqué at the conclusion of the Emergency Meeting.

Chinese company applies new measures to manage Thar coal mine

ISLAMABAD, June 23 : China Railway Construction Corporation Limited (CRCC) applied a series of measures and techniques on equipment management for Thar coal mine project.

Meanwhile, CRCC also teaches Pakistani personnel how to maintain machines in order to operate machines under a severe climate in Thar, says a report published by Gwadar Pro on Tuesday.

Temperatures in Thar desert keep above 40 degrees in June. Whereas construction machineries are unable to constantly operate under such a severe climate, CRCC Thar coal mine project has formulated a strict inspection system that personnel observe the working conditions of each equipment and inspect operational situations routinely.

“To avoid over-heating of machineries, operators inspect equipment as requested. Therefore, once there’re any unit exception, we can analysis and solve it timely. Even if under severe heat, the machineries can operate constantly,” said Zhang Xiaojun, manager of That coal mine project.

Besides severe heat, sandstorm is another difficulty for equipment management. Zhang said, “equipment cannot resist continuous and intensive invasion of sand. Thus, we have increased the frequent of lubrication, maintenance and fittings replacement.” Through a long-term research and practice, they also designed a sand prevention device for machines.

Meanwhile, 4G and GPS automatic dispatching system established last month, silt removers designed and made by CRCC staff and knowledge of equipment management play an important role of Thar coal mine project as well.

Machines of Thar coal mine project are rare in Pakistan, “We haven’t seen such large and precise equipment, and we have never worked in large mine before.

Chinese staff teach us how to maintain equipment in every detail, including basic introduction, inspection and repairment.”

After professional training, Pakistani employees have become the backbone of mechanical management in Thar coal mine, the report added.

WWE star Undertaker announces ‘retirement’

WWE star Marke Calaway aka Undertaker has said he has no desire to get back in the ring. Fans of the wrestler are expressing support to the 55-year-old who talked about his future plans in a recent documentary.

The wrestler said he has no plans to return because there’s “nothing left for [him] to conquer”.

Undertaker hinted at retiring after a career spanning three decades.

His announcement took the internet by storm, with fans asking him to reconsider his decision.

Neither Undertaker nor the WWE has announced his retirement from the league.

Trump targets foreign workers with new visa freeze

WASHINGTON : US President Donald Trump has extended a pause on some green cards and suspended visas for other foreign workers until the end of 2020.

High-skilled tech workers, non-agricultural seasonal helpers, au pairs and top executives will be affected.

The White House said the move will create jobs for Americans hurting economically due to the pandemic.

But critics say the White House is exploiting the coronavirus pandemic to tighten up immigration laws.

Who’s affected?

In a briefing for reporters, the administration said the freeze, in place through the end of the year, would impact about 525,000 people.

That includes an estimated 170,000 people blocked by the decision to extend a ban on some new green cards – which grants permanent residence to foreigners. The White House first announced it was halting those visas in April, an order that had been set to expire on Monday.

Existing visa holders are not expected to be affected under the new restrictions announced on Monday.

The order also applies to H-1B visas, many of which are granted to Indian tech workers. Critics say these visas have allowed Silicon Valley companies to outsource American jobs to lower-paid foreign employees. Last year, there were about 225,000 applications competing for 85,000 spots available through the H1-B visa programme.

The order will suspend most H-2B visas for seasonal workers, including those in the hospitality industry, except those in agriculture, the food processing industry and healthcare professionals.

The order will restrict J-1 short-term exchange visas, a category that includes university students and foreign au pairs who provide childcare. Professors and scholars are not included in the order. There will be a provision to request exemptions.

L visas for managers and other key employees of multinational corporations will also be suspended.

What’s the reaction?

The aim is to get “the best and the brightest” and “the most value for our economy”, a senior official said on the background call.

Mark Krikorian, executive director of the Center for Immigration Studies, which favours restrictions, told AP news agency: “This is a bold move by the Trump administration to protect American jobs.”

But the American Civil Liberties Union said: “It’s the exploitation of a pandemic to reshape immigration law, while superseding Congress.”

The new policy is also opposed by many businesses, which rely on foreign workers.

“As the economy rebounds, American businesses will need assurances that they can meet all their workforce needs,” the Chamber of Commerce wrote in a letter this month warning against new restrictions.

“To that end, it is crucial that they have access to talent both domestically and from around the world.”

‘Asymptomatic’ KP assembly speaker again tests positive for coronavirus

PESHAWAR, JUNE 23 : Speaker of the Khyber Pakhtunkhwa Assembly Mushtaq Ghani has tested positive for the novel coronavirus (COVID-19) for the second time.

According to the assembly secretariat, the speaker of the provincial legislature underwent a second test after two weeks of self-quarantine, which also turned out to be positive for the highly contagious disease.

In a statement, Mushtaq Ghani said his second test was declared positive despite the fact that he has not shown any symptoms of the contagion.

The speaker, who had tested positive for the infection for the first time on June 13, appealed to the masses to take precautionary measures and strictly follow the government-prescribed standard operating procedures (SOPs) to keep the disease at bay.
The novel coronavirus killed 105 more people in the country in the last 24 hours, taking the death toll to 3,695.

According to the National Command and Operation Centre (NCOC), 3,946 fresh cases were detected, taking the national tally of the cases to 185,034.

71,092 cases have been detected in Sindh so far, 68,308 in Punjab, 22,633 in Khyber Pakhtunkhwa, 9,587 in Balochistan, 11,219 in Islamabad, 869 in Azad Jammu and Kashmir and 1,326 in Gilgit Baltistan.

Pakistan facing multiple challenges on internal and external fronts: Qureshi

ISLAMABAD JUNE 23 : Foreign Minister Shah Mahmood Qureshi said on Tuesday the country is facing multiple challenges on internal and external fronts.

Interacting with newly-nominated Pakistan’s ambassadors to various countries, who called on him in the capital, the foreign minister said solving the issues of the Pakistani community and safeguarding their rights is among the government’s foremost priorities.

He said Pakistan is facing multiple challenges on internal and external fronts.Shah Mahmood Qureshi issued directives to the newly-designated envoys about foreign policy priorities.

In a policy statement on the floor of the senate on June 19, Foreign Minister Qureshi had rejected the impression that Pakistan gave India a walkover in the latter’s election as a non-permanent member of the United Nations Security Council (UNSC).

He clarified that Pakistan didn’t abstain from voting but voted against India because of its unconstitutional steps in occupied Jammu and Kashmir, including the Aug 5 move of Kashmir’s annexation.

Qureshi said India’s steps are in flagrant violation of the UN Charter and international norms.

Petroleum crisis: IHC issues notices on oil company’s petition

ISLAMABAD JUNE 23 : An Islamabad High Court (IHC) bench on Tuesday issued notices to the Federal Investigation Agency (FIA) and other official respondents on a petition by an oil company.

The oil firm challenged the summons issued to it by the agency over the petroleum crisis.

The bench headed by IHC Chief Justice Athar Minallah heard the petition and issued notices to the FIA and other respondents to submit their comments in the case by the next hearing slated for June 25. Advocate Ebadur Rehman, representing the petitioner, requested the bench to declare void the constitution of a fuel crisis committee and the summons issued to his client by the FIA.

Earlier, on June 18, a report on the petroleum crisis was presented to Prime Minister Imran Khan who then directed the authorities concerned to initiate action against oil marketing companies and all those found responsible in the matter.

According to the report, the petroleum crisis was declared artificial in the country.

PM Khan warned that the petroleum crisis will not be tolerated at any cost and ordered suspending the licences of the companies involved in the petroleum crisis. It may be made binding on all oil marketing companies to ensure oil is stocked by them to cover 21 days.

Govt mulling reopening schools with compliance of COVID-19 SOPs: Education minister

ISLAMABAD JUNE 23 : Education Minister on Monday said the government was considering opening schools under the Standard Operating Procedures (SOPs) as COVID-19 cases continue to surge across the country.

The minister said suggestions had been sought from the seminaries (Madaris) and private institutions of all provinces, including Azad Jammu and Kashmir and Gilgit-Baltistan.

Mahmood said a meeting had also been scheduled with the Ministry of Health in this regard, and that the decision would be taken in light of the NCOC data. He said the education ministry, through UNICEF, was in consultation with those countries which had opened schools under various SOPs.

He added that consultations were also being held with the UNICEL on the policy of the government.

“We want to end uncertainty on the basic important issue like education,” he said.

The minister said according to the Gallup Survey, around 70% of parents were willing to send their children to school under the implementation of SOPs. The minister hinted at holding a press conference on the issue to take parents into confidence after the preparation of a roadmap.

Sindh announces online classes for government schools

Earlier this month the Sindh government announced it had decided to start online classes for government schools, as students numbering in the thousands are forced to stay at home due to the COVID-19 pandemic.

“Online classes will be held for grades 6-12,” a notification from the Sindh education department read.

The online classes will be launched with the help of The United Nations Children’s Fund (UNICEF) and Microsoft, with 75 masters trainers to train teachers regarding on holding online classes.

IT experts have been hired to conduct the online classes, the notification read.

Sindh education department’s steering committee under provincial minister Saeed Ghani had decided that teaching would not be allowed in any public or private educational institutions across the province.

However, private educational institutions were permitted to start online education. All of these schools must fully comply with coronavirus SOPs Ghani had added.

The education minister had said there no final decision had been reached yet on the reopening of schools in the province as COVID-19 cases continued to rise all over Pakistan.
