PM approves sui gas for 35 villages: Amin Aslam

ATTOCK, JULY 26 (DNA) – Federal Minister and Adviser to Prime Minister Malik Amin Aslam has said that Prime Minister Imran Khan has approved more than 4 demands, approval of Sui Gas for more than 35 villages of NA-56, Ghazi Brotha, local population in Kamra, government jobs, Attock has been included in the industrial zone.

These views were expressed by Environmental Adviser Malik Amin Aslam while talking to media persons.

He said that a few days ago he wrote a letter to the Prime Minister of Pakistan regarding the atrocities committed against the people of Attock.

These abuses were rectified in the recent cabinet meeting. The Prime Minister of Pakistan and the Federal Cabinet have also approved Sui Gas for 35 villages up to 5 km from the areas from which oil and Sui gas flows.

Work on these projects will start soon. Special instructions have been issued to the gas authorities. The list of names of these 30 to 35 villages will be made public soon. DNA

Pakistan needs to streamline its business environment: Chinese scholar

BEIJING, JULY 26 (DNA): Pakistan needs to streamline its business environment to overcome certain shortfall in wake COVID-19 and to achieve future socio-economic targets, particularly in term of China-Pakistan Economic Corridor (CPEC).

Streamline the regulatory environment for business is also imperative for both Pakistan and China, said Chinese scholar Prof. Zhou Rong in an article published by China Economic Net (CEN) on Sunday.

He note that the Foreign direct investment (FDI) in Pakistan was 10% lower than the $133.2 million recorded in April 2020 and 53% lesser than the $254 million registered in May 2019, as Covid-19 forced global investors to put their new investment plans on hold.

The global lock-down imposed to contain the virus badly impacted economic activities, businesses, people’s income and their purchasing power. As a result, the demand in international markets for many Pakistani products, except for food and pharmaceuticals, dropped sharply.

According to Prof. Zhou Rong who is special commentator of CEN and senior Fellow of Chongyang Institute for Financial Study of Renmin University, most of the foreign investment during the Covid-19 pandemic went to the ongoing projects in Pakistan rather than new projects.

The overall 91% growth in FDI got major support from an increase in Chinese investment, mainly in power projects under the frame of CPEC. In the first 11 months of FY20, China was the largest investor with net investment of $855.6 million.

As about the sectors investment, the communication sector, mostly the 3G/4G service providers, attracted the largest foreign investment of $73.5 million in May 2020, followed by oil and gas exploration firms $18.6 million and financial businesses $15.5 million.

He noted that the flow of foreign investment in future depends on the unfolding Covid-19-related events like the second and third waves of infections, controlling the crisis and introducing the much-awaited vaccine. The return of stability to the financial health of global firms is a must to attract new foreign investment in Pakistan and also Pakistan’s ability to absorb FDI.

Now, to attract FDI more effectively, the Pakistani government is all set to comply with the WTO provisions to implement Pakistan Single Window (PSW) to streamline cross-border movement of goods and regulatory bottlenecks, and the government has set a deadline of 2022 to put in place the whole system which will be implemented at a cost of $67 million.

This will not only improve the ease of doing business, but also enhance controls through integrated risk management.

According to customs, the PSW will establish, maintain and expand ICT-based NSW platform, Port Community System, Trade Inform¬ation Portal, Integrated Risk Management and Unified Registration, etc. The PSW companies will work on a cost-recovery model without burdening the government while being accountable for the product rollout.

The services sector has critical importance for any vibrant economy; however, several steps are needed to tap true potential of sectors in Pakistan. Indeed, the services sector of Pakistan was facing hurdles to growth due to difficult access to business premises.

The Pakistani government would soon agree on a trade-in-services agreement with China to curb costs for Pakistani firms interested in integrating with the Chinese services sector, and work on services sector-focused economic zones under the CPEC would be established, otherwise, some foreign enterprises even the Chinese ones were willing to relocate due to high labour costs.

Information technology parks can help promote IT-enabled businesses, which are much desired by the Chinese companies.

Pakistan would like to see businesses, applying for loan, secure their future cash flows. Pakistan needs to be more receptive to joint venture and foreign investors.

To boost productivity in the services sector, it is important to improve Pakistan’s ranking in information and communication technology (ICT) adoption and logistics indicators, which were closely observed by foreign investors. DNA

Why DC for Karachi imported from KPK, asks Haleem Adil

Karachi, July 26 –  Pakistan Tehreek e Insaf (PTI) Vice President and parliamentary party leader in Sindh Assembly here Sunday asked why a deputy commissioner was imported from the KpK for district Central of Karachi, when local officers of district management service were available here.

Addressing a press conference at the Insaf House here flanked by MNA Jay Pirkash Lohana, Saifullah Abro, Jam Farooq, Jansher Junejo and other leaders, he said two days ago an officer was made deputy commissioner of district Central Karachi.

 He said we respect all Ulema and want that the students of seminaries should also be given education of other subjects.  He asked are officers in Sindh ended so an officer is imported from the KpK. He said now tenure of local bodies is being ended and deputy commissioners would run them and they would also carry out delimitation.

He said this a fake district management officer, as he used to work as engineer in PTCL. He said the MMA government in KpK made him officer. He said when Maulana had started Azadi March, some political parties had funded it. He said the funded sit-in of Maulana in Islamabad was ended without ant result.

Haleem Adil said that now Bilawal threatens of sit-in and lockdown of Islamabad. He said for this purpose Maulana had visited Karachi and met some political party leaders and as a gift his brother was made a DC for his future services for rent a sit-in. He said this is exploitation of cadre officers of Sindh. It is also violation of the orders of apex courts and we will go to the court against this illegal act. He said after fake domiciles now fake DCs are also there. He asked the establishment division to take action on this matter. He said DCs are appointed in Sindh on political basis and services and governance in Sindh have been damaged.

Haleem Adil said the report about fake domiciles is yet to made public. He said in 2019 examinations were taken on the order of the high court and 18 officers failed to pass the exam of Sindh public service commission. He asked the chief secretary Sindh to take action against these failure officers. He said the Police Order 2019 has failed to deliver. Now  SSP Naushehro Feroze says that the forest area of Shikarpur has become a no-go areas and a Wazirstan. He asked if the IGP Sindh is waiting for a drone . He said IGP is powerless. Police is under the CM and PA of the CM, SSP Farukh Bashir decides about the postings of police officers. He said Kutcha areas of Sukkur, Kandhkot, Khairpur and Kashmore have become no-go areas and more than 90 people kidnapped for ransom are there, and some of them are released after ransom deals.

He saluted the police for their bravery to foil Karachi Stock Exchange terror attack. He regretted that for a few days cops are being target killed. He said the government is following decision of the international court on the matter of Indian spy Kulbhushan. He asked Bilawal whose government has released Raymond Davis. He reminded at that time it was the PPP government and a self-honoring foreign minister Makhdoom Shah Mehmud Qureshi had resigned on this issue.  He asked to which party the traitor Hussain Haqani belonged. He asked who had given India the list of Sikh movement leaders.

He said Sindh is our land and his father had migrated here from Rajasthan which was then a part of Sindh. He said Bilawal instead of wearing Ajrak masks should speak Sindhi language. He said we will not allow disrespect of the culture of Sindh. He said Bilawal is not visiting his own constituency. He said health sector in Sindh is in shambles. He said tow big RO plants of Asia in Sindh are closed. He said RO plants of Manchaar are also closed. He said we congratulate Asif Zardari on birthday, but noting would be done with speeches and they should serve Sindh and its people.

Punjab to impose smart lockdown for Eidul Azha

LAHORE, JUL 26 – The Punjab government has decided to impose smart lockdowns across the province on Eidul Azha. Markets will be closed from before Eid till August 2.

Chief Secretary Jawad Rafiq Malik headed a meeting on July 26 that made the decision and also looked over implementation of SOPs for cattle markets across the province.

Only grocery stores, pharmacies, bakeries and other stores selling necessary items will be allowed to remain open.

The move comes in a bid to curb the spread of the novel coronavirus. Experts had predicted that Pakistan will see a surge in coronavirus cases on Eid.

Islamabad gets its first electric vehicle charger unit

ISLAMABAD, JUL 26 – Pakistan is gearing up to make electric vehicles the new normal. The country’s first electric vehicle charging unit has been installed on Jinnah Avenue in Islamabad.

According to Federal Minister for Science and Technology Fawad Chaudhary, the EV charging facility has been set up by Attock Oil.

“The opening of EV charging stations was another target of Ministry of Science and Technology to encourage E vehicles as future transportation,” he said in a tweet last week, announcing the launch of the stations.

The development came after the policy to shift Pakistan’s vehicles to electric power was approved last month. EV manufacturing units will also be established in the country.

Pakistan rubbishes reports of Chinese lab creating ‘anthrax-like pathogens’ in Pakistan

ISLAMABAD : Pakistan on Sunday rejected reports of China’s Wuhan lab operating “covert operations” in Pakistan and creating “anthrax-like pathogens” as a politically motivated and fake story.

The Foreign Office, in a statement on Sunday, said the story was composed of distortion of facts and fabrications that quote anonymous sources.

“There is nothing secret about the Bio-Safety Level-3 (BSL-3) Laboratory of Pakistan referred to in the report. Pakistan has been sharing information about the facility with the States Parties to the Biological and Toxins Weapons Convention (BTWC) in its submission of Confidence Building Measures,” the Foreign Office said.

It added that Pakistan’s bio safety lab is meant for diagnostic and protective system improvement by Research and Development (R&D) on emerging health threats, surveillance and disease outbreak investigation.

“Pakistan strictly abides by its BTWC obligations and has been one of the most vocal supporters for a strong verification mechanism to ensure full compliance by the States Parties to the Convention,” the Foreign Office noted

“The attempt to cast aspersions about the facility is particularly absurd against the backdrop of the COVID-19 pandemic, which has highlighted the need for better preparedness in the areas of disease surveillance and control and international collaborations in that regard, consistent with Article X of BTWC,” it added.

Earlier this week, a report titled “China’s Wuhan lab operating ‘covert operations’ in Pakistan, creating ‘anthrax-like’ pathogens” in The Klaxon, an online magazine, had claimed China’s Wuhan lab has set up operations in Pakistan as part of a broader offensive against India and Western rivals.

According to the report, the secret facility was allegedly making anthrax-like pathogens which could be used in biological warfare.

The report while citing “highly credible intelligence sources” had claimed the programme was being entirely funded by China.

North Korea declares emergency over suspected virus case

North Korean authorities have imposed a lockdown on the border city of Kaesong after discovering what they say is the country’s first suspected coronavirus case.

Leader Kim Jong Un convened an emergency politburo meeting on Saturday to implement a “maximum emergency system and issue a top-class alert” to contain the virus.

If confirmed, it would be the first officially recognised case of COVID-19 in North Korea, where medical infrastructure is seen as woefully inadequate to deal with any epidemic.A defector who had left for South Korea three years ago returned on July 19 after “illegally crossing” the heavily fortified border dividing the two countries.

But there have been no reports in the South of anyone leaving through what is one of the world’s most secure borders, replete with minefields and guard posts.

Pyongyang previously insisted that not a single case of the coronavirus had been seen in the North despite the illness having swept the globe, and the country’s borders remain closed.

The patient was found in Kaesong City, which borders South Korea, and “was put under strict quarantine”, as would any close contacts.

It was a “dangerous situation… that may lead to a deadly and destructive disaster”, the media outlet added.

Kim was quoted as saying “the vicious virus could be said to have entered the country”, and officials on Friday took the “preemptive measure of totally blocking Kaesong City”.

Nuclear-armed North Korea closed its borders in late January as the virus spread in neighbouring China.

It imposed tough restrictions that put thousands of people into isolation, but analysts say the isolated state is unlikely to have avoided the contagion.
