Ambassador of Japan welcomes Afghanistan peace negotiations

ISLAMABAD, SEPT 12 (DNA) – Matsuda Kuninori, Ambassador of Japan to Pakistan, welcomed the commencement of the Afghanistan peace negotiations between the Islamic Republic of Afghanistan and the Taliban. The opening ceremony held in Doha, Qatar on September 12 was virtually attended by H.E. SUZUKI Keisuke, Japan’s State Minister for Foreign Affairs.

In his speech, State Minister SUZUKI said that Japan strongly hopes that the negotiations would make a steady progress to put an end to the prolonged conflict, fulfilling the aspiration of the people of Afghanistan.

Ambassador MATSUDA commended Pakistan’s contributions to the Afghan peace process including facilitating the U.S.-Taliban Agreement and reaffirmed that the Government of Japan strongly hopes that the above mentioned negotiations will make a steady and constructive progress in order to realize an Afghan-led durable and comprehensive peace in the region.

He reiterated that the Government of Japan will continue to actively contribute to the peace and stability of Afghanistan in collaboration with the international community and is looking forward to working closely with Pakistan. DNA

Star-studded international cricketers shortlisted for Lanka Premier League 2020

The Sri Lanka Cricket (SLC) has announced the list of 150 players for the draft of the inaugural edition of the Lanka Premier League (LPL).

The selection of the players for the tournament will take place on October 1, according to a statement by the SLC.

“The player auction of the Lanka Premier League (LPL) will be held on 1st of October 2020,” the media release stated. “About 150 top-notch cricketers including Chris Gayle, Darren Sammy, Darren Bravo, Shahid Afridi, Shakib-Al-Hasan, Ravi Bopara, Colin Munro, Munaf Patel and Vernon Philander are in line to play in the inaugural edition of the LPL.”

According to the rules, each franchise is allowed to buy a maximum of six overseas players.

“A total of 30 international cricketers and 65 local cricketers are expected to make up the five teams.”

Earlier, the Galle franchise had announced the signing of former Pakistan captain Afridi as its marquee player.

The 20-over competition will be contested from November 14 to December 6. The matches will be played in Dambulla, Pallekele and Hambantota.

Lahore motorway rape: Punjab Forensic Authority matches possible rapist’s DNA

Fifty-three DNA samples were taken after a woman was raped in front of her children on the Lahore-Sialkot Motorway late Wednesday. One of the samples taken from the crime scene has matched with DNA already in the Punjab Forensic Authority’s database.

The woman was raped in front of her children by two unidentified men on the motorway. She was driving to Gujranwala when she ran out of fuel near Lahore’s Gujjarpura. The woman was sitting in her vehicle when two men walked towards her car, broke her window, and made her park on the roadside. They then took her and the children to a nearby forest and raped her.

The men fled after the rape, taking with them three ATM cards, 100,000 in cash and jewellery.

The police have collected 53 DNA samples from residents of nearby villages and sent them to the PFA for testing. They said it would take 10 days for the results but the Authority also ran the DNA samples found at the crime scene through its system and got a match.

The match is of a 25-year-old man who raped a mother and daughter in 2013, according to police sources. He is a resident of Bahawalnagar. He is DNA was at three spots at the crime scene– the victim’s clothes, the smashed car window and inside the car itself.

The Authority has sent his details to the Punjab Police.

The police currently has 15 people in custody. Another 25 suspects who already have records have locked their homes and fled.

CCPO’s controversial remarks

The remarks of Lahore CCPO Umar Sheikh about the woman’s decision to take the motorway with her children have been widely criticised by politicians and activists on social media.

Sheikh appeared on Dunya News after the rape was reported and commented on the survivor’s decision to take the motorway with her children at night.

“The story is that this woman, if it is in your knowledge, left Defence at 12:30am for Gujranwala,” said CCPO Sheikh while talking to the news channel. “First, I am surprised that she, a mother of three children, was the only driver.” She left Defence and should’ve taken GT Road, where there are shops and people nearby. “If you are taking the other way, then at least make sure your vehicle has fuel,” he remarked.

Human Rights Minister Shireen Mazari criticised the Lahore CCPO for “blaming a woman” for being raped. “For an officer to effectively blame a woman for being gang-raped by saying she should have taken the GT Road or question as to why she went out in the night with her children is unacceptable,” said Mazari in a tweet. “Nothing can ever rationalise the crime of rape.”

Punjab Chief Minister Usman Buzdar, on the other hand, didn’t say anything about the CCPO at all.

In an interview with Kamran Khan for Dunya News, CM Buzdar kept repeating that an “impartial investigation” would be conducted into the matter. Khan repeatedly pressed the CM to comment on the CCPO’s statement and how it was a poor reflection of his government, but Buzdar ignored it and kept repeating that an investigation would be conducted.

Pakistan’s rape laws

Rape is a punishable offence in Pakistan. The definition and punishment for this crime is detailed under Sections 375 and 376 of the Pakistan Penal Code.

According to the law, a man is said to commit rape when he has sexual intercourse with a woman under circumstances falling under any of the five following descriptions:

  • Against her will
  • Without her consent
  • With her consent, when the consent has been obtained by putting her in fear of death or of hurt
  • With her consent, when the man knows that he is not married to her and that the consent is given because she believes that the man is another person to whom she is or believes herself to be married; or
  • With or without her consent when she is under 16 years of age.

The convicted rapists will be sentenced to jail for no less than 10 years or more than 25 years, according to the law. A fine will also be imposed on them.

APRA seeks help PM to end monopoly of food delivery companies

Karachi: SEPT 12 –  All Pakistan Restaurant Association (APRA), has expressed grave concern over the monopoly of food delivery companies, saying that Food Panda has made it a routine to blackmail the restaurants for increasing the commission and requested to Prime Minister Imran Khan should take immediate notice of this and formulate a policy at the government level for food delivery companies so that any kind of monopoly in this sector can be ended.

In a statement issued on Friday, APRA drew the attention of Prime Minister Imran Khan to the important issue facing the restaurant industry, saying that the restaurant industry operates at a profit of 10 to 12 pc only and Food Panda is paid 18pc delivery commission. Despite this, Food Panda is increasing the pressure on restaurants to increase their commissions and have threatened if the delivery commission of 25% to 30% was not done, they will stop the delivery of food.

“Food delivery companies do not comply with any agreement made with restaurants and they force to the restaurants to fire their food riders so that only food companies’ riders can give the food delivery “, APRA opined.

In addition, food delivery companies take customer’s data also and then transfer the order to their favorite restaurants, which has made restaurant owners fed up and now they are thinking to don’t work with these companies like Food Panda.

APRA requested Prime Minister Imran Khan to issue directives for formulating policy for food delivery companies under which they can be bound by rules and regulations. Otherwise, it will be extremely difficult to work for the restaurant industry, which is already facing financial crunch due to COVID-19 pandemic.

Lahore police chief remarks termed callous, heartless

KARACHI, SEPT 12 – FPCCI on Saturday said horrifying motorway rape case has outraged and shaken the people of Pakistan to the core and many are feeling unsafe.

A stranded woman was gangraped in front of her children at gunpoint was a disgraceful incident that has scared and shamed the nation, it said.

The incident has exposed the highly politicised and inefficient Motoway and Punjab police warring over jurisdiction leavying a women on the mercy of criminals, said Dr Murtaza Mughal, Chairman FPCCI Central Committee on Insurance.

He said that it is the same police which is notorious for violating law and limits if persobal interest is involved but it will never ready to help those in need.

Dr Murtaza Mughal who is also and President Pakistan Economy watch said that the gory situation was made much uglier by the newly-appionted Lahore police chief who blamed the victim while offering no sympathy at all.

He added that the callous remarks of a senior police official were not criticised by senior members of the government rather some of them supported their favourite officer which has disappointed masses.

Police has contributed to the public outrage and left the women enraged, ignored and more unsafe reflecting that how they regard human rights in Pakistan.

How can people trust heartless politicians and top officials overseeing security of important cities, he questioned.

Rapes and merciless child rapes are increasing in the society leading people to call for public hangings of all those convicted of such crimes. Recently a bill was passed calling for such a punishment for anybody convicted for sexual abuse and murder of children but the government opposed it and it was not enacted into law, he said.

Demanding capital punishment for all those involved in rapes he said that society will never be safe unless Islamic punishments are enforced.

FPCCI seeks competitive energy rates for all industrial sectors

KARACHI, SEPT 12 – The Federation of Pakistan Chambers of Commerce and Industry, opposing the ECC decision of raising power tariff for export sector from Sept by 1.5 cents amidst downfall of 20 percent exports, has sought regionally competitive energy tariffs for domestic as well as export industries to capture the global market. 

FPCCI President Mian Anjum Nisar observed that amid worsening export volumes and halt in domestic industrial growth the approval of 20 percent hike in electricity rates to 9 US cents per kWh for the export sector from Sept 2020 is really surprising and if it is not reversed, it would prove to be dangerous for Pakistan’s industry, discouraging investment both in capacity as well as the capability.. 

While the domestic industry has already been paying Rs19.82 per unit of electricity the export-oriented industry has now been forced to pay a cost of Rs15 per unit from Sept, which is more than the double of the electricity rates in India, which will pull them out of the international market by the regional competitors. The electricity charges in Bangladesh and India are about 7-9 cents per kWh while in China, which is Pakistan’s major trading partner, the electricity charges are less than 9 cents per kWh. 

FPCCI President said that though the move will help the government restrict subsidies to Rs20 billion this year yet it will put an additional burden of nearly Rs18 billion on the industrial sectors. 

“It is good that for two months of July and August electricity to the export-oriented sectors would be provided at 7.5 US cents but after that power would be supplied at 9 US cents per kWh for the rest of the financial year 2020-21 at a time when the export sector has already shown plunge of around 20 percent. Exports have been struggling for the past many years. In the first two months of July-Aug of the current fiscal year the exports further fell by over 4 percent. The government had announced an all-inclusive tariff of 7.5 US cents per unit for five major export sectors in Jan 2019 to enhance Pakistan’s export competitiveness but the decision was not implemented in its full spirit. 

Mian Anjum Nisar also stressed the need for early approval of new Textile Policy 2020-25 by the Economic Coordination Committee, as it would be beneficial for the major export sectors. He said that Prime Minister Imran Khan has already accorded approval to this Policy in terms of policy directives on production and diversification of exports. He added that the approval of textile policy is the only way to ensure more investment in this sector as huge investment is in the pipeline but is awaiting the last accord of textile policy. 

He welcomed the country’s some positive economic indicators, which have started showing recovery despite enormous challenges at external as well as internal fronts due to outbreak of coronavirus and subsequent lockdown, 

FPCCI President said that both International and domestic confidence was increasing. In addition, the Moody’s rating agency also provided stable rating for Pakistan economy and confirmed its B3 credit rating. It is fact that the COVID-19 outbreak and the subsequent lockdown drastically damaged the world economy and Pakistan was no exception which witnessed negative GDP growth. However, due to some better policies adopted by the government, including relief in markup rate the economic losses were mitigated to some extent, which now need to continue for further benefit. 

Mian Anjum Nisair called for continuation and consistency in long-term policies once it is announced, as changes and revisions hurt the industrialists’ plan of production and purchases and booking of orders which is made according to the policy announcement. 

Mian Anjum Nisar observed that country has not been able to achieve its full export potential and product diversification owing to limited access to raw-material and to this effect the application procedures for temporary import schemes should be simplified, so that exporters could be able to achieve price competitiveness and product diversification. He said that industry was assured that sales tax refunds under the FASTER system will be paid in 72 hours. However, the system has completely failed and billions of rupees of refunds are stuck in the system.

ISLAMABAD, SEPT 12 – We meet today to mark an historic occasion, when our Afghan brethren take a major step forward in their long quest for peace. Indeed, a long phase of tribulations seems ending.  A new dawn is upon us.

This journey has not been easy. There have been obstacles and setbacks; moments of doubt and despair.

Yet, progress has been made, and preserved.

Arriving at this inflection point has been an accomplishment, and this success belongs, first and foremost, to the Afghans.

Pakistan has walked along-side you in every possible way, by encouraging reduction in violence and by urging dialogue and negotiations.

Pakistan has fully facilitated the process that culminated in the U.S.-Taliban Peace Agreement in Doha on 29 February 2020 and has reached this juncture.

Commencement of Intra-Afghan Negotiations, today, is the fruit of our combined efforts.

Pakistan and Prime Minister Imran Khan has long maintained that there is no military solution to the conflict in Afghanistan. Political solution is the only way forward.

We are gratified that our perspective is now widely shared across the international community.

We are also gratified that we have fulfilled our part of the responsibility.

It is now for the Afghan leaders to seize this historic opportunity, work together constructively, and secure an inclusive, broad-based and comprehensive political settlement.

The forthcoming negotiations are for the Afghans to decide about their future. The Afghans alone must be the masters of their destiny, without outside influence or interference.

Spoilers, from within and from without, will pose formidable challenges. Constant vigilance will be required to guard against their machinations.

We hope all sides will honour their respective commitments, persevere in the face of all challenges and setbacks, and remain unflinchingly committed to achieving a positive outcome.

Besides Afghanistan, Pakistan is the country that has suffered the most from the Afghan conflict.

Over the past 40 years, we have endured terrorist attacks, loss of precious lives, mass population displacements, instability at the borders, and huge economic costs.

But we have persevered in the face of all difficulties and negativity.

Our citizens and law enforcement personnel have rendered invaluable sacrifices. Our leadership has decisively demonstrated that Pakistan will only be a partner for peace.

At this historic juncture, it is imperative that the mistakes of the past are not repeated. The Afghan people must not be abandoned, as happened before. The progress achieved must not be frittered away.

A peaceful and stable Afghanistan will bring new opportunities for the progress and prosperity of the Afghan people. It will also open new vistas of cooperation and connectivity in the region and beyond.

I suggest a four-pronged way forward. We call upon the international community and all concerned:

  1. To continue to support the Afghan-led and Afghan-owned peace process while respecting the consensus that emerges from Intra-Afghan Negotiations.
  2. To ensure that Afghanistan neither witnesses the violent days of the past nor becomes a space for elements who would harm others beyond its borders.
  3. To deepen and sustain economic engagement with Afghanistan for its reconstruction and economic development.
  4. To ensure a well-resourced, time-bound return of Afghan refugees to their homeland with dignity and honour.

At this moment of hope, I reassure our Afghan brethren that Pakistan will always be in full support and solidarity with them as they continue their momentous journey on the path of peace, security and development.

Pakistan will always support a peaceful, stable, united, democratic, prosperous and sovereign Afghanistan, at peace with itself and with its neighbours.

China rejects German’s newspaper against Xinjiang

ISLAMABAD, SEPT 12 – The recently published news item titled “Xinjiang has become a ‘digital police state’ in the name of lockdown” by German state media outlet Deutsche Welle was another lie and conspiracy against China.

According to China Economic Net (CEN), the news alleged that “Xinjiang’s lockdown is being monitored under extensive surveillance, which has made the Xinjiang autonomous region a ‘digital police state’.”

A CEN’s report says, as a matter of fact, many developed countries around the world are currently copying China’s digital monitoring system against the coronavirus.

Everywhere from South Korea to Saudi Arabia, suspected corona patients are being monitored through mobile apps and the sole purpose is to prevent the spread of corona by the carelessness of a single patient.

Therefore, distorting normal prevention and control measures to “digital police” is nothing more than double standard, a trick frequently employed by western media.

Being the first country in the world to have regular cases of coronavirus, the Chinese government has overcome them with tough but effective measures to lock down cities, which helped control the spread of coronavirus in a short time and consequently attained the economic recovery.

Countries that have not considered lockdowns, like the United States, do not need much research to determine how bad the coronavirus situation is.

The news accused China of violating medical ethics and based this accusation on the statements of three people, who allegedly posted on social media that they were given Chinese traditional medicine.

The newspaper did not disclose its source, which contradicts the basic norms of news to be authentic and can stand verification.

Therefore, the one-sided reporting of a German newspaper hostile to China, ignoring journalistic principles and standards, is reprehensible.

It’s foreseeable that lies about China will continue unabated and widespread, with American support and patronage, the report added.

Palestine rejects US-Bahrain-Israel declaration

RAMALLAH: The Palestinian leadership has declared its strong rejection and condemnation of the US, Israeli, and Bahraini tripartite declaration on the normalization of relations between the Israeli occupation state and the Kingdom of Bahrain.

It considers it a betrayal of Jerusalem, Al-Aqsa, and the Palestinian cause and a step in support of legalizing the ugly crimes of the Israeli occupation against the Palestinian people.

 Israel continues to control and annex the Palestinian lands by military force and actively works to Judaize Jerusalem, control the Islamic and Christian holy sites, and commit crimes against the Palestinian people.

The Palestinian leadership considers this step extremely dangerous, as it torpedoes the Arab peace initiative, the decisions of the Arab and Islamic summits, and international legitimacy. The Palestinian leadership rejects this step taken by the Kingdom of Bahrain and calls on it to immediately retreat from it due to the great harm it causes to the inalienable national rights of the Palestinian people and joint Arab action.

The Palestinian leadership also renews its call to the brotherly Arab nations to adhere to the Arab Peace Initiative of 2002 and calls on the international community to adhere to international law and international legitimacy decisions.

The Palestinian leadership affirms once again that it has not and will not delegate anyone to speak in its name. It also confirms that peace and stability in the region will only be achieved by ending Israel’s occupation of all Palestinian and Arab lands- and with the Palestinian people gaining their independence in their sovereign state, on the borders of 4 June 1967, with East Jerusalem as its capital, and resolving the refugee issue based on UNGA 194. It’s delusional to believe that these concessions at the expense of the Palestinian people’s rights will serve peace, security, and stability in the region.
