Mushahid Hussain praises UN support for Kashmir cause

ISLAMABAD, SEPT 25 – The Chairman of the Senate Foreign Affairs Committee, Senator Mushahid Hussain has said that there are no political differences and divergences on Kashmir cause; the entire political spectrum shares the same line and passion to address this issue and ensure protection of fundamental rights of people of Indian Occupied Jammu and Kashmir he made these remarks during the Senate foreign Affairs Committee meeting held at the parliament House which was briefed by the Federal Minister for Human Rights, Dr. Shireen M Mazari and Mr. Omar Waraich, Head of Amnesty International for South Asia Senator Mushahid Hussain said that Pakistan has become the center point of strategic issues which is an important window of opportunity given the fact that our strategic move have compelled India to take defense position at various international fronts.

He acknowledged that support to the Kashmir cause by the United Nation Secretary General and United General Assembly President during their to visit to Pakistan and letter from 14 US Senators demanding sanctions on India are successful interventions steered by Pakistan.

Dr. Shireen M Mazari, briefed the Committee on Human Rights Diplomacy; Challenges and opportunities for Pakistan.  She highlighted that notion of diplomacy has been changed; war has been replaced by ‘hybrid warfare’. No State is sovereign per se as they have voluntarily chipped away their sovereignty by agreeing to international agreements to govern their interstate relations in a growing number of fields.

The Human Rights Diplomacy stresses the need to identify four main actors including States, Inter-Governmental Organizations (e.g. U.N., QAS, NATO, etc.) NGOs and   European Union (EU). Pakistan should utilize this evolving concept of Human Rights Diplomacy for highlighting the human rights violations in the Indian Occupied Jammu & Kashmir (IOJ&K); the interventions can include,- lobbying with the EU and its Member States for revocation of the India’s Generalized Scheme of Preferences (GSP)Standard Status, imposition of sanctions on India in line with EU’s Directorate General for External Policies’ guidelines, 2015. Pakistan has to move proactively on multiple international forums in a coordinated manner; advisory opinion of ICJ on the matter would be a viable way forward. Mr. Omar Warraich, Head of Amnesty International briefed the Committee on the role of Amnesty International in promoting Kashmir cause.

He informed that Amnesty international works in IOJ&K and in reviewing the human rights violations with grave concern. In this regard several reports have been issued highlighting the atrocities and human rights violations. Mr. Abdul Hameed Loan from All Parties Hurriyat Conference was also present in the briefing.

The Committee also examined the matter of amount contributed by Pakistan so far towards financing of South Asian University (SAU) established by SAARC countries, which was raised by  Senator Nuzhat Sadiq, life threats/ extortion demands received by Senator Hilal ur Rehman from banned TTM (Jamat ul Ahrar) operating from Afghanistan, issuance of Notice by FBR to the Ambassador of Palestine. With regard to the observance of quota in posting of non-career diplomats aborad, the Committee asked Senator Dr, Shahzad Waseem, Leader of the House to take up the matter with the Prime Minister to consider giving adequate representation to people from Balochistan in said postings especially in Europe.

The Committee also considered the Public Petition Mr. Abdullah regarding release of his mother from UAE jail. The Committee noted with satisfaction that Mrs. Gul Bahar Begum mother of Abdullah has already travelled to Pakistan on 24th February 2020, which has also been confirmed via telephone by his son. Public petition by Mr. Zubair Khan for transfer to prison in Pakistan from Chian on medical grounds, the Ministry informed that transfer of sentenced persons between Pakistan and China was signed in November, 2018. Currently ratification of the treaty is under process.

Once ratification is completed by both sides, the implementation of Treaty will start. Regarding Repatriation of Pakistani Juvenile prisoner namely Naseeb Ullah, a juvenile  from India, it was informed that Pakistan High Commission in New Delhi is vigorously pursuing the matter of his release at the earliest. The High Commission for Pakistan in New Delhi is making every effort for early release and repatriation of all Pakistani prisoners detained in Indian jails.

UN picks Hadiqa Bahsir as 17 member in global cohort of young leaders

SWAT, SEPT 25 – Eighteen year old human rights activist Hadiqa Bahsir from Swat was selected as one of the 17 members in global cohort of young leaders on sustainable development goals by United Nations. The UN recognises 17 young changemakers, who are leading efforts to combat the world’s most pressing issues and whose leadership is catalyzing the achievement of the SDGs on a biennial basis.

These young leaders aging between 18 and 29 years old represent the diverse voices of young people from every region of the world and are collectively responsible for activating millions of young people in support of the SDGs.Hadiqa Bashir was born in 2002 in iftikhar’s home at saidu sharif swat, she was working on the issue to end child marriages concept in Pakistan since 2013.

”During my efforts I successfully abandoned 7 early marriages at different localities at Swat , she said. When I started work on the issue mostly people I met hasn’t proper awareness and had poverty issues which compels parents to sell their children or allow girl’s in minor age, she added.

Hadiqa said that at marghazar area of Swat she provided financial support to one a family who are going to arrange marriage of her child in early stage due to poverty, we formalise strategy that how can we assist the family financially to end this early marriage.

She further went on saying that at many areas of her home town where mostly women’s were facimg harassment issues in public streets due to lack of proper lighting arrangement after which she started efforts and ensures street lights in each and every streets.

Talking to this Correspondent bashir’s father’s Iftikhar Hussain said that we are very happy for her nomination, I will support my daughter at every stage and forum, she will be role model for other girls in the entire region. Answering to a questions Hussain told that my daughter is visionary and confident, the day is not far when she will emerged successful in her mission,he added.

Development of public health infrastructure priority of govt: AJK president

PALLANDRI (AJK), Sept 25 – Sardar Masood Khan, President of Azad Jammu and Kashmir has said development and upgrading of primary healthcare facilities and other basic amenities is a priority of the state government.

He made these comments while addressing the inaugural ceremony of Three-Day Free Eye-Camp for Cataract Surgeries organized by Al-Mustafa Welfare Organization here on Friday. Dr Najeeb Naqi, AJK Minister for Health also addressed on the occasion, while Chairperson AJK Women’s Commission Begum Tahmian Sadiq, Commander (retd) Zafar Iqbal, Maj (retd) Sikandar, Sardar Rab Nawaz and officials of district administration were also present on the occasion.

Sardar Mohammad Hayat, an official of the UK Conservative Party was the host of the function and the eye camp. A team of eye specialists will examine about 1,000 patients during the eye camp, and will operate upon them besides providing free lenses and other optical equipment to the patients.

The AJK President lauded the contribution of charity organizations side by side with the government departments, to providing education and health facilities to the masses and said “Service to humanity is a great virtue, and to cure and restore the eyesight of the blind people is the greatest service to humanity,” he asserted.

The state President said that the government will continue to provide universal access to health facilities and will especially focus on providing quality health services to the people living in far-flung areas of Azad Kashmir.

Describing territory of Poonch as a land of ghazis and martyrs, President Khan paid great homage to the elders of Poonch and said that late Col (Retd) Khan Mohammad Khan had rendered great services for Azad Kashmir particularly for the people Poonch by playing a leading role in the Kashmir the liberation movement in 1947. Today, his grandson Dr. Mohammad Najib Naq is busy day and night in serving the people of Sadhnoti, he added.

President Masood also praised Sardar Muhammad Hayat Khan for his efforts in raising the Kashmir issue and said that he has effectively advocated the plight of the Kashmiris as a political leader in the UK Conservative Party. He said that people like him are an asset for not only Azad Kashmir but also Pakistan.

Earlier addressing a mammoth Friday congregation at the local Jamia Masjid and Darul- Aloom, the AJK president said that at present Occupied part of Kashmir is undergoing the darkest period of its history as the usurper India had unleashed unprecedented repression against the innocent and defenceless Kashmiri people.

He said that the youth of occupied Kashmir are being killed, detained and deprived of their land and employment, while women are being raped and dishonoured by occupying army. BJP-RSS regime headed by Prime Minister Narendra Modi is transforming demography of Kashmir to turn Muslim majority of the state to the minority.

He urged the people of the area to revive the spirit of their forefathers and play their role at this delicate juncture of the history to liberate our Kashmiri brethren from the Indian shackles. Later, the state president laid the foundation stone of Khan Mohammad Khan Housing Society.

Addressing the event, AJK Health Minister, Dr Najeeb Naqi praised the initiative of Sardar Hayat and Al Mustafa Welfare Trust for organising the free eye-camp in which the local population would be provided free of cost surgeries and consultation. DNA

Pakistan-SiChuan Chamber of Commerce established in Chengdu, China

BEIJING, Sep 25 – Pakistan-SiChuan Chamber of Commerce was established in Chengdu, China to promote bilateral trade and open avenues of socio-economic partnership.It’s inaugural meeting was held in Chengdu, on Friday. According to Gwadar Pro, the PSCC was initiated by Sichuan enterprises invested in Pakistan.

The chamber has been approved by China’s Ministry of Foreign Affairs and supported by The China Department of Pakistan Ministry of Foreign Affairs. It set up a secretariat in Islamabad and a representative office in Chengdu, China.

The PSCC will provide both Pakistani and Chinese enterprises a platform for resource sharing, service convergence, project alignment and advantage display.Muhammad Mudassir Tipu, the director general (China), the former Consul General of Pakistan in Chengdu, and the speaker at the World Economic Forum, delivered a speech at the meeting that CPEC is fruitful and the friendship between the two countries is unbreakable.

In the future, Southwest China, represented by Sichuan Province, will play an important role in the CPEC.“Sichuan province, in fact, the southwest of China is critically important region for Pakistan and CPEC,” Tipu said, “a lot of economic opportunities are being created between the southwest of China and the northeast of Pakistan.For example, two mega projects have been brought into CPEC in this region, Azad Pattan Project and Kohala Power Project.”“

Including energy projects, a lot of infrastructure projects under CPEC has been completed. Now, CPEC is coming to its second phase which is focused on industrial and socio-economic development.We have identified nine special economic zones which will attract a lot of investment to Pakistan,” he added, “The CPEC Joint Cooperation Committee (JCC) meeting to be held in October or November this year will also be a key element to further deepen bilateral cooperation.”

Tipu believed that Pakistan has already possessed certain ability in industrial and socio-economic field, and the business communities of the two countries should continue to deepen cooperation.“Pakistan now has a lot of talent, such as lawyers, doctors, technicians and so on, as well as a lot of mature enterprises in this sector.Therefore, Chinese and Pakistani companies should further cooperate to jointly complete projects in Pakistan, ” he added.

Saudi envoy visits Pakistan Sweet Home

ISLAMABAD, SEPT 25 (DNA) – Ambassador of Saudi Arabia Nawaf bin Saeed Al-Maliki visited Pakistan Sweet Home. The kids of Pakistan Sweet Home welcomed him by presenting a bouquet.

DC Faisalabad reviews performance of drug inspectors

Faisalabad: 25 Sept – The meeting of District Quality Control Board was held with Deputy Commissioner Muhammad Ali in the chair. The medical store inspection reports of Drug Inspectors were reviewed in the meeting. The total 28 cases against medical stores found involved in different violations of Drug Act were examined during the meeting and hearing of pleas of medical store owners were made in this regard.

After hearing, the meeting decided to refer the cases against 11 medical stores to the Drug Court for prosecution. Moreover owners of two medical stores were given warning on presenting solid pleas and proof  and 14 cases were adjourned till next meeting due to not appearing of medical stores owners and one extension was granted.

The Deputy Commissioner also reviewed the performance of the Drug Inspectors and directed them for accelerating the drive against sale and manufacturing of  spurious drugs. He said that stern action should be taken against the quacks who were playing with the health of patients. He urged upon sealing the medical stores immediately involved in sale of  spurious and intoxicating medicines.

The Deputy Commissioner gave clear and loud message to the functionaries of health departments that any kind of corruption would not be tolerated. He strictly warned that no complaint of sale of spurious drugs should be reported in the district and drive against drug mafia should be made result oriented. Among others, the meeting was also attended  by ADCG Mudassar Nawaz, DHO Dr.Adnan,Dr Cap Siddique,Ghulam Sabir, Secretary DQCB Sehrish Murtaza and Drug Inspectors.

Divisional Commissioner Ishrat Ali reviews anti dengue campaign

Faisalabad: 25 Sept –  The meeting to review the Anti Dengue  campaign was held at Commissioner  office which was presided by Divisional Commissioner Ishrat Ali. Deputy Commissioner Muhammad Ali, CEO DHA Dr.Mushtaq Sipra, DHO Dr.Bilal Ahmad, District Coordinator Epidemics Control Dr.Aurangzaib, Dr. Wadim Akram and other officers from different departments attended the meeting while Deputy Commissioners of Jhang, T.T.Singh and Chiniot joint the meeting with video link.

Divisional Commissioner  reviewed the performance of departments in connection with anti dengue and said daily activity could not stop to crub the chances of dengue. He said that the officers of concerned departments should be active in field to achieve the desire results of the anti dengue campaign.

He asked for submitting departmental performance reports regarding surveillance and prevention activities daily. He cleared that the carelessness and dereliction from duties should not be tolerated and stern action would be taken against the officials showing poor performance in this regard.Divisional Commissioner said that the strict monitoring of the anti dengue measures is being carried out by the Divisional Administration to make the preventive and precautionary measures a success on durable basis.

He asked the concerned departments to take the dengue issue very serious and dengue surveillance, clinical & medical services awareness campaign and other departmental measures should be implemented with full responsibility. During the meeting District Coordinator for Epidemics diseases Dr. Aurangzaib  gave detailed briefing on indoor and out door survillance.

Kim Jong-un ‘apologises for killing of South Korean official’

North Korea’s leader Kim Jong-un has issued a rare personal apology for the killing of a South Korean official, Seoul says. Mr Kim reportedly told his South Korean counterpart Moon Jae-in that the “disgraceful affair” should not have happened.

South Korea has said the 47-year-old man was found by troops floating in the North’s waters.

He was then shot dead and his body was set alight, according to Seoul.

The killing – the first of a South Korean citizen by North Korean forces for a decade – has caused outrage in the South.

The border between the Koreas is tightly policed, and the North is thought to have a “shoot-to-kill” policy in place to prevent coronavirus from entering the country.

What did Kim say in his apology?

The apology came in the form of a letter sent to President Moon which acknowledged that the incident should not have happened, according to South Korea’s presidential office, also known as the Blue House.

Mr Kim called it a “disgraceful affair” and said he felt “very sorry” for “disappointing” Mr Moon and the South Korean people, the Blue House said. It is the North’s first official comment on the incident.

The North also gave the South the results of its investigation – it said more than 10 shots were fired at the man, who had entered North Korean waters and then failed to reveal his identity and tried to flee, South Korea’s director of national security Suh Hoon said.

However the North insisted that it had not burned the man’s body but rather the “floating material” that was carrying him.

“The troops could not locate the unidentified trespasser during a search after firing the shots, and burned the device under national emergency disease prevention measures,” Mr Suh told a briefing, referring to the North Korean account.

The presidential office in Seoul has also decided to release recent letters between the two leaders.

In them Kim Jong-un said he understood “more than anyone the kind of pressure and hardship” required to overcome the coronavirus pandemic and damage from recent typhoons. It was the “heartfelt truth” that he shared the “pain and suffering of the Southern people”, he said

This incident could have been a disaster for any hopes of rekindling talks between the South’s President Moon and the North Korean leader Kim Jong-un.

As it is many South Koreans will not forgive or forget easily. They are shocked and outraged at what appears to have been the brutal killing of an unarmed civilian in North Korean waters. It is yet another reminder of North Korea’s often merciless regime.

It’s also worth noting that the North’s account of the killing does not match the details given by officials in the South. However, this rare personal apology from Kim Jong-un may go some way to assuage Southern anger.

If there had been no apology, Mr Kim’s warm letter to Mr Moon would have been wasted. By at least attempting to smooth things over, Mr Kim may be signalling his willingness to keep talking.

What happened to the man?

The father-of-two, who worked for the fisheries department, was on his patrol boat about 10km (6 miles) from the border with the North, near the island of Yeonpyeong, when he disappeared on Monday, the South Korean defence ministry said.

He had left his shoes behind on the boat. South Korean media said he had recently divorced and had financial problems.

A North Korean patrol boat found the man, who was wearing a life jacket, at sea at around 15:30 local time on Tuesday.

They put gas masks on and questioned him from a distance before “orders from [a] superior authority” came in that the man be killed, South Korea said. He was shot dead in the water.

South Korea says North Korean troops then burned the corpse at sea.

What has the reaction been in the South?

President Moon Jae-in called the killing a “shocking” incident that could not be tolerated. He urged the North to take “responsible” measures over the attack.

The country’s National Security Council said the North could “not justify shooting and burning the corpse of our unarmed citizen who showed no sign of resistance”.

Officials said they had done a “thorough analysis of diverse intelligence”, but it was not clear how exactly they had gathered the information.

The military hotline between North and South was cut in June, and the inter-Korean liaison office, which was built to help both sides communicate, was destroyed by North Korea. But South Korean military is known to intercept the North’s radio communications, AFP news agency reports.

What is the background?

Mr Kim’s apology comes at a time when relations between the North and South are at a low point and there is a stand-off between Pyongyang and Washington over the North’s nuclear programme.

South Korea has in the past demanded apologies from the North but these have rarely been forthcoming. The North has refused to apologise for the sinking of a South Korean warship in 2010, in which 46 sailors died, and denies responsibility. It also refused to apologise for shelling a South Korean island the same year, killing two soldiers and two construction workers.

North Korea may be taking extra-tough measures to prevent the coronavirus from entering the country because it is thought to be preparing for a huge military parade on 10 October to mark the 75th anniversary of the foundation of the ruling Workers’ Party.

Pyongyang closed its border with China in January to try to prevent the spread Covid-19. In July, North Korean state media said the country had raised its state of emergency to the maximum level.

Last month, the commander of the US military’s forces in South Korea, Robert Abrams, said the North had introduced a new “buffer zone” of one to two kilometres on the Chinese border, and that the country had special operation forces in place with orders to “shoot-to-kill” anyone coming across the border.

In the past, North Korea has also returned people who have wandered into their territory. In 2017, state news agency KCNA said officials would repatriate a South Korean fishing boat which “illegally” crossed the border, in what was seen as a rare humanitarian move.

Kazakh envoy’s briefing on President Kassym’s address to UNGA

ISLAMABAD: Ambassador of Kazakhstan Akan Rakhmetullin arranged a media briefing at his embassy to discuss salient features of the speech of President of Kazakhstan Kassym Jomart Tokayev, which he delivered on the occasion of 75th anniversary of the United Nations.

A select group of media people and members of think-thank CGSS were invited to attend the briefing.

On the occasion the Ambassador also announced opening of Abai Center. Abai is a great thinker and philosopher of Kazakhstan. The Center represents the legacy of Abai Kunanbaiuly, a great poet, philosopher, and founder of written Kazakh literature, as well as the rich heritage of Kazakh culture.

The Ambassador told the audience that the Center shall be functional from now onwards.

The Center would contain literature about Kazakhstan and Abai.  He further told that in future they plan to hold interactive sessions with various Pakistani institutions in order to deepen cooperation especially in the literary field.

However, the path has not been easy. 75 years were overshadowed by missed opportunities to find a common ground in advancing our shared goals and values, to lessen suffering in the world, the Kazakh president further said in his speech.

Ambassador Akan further told that his President had said in clear words that  history of the United Nations has been a period of intense collective efforts and rich learning: from decolonization to development, from child protection to climate change, from health to human rights, from peacekeeping to peacemaking.

‘Over the last three decades, Kazakhstan has participated in endeavours of every major UN body – including the Security Council – in pursuit of a range of priorities including conflict resolution, non-proliferation and nuclear disarmament, combating terrorism, interfaith and interethnic dialogue, as well as promoting the interests of Land Locked Developing Countries’.

The ambassador said that President Kassym also informed the august gathering about his country’s steps regarding Coronavirus pandemic preventive measure. He told that  COVID-19 has proven surprisingly difficult to be overcome. A second arms race looms. Our strategic development goals are suffering setbacks.

The President also commended the strong leadership by Secretary-General António Guterres, and support his ongoing work to boost effectiveness, transparency and accountability of the UN. Kazakhstan adds its voice in a clear statement of commitment to the UN mission and Charter, and to the shared aspiration of building a more peaceful, just and prosperous world.
