Sustainable solution to Pakistan problems lies in structural reforms: PIAF

DNA

LAHORE, FEB 26 – The Pakistan Industrial and Traders Associations Front (PIAF) has said the sustainable solution to Pakistan’s problems lies in the structural reforms, as we can see very large inefficiencies in tax collection, which needs to be removed. So, the tax compliance must be improved and tax base should be broadened, which cannot be achieved with a single policy change, but by a systemic approach.

PIAF Chairman Mian Nauman Kabir, in a joint statement with senior vice chairman Nasir Hameed and vice chairman Javed Siddiqi, urged the Federal Board of Revenue to immediately stop issuing notices to businessmen, as it is not only creating undue harassment among them but also giving a bad name to the government.

PIAF Chairman said that the economy has just come out of the dark shadows cast by the Covid-19 pandemic and is still facing the aftershocks of the lockdown period.

The businessmen are doing their best to makeup the losses incurred during that period, he said, adding that the PIAF feels that issuance of notices to businesses at this juncture will put a halt to the process of economic recovery, which is still far away from normal.

Mian Nauman Kabir said that only direct taxes can improve tax collection, as the existing tax system is heavily skewed toward indirect taxation.

He said the registered businesses are required to comply with various departments involving a lot of financial and time resources, whereas unregistered businesses are free from all such hassles, he maintained.

He said that in the past instead of focusing on controlling under-invoicing, curbing smuggling and expanding the tax net, the FBR seems to be inclined to pressurize registered taxpayers, who are already suffering due to a high rate of sales tax, income tax, and custom duties by creating fictitious cases for recovery of outstanding dues to meet revenue target.

He said that businesses are already in a complicated state-of-affairs, while anti-business actions against business community were not only adding to the miseries of the business community but are also promoting trust deficit between the government and the business community.

PIAF vice chairman Javed Siddiqi also emphasized that concentrating on import substitution is imperative to narrow import bills and certain imported products such as oil are of a fixed nature, therefore, the government needs to enhance focus on import substitution industries, as chemicals, agriculture and steel are potential industries.

Javed Siddiqi said that undertaking structural reforms require political will. He said that enacting structural reforms, such as improvements in tax collection system, bureaucracy and ease of doing business requires major political will and strict implementation of policies, he added.

He said the current account deficit contracted to a large extent, foreign exchange reserves increased, primary budget recorded a surplus, and new there is need to ease core inflation. Importantly, export-based manufacturing showed signs of traction and construction activities picked up, indicating that the economy was on the path of recovery. However, further improvements need serious structural reforms to put the economy on a firm path of sustainable growth.

311 hydroelectric power projects completed while 672 more to begin

ISLAMABAD, Feb. 26 (DNA): Out of 332 hydroelectric power projects, 311 projects have been completed in the Northern Districts of Khyber Pakhtunkhwa (KP) province.

Whereas, 672 more power projects are to be initiated in the second phase of Prime Minister’s Access to Clean Energy Investment Program (PM ACENIP), Gwadar Pro reported on Friday.

Malik Luqman, Senior Planning Officer, KP Energy Department said earlier that PM ACENIP’s Phase-I would be completed in the current financial year wherein out of 332 mini macro power projects of about 32 MW capacity, 311 such projects completed so far and the rest would be completed by June this year.

Work on Phase-II to construct 672 mini macro HHP having capacity 53MW has already been launched and is going to be completed by 2023, from which will benefit almost 1 million people.

According to KP Chief Minister Mahmood Khan, these mini power stations would generate a total of 55 MW electricity.

Despite the difficult financial situation due to the coronavirus pandemic, uplift activities and public welfare initiatives would not be compromised in the province.

PM ACENIP worth Rs. 18 billion had been initiated with financial assistance of Asian Development Bank (ADB) under which 1,028 mini macro HPPs were to be constructed in two phases in northern districts of the province.

The aim was to address the requirements of electricity of the deprived population of the province and to electrify the off-grid areas on fast track basis through developing the indigenous hydropower potential by construction of Micro Hydropower plants.

The main objective of development of the Micro Hydropower is to develop cheap hydropower potential and to provide more reliable and consistent power to local areas specially those which are deprived of electricity.

The project will provide adequate facilities for the generation, transmission and distribution of electrical energy keeping in view the present severe power shortage and future requirements for industrial, agricultural and economic development of the country.

Moreover, the development of these projects would lead to the sustainable supply of electricity and would serve as a catalyst for development of basic industry.

The project will provide opportunities to local communities for enhancements of economic activities through establishments of small-scale industries.

Once completed, the project will create employment opportunities and growth and uplift of socio-economic conditions of the targeted population, discouraging migration of population from rural to urban areas.
