BMP calls for solid economic plan, as uncertainty looming in 2024

Mian Anjum Nisar asks all stakeholders to come up with economic stability plans

ISLAMABAD: The Federation of Pakistan Chambers of Commerce & Industry’s Businessmen Panel (BMP) has called for solid economic plan from all the stakeholders, terming the new year of 2024 as the uncertain one in view of deteriorating energy crises following the tough conditionalities of the International Monetary Fund amidst upcoming elections, making this period more complicated and unstable for the economy.

The FPCCI former president and BMP Chairman Mian Anjum Nisar said all political parties should provide their economic stability plans to avert further losses and delays, warning that numerous global issues are impacting world economies. He said the upcoming government should prioritize resolving the energy crisis by providing sufficient and affordable electricity and gas to industries. The import bill should be reduced by imposing bans on luxury products. He highlighted controlling inflation to ensure affordable living costs for the masses and containing the cost of production for businesses at a local level. He pleaded for formulating economic plans aimed at reviving growth in large-scale manufacturing, small and medium-sized segments, the service sector, and exports.

He stressed the need for a revisit of the economic policies, as the economic indicators throughout the 2023 remained very depressed amidst high inflation, low exports, depleting foreign reserves and continued uncertain position of the local currency.

FPCCI former president Anjum Nisar said that almost all indicators of the economy continued to show poor performance during 2023, including volatile exchange rate, unprecedented hike in markup rate, repeated increases in electricity rates, gas shortage, price spiral, mismanagement and bad governance, becoming the hallmarks of the government.

He observed the negative economic indicators and uncertainty over resumption of the International Monetary Fund program continued to push the rupee towards a new historic low against the US dollar especially in first half of the calendar year of 2023.

He said that massive fall of rupee value continued to damage the economy, as the rupee witnessed a huge depreciation; one of the highest devaluations of local currency in Pakistan’s history in this period.

Mian Anjum urged the policy makers to concentrate on increasing tax-to-GDP ratio which was the lowest in Pakistan in the region in 2023.

The BMP leader warned if the government failed to take appropriate measures for economic revival, the trade and industry will face a complete shutdown, asking the government to convene a conference, taking the business community onboard.

The FPCCI former president observed that besides increasing exports and controlling imports the government will have to take administrative measures, as a large demand of cash dollars are seen in the market. He argued that this devaluation of the currency was dictated by the IMF through prior actions and it has nothing to do with macroeconomic fundamentals.

He said that there was a complete breakdown of economic policymaking, as the country’s fiscal policy had become subservient to monetary and exchange rate policies.

He said that the monetary tightening and exchange rate depreciation resulted in higher inflation, public debt and debt servicing. The empirical evidence showed that the one percent monetary tightening hiked the inflationary pressure by 1.3 percent in the case of Pakistan, he added.

The government needs to devise a strategy on war-footing to increase foreign investment in Pakistan so as to stop the upward trajectory of the dollar, he added.

The rupee during through the whole year remained uncertain, as the uncertainty pertaining to the IMF program was causing pressure on the Pakistani rupee while the country’s foreign exchange reserves have also declined, which was another source of concern for investors, he said.

Media reports called for a fully-fledged and sound plan with a highly competent team to handle local challenges forthwith, but unfortunately, they have no solid plans or directions. The 2023 could be divided into two parts, as a tough time was witnessed until June when there was no IMF program, and the country was near default. Then the IMF program came, the caretaker setup took over, and the first review of the IMF went better, he said, adding that the second review of the IMF on track would be good. He said when it comes to the second half of 2023, it has brought macro-wise stability relatively.

He foresees the new year full of challenges for businesses and industries in Pakistan due to political uncertainty on global and local fronts. Although 2024 is considered the year for general elections, fears are looming for a possible political crisis in the country. The incumbent government should come up with drastic measures to give confidence to local industrialists-cum-entrepreneurs and foreign investors through industry-friendly and investment-friendly policies. In this regard, the interest rate should be gradually reduced to boost economic activity and industrialization within the country.

Bangladesh Elections 2024: Polling Continues Amid BNP Boycott, Low Voter Turnout; Clashes Reported

Bangladesh

DHAKA, JAN 7 /DNA/ – Bangladesh begun polling on Sunday, 7 January, with Prime Minister Sheikh Hasina and her Awami League slated to win a fourth consecutive and fifth overall term after the main opposition, the Khaleda Zia-led BNP, boycotted polls.

As voting continues for the polls, PM Hasina cast her vote in Dhaka on Sunday morning.

Sources in Dhaka told The Quint that while voting begun calmly, some incidents of violence are being reported in regions across the country. In Chandgaon, Chattagram (formerly Chittagong), there were reports of clashes between BNP activists and the police.

Meanwhile, voter turnout has remained meagre across the country, with some reporting incidents of ballot stuffing and violence.

Former PM Khaleda Zia’s Bangladesh Nationalist Party have boycotted the election after Hasina refused to step down and allow a caretaker government to run the election.

The government has reportedly deployed Armed forces, to the effect of nearly 750,000 police, paramilitary and auxiliaries of the police till 10 January as tensions spiked across Bangladesh.

The BNP called for a 48-hour nationwide general strike starting Saturday to demand the resignation of the “illegal government” of Prime Minister Sheikh Hasina and to protest against the January 7 general election.

With the BNP boycotting the election and no other credible opposition in sight, Hasina’s Awami League is poised to secure an advantage, potentially forming the government for the fourth consecutive term.

Voting has begun on January 7 and will conclude at 4 pm (3:30 pm IST). The counting of votes will start soon after, but initial results are expected to begin rolling in on Monday.

Rights organizations have raised alarms about a series of measures undertaken by Hasina to suppress the Opposition in recent months.

According to a report from Human Rights Watch in November, approximately 10,000 BNP activists have been detained. The violence has resulted in at least 16 casualties, which include two police officers, and around 5,500 people have sustained injuries.

Meanwhile, Hasina accused the BNP of being behind the anti-government protests that had turned violent and led to the deaths of ten people in October 2023.

Major Western countries, including the U.S., urged for dialogue between the ruling Awami League and specifically the BNP to ensure an inclusive and credible election. However, progress stalled as both sides showed reluctance.

Police Fired Shotguns To Disperse Protesting Crowd: Report

The Bangladeshi Police reportedly fired shotguns in Chittagong amid a clash with Opposition activists, who had set up roadblocks as a mark of protest against the ongoing election.

Mokhlesur Rahman, Chittagong Deputy Commissioner, told AFP that shotguns had been fired to disperse around 60 people who had blocked a road by burning tyres. He added that nobody was injured and that the situation was now under control.

Website of Key Bangladeshi Newspaper Allegedly Blocked Amid Polling

A key Bangladeshi newspaper critical of the ruling government has allegedly been blocked amid voting.

Daily Manab Zamin Editor Sajid Hoque said that the newspaper had been “flooded with calls and messages” from people saying that they couldn’t access the website, AFP reported.

US regulator orders inspections on some Boeing MAX 9 planes after emergency

Washington, The US air safety regulator announced Saturday it was grounding some Boeing 737 MAX 9 airplanes pending inspections, a day after a panel blew out of one of the planes over the western state of Oregon.
The Federal Aviation Administration "is requiring immediate inspections of certain Boeing 737 MAX 9 planes before they can return to flight," the agency said on X, the former Twitter.
The agency said around 171 aircraft worldwide would be affected, with each inspection taking four to eight hours.
"Safety will continue to drive our decision-making," the FAA statement said.
Alaska and United Airlines fly the largest number of MAX 9 planes, while Icelandair and Turkish Airlines have smaller fleets of these aircraft.
Boeing has so far delivered some 218 737 MAX 9 planes worldwide, the company told AFP.
US-based Alaska Airlines grounded all 65 of its Boeing 737 MAX 9 planes on Friday after a flight carrying 171 passengers and six crew was forced to make an emergency landing, with passengers saying a window panel blew out after takeoff.
Alaska Flight 1282 had departed from Portland International Airport and was still gaining altitude when the cabin crew reported a "pressurization issue," according to the FAA.
The plane quickly returned to Portland, and there were no major injuries.
Images posted on social media showed a side panel of the plane blown out, with emergency oxygen masks hanging from the ceiling.
"Following tonight's event on Flight 1282, we have decided to take the precautionary step of temporarily grounding our fleet of 65 Boeing 737-9 aircraft," Alaska Airlines CEO Ben Minicucci said in a statement Friday.
"Each aircraft will be returned to service only after completion of full maintenance and safety inspections," he said.
Passenger Kyle Rinker told CNN a window popped off soon after takeoff.
"It was really abrupt. Just got to altitude, and the window/wall just popped off," he told the broadcaster.
The Oregonian newspaper quoted passengers as saying no one was sitting in the seat next to the panel, but that a young boy in the middle seat had his shirt ripped off by the sudden decompression, injuring him slightly.
Another passenger, Vi Nguyen, told The New York Times that a loud noise during the flight had woken her.
"I open up my eyes and the first thing I see is the oxygen mask right in front of me," Nguyen told the newspaper. "And I look to the left and the wall on the side of the plane is gone."
"The first thing I thought was, 'I'm going to die,'" she added.

Look back at Bangladesh’s 50-year election history, as it heads to polls tomorrow

Bangladesh

DHAKA, JAN 6: As Bangladesh gears up for its 12th presidential election on January 7 (tomorrow), the air is thick with tension and uncertainty. The country faces a stark divide, with the ruling Awami League promising continuity and the opposition Bangladesh Nationalist Party (BNP) raising concerns about fair play and declaring a boycott.

With 300 National Assembly seats on the line, Tensions have spiked, as the opposition BNP has announced a boycott of the polls, calling them ‘dummy’ and announcing countrywide protests. On Wednesday, the country had deployed the army to facilitate the administration with holding free and fair elections.

Moreover, if outgoing prime minister Sheikh Hasina Wajid emerges victorious, she is poised to assume office as the premier for the fifth time.

While this is the 12th presidential election, only three have been direct elections. Following independence in 1974, the speaker of the Assembly, Mohammad Mohammadullah, became the first president without formal elections.

Awami League Dominance and Opposition Concerns:

Prime Minister Sheikh Hasina’s Awami League has emerged victorious in the last three general elections (2008, 2014, and 2018), often with overwhelming majorities. However, the BNP, the country’s largest opposition party, has long accused the Awami League of rigging elections and stifling dissent.

BNP Chairman Tarique Rahman, who spent 18 months in jail in 2006-07 and currently lives in a self-imposed exile in London, sees the election as “predetermined” and has urged voters to abstain. This boycott poses a significant challenge to the legitimacy of the upcoming polls.

Timeline of Bangladesh’s Electoral History:

A brief look at Bangladesh’s recent electoral history reveals a pattern of Awami League dominance, often marked by boycotts and controversies:

2018: Awami League-led grand alliance wins landslide victory with 261 out of 300 seats in the elections held on Dec, 30, 2008, prompting accusations of rigging by the BNP.
2014: BNP boycotts the election held on 5 Jan, 2014, citing lack of fairness, leading to an Awami League landslide with a two-thirds majority. After a crackdown, opposition leader Khaledia Zia was put under house arrest.
2008: Awami League secures a two-thirds majority with 263 of the 300 seats in the election held on Dec, 29, 2008.
2001: In the elections held on Oct, 1, 2001. The BNP emerged as the clear winner in terms of seat, winning a secure majority of 193 out of 300 seats. The Awami league (AL) secured 62 seats. Khaleda Zia became the prime minister for the second time.
1996: The AL won the elections held on June 12, 1996 with 146 out of 300 seats in the National Assembly with the support of the Jatiya Party. This marked the beginning of Sheikh Hasina Wajid’s rule as the prime minister for the first time.
1986: The Bangladeshi presidential election were held on October, 15, 1986. The result were a victory for Jatiya Party, as its head Hussain Muhammad Ershad – a military dictator – helmed power and became the prime minister after staging a military coup.
Uncertainty Ahead:

With the BNP’s boycott and concerns about fair play, the upcoming election casts a shadow of uncertainty over Bangladesh’s political future. Whether the polls can be conducted peacefully and transparently, and whether they will be accepted by all parties, remains to be seen.

The country stands at a crossroads, and the choices made in the coming days will have profound implications for its democratic trajectory.

Restructuring of FBR is on the agenda of the govt to improve its governance

ISLAMABAD /DNA/ – The restructuring of FBR is on the agenda of the Government, to improve its governance, efficiency and effectiveness. Certain proposals have been prepared in line with international best practices to rationalize and streamline the functions of the FBR, strengthen the FBR policy board, and overall governance, integrity and performance of the revenue agency based on a creative oversight structure that would enhance its accountability to the state and clients.  The creation of specialized administrative structures will be accompanied by better delegation & accountability of administration. An institutional mechanism is being considered to establish a Tax Policy group with the right expertise and analytical capability to facilitate rationalization of tax regime emphasizing fairness and equity in tax regime.

These proposals have been prepared by the government after months of deliberation and consultation with experts, academics, and senior leadership of FBR and its members. However, these proposals do not include any item relating to the downsizing of workforceor any outside interference in the administrative matters of Customs or Inland Revenue service by any other agency and ministry.

Reports carried bydigital media on the restructuring of the Federal Board of Revenue misrepresent the objective and scope of reforms that are much needed to lift the tax/GDP ratio, while ensuring level playing in burden sharing and allowing for tax and investment facilities.
