The interim government has orchestrated a coordinated effort to obstruct or delay the impending elections through a multifaceted strategic communication strategy. This intricate approach, executed subtly, revolves around five pivotal narratives: prioritizing financial and economic stability over electoral processes, justifying the interim government’s continuity citing security concerns, leveraging adverse weather conditions to advocate for postponement, associating the pursuit of justice for the 9th May incident with election timing, and crucially, emphasizing that aggrieved parties won’t accept election outcomes, potentially plunging the country into chaos. This narrative underscores the rationale for postponing elections until all parties consent to accept the election results, portraying it as a crucial step towards averting potential unrest and chaos.

From a Public Relations perspective, each narrative serves as a strategic tool to shift focus away from the electoral process, weaving a complex web of reasoning to legitimize the government’s intent to circumvent or postpone the elections in favor of its continuation.

Communication Strategy 1 begins by addressing the severity of the financial and economic situation in Pakistan. Emphasize the challenges, such as debt burden, inflation, and economic instability, impacting the daily lives of citizens. Stress the crucial need for stability to ensure the well-being and prosperity of the nation. Present a bleak picture of what might happen without immediate corrective measures. Illustrate the interim government’s proactive steps and policies taken to stabilize the economy. Highlight achievements and ongoing efforts to mitigate the crisis, emphasizing that they are promising but need time to yield positive results. Frame it as a sacrifice for a stable and prosperous future. Emphasizing the need for unity and cooperation, suggesting that delaying elections is a collective decision for the greater benefit of Pakistan.

Leveraging Communication Channels by utilizing television, radio, newspapers, and social media to disseminate the message widely and consistently. Arrange speeches by influential figures to reinforce the narrative of financial emergency and the necessity of stability. The SC campaign-2 begins by prioritizing citizens’ safety above electoral processes, emphasizing the broader regional implications of Pakistan’s security situation. The postponement of elections is positioned as a measure to safeguard citizens’ lives, reinforcing that public safety remains paramount. Continuous engagement through regular updates and open dialogues with stakeholders, including security forces and international partners to ensure transparency, address concerns, and gather support for this crucial strategy.

Various media platforms are used extensively—television, radio, newspapers, and social media—to disseminate a consistent message about the critical need for stability. Key influential figures are engaged to deliver speeches reinforcing the narrative. Visual aids, including infographics showcasing pressing security challenges. It  vividly depicts Pakistan’s volatile security landscape, emphasizing the gravity of significant domestic, regional, and international security threats with the slogan “Terrorism and Instability.” The campaign advocates for a “Security First Approach,” stressing that conducting elections amid such turmoil risks citizen safety and democratic integrity. It aims to showcase the interim government’s unwavering commitment to national security, highlighting ongoing efforts to combat terrorism and restore stability.

Strategic Communication-3. The Campaign Title: “Prioritizing Public Safety: Postponement Due to Severe Weather Conditions”. The  Key Message: “Postponing Elections for Public Safety Amid Harsh Winter Weather”. Illustrating the severity of the ongoing winter weather across the country, emphasizing its adverse impact on public safety and accessibility to polling stations. Emphasize that the extreme weather conditions will deprive a significant portion of the population from exercising their fundamental right to vote. Frame the decision to postpone elections as a necessary step to prioritize the safety and well-being of citizens. Highlight the dangers posed by severe weather, such as transportation hazards, potential accidents, and health risks, making it unsafe for citizens to travel to polling stations. Emphasize the government’s duty to ensure citizens’ safety and well-being above all else. Position the postponement as a temporary delay, ensuring that citizens will have the opportunity to exercise their voting rights when weather conditions improve. To achieve the results, utilize television, radio, newspapers, and social media to ensure a consistent and clear message about the weather-related challenges and the decision’s necessity for public safety. Keep the public informed about weather improvements and any developments regarding rescheduling elections. Sample Slogan: “Safety First: Weathering the Storm for a Fair Election Tomorrow!. Strategic Communication-4 begins with the campaign to delay elections until the culprits of the 9th May incident are brought to justice. Campaign Title: “Justice Before Democracy: Holding Accountable the Culprits of 9th May”. Key Message: “Postponing Elections for Justice: Prioritizing Accountability and National Reconciliation”. Communication Strategy: Shedding light on the significance of addressing the unresolved 9th May incident, emphasizing its impact on national reconciliation and stability. Appeal to the public sentiment for accountability, stressing that bringing culprits to justice is crucial for healing and moving forward as a nation. Frame the resolution of the 9th May incident as a precondition for holding fair and transparent elections. Highlight that accountability fosters national unity and reconciliation, laying the groundwork for a stronger democratic future. Utilize various media platforms, arrange speeches by influential figures, keep the public informed about progress made in addressing the 9th May incident, showcasing steps taken towards accountability. Sample Slogan: “Justice Prevails: Ensuring Accountability for a Stronger Democracy. Communication Strategy-5 Title: “Ensuring Fairness: Postponing Elections for Inclusive Resolution’. It begins with acknowledging concerns raised by political parties, particularly PTI, regarding fairness and transparency in the election process. Emphasize the necessity of creating an environment where all parties accept the election results to prevent post-election chaos. Position postponement as a means to ensure a more stable and consensus-driven electoral outcome. Leveraging Communication Channels  Television, radio, newspapers, and social media—to communicate the rationale behind postponement and the commitment to fairness. Arrange discussions and forums for direct engagement with political parties to address concerns and seek collaborative solutions. Ensuring that decisions regarding the electoral process are made in the best interest of the nation. Sample Slogan: “Fairness Unites: Postponing for an Inclusive Electoral Process. Visual Imagery: Graphics symbolizing fairness, inclusivity, and unity among political parties, aiming for a harmonious electoral process.

These five strategies, while aimed at achieving certain objectives, raise concerns about their alignment with constitutional principles. It’s evident that our nation, already fragile, cannot endure another unconstitutional disruption, as any illegal actions to achieve these goals could result in dire consequences. Despite our history marked by martial laws and setbacks, there’s a recurring pattern where powerful forces often achieve their objectives by disregarding, manipulating, or violating the constitution without facing consequences.

The constitution provides for holding provincial assembly elections within 90 days of dissolution, yet despite court orders in September 2023, elections in Khyber Pakhtunkhwa and Punjab provinces were delayed with total impunity.  The absence of fresh elections since the National Assembly’s dissolution in April 2023 raises questions about adherence to reasonable timeframes implied by constitutional provisions. Legal experts have raised concerns about the interim government’s decisions, suggesting they might overstep constitutional limitations. Issues surrounding the independence of the judiciary and media under the interim setup add complexity to the situation. The Supreme Court and the interim government are going to face off once again on the question of holding elections on 8th February.

The nation is keeping its fingers crossed. It’s critical to emphasize the importance of upholding the rule of law and respecting the decisions made by the Supreme Court. In any democratic society, institutions must function independently within their prescribed roles. If there’s a disagreement or concern about a decision, the appropriate and lawful approach is to address it through legal channels, such as filing appeals or presenting arguments in court that adhere to the legal framework and the constitution.

Attempting to circumvent or undermine the decisions of the Supreme Court through illegal or unconstitutional means can have severe consequences, not just for the democratic process but also for the stability and credibility of the country’s institutions.

Suicidal' Breivik sues Norwegian state over isolation

OSLO, Jan 8 (AFP/APP/DNA): Anders Behring Breivik, the right-wing extremist who killed 77 people in 2011 and is now “suicidal” according to his lawyer, appeared in court Monday in his lawsuit against Norway state over his prison conditions.

As he entered the gymnasium of the Ringerike prison where the five-day trial was being held, Breivik was clad in a dark suit with his head shaved. He refrained from making provocative gestures as he has done on previous occasions.  The now 44-year-old has been held apart from other inmates in various high-security facilities for over 11 years. He argues that his extended isolation is a violation of Article 3 of the European Convention on Human Rights, which prohibits “inhumane” and “degrading” treatment.

On July 22, 2011, Breivik set off a van bomb near government offices in Oslo, killing eight people, before gunning down 69 others, mostly teens, at a Labour Party youth wing summer camp on the island of Utoya.

He was sentenced in 2012 to 21 years in prison, which can be extended as long as he is considered a threat.

Since then, he has been held “in isolation, and the more time that passes the greater the violation of the Convention”, his lawyer Oystein Storrvik told AFP in October.

In the lawsuit documents, Storrvik said that the “long period of isolation and absence of meaningful interaction has caused Breivik (psychological) suffering, including the fact that he is now suicidal”.

“He is dependent on the anti-depressant Prozac to be able to get through his days in prison,” Storrvik said.

According to him, Breivik’s only personal contact is with two other inmates whom he sees for one hour every two weeks under strict surveillance, as well as his interaction with prison staff.

  Citing another article of the Convention on Human Rights that guarantees the right to correspondence, Breivik has also asked for an easing of the restrictions on his letter-writing with people outside prison.

 Breivik has already sued the Norwegian state on both grounds, with an Oslo district court stunning the world in 2016 when it ruled his isolation was a breach of his rights.

On appeal, Norway’s higher courts found in the state’s favour, and the European Court of Human Rights in 2018 dismissed his case as “inadmissible”.

The Ringerike prison is located on the shores of the lake that surrounds the island of Utoya.

  Breivik has access to several rooms on two floors that include a kitchen, a TV room with a game console, and an exercise room, according to Norwegian news agency NTB.

Prison officials have also complied with his request for a pet by providing him with three budgies, NTB said.

Norway prides itself on a humane prison system aimed more at rehabilitation than punishment.

   The state has said that Breivik’s isolation is relative and justified due to the danger he presents, and that his prison conditions are needed to protect society, other inmates and wardens, as well as himself given risks from other inmates.     Breivik enjoys “a wide range of activities” such as cooking, games, walks and basketball, and “there is no indication that he is suffering from physical or mental problems due to his prison conditions,” the state’s lawyer Andreas Hjetland said. “Breivik has so far shown little interest in rehabilitation work,” he added.

   “It is therefore difficult to imagine which significant improvements in his prison conditions are possible and justified in the short term.”

  Breivik has in the past used his public appearances as platforms to air his political ideology and provocations, including Hitler salutes and tirades, which have been painful for survivors and relatives of the victims.

“Many are fed up and try to keep this all at a distance,” Lisbeth Kristine Royneland, the head of a support group for families of the victims and who lost her 18-year-old daughter on Utoya, told AFP.

“Naturally people feel this is a burden because it brings back memories,” said another group member Merete Stamneshagen, who also lost her 18-year-old daughter on the island. “We never get complete, lasting peace.”

  The Oslo court has barred Breivik’s testimony, due on Tuesday, from being broadcast in the media.

Lahore: Pakistan Cricket Board Monday appointed wicket-keeper and batter Muhammad Rizwan as the T20 team’s vice-captain. The board announced the development on X, formerly known as Twitter.

“@iMRizwanPak has been appointed vice-captain of Pakistan’s T20I team,” the PCB wrote in its post.

Rizwan will be replacing Shadab Khan for the coveted post in the team, taking the reigns as a deputy to captain Shaheen Shah Afridi in the team for cricket’s shortest format.

It should be noted that Rizwan was recently favoured by former Pakistan skipper Shahid Afridi for the post of the skipper instead of left-arm quick Shaheen for the T20 team, a comment that raised many eyebrows.

Speaking at an event in Australia, Afridi showered praises on the wicketkeeper-batter and preferred him over his son-in-law Shaheen for T20 captaincy.

The legendary all-rounder of his era said: “[I admire Rizwan’s] hardwork and focus level. His best quality, which I like most, is only focusing on his game and paying no heed to who doing what and what not. He is really a fighter!”

“I want to see him [Rizwan] as the T20 captain but mistakenly, Shaheen became the skipper,” Afridi said on a lighter note while looking towards the left-arm quick, who was sitting behind him at the event.

DHAKA, JAN 8: Claiming that people unilaterally turned down Sunday’s voting, Bangladesh Nationalist Party on Monday demanded the cancellation of the 12th parliamentary election and the resignation of prime minister Sheikh Hasina.

At a press conference at the party chairperson’s Gulshan office, the party also renewed its demand for a fresh election under a non-party polls-time government to establish a legitimate and accountable government.

To mobilise public support for their demands, the BNP also announced a two-day mass contact programme on Tuesday and Wednesday.

‘The country’s people unilaterally and spontaneously rejected yesterday’s (Sunday’s) election. On behalf of 63 parties, who called for boycotting the polls, we congratulate the people of the country for turning down the election,’ said BNP standing committee member Abdul Moyeen Khan.

He also said that the government failed to take voters to the polling stations despite various threats and intimidation.

‘There was no voting and election on January 7. What happened was vote robbery and vote rigging,’ the BNP leader said.

Another BNP standing committee member Nazrul Islam Khan said their party wanted to establish a government elected by people’s vote and accountable to them.

‘A free and fair election is necessary for it what didn’t happen yesterday (Sunday). So, people have turned down this election. Everyone is saying the voter turnout which was shown (by the EC) was fake,’ he said.

‘So, BNP and other political parties who have on a movement for the restoration of democracy demand the immediate cancellation of the dummy election of January 7, resignation of Sheikh Hasina and formation of a polls-time non-party neutral government for holding a national election,’ Nazrul said.

He also said people’s ownership of the state must be restored and all enforced disappearance, killing, and ghost cases must be stopped and people will have to be protected from his repressive regime.

‘These are now people’s demands. We congratulate and thank people as they made sacrifices in the face of various pressures and allurement and foiled the government’s evil efforts to show a huge turnout by taking them to the voting centres.

President PAJCCI urges swift resolution to deadlock in Pak-Afghan transit and bilateral trade

KARACHI, JAN 8: President of the Pakistan-Afghanistan Joint Chamber of Commerce and Industry (PAJCCI), Mr. Junaid Makda, expressed deep concern over the prevailing deadlock in Pak-Afghan transit and bilateral trade. In a series of meetings with key officials and ministries about the situation following the issuance of SRO, which imposed a 10% processing fee on routine items, banned certain items for transit, and replaced revolving insurance guarantee with a bank guarantee.

The deadlock between the two countries, primarily attributed to the cost of doing business and the lack of ease of doing business, is resulting in significant losses for both countries and stakeholders involved.  Mr. Makda highlighted the urgent need for the government to address this issue promptly to ensure the seamless continuation of transit and bilateral trade.

President Makda specifically pointed out the severe consequences on Pakistan’s exports to Afghanistan and CIS countries citing exorbitant tariff rate increases from Afghanistan (like Pakistan Citrus Fruits). The resulting deadlock has led to the distressing situation of perishable items being stranded at borders due to the prohibitive tariff hikes. Adding to the complexity, ongoing protests on the borders are exacerbating the challenges faced by businesses engaged in cross-border trade.

Mr. Makda urged the relevant authorities to reconsider the current impasse and take immediate steps to remove the obstacles hindering the flow of goods and services between Pakistan and Afghanistan. He emphasized that the current situation is detrimental to the economic interests for both countries and poses a threat to the livelihoods of stakeholders involved in cross-border trade.

President PAJCCI has previously submitted a request to the Commerce Ministry, and while efforts are underway, there is also a formal request for the S.I.F.C to intervene and convene an urgent meeting to discuss the prevailing matters. He highlighted the importance of collaborative efforts in finding mutually beneficial solutions that promote trade, economic growth, and regional stability.

PAJCCI remains committed to fostering positive and constructive dialogue between Pakistan and Afghanistan and is optimistic that with joint efforts, the current challenges in transit and bilateral trade can be overcome, paving the way for a more prosperous and mutually beneficial relationship between the two countries.

Authorities started tallying ballots after voting ended in the 12th national polls in Bangladesh on Sunday amidst a largely peaceful environment. Voting began at 8am at 261,912 polling booths in 42,024 voting centres and continued until 4pm with 299 parliamentary seats up for election. However, centres, where people are still waiting to exercise their franchise, will continue to accept votes. Polls were deferred in one seat at the death of a candidate. The Election Commission said 27% of votes were cast in the first seven hours, from 8am to 3pm.

01.42pm: Narayanganj-2: Voting cancelled at a centre following clash

Voting has been cancelled at a polling centre in Nayaranganj’s Araihazar upazila following a clash between activists of Awami League and Jatiya Party candidates on Sunday.

At least two people were shot by bullets fired by police to bring the situation under control at around 10am at Ramchandradi Government Primary School.

Social media platforms across Pakistan face disruption

ISLAMABAD, JAN 7: Internet monitor Netblocks reported a nationwide disruption of social media platforms on Sunday evening hours before the PTI was scheduled to hold a virtual fundraising telethon and launch its election manifesto.

“Live metrics show a nation-scale disruption to social media platforms across Pakistan, including X/Twitter, Facebook, Instagram, and YouTube,” the internet tracking agency said.

It added that the incident comes as “persecuted former PM Imran Khan’s party, PTI, launches its election fundraising telethon”.

In a similar incident last month, internet outages were also reported during a PTI virtual power show.

Earlier today, the PTI had announced that it would hold a virtual fundraising telethon and manifesto launch at 9pm.

Users reported having difficulty accessing social media platforms in several areas of the country shortly after 6pm. They also complained about internet services being slow.

Meanwhile, PTI’s Zulfi Bukhari said the internet shutdown was aimed at stopping the party’s fundraiser.

The party called the internet shutdown “absolutely shameful” and demanded that the IT minister should resign “for this continuing damage to Pakistanis”.

According to a report by Surfshark, a virtual private network company headquartered in Lithuania, a half-year analysis of internet shutdown based on the Internet Shutdown Tracker revealed that Pakistan was responsible for three of the 42 new restrictions worldwide, which were imposed following Imran’s arrest.

At the time, access to Twitter, Facebook, Instagram, and YouTube was restricted in the country. At the same time, several temporary cellular network disruptions were also witnessed across the country for several days afterwards.

The Surfshark report ranked Pakistan behind Iran and India as the countries leading the list of regimes that imposed internet restrictions during the first half of 2023 with Asia being the focal point of most internet shutdowns.

Freelancers to now receive their payments through PayPal: Minister

ISLAMABAD, JAN 07 (DNA) — The Caretaker Federal Minister for Information Technology and Telecommunication Dr Umar Saif on Sunday announced that freelancers would now receive their payments through PayPal.

In a video message, he said that it had been a longstanding demand of freelancers to have access to PayPal for easier payment receipt in Pakistan. The minister clarified, “While PayPal itself is not coming to Pakistan, an agreement has been reached where remittances would be channeled through PayPal via a third party.”

“Under the newly devised program, freelancers will not need to open a PayPal account. Instead, individuals outside the country will make payments from their PayPal accounts, and the funds will be promptly deposited into the freelancers’ accounts,” the minister explained.

He said that under the nation’s first space policy approved by the federal cabinet, international companies would be allowed to provide communication services through low-orbit communication satellites.

Saif said that satellite communication technology was advancing rapidly and many private companies in the world wanted to provide communication services through low-orbit satellites.

“Satellites used to be geostationary, far away from the land. They are useful for broadcasting TV signals but communicating is difficult because there is latency,” he said. Saif said that communication services and internet services could be offered through low-orbit satellites, which were relatively closer.

He said that there had been a lot of development in this regard in the private sector. “So now it has become possible for communication services in Pakistan to be provided through satellites and the private sector has this technology,” he said.

He said the National Space Policy would enable private sector companies to “offer affordable internet services in Pakistan while enabling increased investment in our national space program”.

Dr Saif said his ministry had taken a significant decision to revamp IT education in universities in collaboration with the Higher Education Commission, National Computing Accreditation Council, Exami¬nation Testing Council, Pakistan Software Export Board, and Pakistan Software Houses Association.

“Under the program, around 31,000 students have registered themselves for the test so far, and successful among them will be offered jobs through the Industry Placement Programme.”

Dr Saif disclosed that the government would initiate a project to establish 10,000 e-Rozgar centers across the country that would be equipped with the latest facilities for freelancers and startups.

The minister while highlighting the initiatives taken by the government to bolster exports of the IT and telecom sector, said ,”The sector’s official export is currently $2.6 billion, but the actual figure is around $5 billion as the industry parks a major portion outside the country to pay salaries of their international employees placed with foreign clients and incur monthly expenses for cloud hosting, marketing and sales on platforms like Google, Amazon, LinkedIn etc.” — DNA

DHAKA, JAN 7: Abdul Moyeen Khan, a member of the BNP Standing Committee, lauded the public for answering the party’s call to boycott the ‘one-sided’ general election.

“Your TV cameras tell the story,” he said to the media on Sunday afternoon after hearing reports of the relatively low turnout for the polls.“You have seen hundreds of thousands of photos on social media… you can see photos of dogs basking in the sun in front of the polling centres… the centre I noted is the one at the Meradia Government Primary School in Dhaka city. This is the situation… the lion’s share of polling centres are free of voters.”

The people of the country and the entire world can see that the citizens of Bangladesh are boycotting the polls, he said.

“Today, I say to the people, not just from the BNP but on behalf of the 62 political parties boycotting these farcical polls – I salute you. And this is for one reason – the people of Bangladesh have never compromised on the issue of democracy, and they did not do so this time either.”

He said the party’s campaign to boycott the polls had ‘certainly been a success’.

“I want to be clear – our movement isn’t just about taking to the streets in force, as the Awami League has done. Many people told us you won’t be able to remove the Awami League with a peaceful movement because of their politics, their methods, their various activities… in the past 15 years, 100,000 fabricated cases have been filed against opposition leaders and activists, including 500,000 BNP leaders and activists, to disappear them. I ask one simple question – there are 200 countries in the world. Can you show me another case where such an incident has happened?”

The ruling Awami League thought that it would be able to sway several prominent BNP leaders to contest the polls, but only one defected, Khan said.

“They are playing out a fake drama… in 2014 they staged a production saying the BNP had become IS or the Taliban. But the truth is that it was propaganda to convince foreigners… and now the government has failed to do even that.”

He pointed to media reports from international media outlets, saying they made it clear that the government was only setting up dummy candidates to stage a fake election.
