Atif Ikram Shaikh

ISLAMABAD, JUN 25 /DNA/ – President Federation of Pakistan Chamber of Commerce and Industry Atif Ikram Shaikh has rejected the increase in MDI saying that such measures will destroy industrialization. In these circumstances, when the wheel of the industry is at a standstill, the government should bring such policies to enable the industry to run. We demand that this initiative be withdrawn immediately.

Federation President Atif Ikram said that according to the new table, industrial consumers whose category is B1 will have fixed charges of Rs 1,000 per month,The monthly charges of B2 category industrial consumers have increased by three hundred percent, they will pay two thousand rupees monthly fixed charges, B3 category industrial consumers will pay two thousand rupees monthly fixed charges with an increase of three hundred and thirty five percent. While the monthly charges of B4 category industrial consumers will be 2000 rupees per month with an increase of 355%. After these fixed charges, the entire industry will be closed, more than half of the industry has been closed so far. And will further destroy the industries.

Atif Ikram said that we welcome the decrease of ten rupees per unit for the industries, as a result of which the electricity has decreased from sixteen cents to twelve and a half cents, while the electricity in the region is given to the industrialists and exporters from six to eight cents. Azm I Istehkam: govt needs to explain further

Shamim Shahid

PESHAWAR — Unlike of past, this time people from different socio-political circles from all over Khyber Pakhtunkhwa irrespective of their political identities and ideologies are opposing proposed military operation Azm-i-Istehkam against militants, mostly associated with banned TTP.

Besides PTI considered biggest opposition in Upper and Lower Houses and in govern at Khyber Pakhtunkhwa, other political parties like Jamiat Ul Ulema Islam f, Awami National Party and Jamaat Islami are on forefront of opposition to Azm-i-Istehkam. Similarly tribesmen from almost tribal districts badly affected by terror in last two decades are also opposing military operation.

Since 9/11, when Pakistan joined and agreed for becoming front line in War on Terror, armed forces carried out over three dozens of military operations against local, Afghan and foreign militants slipped into Pakistan from Afghanistan. On completion of each and every operation, government especially high ups of armed forces made tall claims of eradicating terrorists dens, flushing away militants from Pakistan and destablising terrorist net work. But the ground reality remain different. Strength and influence of militants further enhanced on completion and winding off of each and every military operation.

Similarly, people especially tribesmen have made valuable contribution in connection with these military operation by abandoning homes and rendering precious human lives by extending support to security forces in pointing out hideouts and sanctuaries of militants. But in return they got nothing. Sill thousands of families from almost tribal and troubled districts of Khyber Pakhtunkhwa are waiting for repatriation to native villages and towns.

Though the issues of forced disappearance, missing persons and others was commenced in the country with invasion of former USSR troops in Afghanistan in end of 1979 but it was further aggravated with erupting of civil conflicts in Afghanistan after evacuation of Soviet troops in end of 90’s. But now it touching its peak as the prolonged conflicts taking shift after shifts due to one and another reason.

Analyst Dr. Syed Akhtar Ali Shah believes, “government failure in honoring commitments with affected people regarding their rehabilitation and compensation is the major cause of opposition.” Mushtaq Yousafzai recalled, “tribesmen of North Waziristan were badly affected in Zarb I Azab, considered most expensive military operation against militants, therefore, they are reluctant to abandon homes for another period.”  Still over 15 thousand families of North Waziristan, over one thousand of Tirrah Khyber and hundreds of others from Bajaur are waiting for repatriation to their homes and hamlets.

Akhtar Ali Shah said government needs to take socio-politico circles into confidence regarding proposed Azm I Estehkam. JULI F chief has put forward a number of questions regarding purposes of Azm I Estehkam. Advisor to Chief Minister Khyber Pakhtunkhwa Barrister SAif said, “Prime Minister needs to further explain procedure, time frame and other matters pertained to Azm I Estehkam.” The nationalist ANP Aimal Wali Khan said, “we are opposing another military action and government must take all stake holders into confidence.” So far traditional Jirgas held in Upper and Lower Dir out rightly opposed Azm I Estehkam whereas JUI(F) and PTI also convened Jirga’s to discuss and adopt future line of action regarding proposed military operation Azm I Estehkam.

Ironic to mention that Chief Minister Khyber Pakhtunkhwa Sardar Ali Amin Khan Gandhapur who was present in the high-level meeting which decided launching of another military operation Azme I Estehkam Pakistan against militants is now “denying”, saying “nothing was discussed, debated or come up in the hours long meeting regarding another military operation, to be mostly focused on the soil of Pushtoons, along with Pak Afghan border.

No doubt to mention that in the light of government organs especially security forces “indifferent” attitude, common people is no more willing to trust the security forces actions and reactions against alleged militants. Maulana Fazal Ur Rahman has made it clear that security forces operations are nothing else an eyewash whereas the ANP President Aimal Wali Khan believes that new military action is aimed at getting occupation of mineral resources in different areas of Khyber Pakhtunkhwa.

Aimal Wali Khan suggested government to first focus on center of militants which is Punjab. According to him all militant groups and organs headquarters are situated in Punjab. Similar are views and opinions of others including Pushtoon Tahafuz Movement leader Manzoor Pashteen and National Democratic Movement chief Mohsin Dawar.

One having the right to disagree but it is the fact that earlier the successive governments of Hamid Karzai and Dr Ashraf Ghani in Afghanistan extended support to Pakistan in each and every military operation against militants. But now Taliban are in govern at Kabul and there is no any expectation of support from them in military operation against militants associated with banned TTP and its other affiliated groups and factions. Taliban whether they are from Pakistan or Afghanistan are from one school of thought and all of them considering Mullah Mohammad Umar and Mullah Haibat Ullah as their unanimous and consensus supreme leaders.

India qualify for T20 World Cup semi-final by beating Australia in Super 8 clash

St Lucia, JUN 24: India qualified for the T20 World Cup 2024 semi-final after defeating Australia by 24 runs in their last match of Super 8 which was played at the Daren Sammy National Cricket Stadium in St Lucia on Monday.

Kuldeep Yadav starred for India with the ball as his economical spell of 2/24 in four overs helped them halt Australia’s charge with the bat.

India will now play England in the second semi-final of T20 World Cup on June 27 at Guyana’s Providence Stadium.

Chasing the target, Australia, just like India, had a terrible start as they lost David Warner in the first over.

After losing the first wicket, Travis Head and skipper Mitchell Marsh combined for 81 runs and put their side in the driving seat again.

Marsh departed after scoring 37 off 28 with Axar Patel taking an absolute blinder on Yadav’s delivery. Following the captain’s dismissal, Glenn Maxwell came but he, too, couldn’t play a big innings and got bowled by Yadav’s googly.

Wickets kept falling but Australia were still in the game as Travis Head was still hitting the Indian bowlers. However, in the 17th over, Bumrah removed the left-handed batter which was a massive blow for the Aussies.

Australia eventually concluded their innings at 181-7 in the allocated overs. For India, Arshdeep Singh got three wickets, Yadav two while Bumrah and Axar picked one each.

Earlier, the highlight of India’s innings was their captain Rohit Sharma’s explosive knock, where he scored 92 runs on 41 balls with the help of seven fours and eight sixes.

India started their innings poorly as star batter Virat Kohli returned to the pavilion without scoring a run. However, the dismissal didn’t stop Sharma from playing attacking cricket.

Sharma scored 29 runs to Mitchell Starc where he hit four sixes and a four, it was the over which started Hitman’s charge on the Aussies’ bowlers which didn’t stop till the end of his innings.

The 37-year-old was on his way to complete his well-deserving century but Starc’s yorker ended his innings. As his knock concluded, the 37-year-old became the leading run-scorer in T20Is and had hit the most sixes in T20 World Cup history.

After Sharma’s departure, Suryakumar Yadav played a quick 16-ball 31-run knock while Shivam Dube scored 28 off 22.

Hardik Pandya down the order provided crucial 27 runs off 17 deliveries and helped India conclude their innings at 205-5 in 20 overs.

For Australia, Starc and Marcus Stoinis bagged two wickets each, Josh Hazlewood picked one while Pat Cummins and Adam Zampa went wicketless.

PTI’s Fate Hangs on Form vs. Substance

Qamar Bashir

By: Qamar Bashir

As usual, the people of Pakistan experienced history in the making while witnessing the live proceedings of the Supreme Court of Pakistan today (24.06.2024), with the full bench of the Supreme Court versus one knight, Salman Akram Raja, representing an Independent Candidate during the hearing of an appeal filed by the Sunni Ittehad Council (SIC) against being deprived of the reserved seats for women and minorities in the National Assembly.

I had all sympathies for Raja Sahib, who faced pinching, exploratory, and incisive questions bombarded at him by all members of the bench. Each judge had his own understanding, niche, and approach to the issue and was trying to steer the discussion his way, making things even more difficult for the counsel, who was representing Ms. Kawal Shauzab, an active member of the PTI and an aspirant for nomination on special seats for women in the National Assembly.

Justice Athar Minallah and Justice Mansoor Ali Shah were urging Raja Sahib to take a holistic approach to the issue. They advised him to avoid getting embroiled in technical and complicated matters, instead emphasizing the importance of respecting and restoring the mandate and will of the people. They repeatedly hinted that he should highlight the misinterpretation of the Supreme Court’s judgment by the Election Commission, which led to PTI being denied the right to act as a party.

They also suggested that Raja Sahib request the court to take suo moto action under Article 184 to reverse the misinterpretation of the Supreme Court’s judgment by the Election Commission. This action would restore the correct interpretation of the judgment and bring all subsequent actions and reactions in line with it. This would effectively mean that PTI would be restored as a party in the National Assembly, allowing independent candidates to join it and be allocated proportional special seats for women and minorities.

Justice Mansoor Ali Shah gave him another hint to file an appeal against the decision of the registrar Supreme Court, who had returned the PTI’s appeal against the misinterpretation of the supreme court’s judgment by the election commission, even now, and let the court adjudicate the appeal and gave its decision.

Justice Mansoor was referring to a protracted legal battle which PTI fought after it was denied the symbol BAT on January 15, 2024 by the Election Commission (ECP-123). PTI then appealed to the Lahore High Court on February 1, 2024 (LHC-456), and the Peshawar High Court on February 20, 2024 (PHC-789), but both appeals were dismissed. Subsequently, PTI approached the Supreme Court of Pakistan, where the Registrar returned their petition on technical grounds on March 5, 2024 (SCR-101). PTI did not file an appeal against this decision, effectively ending their legal efforts to contest the elections.

According to the judges, PTI is currently not a party to the impugned matter. Although, in this instance, PTI cannot be heard, its point of view in the impugned case is of paramount importance. They stated that even now, PTI can file an appeal before the Supreme Court against the decision of the Supreme Court Registrar. This would bring the entire matter before the Supreme Court, allowing for a proper appreciation of the issue. Consequently, the Supreme Court would then be in a position to properly address the matter.

Justice Athar Minullah also gave Raja Sahib a hint and encouraged him to divulge the truth which deprived  PTI from the level playing field while contesting Election-2024 implying the elaborate incidents of brute state force used against PTI candidates during the entire election process.  Raja sahib did not appreciate the hint due to his over-fixation with his line of arguments and continued  to insist on technicalities.

This gap was however, filled in by a Press Talk during break in the supreme court’s proceeding, by Kanwal Shauzab who was flanked by Senator Faisal Javaid who now supports a beard and looked rugged but fresh.  She said that State brute force was used to snatch the nomination papers of the candidates when they approached the Returning Officer for filing nomination papers. The nominator and seconder were harassed and abducted.

She added that PTI candidates were even barred from entering the premises of returning officers which prevented many of the PTI candidates from even filing the nomination papers. The state forces were used in many other forms. The PTI candidates were subjected to intimidation, harassment, and unlawful arrests, with many experienced violence and assaults. PTI also reported obstruction of their campaign activities, including denial of permits for rallies and restricted movement, constant surveillance and intimidation tactics, media censorship, and blackouts to limit their reach.

Additionally, PTI blamed the Election Commission for manipulating the election results in favor of their opponents, including denial of their party symbol and disqualification of candidates, vote rigging and tampering, with ballot stuffing and manipulation of vote counts. The Election Commision unfairly dismissed or delayed, restricting their access to justice. But unluckily these assertions could not be made part of the court proceedings.

During the entire hearing the Chief Justice was trying the justify supreme court’s decision which deprived the PTI from its symbol BAT and intervened several times to keep the argument in line with his own bent of mind. But the brother judges seemed to ignore what the chief justice was trying to achieve, and continued a barrage of questions which visibly annoyed the Chief Justice.

During one of the such incidents, Chief Justice despite saying time and again that PTI is not party to the impugned case painted a scenario where, all the independent candidates had instead of joining the SIC had joined the PTI.  He charged Raja Sahib and PTI of inaction, misjudgement and of committing critical legal and constitutional lapse which deprived them not only the party but also the political capital attached to it.

During the discussion an important concept of form and substance came under discussion. In legal parlance, the concept of “form and substance” distinguishes between the procedural aspects of a legal matter (form) and its core issues and merits (substance).

Form relates to technical compliance with legal procedures, such as proper filing and adherence to deadlines. Substance focuses on the actual facts, rights, and legal principles involved in the case, aiming for substantive justice.

Courts must balance these aspects to prevent technicalities from overshadowing the core issues. During a Supreme Court hearing, this concept might address whether a case should be decided based on procedural technicalities or the fundamental rights and justice at stake, ensuring that both procedural integrity and substantive justice are achieved.
