FBR achieves revised revenue target for fiscal year 2025-26

FBR achieves revised revenue target for fiscal year 2025-26

ISLAMABAD, JUL 1 /DNA/ – Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, on Wednesday commended the Federal Board of Revenue (FBR) for successfully achieving the revised annual revenue collection target for FY2025-26, describing it as a landmark accomplishment made possible through teamwork, sustained reforms, and the unwavering commitment of the entire FBR leadership and field formations.

Addressing a meeting at FBR Headquarters attended virtually by Chairman FBR Rashid Mahmood Langrial, Members of the FBR Board, senior officers, and Chief Commissioners and Chief Collectors joining virtually from across the country, the Finance Minister conveyed the congratulations of the Prime Minister to the entire FBR team for its dedication and hard work throughout the fiscal year.

The Finance Minister said the achievement should be viewed in the context of Pakistan’s broader reform journey over the past two and a half years, during which the country’s revenue collection had nearly doubled. He observed that this remarkable progress represented one of the most significant improvements in Pakistan’s fiscal history and had played a pivotal role in strengthening the country’s macroeconomic fundamentals. He noted that alongside improved external sector indicators, Pakistan had recorded its lowest fiscal deficit and highest-ever primary surplus, achievements made possible through strong revenue performance coupled with prudent fiscal management.

Senator Aurangzeb particularly appreciated the efforts of the Inland Revenue and Customs formations, noting that the FBR had delivered strong revenue growth despite providing substantial tariff relief to facilitate economic activity. He also lauded the Board for processing and disbursing Rs. 599 billion in tax refunds during the year, including an unprecedented Rs. 13.5 billion released on the last day of the fiscal year, describing it as a significant milestone reflecting the government’s commitment to facilitating businesses and exporters.

The Finance Minister congratulated both the Finance Division and FBR on the successful coordination during the preparation of the Federal Budget 2025-26, describing the seamless integration of tax policy and tax administration as an excellent example of teamwork. He said the collaborative approach had resulted in one of the most progressive budgets in Pakistan’s history and reflected the government’s institutional commitment to reform.

Highlighting the government’s forward-looking reform agenda, Senator Muhammad Aurangzeb emphasized that modern tax administration must focus not only on revenue collection but equally on taxpayer facilitation, transparency, and public trust. He stressed the need to make tax compliance easier through technology-driven solutions, greater automation, improved taxpayer services, and reduced opportunities for discretion and corruption.

The Finance Minister said the government’s newly approved operating model for FBR would accelerate institutional transformation through reforms centred on people, processes, and technology, including the expanded use of artificial intelligence and digital systems. He expressed gratitude to Parliament for supporting the legislative framework required to implement these reforms and reaffirmed that the government remained fully committed to transforming FBR into one of Pakistan’s leading public institutions. He also acknowledged the personal leadership, guidance, and continuous oversight of the Prime Minister in driving the country’s tax reform agenda.

Addressing the meeting, Chairman FBR Rashid Mahmood Langrial thanked the Finance Minister for visiting FBR Headquarters on the first day of the new fiscal year and for his continued support of the institution. He appreciated the close coordination between the Finance Division and FBR throughout the budget process, particularly during consultations with the IMF, provincial governments, coalition partners, parliamentary committees, and other stakeholders.

The Chairman highlighted the professionalism displayed by officers from both the Finance Division and FBR, stating that their technical competence and collaborative approach had enabled the government to successfully navigate complex fiscal and tax policy challenges. He noted that the reform process had demonstrated the strength and capability of Pakistan’s civil service when working collectively towards national objectives.

Chairman Langrial also underscored the importance of institutional reforms within FBR, particularly efforts aimed at promoting merit, professionalism, and integrity across the organization. He said recent appointments of high-integrity officers to key field positions had demonstrated that effective revenue administration could be achieved while maintaining the highest standards of transparency and professionalism.

The Chairman further briefed the meeting on the ongoing modernization initiatives within FBR, including major technology upgrades, enhanced customs systems, artificial intelligence-based solutions, and extensive capacity-building programmes. He reaffirmed the Board’s commitment to implementing the government’s reform agenda and expressed confidence that these initiatives would further improve taxpayer services, strengthen compliance, and modernize Pakistan’s tax administration.

The meeting concluded with the Finance Minister once again congratulating the entire FBR team for its outstanding performance and expressing confidence that, through continued teamwork and effective implementation of reforms, the institution would continue to make a significant contribution towards Pakistan’s economic stability and sustainable growth. He invited the participants to give a standing round of applause in recognition of Chairman FBR Rashid Mahmood Langrial and the collective efforts of the entire FBR team.

The Digital Path to Transparency

The Digital Path to Transparency

In Pakistan’s governance landscape, reform is often measured in reports, committees, and promises. Yet true transformation lies not in the rhetoric of reform but in the lived experience of citizens. Just as courts must move beyond pendency statistics, our public institutions must move beyond paperwork and opacity. The real test of reform is whether ordinary people feel empowered, informed, and included.

For decades, governance has been trapped in dusty files and bureaucratic silos. Citizens seeking information encounter endless delays, misplaced records, and contradictory responses. The Right to Information (RTI) law was designed to break this cycle, but without digital integration, its promise remains half‑fulfilled. Reform must mean digitisation of records, searchable databases, and proactive disclosure so that transparency is not a privilege but a default.

Digital platforms can transform governance into a service rather than a burden. Imagine a citizen tracking the progress of their RTI request online, receiving automatic updates, and accessing audit reports with a single click. Technology is not merely a convenience; it is a safeguard against corruption, inefficiency, and arbitrariness.

Global models offer valuable lessons. Estonia’s e‑Governance system allows citizens to access nearly all public services online, from health records to tax filings, with complete transparency and security. India’s RTI Online Portal has simplified the filing of information requests, reducing bureaucratic hurdles and empowering citizens to hold institutions accountable. In the United Kingdom, the Open Data Initiative has made government datasets publicly available, enabling journalists, researchers, and civil society to scrutinize spending and policy outcomes. Canada publishes real‑time expenditure dashboards, while South Korea integrates anti‑corruption monitoring into digital platforms. New Zealand has embedded proactive disclosure of cabinet papers into routine governance. These examples show that transparency is not an abstract ideal but a practical reality when technology is harnessed effectively.

Pakistan’s institutions generate vast amounts of data budgets, audits, procurement records, project reports. Yet this data often lies unused, inaccessible, or deliberately concealed. Reform requires converting raw information into actionable intelligence. Dashboards, open data portals, and citizen‑friendly summaries can empower oversight bodies, journalists, and civil society to hold institutions accountable.

Digitisation alone is not enough. Reform must be cultural as well as technical. Officials must be trained to see transparency as a duty, not a threat. Citizens must be educated to use digital tools effectively. And institutions must adopt governance models that prioritise openness over secrecy.

The journey of reform is not about ticking boxes or announcing initiatives. It is about creating a governance system where citizens feel that information flows freely, decisions are traceable, and accountability is real. Technology offers the tools, but commitment offers the direction. Pakistan’s reform journey must therefore be a digital path to transparency one that places citizens at the centre of governance, while learning from global best practices to build a system that is both modern and trustworthy.

Cashless transactions now operational at all passport offices across country

ISLAMABAD: In order to facilitate citizens, Interior Minister Mohsin Naqvi on Wednesday announced that cashless transactions are now operational at all passport offices across the country.

Taking to his X handle, the interior minister said: “Applicants no longer need to stand in long queues or wait for hours to make payments.”

He maintained that this reform was initiated on the directions of Prime Minister Shehbaz Sharif, adding that his team has successfully delivered it.

“This is another step towards making public services faster, more transparent, and more convenient for our citizens. Many more milestones lie ahead, and, InshaAllah, we will continue to achieve them,” he added.

He also hailed the entire passport team, saying: “Keep up the excellent work.”

While speaking to a media outlet on Friday, the DG had said the passport mobile app would enable citizens to apply for and renew passports online, track applications and access essential services from their mobile phones with ease.

US missile allegations against Pakistan unfounded, says Foreign Office

Pakistan rejects Indian statement on actions against terrorist infrastructure

ISLAMABAD, JUL 1 /DNA/ – In response to media queries regarding the statement by a senior US Official at a think-tank, the Spokesperson, Ministry of Foreign Affairs, made the following statement:

The alleged threat perception from Pakistan’s missile capabilities and delivery means, raised by the US official are unfortunate. These allegations are unfounded, devoid of rationality and sense of history.

Since 1954, Pakistan and the US have enjoyed a positive and broad-ranging relationship.

The recent spate of US allegations towards a major non-NATO ally would be unhelpful for the overall relationship, especially in the absence of any evidence in this regard. Pakistan has never had any ill-intention towards the US in any form or manner, and this fundamental reality has not changed.

On the contrary, Pakistan has made monumental sacrifices for this relationship and continues to suffer hugely in sustaining the onslaught of the aftermath of US policies in the region.

It is regrettable that the US official alluded to bracketing Pakistan with those who are perceived to be in an adversarial relationship with the US. While ignoring and shielding the manifestations of a much more potent missile capability in our eastern neighbourhood, concerns on Pakistani capabilities are being raised seemingly at the behest of others to further accentuate the already fragile strategic stability in the region.

We wish to reiterate that Pakistan’s strategic capabilities are meant to defend its sovereignty and preserve peace and stability in South Asia. Pakistan cannot abdicate its right to develop capabilities that commensurate with the need to maintain credible minimum deterrence as well as evolving and dynamic threats. Since 2012 when the US officials started broaching the subject, different Pakistani governments, leadership and officials, have endeavored from time to time, to positively address and remove the misplaced US concerns.

Moreover, Pakistan has also made it abundantly clear that our strategic program and allied capabilities are solely meant to deter and thwart a clear and visible existential threat from our neighbourhood and should not be perceived as a threat to any other country. Hence, any irrational assumption of a hostile intent from Pakistan by any other country including the US is perplexing as well as illogical.

In view of the profound sanctity of strategic program for the people of Pakistan and for the country’s defense, our clear iterations and manifestation of intent and purpose thereof, any attempt to seek intrusion into it, in any form or manner, on any pretext whatsoever, is neither thinkable nor possible.

There is unshakeable resolve and complete consensus on this aspect across the entire political and social spectrum of the country.

Pakistan has always sought to engage constructively with the US on all issues, including the need to pursue a balanced approach to security and stability in our region. We have a long history of cooperation and wish to build on this strong legacy.
