Uzbek envoy leaves on Saturday after completing term

ISLAMABAD, JUNE 5 (DNA) – The Ambassador of Uzbekistan Furqat Sidikov will leave Pakistan on Saturday after completing his term in Pakistan.

Ambassador Furqat spent almost five years in Pakistan. He has been appointed as Dy Foreign Minister of Uzbekistan. In his farwell message the ambassador said

“ I will depart to my country as I completed my assignment as an Ambassador of Uzbekistan to Pakistan and got new appointment in Uzbekistan’s Foreign Ministry. I have had the honor and privilege of living in Pakistan for almost 5 years. During this period, I witnessed the amazing accomplishments that Pakistan has achieved, existing potential as well as pureness and sincerity of Pakistan’s Nation.

To the Esteemed Pakistani Brothers and Sisters, I want to say that I am so grateful for all that you have given me. I will always remember not only your beautiful towns and countryside, but most of all your warmth and friendship. I know wholeheartedly that my love for your country will never end.

Moreover, during my mission in Pakistan I deeply understood how close we are. Uzbeks and Pakistanis are strongly connected with deep historical roots, cultural and linguistic similarities as well as pure mentality and traditions.

Amin Aslam calls for keeping biodiversity, natural habitats intact for healthy life

ISLAMABAD, JUN 5 (DNA) – Advisor to the Prime Minister on Climate Change, Malik Amin Aslam, has said that the year 2020 has brought shocking surprises to the entire world and the most pertinent lesson that need to learn from the crisis posed by COVID-19 is that healthy human life is not possible without keeping our biodiversity and natural habitats intact.

He was speaking at an online dialogue ‘World Environment Day Time for Nature’ organized by the Sustainable Development Policy Institute (SDPI), here on the occasion of World Environment Day on Friday.

He said that the government has taken a number of initiatives, including the Green Stimulus Package to encourage environment-friendly development.

During the time of restricted human activities due to the pandemic, the adviser said, nature has shown remarkable ability to bounce back, therefore, we need to carry out the development activities in a sustainable manner.

“The economic situation has resulted in slowing down of institutional structures development and a lot of resources are required to get these materialized,” Mr Aslam said and added that his ministry is pursuing these goals despite challenges and using alternate mechanisms to achieve the desired results.

Mr Shafqat Kakakhel, the former ambassador and Chairperson of SDPI Board of Governors, presenting an overview of the situation regarding conservation of nature and biodiversity, said the basic purpose of the World Environment Day is to enable the international community, member states, international organizations, business sector and all other stakeholders to reflect on the theme chosen for celebration with this year’s theme being biodiversity. He said that the governments in South Asia have the weakest record of conserving the nature, which is an institutional failure. The Climate Change Bill 2017 is a comprehensive policy document and progress should be made on the actions that it suggests, he added.

Ms Aisha Khan, Executive Director, Mountain & Glacier Protection Organization (MGPO) and Civil Society Coalition for Climate Change (CSCCC), was of view that communities at the grass roots level need to be made the part of decision-making, especially on the local level policy implementations concerning their lives and livelihoods. She said that inclusion of women in the consultation and decision-making is equally important.

Mr Hammad Naqi Khan, Director General, World Wildlife Foundation (WWF), said that Covid19 has given us an opportunity to look at nature, biodiversity and all environmental issues in a holistic manner. He said that the cooperation between Centre and provinces need to be strengthened to improve the implementation on the National Conservation Policy.  “We need to bridge the gaps where the government lacks the capacity and skills,” he said, adding that there are a few things that can be implemented with just a stroke of a pen and do not need any resources such as the categorization of water bodies in terms of quality.

Mr Mahmood Cheema, the Country Representative, International Union for Conservation of Nature (IUCN), while highlighting the issues pertaining to conservation of biodiversity and natural habitats, said that we have good policies but the implementation is the area where we actually are lacking. He said many of the departments with good mandate are resourceless and thus ineffective.

He stressed the need for a collaborated effort to start working on management plans for protected areas with the help of provincial departments, local communities and all other stakeholders followed by a strategy for effective implementation.

Earlier, SDPI Research Fellow Dr Imran Khalid highlighted the importance of marking World Environment Day and said that the theme for the current year has a special significance at the time when the people across the world are going through the unprecedented challenge posed by the pandemic.

Fiji declares itself coronavirus free

Fiji announced it was coronavirus free Friday after the island nation’s last known infected patient was given the all-clear, continuing the Pacific’s record of success against the virus.

There was panic among Fiji’s 930,000 population when the first COVID-19 case was reported in mid-March, but strict isolation measures and border controls kept a lid on infections, which peaked at 18 confirmed cases.

Prime Minister Frank Bainimarama attributed the country’s virus-free status to “answered prayers, hard work, and affirmation of science”.

“Fiji has just cleared the last of our active COVID-19 patients,” he tweeted.

“And even with our testing numbers climbing by the day, it’s now been 45 days since we recorded our last case. With no deaths, our recovery rate is 100 percent.”

The Pacific islands were initially seen as among the world’s most vulnerable to the virus because of under-resourced health infrastructure and high rates of health conditions such as diabetes and heart disease.

There were also fears geographic isolation could turn the islands into infection incubators, like when a measles epidemic in Samoa late last year killed 83 people, most of them babies and toddlers.

However, nations in the region acted swiftly and made the costly decision to seal borders and shut down the tourism trade that sustains their economies, in order to protect their populations.

As a result, many have not recorded a single case of the virus, including Palau, Tonga, the Solomons Islands, Samoa, the Marshall Islands, Vanuatu, the Cook Islands and Micronesia.

“They went beyond the strategy of elimination and aimed for exclusion — they lifted the drawbridge,” epidemiologist Michael Baker from Otago University told AFP.

“In the case of Fiji, they did have cases but they’ve now achieved elimination, so in some ways you could say they’ve done better than New Zealand.”

New Zealand appears on the cusp of eliminating the virus, with health authorities reporting Friday there had been no new infections for two weeks and only one virus case remained active.

Fiji has already expressed interest in joining a quarantine-free travel “bubble” with Australia and New Zealand, two nations that supply the bulk of the tropical idyll’s tourists.

Despite Fiji’s success against COVID-19, officials worried about a possible second wave of the disease and insisted social-distancing restrictions remain in place.

“To avoid of any risk of a second wave, the healthy habits we’ve picked up the past months must continue,” Bainimarama said in a Facebook video on Friday.

“Wash your hands, wear face masks if you’re feeling unwell and maintain a safe physical distance from others as much as possible,” he said.

Health Minister Ifereimi Waqainabete said a night-time curfew bans on gatherings of more than 20 people would remain for now.

“We cannot drop our guard,” he said.

The Cooks, which was one of the first countries in the world to declare itself virus-free in mid-April, has announced measures to cautiously reopen its borders.

Prime Minister Henry Puna said citizens and those with work permits who had been in New Zealand for 30 days would soon be allowed to return home without going into quarantine.

The Cook Islands News described the move as “the first step in bringing back the tourists”.

Federal Minister for Maritime Affairs chairs 4th meeting on Blue Economy

ISLAMABAD,  JUNE 5 / DNA / = Federal Minister for Maritime Affairs Syed Ali Haider Zaidi chaired the 4th meeting on Blue Economy held in Islamabad in pursuance of the Prime Minister’s directions to gain the maximum advantage of the Blue Economy resources in a sustainable fashion.

The meeting was attended by Secretary, Ministry of Maritime Affairs Rizwan Ahmed, Vice Admiral Amjad Aziz Niazi Chief of Staff (Ops), Rear Admiral Fawad Amin additional secretary Ministry of Defense, Maj Gen. Akif Iqbal, Additional Secretary, Ministry of Defense Production, Nadir Mumtaz Warraich Additional Secretary Maritime Affairs and representatives of various ministries.

The meeting was a continuation of the consultative process that has been taking place since Ali Haider Zaidi took the oath for consolidating the various functions of Maritime Affairs currently falling under different ministries and divisions. The process will also result in giving recommendations addressing the gaps in the Rules of Business. The final recommendations will be presented to the cabinet for approval.

In a bid to turn Pakistan into a Maritime Nation, Federal Minister reiterated the significance of a consolidated approach regarding all the functions scattered within the other ministries so that the Ministry of Maritime Affairs should be able to work with full potential. This, in turn, can earn substantial forex for the country. “The potential this ministry carries regarding turning Pakistan from a debt trapped country to a prosperous and debt-free country can only be harnessed by  giving it the due importance and authority” Ali Zaidi remarked.

Pakistan Navy observes world environment day

Karachi, 05 Jun  (DNA)  = With an aim to accentuate the significance of Environment and to promote awareness for its protection and preservation, Pakistan Navy observed the World Environment Day with due cognizance.

World Environment Day is observed internationally on 05 June every year under the auspices of United Nations Environment Programme (UNEP). The purpose of the day is to lay importance andtoprovideawareness about the prevailing environment and stimulate attention towards its protection and preservation.

The theme selected for this year’s World Environment Day is ‘Biodiversity’ which is the core foundation supporting all life on earth. It affects every aspect of human health, provides clean air and water, nutritious food, natural disease resistance and climate change mitigation. Human actions including deforestation, encroachment on wildlife habitats, intensified agriculture, and acceleration of climate change, are pushing nature beyond its limit. If we continue on this path, biodiversity loss will have severe implications for humanity, including collapse of food and health systems.

Pakistan Navy also observes World Environment Day regularly to highlight thesignificance ofenvironment and to encourage awareness amongst personnel in proactively pursuing measures focusing on the marine environment. Numerous activities were arranged throughout the year which included Trees Plantation, Harbour and Beach Cleaning Campaigns, Environment Awareness Walks, Lectures & Seminars on significance of the day as well as Social Media Campaigns.Amidst the ongoing crisis of COVID-19 activities,while avoiding/ involving social gatherings,the efforts have now beenfocused on display of banners, distribution of pamphlets, publication of articles and telecast of event specific documentaries. Such events played a pivotal role in enhancing awareness regarding importance of environment amongst the general populace.

Chief of the Naval Staff, Admiral Zafar Mahmood Abbasi in his message of the Day reaffirmed Pakistan Navy’s resolve and commitment to make every effort for betterment of our environment especially the marine environment. Naval Chief also directed men under command to initiate dedicated efforts and echoed that Pakistan Navy will continue to achieve its mission with rightful regard for the environment.

Pakistan Navy War College holds 49th convocation

LAHORE, JUN 5 (DNA) – The Convocation ceremony of 49th Pakistan Navy Staff Course was held at Pakistan Navy War College Lahore.  Commander Central Punjab & Commandant Pakistan Navy War College Rear Admiral Muhammad Zubair Shafique, graced the ceremony as Chief Guest.

Masters Degrees were conferred in War Studies (Maritime) to 93 graduates which included 60 officers from Pakistan Navy, 03 from Pak Army, 05 from Pakistan Air Force and 25 officers from Friendly countries including Bangladesh, China, Egypt, Indonesia, Iraq, Jordan, Malaysia, Maldives, Myanmar, Oman, Palestine, Kingdom of Saudi Arabia, Nigeria, Sudan, South Africa, Sri-Lanka and United Arab Emirates.

Addressing on the occasion, the Chief Guest congratulated the graduating officers from Pakistan Armed Forces & Friendly countries and underlined the need to be ready for a transformed world, post COVID-19.

He highlighted that operational tasks will have to be accomplished without compromise on combat capability despite all odds. Chief Guest also underscored that fraternal bonds between Pakistan and their respective countries will further strengthen in future.

Experts call for review of environmental legislation

ISLAMABAD, JUN 5 (DNA) – Environmental experts urged the federal government to urgently activate the national coordination forums among the provinces and the centre adopt and implement the environmental awareness, conservation and protection strategies. Environment seems to be the least priority agenda for all the governments except tree plantation.

The absence of baseline data and situation analysis, no appropriate action plan could be derived out.

The speakers pointed out the absence of technical staff to handle the cases of Environmental Impact Assessments (EIAs), financial resources and capacity to handle the local environmental management plans need to be addressed on high priority.

The international webinar was organized by the Development Communications Network (Devcom-Pakistan) and DTN jointly to mark the World Environment Day (WED) on Friday. Title of the webonar was “Celebrate Biodiversity:

EPAs role in environmental protection and improvement”. The panel of experts included Environmental Law Expert from Lahore Ahmad Rafay Alam, Senior Director WWf-Pakistan Rab Nawz, Director General Pakistan Environmental Protection Agency Dr Farzana Altaf, Dr Zahoor Bazai from University of Balochistan, Environment and Community Development expert from Mexico city Norma Mongia, Prof Shan Wang from Xi’an University (China), Community Development Expert (Pokhra-Nepal) Nima Gurung, policy researcher and Environmental Advocacy Expert Mome Saleem, Director AJK Environmental Protection Agency Shafiq Abbasi, Additional Director General of Sindh Environmental Protection Agency (SEPA) Waqar Hussain, Baltistan Natural Resource Management Expert, EvK2CNR Arif Hussain, Khalid Rasul from the UN World Food Programme (WFP), and the founding director general of Pak-EPA Asif Shuja Khan.

Devcom-Pakistan and DTN director Munir Ahmed said the devolution of environment to the provinces has weakened the environmental awareness, conservation and protection regime in Pakistan. Sub-national environmental authorities are can easily be influenced for the approval of faulty and weak EIAs impacting local nature cover and natural resources and biodiversity. Covid-19 has been more merciful and a blessing to the us and the environment around us by restricting people to their homes, stopping almost all type of transportation that has resulted cleaner air and natural resources.

Environmental Law Expert from Lahore Ahmad Rafay Alam said we need to revisit the environmental legislation and build the capacity of EPAs to understand and comprehend the relevant legislation while approving the development projects. The government projects have merely no EIAs that have huge impact on the environment and biodiversity. Unfortunately, we have no national regime intact and active for the last many years to prevent from the environmental degradation.

Asif Shuja Khan urged for national coordination forum and proactive decision making to protect environment and biodiversity.

He also urged to develp mechanisms to address the transboundary environmental issues. We don’t see any meeting of the Inter-provincial coordination ministry on environment and climate change. The highest national platform Environment Council of Pakistan is dormant for ten years now though it still exists in the papers.

Dr Farzana Altaf said the EPAs have limited authority and mandate after the 18th amendment in the constitution. She urged the civil society to come up with awareness and support to conservation and protection of the environment. We cannot stop development, she said.

Senior Director WWf-Pakistan Rab Nawz we are fast losing biological diversity just because of the negligence by the authorities. The environmental crimes go on unchecked resulting huge loss of nature and natural resources. The EPAs should be well equipped with technical and financial support with some authority.

Environment and Community Development expert from Mexico city Norma Munguia asked to promote the community based management of natural resources. It would enhance the ownership of the communities that would come up to protect their resources. Environmental protection is on low priority all over the world as compare to unsustainable development.

Xi’an university professor Shan Wang while sharing the experiences from Chinese community said we have strict environmental legislation, and the world has seen that we have improved our environment.

We achieved it with the participation of communities and responsible behavior of the businesses.

Dr Zahoor Bazai said Balochistan EPA is playing proactive role in environmental monitoring and protection within its limited authority and resources.

Mome Saleem asked for appropriate EIAs and getting the civil society engaged in the approval of the environmental assessments, and consistent monitoring of the development projects. We don’t have stakeholders’ coordination mechanism.

Nima Gurung community intervention is very important in conservation and protection of environment.

Shafiq Abbasi asked to attach monetary value to the biodiversity conservation. Community should come up to raise the local awareness for the environmental protection.=DNA

Libyan govt says it entered Haftar stronghold Tarhuna

Turkey’s backing has helped the internationally recognised Government of National Accord (GNA) win a string of victories in recent weeks, ending an assault on Tripoli that led to battles in its southern suburbs and bombardment of the city centre

DOHA (DNA) -Forces loyal to Libya’s internationally recognised government said on Friday they entered Tarhuna, the last major stronghold of eastern commander Khalifa Haftar, capping the sudden collapse of his 14-month offensive.

There was no immediate comment from Haftar’s Libyan National Army (LNA) on whether its forces remained in the town, a day after they were pushed from their last positions in the capital Tripoli.

Turkey’s backing has helped the internationally recognised Government of National Accord (GNA) win a string of victories in recent weeks, ending an assault on Tripoli that led to battles in its southern suburbs and bombardment of the city centre.

The GNA operations room said in a statement its forces had reached the centre of Tarhouna after entering from four sides.

“Our heroic forces entered the city of Tarhuna from four axes and reached the city centre … and they gave the Haftar terrorist militia a lesson they will not forget,” said Mohammed Gnounou, a GNA military spokesman, in a statement.

Abdelsalam Ahmed, a resident of Tarhuna, said GNA forces had entered the town.

Libya’s conflict is far from over, however, with the LNA still controlling the country’s east, where there is a parallel administration, and large parts of the south, where the country’s main oilfields are located.

The LNA is backed by Russia, the United Arab Emirates and Egypt.

The United Nations has warned that a recent flood of weapons and fighters to both sides in Libya risks a major new escalation.

Uzbekistan: Economic policy response to the COVID-19 pandemic

Unprecedented measures are being taken on a global scale to combat the spread of coronavirus infection, in particular by the introduction of restrictions on the movement of people and the suspension of enterprises. This has caused a sharp decline in production and consumption in major economies, disruption of global production chains and trade relations, lower commodity prices and worsening global financial markets.

The economy of Uzbekistan is also affected by these factors, which requires the adoption of effective proactive measures to mitigate their negative impact. Particular attention should be paid to supporting and ensuring the sustainability of such rapidly developing sectors of the republic’s economy as tourism, transport, pharmaceutical and textile industries.

In order to ensure macroeconomic stability, uninterrupted operation of industries and economic sectors, stimulate foreign economic activity, provide effective social support to the population during the period of counteracting the spread of coronavirus infection and other global risks, and preventing a sharp decline in the country’s population incomes$

– The Anti-Crisis Fund under the Ministry of Finance of the Republic of Uzbekistan (hereinafter – Anti-Crisis Fund) was established in the amount of 10 trillion soums (~ 988.8  million US dollars). Its resources are used to combat coronavirus infection, support entrepreneurship and employment, including infrastructure projects, Ensuring the sustainable functioning of economic sectors and increasing social support for the population.

– Furthermore, The Republican Anti-Crisis was established, and headed by the Prime Minister.  Commission promptly solves the problems and prepares additional measures.
By the decree № 5969 “On priority measures to mitigate the negative impact on the economy of the coronavirus pandemic and global crisis phenomena” dated March 20, 2020, the President of Uzbekistan approved a package of measures to mitigate the negative impact of the coronavirus pandemic and global crisis on the economy.
General economic activities:
1. Attracting external borrowings up to 1 billion US dollars to support the budget at the expense of soft loans from international financial institutions and other sources in order to ensure financing of the State Budget and the Anti-Crisis Fund.
2. Formation of additional infrastructure projects in the regions of the republic, financed from the funds of the Anti-Crisis Fund and providing for construction, reconstruction and repair- more than 3.6 trillion soum (~ 356 million US dollars).
3. The capitalization of the State Fund for the Support of Entrepreneurship is increasing, taking into account the need to expand the volume of provision of guarantees to business entities and compensation for covering interest expenses on loans
Enterprise Support:
1. From April 1 to October 1, 2020:
– For individual entrepreneurs, the minimum amount of social tax is reduced to 50% of monthly income tax;
– The amount of deductions for wholesalers of alcoholic beverages is reduced from 5% to 3%;
– Fees for the right to retail alcohol products for catering enterprises are reduced by 25% of the established amounts.
2. From April 1 to July 1, 2020:  the accrual and payment of tourist (hotel) tax is suspended.
3. Tax rates for the use of water resources for the volumes used for irrigation of agricultural land are reduced by 50% of the established rates.
4. The submission of a declaration on the total annual income of individuals for 2019 is extended until August 1, 2020.
5. The deadline for payment of property tax and land tax of individuals is extended until October 15, 2020.
6. From April 1, 2020:  Incomes of individuals received in the form of material benefits from charitable organizations are exempted from taxation.
7. During the time of antiviral measures  it is recommended that Kengashes of people’s deputies of districts and cities to reduce by 30% the fixed amount of personal income tax for individual entrepreneurs whose activities directly or indirectly depend on the tourism sector.
8. An extension (installment plan) is granted to business entities for payment of property tax, land tax and tax for the use of water resources without interest (for 6 months).
9. Until October 1, 2020:
– The application of penalties to business entities for overdue receivables from foreign trade operations is suspended;
– The accrual of interest on property tax, land tax and tax for the use of water resources to business entities experiencing temporary difficulties is suspended, and measures to enforce collection of tax debt are not taken.
10. Measures are being taken to expand the remote servicing of taxpayers to fulfill tax obligations without visiting tax authorities.
11. Until January 1, 202: the tax audit of the activities of business entities is paused , with the exception of a tax audit conducted in criminal cases and in connection with the liquidation of a legal entity.
Export support
1. During the year 2020, entrepreneurs are allowed to:
– export of goods without guarantee payment with the existing overdue receivables not exceeding 10% of the total export of goods for the reporting year;
– one-off operations for the import of technological equipment and raw materials in exchange for the repayment of overdue receivables from foreign trade operations.
2. From April 1, 2020: the mechanism of customs clearance of imported food products is being introduced in an accelerated manner , including by issuing permits before the goods arrive on the territory of the Republic of Uzbekistan.
3. Until October 1, 2020: the Republican Commission for the Development of the Export Potential of Regions and Industries is granted the right to independently make decisions on the provision of subsidies to compensate for part of the transport costs of exporters from the funds allocated to the Export Promotion Agency2.
According to Presidential Decree № 5978 of April 3, 2020, was established that from April 1 to December 31, 2020:
a) tour operators, travel agents and tourism entities providing hotel services (accommodation services), «Uzbekistan Airways» JSC and its structural divisions, «Uzbekistan Airports» JSC and «Uzairnavigation Center» State Unitary Enterprise:
– exempt from paying land tax from legal entities and property tax of legal entities;
– pay social tax at a reduced rate of 1 percent;
b) payers of value added tax, the turnover on the sale of goods (services) of which does not exceed 1 billion soums (~ 98.8 thousand US dollars) per month and using electronic invoices, has the right to calculate and pay value added tax on a quarterly basis;
c) the procedure for applying increased property tax and land tax rates in relation to unused production areas, non-residential buildings, including those identified before April 1, 2020, as well as interest and penalties for recovering debts arising from the application of increased rates, is suspended on the specified taxes.
Enterprise Support
1. The calculation of a fixed amount of personal income tax and social tax are suspended for individual entrepreneurs who have been forced to suspend their activities for the period of quarantine measures, without having to submit a certificate of state registration, with notification of suspension of the activities of the state tax service through a personal taxpayer account.
2. Granted the right to interest-free deferment (installment plan) of taxes for a period up to October 1, 2020 with notification of tax authorities to micro-firms, small enterprises and individual entrepreneurs who have suspended their activities and (or) whose revenue from the sale of goods (services) is reduced by more than 50 percent compared to the monthly average for the first quarter of this year. By the Presidential Decree №5986 from April 27, 2020, the period for granting interest-free deferral (installment plan) has been extended until December 31, 2020.
It is determined that until October 1, 2020, the State Fund for Supporting the Development of Entrepreneurship provides:
– guarantee on loans issued to business entities with a positive credit history for working capital replenishment, up to 75 percent inclusive of the loan amount, but not more than 10 billion soums (~988.7 thousand US dollars), regardless of the number of projects;
– compensation for interest expenses on loans issued to business entities in national currency for working capital replenishment with an interest rate not exceeding 1.75 times the basic rate of the Central Bank, while maintaining the established compensation amounts. It is determined that:
– a moratorium is introduced up to October 1, 2020 to initiate bankruptcy procedures and declare bankruptcy of enterprises faced with financial difficulties due to restrictive measures introduced to counter the spread of coronavirus infection;
– the deadline for conducting an audit at the end of 2019 for business entities subject to a mandatory audit is extended until October 1, 2020;
– the accrual and collection of rental payments for the use of state property by business entities that are forced to suspend their activities for the period of the quarantine measures are suspended;
– income tax payers have the right to submit a certificate of the amount of advance payments on income tax starting from the second quarter of 2020 based on the expected volume, with the abolition of the requirement of its calculation based on the results of the previous quarter.

Presidential Decree №5996 “On Next Measures to Support the Population and Entrepreneurship during the Coronavirus Pandemic”4 from May 18, 2020 includes:
Enterprise support
From June 1 to September 1, 2020 small businesses, as well as markets and shopping malls, cinemas, public catering, public transport, legal entities carrying out activities for the carriage of passengers, are exempt from paying property tax and land tax domestic services, the provision of premises for rent, including for banquets, and sports and fitness facilities. Small business will be provided with additional state support in the form of write-offs of amounts:
– write-offs of property tax and land tax payable for April and May, for which interest-free deferral (installment plan) was provided in accordance with Presidential Decrees № 5969 of March 19 and №5978of April 3, 2020;
– write-offs of penalties and fines for land tax and property tax as of May 15, formed on January 1.
– the right to apply a deferral of payment of customs duty and excise tax levied on the importation of goods, except for consumer goods, for a period up to July 1 with subsequent payment deferred amount in equal installments for 120 days.
– from May 1 to July 1 the social tax rate is reduced from 12% to 1%.
– the decree suspends the collection of debts on taxes, penalties and accrued fines for violation of tax laws by micro-firms and small enterprises as of May 15.
The decree instructed to provide additional state support in the form of the provision by the State Fund for the Support of Entrepreneurial Activities of compensation for covered interest expenses:
– for investment loans issued in national currency with an interest rate not exceeding 1.75 times the basic rate of the Central Bank in the first year of the loan agreement;
– on loans in the amount of up to 500 million soums (~ 49.5 thousand US dollars), issued before October 1 in national currency for working capital replenishment, in the amount of 10 percentage points for the duration of the loan agreement.

Fawad calls for strict implementation of SOPs

ISLAMABAD, Jun 05 (DNA):Federal Minister for Science and Technology Fawad Chaudhry Friday emphasised for proper implementation of Standard Operating Procedures (SOPs) against coronavirus in the Parliament House and warned that physical sessions of two houses in parliament can be more challenging situation.

   Talking to a private news channel, he said in results of the direct sessions of Parliament we are witnessing number of coronavirus related death and cases among Members of Parliament who have become victims of coronavirus after the live session.

   He further said no doubt Parliament sessions are necessary but people’s health is also important.

   He said many other countries, including  Brazil, China, Mexico, New Zealand, Norway  and Taiwan are  utilising videoconferencing and/or other electronic means to maintain some legislative activities.

  Furthermore, lawmakers can hold the upcoming sessions in any open areas with proper maintaining social distancing , less number of members and following all SOPs, he suggested.

      Replying a question related to lockdown, Fawad ch said, corona pandemic is a global threat confronted by all the nations of the world not only Pakistan facing this critical situation and stressed that everyone must follow WHO guidelines and SOPs. DNA
