Bangladesh allows late-stage trial of Chinese COVID-19 vaccine

Dhaka : Bangladesh has approved the third-phase trial of a potential COVID-19 vaccine developed by China’s Sinovac Biotech Ltd, officials said on Monday, as infections continue to rise in the densely-populated South Asian country.

Sinovac has been looking for volunteers outside pof China country as the number of coronavirus cases there has dwindled, said a member of Bangladesh’s national technical advisory committee to tackle COVID-19.

The International Centre for Diarrhoeal Disease Research, Bangladesh (ICDDR,B), will conduct the trial that could begin next month.
“We have given ethical permission for the trial after reviewing the research protocol,” Mahmood Uz Jahan, director of the Bangladesh Medical Research Council (BMRC), told Reuters.

“The protocol given to BMRC by ICDDR,B will be applied to 4,200 volunteers. Half of them will get vaccinated.”

The trial would be conducted in seven COVID-19 hospitals in Dhaka, Bangladesh’s capital, an ICDDR,B official said on the condition of anonymity.

The country had 204,525 confirmed coronavirus cases as of Sunday, with 2,618 deaths.

Sinovac said this month it was starting Phase III trials of its potential coronavirus vaccine in Brazil.

A senior Bangladesh health ministry official said the country hoped to get priority in securing the vaccine should it prove effective in the trials.

‘No law bars dual nationals from holding govt positions’

In a statement, he said non-elected people held important positions in previous governments as well.

Shah Mahmood said it needs to be seen what do the country’s constitution and law say about dual nationals holding key government posts, elaborating that a person having dual nationality can’t become a member of parliament. However, he added, there is no law barring them from taking up other responsibilities in a government set-up.He pointed out that the incumbent government adopted a clear-cut policy with regard to conflict of interests, which no political party, barring the PTI, ever pursued. He explained the policy is aimed at barring the misuse of position for personal or monetary gains.

While elected representatives enjoy public trust, the government needs technical experts to assist in running state affairs, the foreign minister stressed, adding the prime minister can appoint five advisers who have served in past governments as per the law.

On July 18, the cabinet division issued details of assets and dual nationalities of the prime minister’s advisers and special assistants. According to a notification, out of 19 advisers and specials assistants to the premier, seven special assistants hold dual nationalities.

Those who hold dual nationalities include SAPM on Political Affairs Shahbaz Gill (US), SAPM on Petroleum Nadeem Babar (US), SAPM on Overseas Pakistanis Syed Zulfiqar Abbas Bukhari (UK), Moeed Yousuf (US), SAPM on Power Division Shahzad Qasim (US), SAPM on Parlia­mentary Coordination Nadeem Afzal Gondal (Canada) and SAPM on Digital Pakistan Tania S. Aidrus (Canada and Singapore).

Accountability court defers indictment of Agha Siraj Durrani in assets case

KARACHI: An accountability court on Monday deferred indictment of Speaker Sindh Assembly Agha Siraj Durrani and other accused in assets beyond known sources of income case.

Agha Siraj Durrani along with co-accused appeared before the court for the hearing, while three nominated accused including a Shamshad Khatton failed to show up before the court.

The accused stated that due to coronavirus outbreak, they were unable to reach the court and sought exemption from the court appearance.

Later, the court adjourned hearing of the case till August 11.
Case against Durrani

On July 20 last year, the anti-corruption body had ordered an inquiry on charges of corruption against the Sindh Assembly speaker.

The NAB prosecution named 20 persons including Durrani as accused in the reference filed in accountability court Karachi after an inquiry.

According to the NAB charge-sheet, the accused were involved in corruption of upto 1.6 billion rupees.

The NAB Karachi had arrested Durrani from a hotel in Islamabad in February this year.

Narowal Sports City case: NAB seeks more time for filing reference against Ahsan Iqbal

ISLAMABAD: The accountability court Islamabad on Monday adjourned hearing against Pakistan Muslim League-Nawaz leader Ahsan Iqbal in Narowal Sports City scandal case till August 26.

The Accountability Court judge, Muhammad Bashir resumed hearing into the corruption case against former interior minister Ahsan Iqbal.

As the hearing went underway, the accountability court Judge Muhammad Bashir asked the NAB prosecutor about the reference against the PML-N leader.The NAB prosecutor sought more time from the court for filing the reference against PML-N stalwart. “The reference against Ahsan Iqbal is under process and we need more time to complete the investigation against PML-N leader,” the investigation officer told court.

The court, after accepting NAB request, adjourned the further hearing into case till August 26.

Earlier, the National Accountability Bureau (NAB) had converted the inquiry against Pakistan Muslim League-Nawaz (PML-N) leader Ahsan Iqbal into the investigation.

It is pertinent to mention here that Ahsan Iqbal had been released from Adiala Jail, after the Islamabad High Court had approved his bail.

Ahsan Iqbal is accused of using funds of the federal government and Pakistan Sports Board (PSB) for a sports city in Narowal.

NAB had announced to initiate a probe into alleged violation of rules in the construction of the National Sports City project –  a day after its inauguration by the then President of Pakistan Mamnoon Hussain.

Govt rebuts reports of approving drugs price hike

ISLAMABAD : The Ministry of National Health Services (NHS) has rejected reports that the government has approved an increase in prices of essential drugs.

A spokesperson for the ministry said pharmaceutical companies have a right to annually jack up prices of drugs by seven to ten per cent without the government’s approval under Drug Pricing Policy 2018.

The federal government revised the drug policy to bring it in lines with Drug Act 1976 and to remove legal lacunae, he added.In doing so, the government created a step-in clause in Drug Pricing Policy whereby it can exclude any category of drugs from the annual increase of price, the spokesperson said, Drug Regulatory Authority (DRAP) recently notified the amendments made by the government to Drug Pricing Policy 2018.

“This all was done in the backdrop of an assurance given by the pharmaceutical industry that it will not apply for annual raise of drug prices at least till September 2020. However, it went back on its words and about one hundred drug companies have applied for an annual increase in prices,” he disclosed.

The spokesperson said the government has the right to step in to freeze any or all drug prices to safeguard public interest in view of the COVID situation.

Positive coronavirus cases in country continue downward trend

ISLAMABAD: Pakistan reported 1,587 new coronavirus cases and 31 deaths in the past 24 hours, taking the national tally of cases to 265,083 and fatalities to 5599, according to the government’s Covid-19 portal.

During the period, 19,108 tests were conducted, which led to the emergence of 1,587 new cases.

Thus far, 205,929 patients have recuperated from the disease while 53,555 are undergoing treatment, of whom 260 are struggling for their lives on vents at various hospitals across the country.Sindh has reported 113,007 cases thus far, Punjab 90,191, Khyber Pakhtunkhwa 33,086, Balochistan 11,436, Islamabad 14,599, Azad Jammu and Kashmir 1,915 and Gilgit Baltistan 1,849.

‘Record daily increase in global coronavirus cases’

The World Health Organization reported a record increase in global coronavirus cases for the second day in a row, with the total rising by 259,848 in 24 hours.

The biggest increases reported on Saturday were from the United States, Brazil, India and South Africa, according to a daily report. The previous WHO record for new cases was 237,743 on Friday. Deaths rose by 7,360, the biggest one-day increase since May 10. Deaths have been averaging 4,800 a day in July, up slightly from an average of 4,600 a day in June.

Total global coronavirus cases surpassed 14 million on Friday, according to a Reuters tally, marking another milestone in the spread of the disease that has killed nearly 600,000 people in seven months. The surge means that 1 million cases were reported in under 100 hours.

He said that “NAB’s faith is Corruption free Pakistan”. He said that the hard work, commitment, dedication and merit being put in by NAB officers are being appreciated by national and international reputed organizations. He said that NAB officers should doubling their efforts in nabbing corrupts elements and recovered from them hard earned looted money of the innocent citizen of Pakistan.

He said that to close the possibility of any single NAB officer/official influencing the discharge of official business, the new concept of a “Combined Investigation Team” (CIT) was introduced where two investigation officers and a legal consultant, financial expert under the supervision of Additional Director/Case and concerned Director are working as a team for a fair, transparent and unbiased, inquiry/ investigations. He said that the quality of inquiry and investigation of NAB must have further improve due to establishment of NAB’s first Forensic Science Lab (FSL) in Islamabad which has all facilities of Digital Forensics, Questioned Documents and Fingerprint Analysis which will help is lending quality and solid evidence in conduct of inquiries and investigations. He said that NAB has devised Monitoring & Evaluation System (MES) in order to monitor NAB performance of NAB and all Regional Bureaus in qualitative and quantitative term which has proved He said that NAB is the Chairman of SAARC Anti-Corruption Forum. This was a reorganization of NAB’s excellent work.

He said that NAB is absolutely committed to nab corrupt elements and has recovered Rs. 141 billion during 2019 and our overall conviction ration is about 69% in Accountability Courts. He said that NAB Ordinance 1999’s preamble emphasizes on recovery of looted money. Due to this reason, NAB has recovered Rs. 466 billion since its inception. He said that since its inception, NAB had adopted the Enforcement based approach in its fight against corruption. Special focus is now being given to Awareness and Prevention activities besides Enforcement to aware people about the ill effects of corruption as corruption is mother of all evils.

Asad Khokhar resigns as Punjab fisheries minister

Punjab Fisheries Minister Asad Khokhar resigned from his post on Sunday citing personal reasons. Khokhar forwarded his resignation to Chief Minister Usman Buzdar, which was accepted.

Prime Minister Imran Khan had ordered Khokhar’s removal, but he tendered his resignation instead.

He had requested for the reinstatement of Lahore commissioner.

In his statement, Khokhar said he was unable to discharge his duties due to personal reasons.

He said he could also not give time to his constituents.

India Moving towards Breakup like the Soviet Union

The former Soviet Union which had subjugated the minorities and ethnic groups in various provinces and regions through its military, disintegrated in 1991.

Even its nuclear weapons could not save its collapse. One of the important causes of the disintegration of the former Russian Empire was that its greater defence expenditure exceeded to the maximum, resulting into economic crises inside the country. About a prolonged war in Afghanistan, former President of the Soviet Union Gorbachev had declared it as the “bleeding wound.” However, militarisation of the Soviet Union failed in controlling the movements of liberation, launched by various ethnic groups and nationalities.

Learning no lesson from its previous close friend, India has been acting upon the similar policies in some other way, which led to the breakup of the Soviet Union.

When Indian fanatic Prime Minister Narendra Modi, the leader of the ruling party BJP, came to power, he accelerated anti-Kashmir moves. Since August 5, 2019 Modi’s government ended special status of the Jummu and Kashmir to turn Muslim majority into minority in the Indian Occupied Kashmir (IOK). Acting upon the August 5 announcement, Indian central government issued a notorious map on October 31, 2019. In accordance with it, Jammu and Kashmir was bifurcated into two union territories—Jammu and Kashmir and Ladakh.

Besides Pakistan, China also rejected Indian map and bifurcation of Jammu and Kashmir into two union territories as “unlawful and void”, and against the UNO resolutions. Despite the new agreement, border dispute between New Delhi and Beijing, which still remains unsettled, has increased tension between the two countries.

However, Indian other malicious acts such as introduction of new domicile law against the majority of Kashmiris, issuance of domicile certificates to 25000 non-Kashmiris and intermittent shelling inside Pakistani side of Kashmir in connection with the Line of Control (LoC)-which has killed hundreds of innocent villagers, indicate ‘Modi’s fascist India’. Thus, New Delhi completely ended any sort of dialogue with Islamabad to settle the Kashmir issue.

Now, almost one year has passed. But, Indian extremist rulers continue military clampdown in the IOK where Indian forces have broken all previous records of gross human rights abuses by martyring tens of thousands of the Kashmiris through brutal tactics, pallet-guns and various kinds of torture.

Despite the deployment of 900,000 troops in the Indian Held Kashmir and intensification of firing by the Indian forces in wake of shortage of foods, medicines for the patients and coronavirus pandemic, innocent Kashmiris are still violating the lockdown by protesting against Indian illegal actions. In order to conceal India’s state terrorism, Kashmir has been cut off from rest of the world. But, some reports and images are appearing in the world and the social media, which show extrajudicial killings of the innocent people by the ruthless Indian military and paramilitary troopers.

In fact, since Modi became the Indian Prime Minister, he started implementing ideology of Hindutva ((Hindu Nationalism). Under his regime, persecution of religious minorities such as Dalits, Sikhs, Christians and particularly Muslims, including even of lower cast-Hindus has been intensified.

In this regard, the Indian Citizenship Amendment Act 2019 (CAA), passed by the Indian Parliament further exposed the discriminatory policies of the Modi government. The CAA coupled with the National Register of Citizens (NRC) is mainly against the Muslim immigrants especially from Pakistan, Bangladesh and Afghanistan.

Since December 15, 2019, daily mass protests, even by the moderate Hindus have been taking place across every state in India against the CAA and the NRC, which resulted into killing of more than 200 persons and injuring 900-mostly Muslims by the police and fanatic Hindus. But, Modi-led regime has not withdrawn the CAA/NRC.

In the recent years, Maoist intensified their struggle by attacking official installments. In this context, Indian media admitted that Maoists have entered the cities, expanding their activities against the Indian union. On 22-23 April 2018, at least 39 Maoists were killed in an alleged encounter with Indian security forces in district Gadchiroli. Maoist uprising is second major freedom movement after that of the Occupied Kashmir. Indian former Prime Minister Manmohan Singh had called Maoist insurrection, “the single biggest internal-security challenge”, whereas, Home Secretary G.K Pillai had reiterated the magnitude of this threat by saying that the Maoists want to completely overthrow the Indian state by 2050. The Naxalite-Maoists, as they call themselves, are the liberators, representing landless farmers and the downtrodden masses who have been entangled into vicious circle of poverty, misery and deprivation.

Nevertheless, India, dominated by politicians from the Hindi heartland—Hindutva have been using brutal force ruthlessly against Assam, Kashmir, Khalistan, Mizoram, Nagaland, Tamil Nadu, Arunachal Pradesh, Meghalaya, Manipur and Tripura. These states which are ethnically and linguistically different from rest of the country are rocked by a large number of armed and violent rebellions, some seeking separate states, some fighting for autonomy and others demanding complete independence.

Instead of redressing the grievances of the people by eliminating injustices against them, Modi-led Indian regime is depending upon state terrorism to crush these extremist and secessionist movements. But, India’s unrealistic counterinsurgency strategy has badly failed.

It is notable that by ignoring the modern global trends like renunciation of war, peaceful settlement of disputes and economic development, India has accelerated alarming arms race in South Asia.

In its report, the Stockholm International Peace Research Institute (SIPRI) has revealed on February 17, 2020 that in 2019, total global military expenditure rose to $1917 billion in 2019. It said that the five largest spenders in 2019 accounted for 62 percent of expenditure. India is among the world’s largest recipient of arms.

According to the ‘Military Balance 2018’ report of IISS, “India’s defence budget broke into the world’s top five…beating the UK for the first time…India overtook the UK as the fifth-largest defence spender in the world in 2017 at $52.5 billion, up from $51.1 billion in 2016.”

It is noteworthy that India test-fired its longest range surface-to-surface nuclear ballistic missile Agni-5 on December 26, 2017, which is capable of striking a target of more than 5,000 km away. It can carry a nuclear warhead of more than one tone. It can target almost all of Asia, including Pakistan, China and Europe. While, the Agni-6 is reported to be in early stages of development and the most advanced version, with a strike-range of 8,000-10,000 km.

Meanwhile, America set aside the Indian poor record regarding the safety of nuclear weapons and materials. Despite, Indian violations of various international agreements and its refusal to sign Non-Proliferation Treaty (NPT), Comprehensive Test Ban Treaty (CTBT) and Additional Protocol with the International Atomic Energy Agency (IAEA), the US signed a pact of nuclear civil technology with New Delhi in 2008. During American President Barack Obama’s visit to India, on January 25, 2016, the US and India announced a breakthrough on the pact which would allow American companies to supply New Delhi with civilian nuclear technology.

On November 2, 2010, the US agreed to sell India the new F-35 fighter jets, including US F-16 and F-18 fighters, C-17 and C-130 aircraft, radar systems, Harpoon weapons etc. Besides acquisition of arms and weapons from other western countries—especially Israel, America is a potential military supplier to India. US also pressurized IAEA and the Nuclear Suppliers Group to grant a waiver to India for obtaining civil nuclear trade on larger scale.

While, French aircraft maker Dassault Aviation has handed over three Rafale multirole fighter aircraft to the Indian Air Force. Delivery of all 36 aircraft is expected to be completed by April 2022.

Notably, Indian ex-Army Chief, General Deepak Kapoor had said on December 29, 2010 that the Indian army “is now revising its five-year old doctrine” and is preparing for a “possible two-front war with China and Pakistan.”

Particularly, fast growing economic power of China coupled with her rising strategic relationship with Russia, the Third World and especially Pakistan—after signing of the agreement China-Pakistan Economic Corridor has irked the eyes of Americans, Indians and Israelis. Owing to jealousy, America desires to make India a major power to counterbalance China in Asia.

Even, Indian civil society organizations, while complaining of Indian excessive defense spending, pointed out that the government spends very little amount for the betterment of people. Indian defense analyst Ravinder Pal Singh, while indicating New Delhi’s unending defense expenditures at the cost of poverty-alleviation, calls it guns-versus-butter question.

Showing realistic approach, Indian Minister of External affairs Jaswant Singh who served the BJP for 30 years was expelled from the party for praising Mohammad Ali Jinnah [Founder of Pakistan] and echoing the pain of the Indian Muslims in his book, “Jinnah: India, Partition, Independence”.

Pointing out the BJP’s attitude towards the minorities, Singh wrote: “Every Muslim that lives in India is a loyal Indian…look into the eyes of Indian Muslims and see the pain.” He warned in his book, if such a policy continued, “India could have third partition.”

Nonetheless, India is moving towards breakup like the Soviet Union and Kashmir which has become special target of India’s perennial state terrorism is giving impetus to other movements of separation and insurgency in the country in wake of financial crises, acute poverty and rapidly-spread of coronavirus pandemic.
