Pakistan reports lowest number of new coronavirus cases in last four weeks

ISLAMABAD : Pakistan on Tuesday reported 1,013 new coronavirus cases, the lowest in last four weeks and 40 deaths in the past 24 hours, taking the national tally of cases to 266,092 and fatalities to 5,639.

According to the government’s Covid-19 portal, 17,783 tests were conducted in last 24 hours, which led to the emergence of 1,013 new infections.

Thus far, 208,030 patients have recuperated from the disease while 52,447 are undergoing treatment, of whom 261 are struggling for their lives on vents at various hospitals across the country.According to the provincial tally of the cases, Sindh has reported 113,553 infections thus far, Punjab 90,444, Khyber Pakhtunkhwa 32,243, Balochistan 11,441, Islamabad 14,625, Azad Jammu and Kashmir 1,922 and Gilgit Baltistan 1,868.

Coronavirus cases surpass 14.6 million globally

The number of Coronavirus cases across the world has crossed fourteen point six million while the pandemic has so far claimed more than 600,000 lives so far.

The United States is the worse hit, where cases have mounted over three point eight million and death toll reached over 143,000.

In Brazil, over two million cases and more than 79,000 deaths have been reported so far.

More than eight point seven million patients have recovered from the disease across the world.

Uber drivers launch legal battle over ‘favouritism’

Uber has been accused by a UK-based drivers union of displaying favouritism in the way in which it allocates jobs. The App Drivers & Couriers Union has launched a legal challenge in a bid to understand how the firm’s algorithms pair drivers with ride requests.

The union wants Uber to be more transparent about how the data it collects impacts drivers, and whether it leads to favouritism.

Uber has always said that it does not manage its self-employed drivers.

However the union alleges that Uber is monitoring drivers’ performance, and claims that the firm is noting incidents of late arrivals, cancelled jobs and customer complaints about attitude or inappropriate behaviour against driver profiles.

“This is about the distribution of power,” Anton Ekker, the privacy lawyer leading the case, told the Guardian.

“It’s about Uber exerting control through data and automated decision-making, and how it is blocking access to that.”

The union argues that under GDPR regulations, Uber drivers have the right to access their profiling data.

It says such data can include evaluations of a worker’s reliability, behaviour, attitude and the number of late arrivals or cancelled trips they have had.

Two of its members, UK-based drivers Azeem Hanif and Alfie Wellcoat, allege that Uber has failed to fulfil its obligations in its response to their request.

The group is asking the district court in Amsterdam, where Uber’s headquarters are based, to order Uber to comply with data protection law.

A spokesman for Uber said the company endeavoured to fulfil requests for personal data that individuals were legally entitled to.

“We will give explanations when we cannot provide certain data, such as when it doesn’t exist or disclosing it would infringe on the rights of another person under GDPR,” he said.

“Under the law, individuals have the right to escalate their concerns by contacting Uber’s data protection officer or their national data protection authority for additional review.”

It comes as Uber prepares to attempt to overturn a UK court ruling that its drivers are workers rather than independent contractors.

The company’s appeal begins at the Supreme Court on Tuesday, where it will argue that it is not an employer.

The UK gig economy employs an estimated 4.7 million people, and the ruling is expected to have wide-ranging implications for the sector’s future.

Coronavirus: Masks mandatory in France amid fresh outbreaks

France has made face masks compulsory in all enclosed public spaces amid a fresh bout of Covid-19 outbreaks. Masks were already mandatory on public transport, but from Monday they must also be worn in places like shops.

Health Minister Oliver Véran warned that France had between “400 and 500 active clusters” of the virus.

President Emmanuel Macron declared a “first victory” over the virus in June and has ended the national state of emergency, but local outbreaks remain.

There are a rising number of cases in the north-west and in eastern regions, in particular in the north-western department of Mayenne.

France, one of Europe’s hardest-hit countries, has recorded more than 200,000 infections and over 30,000 deaths since the start of the pandemic.

What’s happening in France?

Face masks are now compulsory in all enclosed public spaces, including shops where previously owners were able to decide themselves whether customers should wear coverings or not. Anyone caught without a mask faces a fine of €135 (£123; $154).

Authorities in Mayenne began calling for mandatory mask restrictions last week as cases soared in the department.

Public health agency Santé Publique France issued a warning for Mayenne after it passed the alert threshold of 50 new cases per 100,000 inhabitants in a week. Across France as a whole, that figure is about 10 per 100,000 inhabitants.

Other regions are also worrying authorities. Brittany in the north-west of France has a reproduction number of 2.6 – meaning each infected person is passing on the virus to nearly three more. The eastern department of Vosges is also seeing rising cases, while the R number in Marseille and Nice is reportedly at 1.55.

Mr Véran plans to travel to Mayenne later on Monday. While the country is “very far” from a second wave, he told broadcaster France Info that there were “worrying signs of epidemic resumption”.

“We must remain vigilant,” he said, noting that people had become weary of the restrictions and wanted to return to normal life. “All options are on the table” if local outbreaks worsen, he added, including regional lockdowns or even the return of national restrictions.

Overall the outbreak is broadly under control across France. But a number of public health officials have warned of a potential second wave, and the government has begun stockpiling hundreds of millions of masks.

How about elsewhere in Europe?

Though countries had relaxed restrictions brought in to contain the spread of the virus, many across the continent have been forced to impose local lockdowns or even bring back national measures as infections have risen again.

Spain’s north-eastern region of Catalonia has asked millions of its citizens to stay at home, with new cases threatening to overwhelm local health systems.

French Prime Minister Jean Castex said the country could close its border with Spain due to the rising number of local outbreaks.

Infections are also soaring throughout the Balkans. Bosnia-Herzegovina reported almost 300 new cases on Sunday, and a number of politicians have fallen ill with the virus – including former President Dragan Covic and the prime ministers of its two entities, the Federation and the Republika Srpska.

Serbia, Albania and Montenegro are also reporting large rises in confirmed cases. Montenegro currently has about 195 cases per 100,000 residents – the highest number in the region.

CPEC projects must be prioritized, says Sherry Rehman

Islamabad, July 20 : While chairing the meeting of the Special Committee on CPEC, Parliamentary Leader of the PPP in the Senate, Senator Sherry Rehman asked if the news about CPEC losing its lead Ministry to the Authority is true.

“It has come to our attention that some important changes are under consideration on how the CPEC Authority will be run . We hear that the planning minister will be removed from lead roles to be replaced by the CPEC chairman, and various new powers will be given to the CPEC authority.

There should be more clarity on this as this news was not refuted. If this is indeed true then why are the powers of the planning minister being limited? Is it because of lack of performance? What is the role of the Prime Minister in this? Will CPEC Authority not be under the supervision of any Ministry?” she questioned

The Senator said, “The purpose of the Authority was to coordinate better between 16 ministries that are involved in the inter-ministerial coordination. The lapses in the project occur due to mismanagement and lack of strategic planning . Either way it is important to establish strong ministerial capacity and leadership in moving projects forward with inclusion and transparency.” she added.

This was then clarified by Chairman General Bajwa and Secretary Planning in the Senate CPEC committee meeting, that there is no move to change the lead ministry’s role in CPEC Authority, which is Planning.

While discussing the need for developing stronger  partnerships among provinces, snd noting a slowness in projects in Balochistan she said, “The province of Balochistan is close to our hearts and all the projects under the umbrella of CPEC are important for development”.

Rehman highlighted the importance of Gawadar in CPEC, and said, “The city of Gawadar and the Province of Balochistan would not only thrive but the trade and economic activities would leave a positive impact on the overall development of the country. The operationalization of Gwadar port and completion of development projects in the city would be a big achievement for the area“.

“CPEC is an important platform for Pakistan and all parties stand united on it. It is vital that the provinces are taken into confidence as their partnership is of immense importance, “she added.

The committee was briefed that 19 projects were completed, 28 were under implementation and 41 were in the pipeline. The CPEC Chairman assured the committee that all projects will be completed on time within the stipulated and given timelines as they were finalised at the time of signing agreements.

Parliamentary Leader of the PPP in the Senate, Senator Sherry Rehman concluded by emphasizing the need for expediting work on the various projects related to power generation, agriculture, science and technology and communication infrastructure. She said, “We want CPEC to progress, and the development initiatives under this project need to be made inclusive by taking all on board as it is a game changer for the whole region”.

Islamabad Police to ensure fool proof security on Eid-ul-Azha

ISLAMABAD: JUL 20 – Islamabad police have been directed to ensure comprehensive security arrangements in the Capital on eve of Eid-ul-Azha and ensure implementation on Standard Operating Procedures (SOPs) to contain the spread of coronavirus.

These directions were made by Inspector General of Police (IGP) Islamabad Muhammad Aamir Zulfiqar khan while chairing a meeting held to finalize security arrangements for Eid-ul-Azha. The meeting was attended among others by DIG (Operations) Waqar Uddin Syed, DG Safe City Sarfaraz Ahmed Falki, DIG (Headquarters) Muhammad Saleem, AIG (Special Branch), AIG (Operations), SSP (Security), SSP (Headquarters), SSP (Traffic), SSP (Counter Terrorism Department), Additional SP and Zonal SPs.

The IGP asked DIG (Operations) Waqar Uddin Syed to devise elaborate security plan and monitor all arrangements himself in this regard. He asked to ensure implementation on SOPs issued by the government for business activities at markets, shopping centers, public places and cattle markets. He further asked SSP (Traffic) to deploy policemen at various places to ensure smooth flow of traffic.

All police officials have been directed to remain on high alert and fully prepared to avert any untoward situation during Eid days. He asked to ensure social distancing and use of masks at religious gatherings on Eid day and also at cattle markets.

He asked all police officials to assign security duties in this connection at Masjid and Imambargahs.  The squad of Bomb Disposal squad would conduct checking of various areas and parking will not be allowed near worship places or congregation.

Police officials were asked to ensure implementation on SOPs issued by the government for business activities in markets during ongoing COVID-19 phase. The IGP said that special deployment should be made at Faisal Mosque on Eid day.

He said that awareness campaign should be initiated for those people visiting their hometowns so that they may leave for their destination after ensuring proper security arrangements at their homes.

Special patrolling should be chalked out following which vehicles of police stations, Falcon and Bravo vehicles should patrol in their respective areas while additional vehicles and Reserve Force to be provided to each police station for success of patrolling plan.

Islamabad police chief Muhammad Aamir Zulfiqar khan asked DG (Safe City) to ensure high vigilance in the city through safe city cameras. AIG (Special Branch) was asked to ensure installment of walk through gates at Masajid, Imambargahs and other venues of religious congregations. He said that no laxity would be tolerated in case of any lapse in security arrangements.

The Zonal SPs were asked to ensure effective security in their respective areas while SSP (Traffic) was assigned task for traffic plan to ensure smooth flow of traffic.

DIG (Headquarters) was asked to ensure logistic support to all divisions in connection with security on Eid-ul-Azha. He said that section 144 has been imposed by district administration on some organizations to check collection of hides of sacrificial animals during Eid by district administration. Strict action should be taken against those found involved in such activities despite ban, the IGP added.

Heydar Aliyev Foundation to help families of soldiers killed in Armenian military provocation

President of Heydar Aliyev Foundation Mehriban Aliyeva has instructed the foundation to keep under control concerns of the families of the 12 Azerbaijani soldiers killed during the Armenian provocation on the border Tovuz region recently.

Under Aliyeva’s instructions, representative of the Foundation visited the families of Major General Polad Hashimov in Sumgayit and Colonel Ilgar Mirzayev in Baku, Azertag reported on July 20.

It was noted during the visits that the care of the families of the servicemen killed in the Tovuz region will be under the control of the foundation upon the instructions of Mehriban Aliyeva. It was also noted that the Heydar Aliyev Foundation, along with the Azerbaijani government has always paid great attention to the families of martyrs.

The cross-border clashes between Azerbaijan and Armenia started on July 12 noon after Armenian troops fired artillery at Azerbaijani military post in Tovuz region. Three Azerbaijani servicemen died while thwarting the Armenian attack.
