PM Imran Khan urges consensus on gas issue, warns of major crisis this winter

ISLAMABAD : Prime Minister Imran Khan said on Wednesday that the country is forced to import costly LPG due to fast depleting natural gas reserves, pushing the circular debt of the gas sector up.

Addressing a seminar titled Sustainability, Security and Affordability of Natural Gas Supply in Pakistan in the capital, he said the country cannot afford imported gas which costs far more than natural gas.

Prime Minister Imran Khan regretted that just 27 per cent of the country’s households have access to piped gas while the rest of the population banks on liquefied petroleum gas (LPG) cylinders, the cost of which is four per cent higher than that of natural gas.

There is a huge difference between prices of imported and domestic gas, he pointed out. He maintained that past governments didn’t undertake long term planning to tackle the energy crisis. The country would not have to face such crises if the right decisions were made 40 years back, he added.

The prime minister Imran Khan said the government is grateful to Independent Power Producers (IPPs) for renegotiating the terms of their contracts with the government, vowing to apprise the nation on how much money the government saved as a result of the renewal of the contracts.

He stressed the need for consensus among provinces and the federal government on the issue of gas to steer the country out of energy crisis. He also warned that the country will face a major gas crisis this year.

Azerbaijan: Paving the way for women empowerment

BAKU, SEPT 9 – Even though women all around the world have faced certain challenges since the very beginning but during the last century, women have experienced some life-changing events which led to the women enjoying the liberty and freedom provided and protected by the constitution.

Azerbaijan, a strategically important state, located between Russia and Iran has been a sign of empowered women since 1918. The short-term progressive government of 1918-1920 ensured the equal rights and progress of women of Azerbaijan and their participation as full members of the society. Azerbaijan’s commitment to proportional representation of the minorities and marginalized groups of the society in addition to the introduction of universal suffrage led to Azerbaijan becoming the first Muslim country to work for the protection of the political rights of the women.

Even though Azerbaijan’s journey of women empowerment began long before the introduction of Universal Suffrage in the country but it was finally codified in the year 1919 making it the first secular democracy among the Muslim states of the world.

Over the period, Azerbaijan has made considerable progress in empowering and liberating its women. Azerbaijan has been one of the first few Muslim-majority countries to ratify International Conventions on Women Rights and Gender Equality and adopted various laws dealing with the eradication of Gender Inequality and violence of any sort against women.

Despite the completion of 100 years of women’s freedom in Azerbaijan in 2019, the process of women’s uplifting continues. Azerbaijan still actively works for the uplifting of its women and the marginalized communities. In an attempt to formulate and implement gender-responsive reforms in the country, promote the participation of women in Azerbaijan’s political domain, and enhance their ability to lead the country, a Women Participation Program (WPP) was launched in September 2011 which was active till November 2019.

The Women Participation Program (WPP) facilitated Azerbaijan in understanding the expanding role of women in society. The lessons learned through the WPP continue to apply to Azerbaijan’s society and in highlighting the role of women in various sectors of society. The active role played by the Government of Azerbaijan and their keen interest in WPP has helped in achieving the fundamental objectives of WPP for the overall progress of the women in the country. The WPP seeks to enhance the status of women in Azerbaijan by raising awareness of women- related issues and by encouraging more women to be part of the country’s decision-making process.

The Azerbaijan government, through the WPP, offered new technological opportunities to the women of Azerbaijan to further facilitate them in establishing long-term businesses and to initiate networking especially to women from remote areas. Through the platform of WPP, training was also offered to women to equip them with the required skills such as digital safety, digital marketing, etc. Through this program, the government aimed at:

• Capacity building of the civil society of Azerbaijan to enable them to engage in effective dialogues with the government on issues that affect women.

• Improving women’s participation in the political domain of Azerbaijan and helping them become impactful in decision-making.

• Providing policy recommendations to the Azerbaijan government for effective and efficient implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). Hence, improving the overall situation of the women in Azerbaijan.

The Azerbaijan government has also initiated a few other projects for the empowerment of women. One of the significant projects is “Enabling civil society to play a greater role in advancing gender equality and women rights”. The project aims to support civil society’s role in promoting women’s rights and to increase women’s participation in civic activism. Additionally, the human rights-based approach was emphasized in this project. A large number of Azerbaijani women and girls were assisted in expanding their horizons with training. The project facilitated women, not only from urban cities but also from remote areas, in becoming financially independent and successfully leading businesses of their own.

Through this project, Azerbaijan paved the way to financial independence for women across the country especially capital Baku and suburban Sabirabad, Neftchala, and Bilasuvar.

Furthermore, In March 2000, the late President Heydar Aliyev signed an executive order on a new ‘State Policy on Women,’ advising the administration to ensure proportional representation of women in government based on the principles of equality.

Moreover, at present, Azerbaijan has a female cabinet member and 16 percent of its 125-member National Assembly are women. According to the United Nations Committee on the Elimination of Discrimination Against Women (CEDAW) report on Azerbaijan, the poverty rate among women decreased from 49 percent in earlier years to 5.9 percent in 2014, a statistic that can be attributed to the overall economic development of the country.

Not in the political or social domain, but the women of Azerbaijan have also been assisted in the education sector by the government of Azerbaijan. Azerbaijan society values education, with 90 percent of women graduating from secondary school. Since enforcing the 2000 law on the state policy on women, women by 2015 made up 18 percent of Azerbaijan entrepreneurs.

Through the significant role played by the Azerbaijan government in promoting women’s rights and their role in the public domain, the women of Azerbaijan have been able to reach new heights and have been successfully able to contribute back to the country’s development. TalentPort is described as an Azerbaijani corporate social responsibility company that aims at providing students and disabled people with temporary jobs to help them build their skills and provide a reliable, cost-effective source of labor. The company is a good example of the significant contributions women leaders are making in today’s society of Azerbaijan.

An excellent example of Azerbaijan’s contribution to women uplifting is the appointment of Ms. Mehriban Aliyeva as the First Vice-President of Azerbaijan. Ms. Mehriban’s appointment is a clear manifestation of how women are being honored in the country and how the extensive efforts of the government have resulted in an increase in women’s participation in the public domain of the country. Ms. Aliyeva’s tenure shows the prominent contribution of women in the progress of Azerbaijan not only at the national level but at the international level. The non-profit Heydar Aliyev Foundation led by Ms. Aliyeva has contributed to the enhancement of the cultural and economic development of Azerbaijan.

Conclusion

The continuous struggle of the Azerbaijan government for the improvement of the status of women in Azerbaijan has resulted in significant changes in the situation of the women in the country. The women of Azerbaijan, through the extensive efforts of the government, have been able to reach the new heights of success. With its focus on social development and modernization, the government of Azerbaijan has facilitated the empowerment of Azerbaijani women, thereby, opening multiple ventures of development and progress making Azerbaijan and exemplary state for the rest of world.

Pakistan, Britain discuss ways to expand mutual cooperation

DNA

ISLAMABAD, SEPT 9 – Foreign Secretary Sohail Mahmood held a video call with the British Minister of State for South Asia and the Commonwealth, Lord Tariq Ahmad, on 8 September 2020.

Views were exchanged on matters relating to bilateral cooperation, regional situation, and multilateral issues including climate change and Commonwealth.

Pakistan and the UK enjoy close friendly ties, based on historic linkages and shared perceptions on a broad range of regional and international issues. The two sides discussed ways to further advance the mutual cooperation.

Bilaterally, the importance of frequent high-level exchanges, a closer trade and economic partnership, and stronger role of the diaspora in forging a robust bilateral relationship was emphasized. The two sides also appreciated their close collaboration that resulted in timely repatriation of stranded nationals due to Covid-19.

In the regional context, the Foreign Secretary shared Pakistan’s perspective on Afghanistan — reiterating Pakistan’s steadfast support for the Afghan peace process and underlining the need for the earliest commencement of Intra-Afghan Negotiations. He also underscored the importance of an inclusive, broad-based and comprehensive political settlement for durable peace and stability in Afghanistan and the region.

The Foreign Secretary also highlighted the grave situation in IIOJK, marked by egregious violations of human rights, illegal measures to change the demographic structure of the occupied territory, and threat to peace and security posed by intensified ceasefire violations and India’s belligerent actions. The Foreign Secretary underlined the need for the international community to play its part in defusion of tensions and peaceful resolution of the Jammu & Kashmir dispute.

The Foreign Secretary reiterated the invitation to the British Minister of State to visit Pakistan at the earliest opportunity. The two sides agreed to continue to work together to strengthen bilateral cooperation in all areas of common interest.

Pak-China agri program backs by Pakistani student to study plant protection

DNA

BEIJING, SEPT 9 – Insect-pest has long been a headache for Pakistani farmers, and the aim to ease the burden of farmers and improve yield sparked of interest in learning agri-entomology and pest control in China.

This was stated by Hafiza Javaria Ashraf, a female Ph.D student at Fujian Agriculture and Forestry University (FAFU) in China, according to a report published by Gwadar Pro on Wednesday.

She was confident that she could play a role in integrated pest management (IPM) that emphasizes the growth of a healthy crop with the least possible disruption to agro-ecosystems and encourages natural pest control.

Hafiza graduated from the University of Agriculture Faisalabad (UAF) in 2015 with a bachelor’s degree in agricultural entomology. She came to China for further study and received Master’s Degree at FAFU in 2018.

As the top 10 excellent students, Hafiza won the scholarship offered by the Chinese scholarship council (CSC) and FAFU and continued her Ph. D study in plant protection.

The scholarship was established for excellent scientists in the agricultural field based on an agreement signed between FAFU and UAF in 2017.

“Being a girl, I’m the first one among the whole family to come overseas for studies. My parents supported me upon this decision and encouraged me to acquire a doctorate from China,” Hafiza said.

“The facilities provided by State Key Laboratory of Ecological Pest Control for Fujian and Taiwan Crops, College of Plant Protection, FAFU, and my respectable adviser – Prof. Liande Wang is the major reasons I was able to pursue my research dreams here.”

The report added, as per the official statistics, Pakistan’s agriculture sector contributes 18.5 percent to the total GDP. Despite its continuously growing agricultural production, Pakistan is still facing a high level of food insecurity.

Every year the damage done to crops by pests and diseases, according to data of FAO, constitutes approximately 20–25 percent of the potential world yield of food crops.

Therefore, plant protection plays an extremely important role in increasing the production of crops and protecting them.

In March this year, Pakistan and China signed a Memorandum of Understanding to jointly establish a center to fight against the locust threat in Pakistan.

The two countries will carry out comprehensive cooperation on plant protection, including monitoring and early warning, demonstration, mutual recognition of standards, personnel training, and emergency response.

“As I have a keen interest in and a grip on basic knowledge in plant protection, I deliberately chose the research subject of pests control, under which I study the insects that impair the growth of orange orchards,” Hafiza told the reporter.

She has been carrying out an experiment on D. citri for more than a year and got significant findings in the research.

Dr. citri originated in Asia but is now also found in parts of the Middle East, South and Central America, Mexico, and the Caribbean. It has also been reported more recently in Tanzania in East Africa, indicating its global spread.

Its presence poses significant risks of further spread across the other continent due to the increase in international and transcontinental trade.

The study by Hafiza is therefore to provide a massive biological control of D. citri that would optimize economic losses in orange orchards all over the globe.

She explains that the current study is to investigate the biology and molecular taxonomy of T. radiata from different countries and to assess the diversity of the cultivable gut bacterial communities associated with this parasitoid, envisaging its mass production.

Once completed, it will contribute to the establishment of a biological control program for D. citri, as a component of integrated pest control (IPC) in different citrus-growing regions of China.

To keep the continuity and consistency of the experiment, Hafiza chose to stay at school during the winter vacation. “The COVID-19 epidemic did not much affect my research data sampling.

The school provides a suitable, friendly, and scientific environment for international students and the friendly nature of Chinese lab fellows towards Pakistanis living in China is virtuous. They treat us with a lot of respect.”

Talking about the future plan, Hafiza said, “being a patriotic person, I prefer to go back to serve my country and contribute my knowledge and skills to my motherland as it is flourishing and the agriculture sector needs experts like me to realize higher production.”

BRI frames policy solutions for post-COVID world: Wilton Park

DNA

BEIJING, SEP 9 – A four-day virtual meeting, themed BRI frames sustainable policy solutions for the post-COVID world developed cooperative partnership to fight the virus on permanent basis, Gwadar Pro reported on Wednesday.

The meeting, organized by Wilton Park, an executive agency of the Foreign, Commonwealth and Development Office of UK to be concluded on September 10.

Relative scholars and representatives from Pakistan also participate in the event. A total of 70 participants, including representatives from UNDP, Organisation for Economic Co-operation and Development (OECD), Asian Infrastructure Investment Bank (AIIB), Asian Development Bank (ADB), World Resources Institute (WRI) and other international organizations, attended the meeting.

According to Wilton Park, BRI has rapidly become a landmark program for international infrastructure development due to its massive scale, speed, and range of international partnerships.

The focus of this dialogue is on BRI energy infrastructure investment in Southeast, South and Central Asia, covering projects such as electricity generation capacity, grids, and mini grids.

As a regionally focused breakout group in this sector, Pakistan is considered as a model nation which brings to fruition opportunities for green investment under BRI. Sara Ahmed, V20 Finance Advisor, V20 Secretariat, Climate Vulnerable Forum, listed the ‘shovel ready’ sustainable energy projects in Pakistan such as SK Hydropower Station, Dawood Wind Farm and Bahawalpur Solar Park.

He believed that they are sustainable development outcome brought by BRI to host countries.

Energy infrastructure investment is a critical component of the ability for BRI countries to meet the ambitions outlined by the Paris Agreement and Sustainable Development Goals (SDGs).

Greater BRI investment in low carbon energy, particularly in the context of COVID-19, holds enormous potential as well to initiate and accelerate post-COVID economic recovery and growth in BRI countries as well as bring major gains in terms of jobs created and improved public health.

Fang Qiu Chen, the Chairman of China International Contractors Association (CHINCA), suggested in forum that, host governments should create a stable and convenient policy environment for green investment, reduce fossil fuel subsidies, and promote the formulation and improvement of relevant policy frameworks.

Meanwhile, governments should encourage the introduction of private capital to invest in energy projects to alleviate the problem of insufficient investment in energy infrastructure.

Chinese enterprises also will be more involved in the investment and construction of renewable energy projects such as photovoltaic, wind power and garbage power generation which can improve the sustainability of host countries along BRI.
