IHC adjourns hearing into Asif Zardari’s plea in Park Lane reference

ISLAMABAD : The Islamabad High Court (IHC) on Wednesday adjourned former president Asif Ali Zardari’s plea seeking to nullify the August 7 judgment of the accountability court in Park Lane properties reference.

The plea was taken up by a two-member bench of the IHC comprising Justice Amir Farooq and Justice Ghulam Azam Qambrani.

As soon as the hearing began, the lawyer of the former president said that the National Accountability Bureau (NAB) courts cannot investigate the mega-money laundering case.

According to an amendment made in section 27 of the Financial Action Recovery Act, the banking court can hear investigate the money laundering case, not the NAB courts, he added.
Zardari’s lawyer further said in his argument before the court that the governor State Bank of Pakistan has not filed a reference against his client, neither sent any notice.

Justice Amir Farooq said that the court will see the legal aspects of the and adjourned the further hearing into the case until November 10.

Park Lane case
Zardari, his sister Faryal Talpur and other accused face charges of corruption through fake bank accounts and embezzlement in the financial facility for Park Lane Private Limited and Parthenon (Pvt) Limited.

The Park Lane case is being investigated under different sections of the National Accountability Ordinance (NAO) 1999, and the Anti-Money Laundering Act, 2010, over Zardari’s alleged involvement in a loan and its misappropriation by Parthenon Private Limited.

A loan worth Rs 1.5 billion was taken from a bank and transferred to the company’s account in a private bank.

Supreme Court resents over tree cutting on river banks

ISLAMABAD: The Supreme Court on Wednesday expressed resentment over cutting of trees while hearing a case regarding tree plantation on the banks of rivers and canals.

Chief Justice of Pakistan (CJP) in his remarks said no trees seen on the banks of Indus River adding that the Government of Sindh has allotted all land of katcha area to private persons for cultivation.

“The state land of katcha area should be covered with forests”, Justice Gulzar Ahmed remarked.Justice Ijazul Ahsan, a member of the bench, said that the Sindh government has legislated that allotments of lands already granted would not be cancelled. Thus the government was protecting illegal allotments.

The court directed the Sindh government to cancel allotments of the forest land.

The bench called forest and irrigation secretaries of the provinces in the next hearing of the case.

The court also summoned details of tree plantation on the banks of local drains from Islamabad administration.

The apex court had directed the federal and provincial governments in an earlier hearing to secure at least six feet of land by planting trees along all the rivers and canals.

The court had also directed the provinces to submit a progress report on the matter within a month.

Peace at the cost of Kashmiris’ lives and aspirations not acceptable: Masood Khan

Islamabad; 14 October: Sardar Masood Khan, President Azad Jammu and Kashmir, has said that for the past 73 years India has been committing war crimes and crimes against humanity in the Indian Occupied Jammu and Kashmir. Calling India’s actions as human rights violations is a mere euphemism as they are committing massacres, killings, blindings, arbitrary detentions, torture, ethnic cleansing and genocide.

International law and international humanitarian law covers all these violations and India should be brought to task for the crimes being perpetrated against innocent Kashmiris.

The AJK President made these remarks while addressing – as the chief guest – an online conference on “Oppression of Kashmiris under Indian Occupation”, organised by the Lahore Centre for Peace Research (LCPR). The conference was moderated by Chairman LCPR and former Foreign Secretary Ambassador Shamshad Ahmad Khan. Other speakers included Senator Sherry Rehman, Ambassador Zamir Akram, President of Jammu and Kashmir Council for Human Rights Dr. Syed Nazir Gilani and Mashal Malik.

The President said that right now the most serious crime that India is committing right now is settler colonialism. He added that for over seven decades in an attempt to annexe the territory and win the hearts and minds of the Kashmiris, India has either used brute force or enlisted the help of pro-Indian politicians. “All these inducements and blandishments did not work. Still to this day, Kashmiris chant slogans of Azadi and aspire to join Pakistan”, he said. 

The RSS-BJP regime, said Masood Khan, talks of the ‘final solution’; which for them is importing non-State Hindus into the Indian Occupied Jammu and Kashmir by the millions and permanently changing the demography of the region.  He added that in the past 3 to 4 month over 1.8 million Hindus from all over India have been given Kashmiri domiciles.

“They plan to take this number to 5-6 million in the near future. The process of settling Jews under the Balfour declaration took a century but India is replicating the same in just a matter of years. This sort of unhindered and rapid influx of settlers has not been witnessed before. The Hindu zealots have introduced a policy, on the same pattern introduced by the Nazi party where Jews were disenfranchised, dispossessed, pushed into concentration camps and ultimately killed or forced to migrate”, said Masood Khan

Masood Khan warned against fifth-columnists within our ranks, who are advocating the status quo and want to talk of peace at the expense of the aspirations and lives of the Kashmiri people. “They are India’s Trojan Horses”, he warned and urged forging unity amongst our ranks to face the barbaric and evil moves of India.

The AJK President should be constantly prepared to face India as war is, very well, inevitable. He said that war is being imposed on us and the Hindutva driven BJP-RSS regime yearns to fulfil its imperialistic agenda. He said that we must launch a proactive political and diplomatic offensive against Hindutva. We must highlight that the world largest terrorist organisations the RSS with six million members who are indoctrinated and also provided military training, he said.

The AJK President said that, unfortunately, the UN has washed its hands off the Kashmir issue. He said that over the past year India was severely censured by the international media, world parliaments and the civil society. Even though three informal sessions of the UNSC were conveyed on Kashmir, no resolution or presidential statement was made, and a lockdown is seen in the UNSC. Major world powers are reluctant to take action against India due to realpolitik and economic interest.

Masood Khan said that we must differentiate between the diplomatic and political efforts in connection to the Kashmir issue as India through these domains have used the FATF, UNSC and other financial institutions to leverage support against Pakistan. He said that while the diplomatic front is spearheaded by our foreign office; the political campaigns have to be led by political parties, civil society and parliamentarians, as they have to reach out to their peers and civil societies across the globe.

The AJK President suggested transforming the Kashmir movement into an international civil rights movement like the anti-Vietnam or the anti-Apartheid movement. This pressure, he said has to come from the international citizenry and only then the will the UN take notice. He urged reaching out the civil society, women rights groups, human rights activists and academics. He said that we must also prepare a legal case against India, as all the steps taken by the extremist BJP-RSS regime, particularly after August 5, are illegal. He said that this case can be referred to various courts and tribunals that could be set up precisely for this purpose.

Masood Khan also proposed to impose a Boycott Divestment and Sanctions movement against India. Countries around the world are responding but we have to take this movement to the higher playing field and achieve a critical pitch, he said, adding that with the help of Kashmiris teaching and studying at leading universities around the globe we would be able to fill the intellectual gap and propagate the true narrative of Kashmir as opposed to the false narrative peddled by India. “We have to penetrate further into the communication realm. We were provided a communication bonanza last year and we must not lose out on that space”, he said.

Appreciating the role of the Pakistani-Kashmiri diaspora community, the President said that we must leverage the strengths of this community as they have already played a key role in highlighting the issue. “Our 10 million strong diaspora community have acted as a catalyst and internationalised the Kashmir issue”, he said.

In his final remarks, he said that we should reach out to the global arms control and disarmament community to warn them of the very obvious possibility of a nuclear war in our region. This war has to be averted as this region has become a nuclear flashpoint.

Modern enterprise and new houses opened in Sardoba

Tashkent — President of Uzbekistan Shavkat Mirziyoyev got acquainted with the activities of Sardoba Oqsaroy Textile enterprise.

The company, created by Oqsaroy Klaster LLC can produce fabrics and ready-made clothing worth $3.5 million per year. The products are to be fully delivered abroad. Modern sewing machines and an energy-efficient cooling system from Turkey are installed here. 500 people were employed at the first stage of the project.

The Head of the state congratulated the company’s employees on their new homes and jobs.

“Some people lost confidence in the future in these hard days. Today I am happy to see this confidence in your eyes. Women are happy when they have a job. When women are in good spirits, the upbringing of children is glorious, and all this has a beneficial effect on the family and society. That is why we are trying to create more jobs for women”, noted Shavkat Mirziyoyev in an interview with the company’s staff.

A presentation of projects to expand the production of textile products and create a value chain in the light industry was held.

During the visit to Sardoba district on May 15, 2020, the Head of the state laid the first stone for construction of new houses in Dustlik mahalla. 37 five-storey buildings with 1,480 apartments were built here in a short time.

Today, President Shavkat Mirziyoyev got acquainted with this modern neighborhood.

Apartments in five-storey buildings consist of two and three rooms. Energy-saving materials were used in construction of housing. New neighborhood is connected to all necessary communications. Mahalla guzar, playgrounds were also built, and the surrounding area was landscaped.

These apartments with ready-made repairs are provided free of charge to flood-affected population. Bakhtiyor and Qimmatkhon Mirzayev’s family is also among them.

The Head of the state visited them and got acquainted with created conditions.

Shavkat Mirziyoyev: People’s mood is what pleases the most and adds strength

President Shavkat Mirziyoyev has held a meeting with representatives of Syrdarya region, residents affected by the floods. The Head of the state noted that he was glad to have the opportunity to meet with people in such a comfortable atmosphere, in high spirits.“Over the past five months, we have all passed the test of endurance. We worked hard shoulder to shoulder and restored conditions, built new houses and roads.

It is very pleasant to see the results of this work today. But people’s mood is exactly what pleases the most and adds strength”, said Shavkat Mirziyoyev.

The burst of Sardoba reservoir dam caused serious damage to residential buildings, social facilities and agricultural land. A government commission was created, all forces and means were used to eliminate the consequences of the disaster. Residents of the flooded mahallas were evacuated to safer areas, provided with shelter and food. The Ministry of Emergency Situations, the Ministry of Water Resources, the Ministry of Defense, law enforcement agencies, construction and repair organizations and local authorities acted in concert, thanks to which, in a short time, life here returned to normal.Three new neighborhoods were erected. Kindergartens and schools, colleges and medical institutions have been built and renovated. The affected areas have become much more beautiful.“From the first day we have chosen the satisfaction of people as our main motto, our main goal. To achieve this, of course, is difficult, but we do not stop working. The construction activities and changes in Syrdarya will not stop there, they will continue. We have big plans in this regard”, said the President.

Thereupon, the visit of the Head of the state to Syrdarya region has ended.

Govt decision to allow import of tomatoes and onions from Iran hailed

President Pakistan Businessmen and Intellectuals Forum and All Karachi Industrial Alliance, and former provincial minister Mian Zahid Hussain on Wednesday lauded the move of the government to allow the import of tomatoes and onions from Iran which will reduce its price in Pakistan.

Dozens of trucks loaded with these vegetables have arrived in Pakistan to discourage profiteers and bring the price down, he said.

Mian Zahid Hussain said that all the steps against price hike have remained counterproductive therefore import of edible items from all the neighbouring countries should be allowed while import regime should be relaxed.

Talking to the business community, the veteran business leader said that the existing system has failed to deliver therefore a new price control mechanism should be implemented which is equally responsive to all the stakeholders.

He said that inflation cannot be controlled through meetings, tweets, claims and talk shows as it requires full energies of the government to crush profiteers.

Fruit and vegetable markets should be properly monitored through a balanced and effective system and an action should be initiated against those who are involved in artificial price hike.

He said that the government should also think about the Utility Stores which have failed to provide relief to the masses while Sunday Bazaars and cheap bazaars should be revived through administrative action.

The business leader noted that masses are waiting for real action against food mafia and they are considering as to why the import of wheat and sugar was delayed for months which provided a golden opportunity to profiteers to skin masses.

He said that owners of flour mills should not be harassed and their quota should be enhanced to improve supply in the market.

The upward revision in the tariff of K-Electric should be reversed as it will trigger a new wave of inflation, he demanded.

Pakistan bleak economy can’t endure political turmoil: Iftikhar Malik

LAHORE Oct 14 /DNA/- Pakistan at this crucial juncture of time since it’s inception  in the wake of Covid 19 and bleak economy can neither endure political turmoil nor afford political instability.

Addressing members of core committee of United Business Group in connection with forthcoming  annual election of the federation of Pakistan Chamber of Commerce and Industry Iftikhar Ali Malik, President SAARC Chamber of Commerce and Industry said here on Wednesday that what we need is political stability which  is prerequisite for sustained economic growth to cope with the multiple challenges in Pakistan.He said that politics of confrontation, agitation, protest, violence and agitation is not solution.

He said time has changed as now the influential nations are paying more attention to financial warfare to continue their dominance. These countries are successfully using their weapons of economic destruction to weaken economics of poor nations to achieve their unholy designs while Pakistan’s economy is not strong enough to withstand economic terrorism.

Iftikhar Ali Malik said it is indeed important to increase our exports and for that purpose we need to reduce our cost of doing business so that our products can remain competitive in the world markets. 

He further said trade facilitation is the key to promote industries and we need to remove all the obstacles and create the culture of trade facilitation. “Our Country has tremendous potential as we have enormous talent. What we need is the consistency in the government policies and a clear roadmap to move forward,” he added. 

The veteran trade leader was of the view that all the sectors including the industrial sector should discharge their national obligations and play their key role in strengthening the economy while the government should introduce reforms and control the smuggling of raw material and finished goods. 

Iftikhar Ali Malik who is also chairman UBG also urged the government to conduct market research to find out new foreign destinations for the Pakistani products which are best in the world as far as quality and price is concerned. He said that Pakistani missions abroad should be duty bound to introduce Pakistani products to the foreign buyers and also ensure dissemination of trade related information so that Pakistan entrepreneurs could avail trade opportunities to the maximum.

He said the best of the best popular candidates with the highest degree of integrity will be fielded with consensus of local leaders and claimed that UBG will sweep FPCCI election.

Civilian casualties, damage inflicted upon civilian infrastructure as a result of Armenia’s act of aggression against Azerbaijan

Since September 27, 2020 the Armed Forces of Armenia have been indiscriminately targeting the civilian population, private houses and other civilian infrastructure along the line of contact and in the regions located far away from the conflict zone in a gross violation of its obligations under international humanitarian law, including the 1949 Geneva Conventions and its Additional Protocols.

Moreover, despite the humanitarian ceasefire agreed during the meeting of the Foreign Ministers of the Republic of Azerbaijan and Armenia in Moscow with the mediation of the Russian Federation, with the purpose of exchange of prisoners of war and bodies of dead effective as of 12:00 pm on October 10, 2020, the Armed Forces of Armenia continues to attack the residential areas and civilian infrastructure.

On October 13, at the morning hours, the Armed Forces of Armenia shelled the territory of the Tartar region grossly violating the humanitarian ceasefire regime. During a day, Armenia violated the humanitarian truce in various directions of Aghdam, Aghjabadi, Goranboy and Tartar. As a result of artillery shelling, a private house of Elchin Aliyev, resident of Benovshalar village in Tartar region fell into disrepair.

As of 13 October, totally 42 civilians, including children and elderly were killed, 206 civilians have been hospitalized with serious injuries. 1479 private houses, 66 apartment buildings and 241 civilian infrastructures were damaged and became unserviceable as a result of Armenia’s indiscriminate armed attacks.

Value-added textile industry rejects frequent increase in energy rates

The value-added textile industry has rejected the frequent increase in the energy prices of gas and electricity, as the move continues to make Pakistan’s products uncompetitive in the international market.

The PRGMEA newly-elected regional chief Adeeb Iqbal observed that amid worsening export volumes and low industrial growth, the hike in electricity rates to 9 US cents per kWh for the export sector is really surprising and if it is not withdrawn, it would prove to be dangerous for country’s garment industry. He also stressed the need for early approval of new Textile Policy 2020-25, as it would be beneficial for the major export sectors. He said that PM Imran Khan has already accorded approval to this policy in terms of policy directives on production and diversification of exports. He added that the approval of textile policy is the only way to ensure more investment in this sector as a huge investment is in the pipeline but is awaiting the last accord of textile policy.

Adeeb Iqbal said that growth of value-added textile sector is must to steer the industry of worse situation and contribute to the exports of the country. He observed that the garment industry should be allowed to grow while enjoying the right to avail opportunities against the competitors.

He observed that country has not been able to achieve its maximum export potential and product diversification owing to limited access to raw materials. He pointed out that the procedures for temporary import schemes should be simplified so that exporters could be able to achieve price competitiveness and product diversification.

Pakistan’s exports have been struggling for a long time and to counter that he called for continuation and consistency in long-term policies.

Opposing the government recent decision of raising power tariff for the export sector by 1.5 cents amidst downfall of exports, he sought regionally competitive energy tariffs for export industries to capture the global market.

“The export-oriented industry has now been forced to pay a cost of Rs15 per unit, which is more than the double of the electricity rates in India. This will pull the exporters out of the international market by the regional competitors who are able to avail better prices for energy.”

He said that the electricity charges in Bangladesh and India are about 7-9 cents per kWh while in China, which is Pakistan’s major trading partner, the electricity charges are less than 9 cents per kWh. As a result, Pakistan has been losing the international markets to China, India and even Bangladesh. Although the oil prices were linked with the international prices, the benefit of decline in oil prices had not been passed on to the consumers for quite a long time, he added.

“PRGMEA appreciates the government be provide power to the export-oriented sectors for two months at 7.5 US cents but after that power being supplied at 9 US cents per kWh for the rest of the financial year 2020-21 at a time when the export volumes continue to suppress,” he said. 

He said that in Jan 2019 the government had announced an all-inclusive tariff of 7.5 US cents per unit for five major export sectors to enhance Pakistan’s export competitiveness but the decision was not implemented in its full spirit.

RINSTRA is Pakistan’s first short-form digital media platform for on-demand streaming and for creation of user generated original content.

Mehreen is a Pakistani ­ American director, who’s a 20-year veteran of the industry, with a prolific career as Director/Producer of gritty, hard ­hitting films and TV series for Pakistan and South Asia which have earned her both critical and commercial success.

Mehreen agreed to be part of the RINSTRA platform to set the direction for the board for relevant content creation. Mehreen is also making a web-series for RINSTRA, which will be a psychological thriller. The series is being shot in New York. The cast includes Naeema Butt, Tania Kazi, Shezi Sardar, and Nida Hussain. The web-series, written by Shah Yasir, will be a unique suspense thriller for the viewers of Rinstra in Pakistan and beyond. The viewers will be able to see the series on RINSTRA.com later this year in December 2020.

In 2008 Mehreen directed her debut feature film titled ‘Ramchand Pakistani’ for which she was awarded the ‘Global Film Initiative Grant’. The film premiered in competition at the Tribeca Film Festival and continued a successful festival and theatrical run. The film was awarded the ‘Fipresci Prize’ by the ‘International Federation of Film Critics’, the ‘Audience Award’ at the ‘Fribourg Film Festival’, Switzerland and an ‘Honorable Mention’ by the 13th Annual Satyajit Ray Award at the London Film Festival. In 2010 Mehreen was invited to screen her film at the Museum of Modern Art, New York.

Mehreen Jabbar has received numerous awards for her directorial work. Mehreen has been a member of the National Board of Film Censors in Karachi and a founding member of the KaraFilm Festival in Karachi, Pakistan and WAR (War Against Rape). She was invited to serve as a juror at the Leeds International Film Festival in 2002, at the HUM TeleFilm Awards in 2012 and at the ARY Film Awards in 2015. She was also the Artistic Director at the Maisha Film Lab in Uganda in 2011 which is ­ a non­profit training lab founded by director Mira Nair.
