Missing Persons Commission disposes of 4642 cases till Aug 31: Chairman

Islamabad, Sept 2 – Missing Persons Commission has disposed of 4642 cases upto August 31, 2020 as per monthly progress report released by Secretary (ColoED) on cases of alleged enforced disappearances for the month of August 2020.

A total number of 6729 cases were received by the Missing Persons Commission upto July 2020. During August 2020, 23 more cases were received by the commission and total numbers of cases reached to 6752. The Missing Persons Commission disposed of 26 cases in August 2020 and thus total disposal of Missing Persons upto August 31, 2020 is 4642 and balance as on August 31, 2020 is 2110.

 
The Missing Persons Commission will resume its hearings soon after review of Lock down policies announced by Federal Government and Provincial Governments in order to prevent from COVID-19 as per law.

Chinese scholar calls for joint ventures to implement CPEC’s projects

BEIJING, September 2  – Public and private-sector partnership (Joint ventures) could be an effective source to boost industrial development under the 2nd phase of CPEC.


There is also need of encouraging Academia-Industrial linkages to achieve the desired goals, this was stated by a Chinese scholar and senior fellow of Chongyang Institute for Financial Study of Renmin University of China Zhou Rong in an article published by Gwadar Pro on Wednesday.

Who is to play major roles in implementing CPEC’s projects. Will it be led continuously by the governments of the two countries or by the market. Will it be a compulsory joint venture by outside force or a natural voluntary joint venture?

These are big issues that have to be properly addressed  for implementing the CPEC’s 2nd phase as per their spirit and agreed framework.

It is heartening to note that in July Faisalabad Industrial Estate Development and Management Company (FIEDMC), Punjab University (PU) and Institute of Quality and Technology Management (IQTM) signed a Memorandum of Understanding (MoU) to promote industrial development in the special economic zone (SEZs).

As reported, under the agreement, PU would set up a modern research center in the special economic zone with strong researcher team for R&D which the enterprises lack, while IQTM would provide training to the management of the industry that the university does not have any edged advantages.

indeed, Chinese entrepreneurs and Chinese engineers and technicians will definitely and actively participate in the seamless connection between Pakistan’s enterprises and universities.


Moreover, it can be seen that the combination of the management ability of the enterprise and the research and development ability of the university will produce tangible economic and social benefits, allowing the enterprise to obtain the source of intelligence, and giving the university the opportunity to exert its own advantages.


There is need to fully support the combination. It is hoped that the Pakistani government should have an accurate positioning in the future that CPEC with all the facilities provided for the trends.

It is must that the CPEC project would and should provide academia-industry linkage to promote economic as well as social activities in the region.


The article added: The CPEC is a flagship project of China’s Belt and Road Initiative (BRI). It involves construction of roads, rails, sea ports, oil and gas pipelines, optic fiber connectivity, special economic zones (SEZs), cross border trade and cooperation centers.


It also aims at negotiating preferential and fee trade agreements, besides the introduction of effective legal structure and system of courts to settle trade-related disputes between the countries along the BRI.


A coordinated China-Pakistan Master Plan for Gwadar depends heavily on Public Private Participation (PPP) for the promotion of industrial and commercial activities through private and international investment.

Government of Pakistan has announced special investment and tax incentives for Gwadar Special Economic Zone (SEZ). Hopefully, that policy will surely last long.


CPEC is a win-win project of China-Pakistan economic cooperation. Besides diversifying Chinese supply lines, it would prove to be a catalyst for the socio-economic development of Pakistanis.

Lahore 220kV electric transmission line starts construction

ISLAMABAD, Sep 2 – The North Lahore 220kV Electric Transmission Line EPC Project, which is located 30km north of Lahore has started construction, Gwadar Pro reported on Wednesday.


The project is owned by National Transmission & Despatch Company (NTDC) and contracted to be built by SEPCO Electric Power Construction Corporation (SEPCO) which is a subsidiary of Power China.

It is designed as an AC double-circuit double-split line, with a total length of about 45 kilometers and a construction period of 540 days.

According to an official, after the completion of the project, it is expected to significantly improve national power transmission, people’s livelihood, and the economic development of the surrounding areas.

SPECO stated that in order to complete the project with high-quality standards, the company has completed a series of preparatory work such as line geological prospecting, path planning and design optimization, laying a solid foundation for the smooth development of the project.

SPECO will adhere to the efficiency first so that the performance of the project can be ensured.

Earlier, NTDC reported that the underdeveloped electric transmission grid is reckoned as one of the biggest obstacles for national power supply. The project will significantly alleviate the problem of poor power transmission around Lahore, the official added.

SC returns pleas for referendum on presidential form of govt

ISLAMABAD : The Supreme Court on Wednesday declined to admit for hearing two constitutional petitions calling for a nation-wide referendum on the establishment of presidential form of government in the country.

The SC registrar raised objections on the petitions saying the petitioners have not approached other relevant forums before moving the top court, nor are the certificates attached with the petitions in accordance with the law.

It was stated in the petitions that an overwhelming majority of the people are fed up with the parliamentary form of government and desired the presidential form of government in the country.They pleaded with the top court to direct the Prime Minister of Pakistan to hold a referendum under the Clause of 6 of the Article 48 of the Constitution to determine whether the people want presidential form of government or not.

The referendum should be held by the prime minister only after seeking approval from a joint sitting of the parliament, the petitions suggested.

Zambia’s opposition leader alleges assassination plot

The leader of Zambia’s biggest opposition party, Hakainde Hichilema, has alleged the government is plotting to kill him.

Mr Hichilema is facing accusations of using his position as a consultant during the country’s privatisation of state-owned entities to enrich himself.

The accusations are spearheaded by former Finance Minister Edith Nawakwi who is now the leader of another opposition party.

Mr Hichilema denies any wrongdoing

Although the privatisation happened in the 90s, the government has said it is “disturbed” by the accusations.

Mr Hichilema on Monday said there was more to the accusations.

“The truth is they want to have access to my physical body so that they can eliminate me. Their plan is to arrest and then kill me. But do l have to die for anyone to be in power?” he said in a statement.

He accused the ruling Patriotic Front party of getting desperate ahead of next year’s general elections.

“If offering myself to serve the country that l love so much and growing increasingly popular are grave offences for which l must lose my life, so be it. I am not afraid,” Mr Hichilema added.

Information minister and government spokesperson Dora Siliya on Monday said the government was studying the accusations “and is following closely the reaction by the citizens who are the true owners of the property in question.”

In 2017 Mr Hichilema spent a 100 days in prison after he was charged with treason with five others for allegedly blocking a presidential motorcade in western Zambia.

The charges were however dropped and Mr Hichilema was released in a deal that was negotiated by the Commonwealth.

CM Punjab directs to expedite process of issuance of number plates of vehicles

LAHORE : Punjab Chief Minister Sardar Usman Buzdar has accorded in-principle approval to introduce a biometric system for vehicle registration in the province during a meeting held in Lahore.

Addressing the meeting, he said that now vehicle registration will be possible through biometric verification instead of transfer order form.

He said that in future, citizens will not have to visit the offices of the Excise and Taxation Department for vehicle registration.

The Chief Minister directed the concerned authorities to expedite the process of issuance of number plates of vehicles.

He said that the facility of biometric verification will also be available at the showrooms of authorized vehicle dealers.

More taxpayers to receive financial aid amid COVID-19 in Azerbaijan

Financial support worth AZN 51.9 million ($30.5M) was paid to 22,885 taxpayers covering 234,355 employees in August as part of the second stage of the financial support package amid pandemic 

BAKU (DNA) -Azerbaijan continues to support entrepreneurs and small businesses to curb the economic impact of COVID-19 pandemic.

Thus, in accordance with the resolutions of the Cabinet of Ministers, the State Tax Service under the Ministry of Economy continues to transfer funds to hired employees of taxpayers engaged in areas affected by the pandemic and in the framework of financial support programs for private entrepreneurs.

Financial support worth AZN 51.9 million ($30.5M) was paid to 22,885 taxpayers covering 234,355 employees in August as part of the second stage of the financial support package amid pandemic.

The second stage of the financial support program that started in August covered 18,245 more employees, compared to the first stage. This is due to the increase in the number of employees who signed labor agreements.

Moreover, 49,887 micro-entrepreneurs received lump-sum payment in the amount of AZN 12.4 million ($7.2M) within the second stage of financial support in August.

Earlier, the country’s Ministry of Economy announced the second phase of the program to provide financial support to business entities working in economic spheres affected by the COVID-19 that will cover August and September.

The financial support program in the second phase covers micro-entrepreneurs who received a lump-sum payment of AZN 250 ($147) in the first stage of the program and there is no need to re-apply for financial support. The financial support will be paid in equal installments in two phases, covering August and September.

The payment of the first phase for August has already been completed, and after September 10, the transfer of the next part of the funds to be paid to the hired employees of entrepreneurs under the second financial support program will begin.

Financial support is provided to taxpayers in accordance with the order of the Azerbaijani President and the relevant decision of the Cabinet of Ministers, working in areas affected by the pandemic, and who received funds under the first phase of financial support and have not made significant staff reductions.

PM directs Punjab Govt for early completion of RRFUDP

ISLAMABAD : Prime Minister Imran Khan has directed Punjab government for early completion of the Ravi River front Urban Development Project while ensuring high international construction standards, protection of environment, permanent solution of water scarcity and water pollution in Lahore.

He issued these directives while  chairing a review meeting on the progress of this Project in Lahore.

Appreciating the interest of foreign investors in the project, the Prime Minister said that the project will porove to be an important milestone for Lahore and overseas Pakistanis.

Prime Minister directed to remove all administrative hurdles in this regard.

Zardari’s close aide gets bail on medical grounds, name to be put on ECL

ISLAMABAD : The Supreme Court on Wednesday granted post-arrest bail to Omni Group owner Anwar Majeed, said to be former president Asif Ali Zardari’s close aide, in the multi-billion fake bank account scam on medical grounds.

An apex court bench headed by Justice Mushir Alam directed the authorities concerned to add his name to the Exit Control List (ECL). The accused is required to furnish surety bonds worth Rs100 million along with his passport to the SC registrar to secure the bail.

It directed Anwar Majeed to cooperate with the National Accountability Bureau (NAB) in its probe into the graft cases filed against him. He is one of the key accused in over a dozen cases related to the fake bank accounts scam.During the hearing, Justice Mushir Alam stressed the need for dispelling the impression that the national graft buster’s attitude towards political figures is different.

A NAB prosecutor complained to the judges that Anwar Majeed has been in hospital from day one and never appeared before the bureau, adding 15 investigations and four references are suffering delays due to his non-cooperation.

At the previous hearing, the petitioner’s lawyer had stated before the bench that the Sindh High Court in a ruling observed that the country’s laws don’t provide for allowing an under-trial or convicted prisoner to go abroad for treatment.

He said Anwar Majeed needs to undergo a medical procedure that is possible only abroad and requested the bench to grant him bail so that he could travel abroad for treatment.
