COVID vaccine trial to end this week in Pakistan

LAHORE: The phase III clinical trials for a Chinese coronavirus vaccine candidate at the Shifa International Hospital in Islamabad will end this week.

The lead physician of the clinical trial, Dr Ejaz A Khan told Geo.tv that the Ad5-nCoV vaccine is developed by CanSino Biologics and a research unit backed by the Chinese military.

“The trials began in September last year with a target of 17,500 volunteers.”

The physician, who is also the chairman of infection control at the hospital, said the sample will be reviewed by Dalhousie University in Canada. “The university will determine the efficacy of the vaccine.”

The trial will then enter phase IV which is when a vaccine is green-lighted for manufacturing, marketing, and distribution, he added.

A health official told Geo.tv that the data of Chinese vaccines, Sinopharm and Ad5-nCoV, has been submitted to the Drug Regulatory Authority of Pakistan (DRAP) for grant of emergency use.

“First limited supply [of vaccine] likely to start in February,” the official added.

The first-ever large-scale trial in Pakistan was conducted at five centres; two in Karachi and Lahore each and, one in Islamabad.

In the federal capital, the Shifa International Hospital repurposed a building previously used for COVID-19 testing for the trial where volunteers, recruited through NGOs, hospitals and corporations, arrived by appointment to get the jab.

To volunteer, the individual must be 18 and above, not have tested positive for COVID-19, not have immune deficiencies, and not be pregnant for the trial duration.

North Korea Holds Nighttime Military Parade After Party Congress

North Korea held a military parade to commemorate the ruling Workers’ Party’s Eighth Congress, with leader Kim Jong Un in attendance, on the evening of January 14. This is the first time that North Korea has held a military parade to commemorate a Party Congress.

North Korea’s state media reported on January 15 that the country’s military parade was held at Kim Il Sung Square in the capital Pyongyang the previous day. According to sources from the South Korean government, the military parade began around between 6 p.m. and 7 p.m.

North Korea had held military parade rehearsals at night for several days in the lead-up to the parade proper. The timing, under cover of darkness, would make it more difficult for South Korea and the United States – which are conducting close monitoring of North Korea’s military maneuvers – to analyze the weapon systems on display.

The nighttime military parade was the second of its kind, following a military parade marking the 75th anniversary of the Workers’ Party in October of last year. Considering North Korea had held a military parade just three months ago, yesterday’s was meant to demonstrate Kim’s strong will to advance nuclear capabilities as he vowed during the Congress last week, according to experts.

Strategic and tactical weapons including submarine-launched ballistic missiles (SLBMs) appeared at the military parade. However, for the first time in recent memory, the event did not feature an intercontinental ballistic missile (ICBM).

It will take more time to analyze what the North introduced in terms of its advanced missiles, as it has not released a video of the military parade yet.

According to photos of the military parade released by North Korea’s Korean Central News Agency, or KCNA, several SLBMs appeared in mobile launch vehicles with the label “Pukkuksong-5” (Pukkuksong means “underwater” in Korean). That is presumed to be a new advanced version of the SLBM known as Pukkuksong-4, which was unveiled at the last military parade.

Most of the North’s new weapons development plans have significant technical difficulties in their early stages and take a long time to reach operational status. Given that, experts theorized that Pukkuksong-5 is likely to be a model, rather than an operational missile, as it does not seem to be much different from Pukkuksong-4. Experts also believe that revealing the writing – Pukkuksong-5 – on the outside of the missile was a purposeful signal of North Korea’s advances in SLBM technology.

The KCNA specifically mentioned “underwater strategic ballistic missiles,” the North Korean name for an SLBM, referring to it as the world’s best weapon. KCNA said the underwater missiles can firmly uphold the North’s military and technological strength and overwhelm the world.

The newly unveiled SLBM was almost the same body length as the Pukkuksong-4, but the warhead is believed to be longer, raising the possibility that the missile can carry multiple warheads or has an extended range. Some experts raised the possibility that the missile on display on the parade was the same SLBM known as Pukkuksong-3, first launched by North Korea on October 2, 2019, which has never actually appeared in a military parade.

An improved version of Iskander, or KN-23, a short-range ballistic missile, also appeared for the first time at the military parade. Compared to the KN-23 that was previously unveiled the missile shape has become sharper and the wheels of the mobile vehicles carrying the missiles are larger. The KN-23, with a range of around 400 to 600 kilometers, is considered a tactical missile aimed at South Korea. Military experts say it could be difficult to intercept with South Korea’s missile defense system.

Notably, however, KCNA did not release any pictures of the Hwasong-15, an intercontinental ballistic missile capable of reaching the U.S. mainland, from the January 14 parade.

During the Congress last week, North Korea said it will focus on strengthening its military capabilities, disclosing its plans to develop nuclear submarines and ultra-high-speed weapons in the party’s report.

North Korea has long wanted the international community, especially the United States, to recognize its status as a nuclear power and Kim repeatedly mentioned “nuclear power” several times at the Congress. The display of weaponry at the parade is likely a demonstration of North Korea as a de facto nuclear power, meant to strengthen Pyongyang’s position in any future negotiations with the U.S. or South Korea. However, Kim did not make a speech at the parade and there was no direct mention of the United States.

For the incoming Biden administration in the United States, denuclearization negotiations with North Korea will be immensely difficult.

“Despite North Korea’s financial weaknesses, it would be a mistake to read Kim Jong Un’s nuclear weapons ambitions as mere bluster ahead of Biden’s inauguration. With its growing military capabilities, Pyongyang will be more difficult to deter and negotiate with in the New Year,” Leif-Eric Easley, a professor at Ewha University in Seoul, told The Diplomat.

With the end of the military parade, the country finally completed the Party Congress, one of its most important political events. The entire Congress lasted 10 days from its beginning on January 5.

London HC’s letter raises questions on NAB’s role during Broadsheet case

ISLAMABAD, JAN 15 (DNA) – The role of the National Accountability Bureau (NAB) has come under the radar in the Broadsheet case on Friday after a letter sent from Pakistan’s High Commission in London in December 2020 emerged today.

According to a private television channel report, a letter of the high commission sent to the NAB, foreign ministry, attorney general, and finance division of the country via fax on December 30.

It said that the UBL had warned them regarding a payment to the Broadsheet, to which the bank was conveyed that any unilateral payment will be a violation of international laws.

“We have conveyed to the bank that any such transaction could affect bilateral relations,” it read while further apprising that the British foreign office was also conveyed regarding the matter.

The FCDO was asked to raise the matter before the British authorities as the high commission is exempted from any such action under the Vienna Convention.

“The bank accounts of the high commission could not be used without permission under any circumstances,” the letter read while conveying the HC’s communication with the British authorities.

The letter further read that the account of the high commission, which currently has an amount of US$26.15 million, is in the use of the NAB authorities.

It said that the payment of US$28.7 million has to be made under the court orders, which is US$2.55 million short of the available amount and asked the concerned authorities to immediately make arrangements of the remaining money as non-payment could lead to serious legal and financial issues for the country.

Citing the London high commission’s letter, serious questions have been raised including as to why a large sum of money was left at the embassy’s account used the NAB; from where remaining funds of US$2.55 million were arranged within few hours, and if NAB had conveyed the government regarding the additional payment.

A journalist namely Arshad Sharif while commenting on the matter said that the ministry of finance and foreign affairs were repeatedly reminded through letters that only the amount needed for day-to-day expenses should be present in the account.

He, however, said the warnings were neglected which led to the entire fiasco, leading the country to pay a hefty amount to the Broadsheet company. =DNA

Students from Balochistan, GB, Punjab, AJK and Pashtun Hazaras demanded that student unions must be reinstated in all universities. They discussed the need for nationwide politicization of students and asked for campus demilitarization. They shared their concerns regarding hostels, administrative issues, lack of scholarships and budget slashes. The students demanded that sexual harassment committees in universities should be established and implementation of the law must be made effective.

The meeting was attended by representatives from Progressive Students Federation (PSF), Revolutionary Students Front (RSF), National Students Federation (NSF GB), All Baltistan Movement (ABM), Baloch Students Organisation (BSO), Jammu Kashmir National Students Federation (JKNSF), Qauid e Azam university (QAU) and Baloch Students Action Committee (BSAC). The students appreciated PPPs support for students and the progress on the Student Union Bill in Sindh.

Parliamentary Leader of the Pakistan Peoples Party (PPP) in Senate and the party’s Vice-President, Senator Sherry Rehman thanked the students for sharing their concerns said that “We appreciate you all using your voices and we want to amplify your legitimacy and power as stakeholders in rebuilding Pakistan in the crisis it is facing today. Heavy industrial taxpayer dilapidated Mehran Highway needs repair

KARACHI: A heavy taxpayer Industrial Mehran Highway completely damaged and destroyed both sides due to road condition and incidents of loaded vehicles and blockage is routine.

Since decade, the road heavily damaged at different locations and witnessed traffic block with heavy dust smoke in air, as well incidents of ditches occupied with drainage water. The Highway was build to improve connectivity to Landhi and Korangi, Port Qasim and Bhains colony via Shahrah-e-Faisal, Model Colony, Malir, Link road to the M-9 and Thatta dual carriage.

Most tax payer industrial zone Karachi roads infrastructure completed destroyed and ugly look of both side encroachment Bhains Colony along with Bin Qasim leading to Karangi and Landhi industrial areas.

Sindh government had announced to maintain and repair few patches of the Mehran highway but since decade could not be completed since its construction.

Hundreds of loaded vehicles divert from Qaidabad, Landhi, Korangi, Malir, Bin Qasim and other connecting national highway road facing pressure, which result the incidents of human lives lost.The people of locations are suffering from physical and psychological issues due to undeveloped Mehran highway and other Link road connecting to M-9 motorway.It is vital to mention here that the traffic police SSP lady directed his staff to take action and remove at Qaidabad and Razakabad sections, the pressure horns in the heavy vehicles particularly in the Trallers and Trucks on the roads banned immediately.

China’s Goals for Wang Yi’s Southeast Asian Tour

BEIJING – Chinese Foreign Minister Wang Yi initiated his Southeast Asian tour at the beginning of this week, after he closed a six-day tour of Africa the previous week. Analysts believed that COVID-19 vaccine cooperation would be a top priority of the trip, Wang’s second to Southeast Asia since the beginning of the pandemic. But vaccines are only part of his mission; implementation of the Belt and Road Initiative and regional stability are also major items on his agenda.

So far, Myanmar, the Philippines, and Indonesia are the three Southeast Asian countries with the most cases of COVID-19. According to the WHO, the cumulative case counts are 858,043 for Indonesia, 492,700 for the Philippines, and 132,260 for Myanmar as of January 14. Vaccines are the key for them to prevent the virus from spreading in the coming months. Indonesia has so far received 3 million vaccine doses from China’s Sinovac Biotech. Myanmar and the Philippines have negotiated to purchase Chinese vaccines. During the first stop of his five-day tour, Wang promised Myanmar 300,000 doses of a Chinese vaccine against COVID-19. It can be expected that China will make a similar announcement during his visit to the Philippines from January 15-16.

Aside from vaccines, however, economic recovery after the pandemic is at the top of the agenda for both Chinese and Southeast Asian governments. Due to the adverse effects of the pandemic on economic growth, most of the Southeast Asian countries have to carry out economic rescue plans, in which foreign trade and foreign investment are significant components. For instance, the Myanmar government launched an economic rescue plan last year, leaning on the accelerated construction of Yangon New City, one of the three pillars of the China-Myanmar Economic Corridor (CMEC), in order to reduce unemployment.

Since most of the Southeast Asian countries rely heavily on foreign trade and investment, building closer economic ties with China would be the best choice for them to put their economies back on their feet. Actually, the 10 countries of Southeast Asia collectively became the biggest trading partner for China for the first time in 2020, overtaking the European Union. In the new context of the slowed spread of COVID-19 after vaccine rollouts, the implementation of BRI projects will be accelerated to boost employment and economic development in Southeast Asian countries.

On the eve of Wang’s visit, both China and Myanmar agreed to start feasibility research on the Mandalay-Muse railway, the backbone of the transportation system under the CMEC. During the meeting between Wang and Indonesian Foreign Minister Retno Marsudi on January 13, Indonesia asked China to import more Indonesian goods and invest in the $400 million Lambakan dam in Kalimantan Timur while Wang promised to coordinate China’s BRI and Indonesia’s Global Maritime Fulcrum vision. It is believed that some mega-projects under the BRI will get fresh momentum and return to normal construction after Wang’s visit.

But economic recovery cannot be attained without regional stability. Since the outbreak of COVID-19, the South China Sea has been the site of rising tensions between China and the United States as well as maritime standoffs between China and some claimant states in the disputed waters. Given U.S. President-elect Joe Biden’s harsh rhetoric toward China and the political changes in some Southeast Asian countries, Chinese scholars have increasingly been aware of the United States’ rising military actions in the South China Sea and its interference in the Code of Conduct (COC) negotiations between China and ASEAN, as well as unilateral oil and gas exploration in the disputed waters by some claimant states.

Hence, Wang’s trip is also aimed at stabilizing the SCS situation and strengthening maritime cooperation with Southeast Asian states. That’s why he chose to visit Myanmar, which assumed the roles of the coordinator of China-ASEAN relations and co-chair of consultations on the COC this year, as well as Brunei, which holds the rotating ASEAN chairmanship for 2021. As China wants to accelerate the COC negotiations, better policy coordination with these two countries would be beneficial. Moreover, China is also trying to upgrade relations with the Philippines and Indonesia by providing vaccines and economic benefits, so as to maintain peace and stability in the South China Sea.

UN official calls US designation of Houthis as terrorists ‘death sentence’ for Yemen civilians

UNITED NATIONS, JAN 15 (DNA) – Senior UN officials have called on the US to reverse a decision to designate Yemen’s Houthis as a terrorist organization, saying the move will cause a large-scale famine in the Arab country already suffering the worst humanitarian crisis in the world.

The call from UN’s Humanitarian chief Mark Lowcock, head of the World Food Programme (WFP) David Beasley and UN’s Special Envoy for Yemen Martin Griffiths were made Thursday at the virtual U.N. Security Council meeting on Yemen.

Lowcock, a British economist, called for the reversal of the terrorist designation, which is expected to go into effect Tuesday, saying he is already seeing food suppliers that help contribute up to 90 percent of Yemen’s imports flee from doing business with the country over fear of US sanctions.

“Some suppliers, banks, insurers and shippers are ringing up their Yemeni partners and saying they now plan to walk away from Yemen altogether,” Lowcock said. “They say the risks are too high. They fear being accidentally or otherwise caught up in US regulatory action which would put them out of business or into jail.”

Lowcock warned that moving forward with the terrorist designation is likely to cause a mass-famine on a scale not seen in 40 years.

Beasley, a former governor of US state of South Carolina, echoed Lowcock’s statement saying that the implementation of the terrorist designation will be “catastrophic” and called for its reversal.

“We are struggling now without the designation. With the designation, it’s going to be catastrophic. It literally is going to be a death sentence to hundreds of thousands, if not millions of innocent people in Yemen,” he said.

Griffiths, a British diplomat, also called for revoking the terrorist designation and said that on top of the immediate humanitarian emergency, the designation is harmful to hard-fought and “cumbersome” diplomatic discussions to end the civil war.

“I am extremely concerned about the impact of the decision from the United States to designate Ansar Allah (Houthis) as a Foreign Terrorist Organization. We fear that there will be inevitably a chilling effect on my efforts to bring the parties together,” he said. “I strongly associate myself with his view that the decision would contribute to famine in Yemen and thus should be revoked based on humanitarian grounds at the earliest opportunity.”

Yemen’s six-year civil war between Houthi rebels in the north and the government in the south has caused a humanitarian crisis the United Nations describes as “the worst in the world.”

US Secretary of State Mike Pompeo announced late Sunday night that the Trump administration would designate the Houthis a terrorist organization, despite pushback from bipartisan lawmakers, regional experts and outside aid organizations warning of the devastating impact on delivering humanitarian assistance.

Pompeo said the State Department is planning on setting up channels for delivery of certain humanitarian goods and imports, but critics argue that those plans are nonexistent and ineffective.

Experts say that President-elect Joe Biden will be able to reverse the decision after it takes effect, but warned that the disastrous consequences of the implementation will already have taken place.

“First, what is the likely humanitarian impact? The answer is a large-scale famine on a scale that we have not seen for nearly forty years,” Lowcock said in his remarks Thursday.

“Second, would licenses and exemptions for aid agencies prevent that? The answer is no. Third, well, what would prevent it? A reversal of the decision,” he said. =DNA

Peace in SA, inevitable without a peaceful solution to Kashmir issue: Asad Qaiser

Islamabad, Jan 15 – Member AJ&K Legislative Assembly Abdul Rashid Turabi called on Speaker National Assembly Asad Qaiser in Islamabad on Friday.  Jamaat-e-Islami leader Asif Luqman Qazi was also present in the meeting.Speaker Asad Qaiser while talking to the Kashmiri leader said that Pakistan stands by the Kashmiri people and will continue to provide diplomatic and moral support to the Kashmiri people at the international level till a lasting solution to the Kashmir issue as per the aspirations of the Kashmiri people is realised. He said that the move by the Indian government on August 5, 2019 has exposed India’s so-called democratic face. He said that the Kashmir issue stands at the map of the world as an incomplete agenda of partition of India since last seven decades.

He is said that peace in South Asia cannot be achieved till resolution of the Kashmir issue.The Speaker said that the brutality and barbarism that India has inflicted on occupied Kashmir is unprecedented. He said that silence of international human rights organisations on state sponsored commission of grave human rights violations in Occupied Kashmir was incomprehensible. He further said that India has tried to deprive the Kashmiri people of their basic rights by changing the demography of the illegally Occupied Kashmir. He said that the UN Security Council should take Immediate notice of deprivation of basic human rights. The Speaker further said that the present government has fully highlighted the issue of Kashmir at the parliamentary and diplomatic level. 

He said that Parliamentary Kashmir Committee, Standing Committees on Foreign Affairs and Human Rights have been asked to further highlight issue of human right abuses in occupied valley. He said that the time is not far when the Kashmiri people will be blessed with freedom.Member Azad Kashmir Legislative Assembly Abdul Rashid Turabi said that steps taken by the Speaker National Assembly for raising the Kashmir issue at the parliamentary level are praiseworthy. He said that Kashmiri people welcome Pakistan’s deep commitment to freedom of Kashmir through moral and diplomatic support. He said that the oppressed people of occupied Kashmir have sacrificed thousands of their lives in the freedom movement for their right to self-determination. He said that the blood of Kashmiri people will never be in vain. 

Abdul Rashid Turabi said that the Indian government was following Modi’s fascist, brutal and barbaric ideology.  He said that human rights violations in Occupied Kashmir should be a matter of concern to the international human rights organisations and should take immediate notice of human rights violations in Occupied Kashmir.  He further said that the United Nations should play its role in liberating the Kashmiri people from Indian occupation through resolutions of its Security Council.

COAS Gen. Bajwa visits Corps Headquarters Peshawar

RAWALPINDI – General Qamar Javed Bajwa, Chief of Army Staff (COAS) visited Corps Headquarters Peshawar today. COAS was given detailed update on security situation, border management including fencing, capacity enhancement of FC and police in newly merged districts as a result of transition to stability.

Appreciating officers and men of Peshawar Corps, COAS lauded efforts of Law Enforcement Agencies (LEAs) including FC and police for bringing stability in the Tribal Districts. Hailing sacrifices of local populace for peace and their earnest support to Armed Forces in war against terrorism, COAS said that ongoing consolidation efforts shall take the hard earned gains towards enduring peace and stability.

While highlighting the dividends of border control measures, COAS said that Pakistan will continue supporting the ongoing intra Afghan dialogue as peace in Afghanistan means peace in Pakistan.

Earlier, on arrival at Peshawar, COAS was received by Corps Commander Lieutenant General Nauman Mahmood.

CDA to reopen officers training academy

ISLAMABAD, JAN 15 (DNA) – Administration of Capital Development Authority (CDA) has decided to reopen officers training academy. In the first phase there will be mandatory courses for senior assistants to promote them on 77 vacant seats of admin officers. Training courses of the officers were being delayed due to the closure of the academy.

However, the current administration of CDA has taken the decision to restore the training academy. Classes will begin at training academy from January 20.  Officers will be offered the mandatory courses of 8 weeks.

Those officers who would complete courses from academy will be promoted on the said seats. There are 77 seats of admin officers are vacant currently which will be filled by the officers who would complete the course in academy.

In the second phase, senior officers will have to do a mandatory course of 5 weeks. There would be 40 officers in each class of the course offered by the academy. The officers of CDA lauded the decision of CDA administration regarding the restoration of academy.=DNA
