Xinjiang model to improve cotton production in Pakistan

Islamabad, January 31 : Xinjiang-agriculture development model could help to improve cotton production in Pakistan, said Iqrar Ahmad Khan, former Vice Chancellor of Agriculture University.

According to Gwadar Pro, he was speaking at a live forum jointly organised by China Economic Net and Machinery Engineering Corporation of China to mark the launch of China-Pakistan Agricultural and Industrial Cooperation Information platform.

Khan said that the Xinjiang model was a role model for Pakistan where cotton production is facing serious challenges and annual yield in continuously declining. He said that Pakistan not only needed seeds from China but the whole package of Xinjiang model for enhancing cotton production.

The former VC also highlighted various areas of prospective cooperation between China and Pakistan in agricultural and industrial spheres.

He emphasised the need of introducing technology in agriculture in rural areas, citing lack of technology as a reason behind the failure of drip irrigation in Pakistan.

Khan stressed that agricultural development should translate into development of rural areas.

He also stressed about expanding the scope of agricultural research with the help of Chinese experts, adding that the Pakistani climate had proved suitable for various foreign plants.

Strawberry plantation has been a success story in Pakistan and the same will be the case with Chinese plant species if imported under CPEC cooperation, he said.

Several experts and government officials from both China and Pakistan participated in the online event, including Chinese ambassador to Pakistan Nong Rong and Pakistan ambassador to China Moen ul Haq, who reiterated commitments to further improving bilateral cooperation in several sectors.

China signs MoU to establish intelligent agricultural systems in Pakistan

BEIJING, Jan. 31  : China signed a Memorandum of Understanding (MoU) to enhance agricultural cooperation and establish intelligent agricultural systems in Pakistan.

According to China Economic Net (CEN) on behalf of Ministry of National Food Security & Research, Pakistani Ambassador to China Moin Ul Haque signed the MOU with China Aerospace Construction Group. (CACG).

The report says, the signing of this MoU, as part of the celebration of 70 years of the establishment of China-Pakistan diplomatic ties, was a testament to the rapidly increasing Pakistan-China agriculture cooperation in the next stage of CPEC’s higher-quality development.

Under the MoU, both sides would design and implement model projects across Pakistan using modern technology to upgrade Pakistan’s irrigation system for optimum use of water and fertilizer, and thereby increase production through quality and efficiency.

The MoU will also be instrumental in developing fishery industry and shrimp farming in Pakistan.

During the meeting, ambassador Haque and Mr. Gao Feng, Chairman of CACG also discussed other possible projects for modernization of Pakistan’s agricultural sector, which was a priority under government’s socioeconomic development agenda for laying the foundations for sustained economic growth.

In view of the potential CAGC’s expertise in cutting edge technologies, other possible areas of cooperation were also discussed, including smart cities, water purification and vibration proof construction applications.

The signing of the MoU was was also attended by Ahmed Farooq, Minister and Deputy Head of Mission, and Prof. Dr. Li Naihong, Vice President of China Aerospace Science and Industry Corp.

Vaccine nerve centre has been established at NCOC with provincial and district Level vaccine administration / coordination centres / Adult Vaccination Centres.

Pak-China Strategic Naval Partnership

Divergent and convergent forces have been “polluting” coasts, waters and shores of South East Asia Region for so many years. Integrative and disintegrative “posturing” and “signaling” have also been “posing” and “pausing” serious“Maritime Threats (MTs) and dangers to blue economy.

Indian hegemonic policies in Indian Occasion, undue interference in Arabian Sea, formidable formation of the Asian NATO (USA, India, Australia and Japan) navies, resurgence of international power brokers naval bases in the Gulf region have been creating “conflicting realities” and deadly tensions in “Straits of Hormuz and Macala” and last but not least South China Sea (SCS) as new security “flash point” has forced Pakistan and China to extend their naval cooperation. Moreover, perpetuated China’s “containment policy” has also started “unending” tussle among the different main stakeholders to divert energies, resources, means and ways to mitigate its spillover repercussions.

For the further strengthening of Pak-China maritime security mechanism, China has now launched a second advanced warshipa Type-054 Class Frigate for Pakistan.The said warship is the state of the art “sailing” machine which is indeed the country’s most advanced frigate.The new version has a better defence capability and is equipped with an improved radar system and a larger amount of missiles with a longer range.

It has also has world-class Stealth Capability (SC) which is in fact a valuation-addition to its overall maneuverability. Most probably, it has SR2410C radar which is a 3D multifunction ESA (electronically scanned array). According to manufacturer’s data, it has an air range of over 250 km and can track 150 surface and air targets simultaneously.

According to official statement of the Pakistan Navy (January 30, 2021), the launching ceremony was held at the HudongZhonghua Shipyard in China’s Shanghai and was attended by Chief Naval Overseer (China) Commodore AzfarHumayun and senior Chinese officials.

While addressing the ceremony, Commodore Humayun termed the addition of the new warships to the Pakistan Navy’s fleet “significant”for enhancing Pakistan’s maritime defence and deterrence capabilities.

During his speech the senior navy official acknowledged the commitment, hard work and timely completion of this important milestone project by M/s CSTC and HZ Shipyard, Shanghai despite ongoing global pandemic”.

According to the statement, the said warships will be one of the most technologically advanced surface platforms of Pakistan Navy’s fleet, equipped with the latest surface, subsurface and anti-air weapon systems.

It will also be fitted with a range of electronic warfare, air and surface surveillance and acoustic sensors integrated through state of the art Combat Management System (CMS).

The PLA Navy has about 30 of the Type 054A ships, each of which has a loaded displacement of 4,000 metric tonnes and is equipped with advanced radars and missiles.

The first-in-class frigate was launched in August 2020. Pakistan signed a first contract for the delivery two Type 054 A/P frigates in 2017. An additional contract for two more ships was announced in June 2018. The keel laying for the second vessel took place in March 2020. Steel cutting for the final two ships took place in November 2019. All four units are set to be built in China and delivered to the customer by 2021.

According to Global Times (December 2020), the Type 054A is a multi-role frigate and is recognized as the backbone of the People’s Liberation Army Navy (PLAN) fleet of surface combatants with 30 vessels in commission. They have a length of 134 meters, a beam of 16 meters for a displacement of 4,000 tons. They have a crew complement of 165 sailors and are fitted with a H/PJ-26 76mm main gun, 8 C803 anti-ship missiles, 32x VLS cells for HQ-16 surface to air missiles, 2x Type 730 30mm CIWS and 2x Triple Torpedo launchers.

In the PLAN, those frigates feature a Type 382 radar which shares a close resemblance with the Russian MR-710 Fregat radar. Unlike the Pakistan Navy variant, the Type 054A in Chinese Navy service dos not feature a long range / metric wave radar.

According to Pakistan Navy these warships will be the most technologically advanced platforms of Pakistan Navy which will strengthen its capability to meet future challenges and maintain peace, stability & power equilibrium in the Indian Ocean Region.

The Pakistan Navy is rigorously pursuing its modernization drive and currently undertaking an important renewal of its fleet, with the procurement of several modern platforms. In addition to these frigates from China, Pakistan will also commission new corvettes from Turkey and OPV from the Netherlands. It is also modernizing its submarine force too.

The navies of China and Pakistanconducted their sixth bilateral naval exercise, titled Sea Guardians-2020, in the northern Arabian Sea during 2020. Such military exercises further strengthened security cooperation between the two countries. According to Chinese mediathe naval drills are aimed at exploring new methods of conducting China-Pakistan joint naval drills while stepping up the capabilities to jointly address issues such as maritime terrorism and crime.

It was held on India’s west coast, a critical security area from New Delhi’s perspective. Clearly, the exercise was very important for China because it increased the PLA Navy’s familiarity and understanding of the operational conditions in this part of the Arabian Sea. Moreover, gaining greater access to the Arabian Sea through Pakistan was also likely an attractive incentive for China. Successful holding ofSea Guardians-2020 opened an alternate route for China in the event of a naval blockade by an adversary that closes the Malacca Straits choke point.

Both states appeared enthusiastic about undertaking these naval exercises on a regular basis.During the joint naval drill Pakistan emphasized the importance of their joint collaboration. China continued to reiterate that the naval drills have nothing to do with the prevailing situation in the Middle East and that it was not aimed at any third country. The PLA reportedly stated that the joint exercise involved two sessions “joint training in Karachi and live-fire drills in northern parts of the Arabian Seaand included workshops, tactical simulation, joint patrol, air and missile defense, law enforcement inspection and anti-submarine operation.

The PLA Navy deployed five major ships, including the guided-missile destroyer Yinchuan, the guided-missile frigate Yuncheng, the comprehensive supply ship Weishanhu, and the submarine rescue ship Liugongdao, whereas Pakistan represented by two Zulfiquar-class F22P/F21 frigates, two fast attack craft, one fixed-wing anti-submarine patrol aircraft, two ship-borne helicopters and more than 60 special operations soldiers.

The two navies had engaged in a number of training exercises including joint patrol, air-defense, joint anti-submarine, maritime live-firing, and joint marine training.  The Pakistan Navy (PN) said that the overall aim of the exercise was to enhance the two navies’ technical and tactical capabilities, exchange of professional experiences against maritime threats, evolve a synergistic approach between the two sides and preserve regional maritime security.

The joint naval drill was in addition the “warrior” series of exercises between the two armies and the “eagle” series exercises between the two air forces. Islamabad and Beijing have had a decades-long strategic partnership, and they have conducted many military exercises.

The commencement of China Pakistan Economic Corridor (CPEC) has geared-up naval cooperation between the countries since 2015. Various meaningful MOUs have already been inked to extend military and naval cooperation in diverse fields of production, joint venture, training, exchange of professional and sharing of information on security matters between the two countries.

Extended advancement of the CPEC towards Afghanistan, Uzbekistan, Turkmenistan, Tajikistan, Kazakhstan and Azerbaijan (black sea) has encouraged both states to deepen their naval cooperation to maintain regional peace. Development of Gawdar seaport has further strengthened and brightened bilateral naval cooperation.

Being prominent regional expert of CPEC & BRI I, foresee that further strengthening of naval cooperation between Islamabad and Beijing is the “antidote” of western Chain’s containment policy. Thus increasing naval cooperation is the need of the hour between Pakistan and China.

Turkish Cypriots leader cites his two-state solution

The president of the Turkish Republic of Northern Cyprus (TRNC) told Anadolu Agency on Friday his two-state solution was a policy based on the realities of Cyprus and it has the full support of the Turkish administration.

Ersin Tatar said Turkish and Greek Cypriots established a republic of partnership on the island in 1960 but Turks were pushed out by the Greeks’ use of arms, forcing Turkish Cypriots to establish their administration and state with support from Turkey and have been living freely since that time.

Noting that the Turkish Cypriots voted in favor of the Annan Plan of 2014 whereas Greek Cypriots voted against, Tatar said the isolation of Turkish Cypriots and the Greek side’s accession to the EU in a unilateral fashion was unlawful and it was documented.

Referring to the Crans Montana talks of 2017, the president said Greek Cypriots topped the negotiation table although Turkish Cypriots had a well-intentioned approach and developments eventually clarified the Turkish side’s two-state policy on the island.

He said his country would defend the two-state solution on planned unofficial meetings to be headed by the UN and the discourse helped him secure success in the elections which means the two-state approach was hailed by his people.

While noting that Cyprus and the Eastern Mediterranean region were not what they used to be in the past, Tatar said the agreement to benefit all regional actors had to be fair, permanent and be based on the realities of the island.

Unrealistic approaches defying Turkish Cypriots and realities on the island will not be approved by the TRNC, according to Tatar, who said the value and status of his country have gradually increased in the Eastern Mediterranean.

Tatar noted that he reiterated his country’s stance with discussions with UN Special Envoy to Jane Holl Lute and that the TRNC would start its strife for recognition with the support of Turkey unless a concrete solution was reached in the context of the Cyprus issue.

In addition, the president stressed that the 5+1 conference would be held at the request of the Turkish government whose presence at the negotiation table, according to Tatar, would boost Turkish Cypriots.

Tatar also said a possible agreement would also benefit Greek Cypriots as they would find an avenue to Turkey’s markets, adding Turkish ports and airfields are currently closed to the Greek side.

Furthermore, the Greek side would not need to spend €300 million ($364 million) annually for defense policies in case of a consensus and both sides would gain benefits, he said.

Turkish president meets Guinea-Bissau, Senegal leaders

ISTANBUL – Turkish President Recep Tayyip Erdogan on Saturday met with his counterparts from Guinea-Bissau and Senegal in Istanbul.

Erdogan’s meeting with Guinea Bissau’s President Umaro Sissco Embalo and Senegal’s President Macky Sall started at 2.00 p.m. [1100GMT].

The meeting, which was closed to the press, lasted an hour and a half.

CDA begins planting seasonal flowers to enhance beauty of federal capital

ISLAMABAD, JAN 30 (DNA) – The Capital Development Authority (CDA) administration has started planting roses and seasonal flowers on a large scale before the onset of spring to enhance the beauty of the capital.

In order to enhance the beauty of federal capital environment department would plant different flowering and fascinating plants in different sectors and along the major avenues during spring tree plantation drive.

According to details, CDA administration has planted 10000 roses of 50 varieties in Rose and Jasmine Garden. Not a single flower has been planted in the Rose and Yasmin Garden since 2009. However, the current administration is now planting 10,000 roses of 50 varieties of roses. New beds of different designs are being prepared on 7th Avenue, Zoo Chowk, Margalla Road, Abpara, Blue Area, 9th Avenue and other major highways.

Environment Wing has started work on transplanting seedlings and planting saplings of different flowering plants along the major avenues, roads, squares and in different sectors to bloom Islamabad with beautiful flowers with the advent of spring season.

Moreover, In order to further enhance the natural beauty of the city, natural flower as well as artificial flower stands are being prepared which will be installed on major highways in spring.=DNA

World Economic Forum lauds NAB’s performance

ISLAMABAD, JAN 30 (DNA) – Justice ® Javed Iqbal, Chairman NAB has said that the World Economic Forum has appreciated NAB’s performance in eradication of corruption and corrupt practices which is a pride for Pakistan.

Chairman NAB’s anti-corruption drive has resulted in an excellent impact much needed since its inception. He said that NAB is the focal organization of Pakistan under United Nations Convention against Corruption (UNCAC) as Pakistan is signatory of UNCAC. Pakistan is the only country in the world to that China has signed a memorandum of understanding (MoU) for eradication of corruption. Pakistan and China are now jointly working for ensuring transparency in China Pakistan Economic Coordination CPEC projects.

The World Economic Forum Report, PILDAT and Mishal Pakistan has lauded NAB’s efforts to aware people about the ill effects of corruption for corruption free Pakistan.  According to a survey of Gillani and Gallop Pakistan 59 people of Pakistan showed confidence in NAB. NAB is the chairman of SAARC Anti Corruption Forum.

This was a reorganization of NAB’s excellent work as NAB is considered as a role model among SAARC countries. NAB’s faith is Corruption free Pakistan; NAB has chalked out a national anti corruption strategy and recovered Rs. 714 billion directly and indirectly since its inception with an overall conviction ratio of 68.8 percent.

NAB under the dynamic leadership of Honorable Mr. Justice Javed Iqbal, Chairman NAB during three years from January 2018 to Dec 31, 2020 has recovered around Rs. 487 billion directly and indirectly and which is a record achievement.

Chairman said that hard work, commitment, dedication, professionalism and experience always prove helpful in conduct of inquiries and investigations. NAB strongly believes in enhancing the capacity of its investigation officers and prosecutors on modern lines as per law.  NAB’s forensic Science laboratory should be reviewed so that the standard and quality of inquiries and investigations should be improved accordingly.

Chairman NAB directed to utilize all available resources for concluding all complaint verifications, inquiries and investigations within an already prescribed timeframe on merit in a transparent manner.

Proper monitoring of the performance of NAB headquarters and all regional bureaus would be ensured on the directives of the chairman by ensuring persistent vigilance so that performance of regional bureaus will be further improved as per law.

Chairman NAB directed all bureaus to ensure that the cases should be pursued in an effective way. More than 1230 references are under trial in different respected Accountability Courts of the country. NAB has recovered Rs. 714 billion rupees from corrupt elements directly and indirectly.

NAB has decided to file early hearings of all under trial cases as per clause 16 (a) of NAB ordinance so that corrupt elements should be brought to justice. He said that NAB is a people friendly organization which always believes in respecting all the people visiting NAB and no laxity will be tolerated in this regard.=DNA

FPCCI rejects OGRA’s proposal

LAHORE, JAN 30 (DNA) – Government is already struggling with price control drive across Pakistan and the latest summary sent to petroleum division for revision of petrol prices would further aggravate the problems of a common man and the business community alike, Vice President, Federation of Pakistan Chambers of Commerce and Industry (FPCCI), Raja Anwer said.

We are not in a condition to face further blows, these regular and sharp increases in the petroleum prices shall strike poverty stricken masses and the businessmen who are burning midnight oil to bring the prices of consumer and other goods down. This summary if approved shall further add to the ever increasing inflation, which in no way is acceptable – neither to public nor to industries.

Even a rupee fluctuation creates an imbalance in the prices of daily use consumer items, transportation of good is equally affected, farm to market expense gets higher and ultimately, it causes a trickle-down effect that is neither good for the national economy nor for individuals at any level.

This proposal is against Prime Minister’s vision of increasing Ease of Doing Business in the country, instead of facilitating business, it shall increase cost of doing business. From this esteemed platform, we urge Prime Minister Imran Khan to turn down the proposal for the sake of public, for the sake of business community and industrial growth, VP FPCCI Raja added.

In order to keep the economy afloat and provide stability to the struggling business community, Government should bring down the current petroleum prices instead.

OGRA’s proposal is not only anti-people, it shall further cause stress among masses who expect and deserve a relief and nothing else, at this moment. The entire business community, trade bodies and industries expect federal government to take decisions that directly benefit the common man.=DNA

ICCI organizes cycle race

ISLAMABAD, JAN 30 (DNA) – The Islamabad Chamber of Commerce & Industry (ICCI) in collaboration with Islamabad Cycling Association (ICA) organized a Cycle Race and Ride to promote healthy activity in the citizens.

Sardar Yasir Ilyas Khan, President, Islamabad Chamber of Commerce & Industry inaugurated the Cycle Race at D-Chowk, Islamabad and distributed shields, awards and cash prizes amongst the winners at the closing ceremony. Fatma Azim Senior Vice President, Abdul Rehman Khan Vice President ICCI, Muhammad Ejaz Abbasi, Hafiz Bilal, Muhammad Shakir, Umar Hussain, Javed Iqbal, Khalid Chaudhry and others were present at the occasion.

The cycle race started from D-Chowk, Islamabad and finished at F-9 Park, Islamabad covering the route of Jinnah Avenue, Centaurs Flyover, MacDonald’s Chowk, Service Road East F-10 and Bolan Gate (F-10 Side).

Men (Professional) 17 years above, men amateur 40 above, women amateur 17 above, boys and girls from 9 years to 16 years and toddlers/tricycles 8 years and below participated in the Cycle Race and Ride.

Speaking at the inaugural ceremony, Sardar Yasir Ilyas Khan emphasized that the government should focus on promoting cycling in major cities as it would help reduce congestion, air pollution and CO2 emissions besides improving the health of riders.

He said that promoting cycling would be very beneficial for society as it would regular cycle riders from serious diseases including stroke, heart attack, some cancers, depression, diabetes, obesity and arthritis. He said that promotion of cycling would develop a healthy nation that would contribute more effectively towards the economic development of the country.

Sardar Yasir Ilyas Khan said that many countries including China, Japan, Norway, UK, Sweden, Germany and Denmark have promoted cycling in their citizens to promote healthy lifestyle and reduce congestion, air pollution and harmful emissions, therefore, he stressed that the Government of Pakistan should also take initiatives to promote cycling in major cities so that our citizens could reap benefits of this healthy mode of transport.

He said that the government was spending billions of rupees on providing healthcare services to the people and it could make significant cut in this expenditure by promoting cycling culture in the country. He urged that CDA should develop dedicated cycle tracks and jogging tracks in Islamabad so that the citizens could use them for exercise and develop a healthy lifestyle.=DNA
