ADMIRAL MUHAMMAD AMJAD KHAN NIAZI ASSUMES COMMAND OF PAKISTAN NAVY

Islamabad 7 Oct 20: Admiral Muhammad Amjad Khan Niazi HI(M) SBt has assumed Command of Pakistan Navy as 22nd Chief of the Naval Staff.  The change of Command was formally held in an impressive ceremony today at PNS ZAFAR Islamabad, in which Admiral Zafar Mahmood Abbasi NI(M), upon completion of his tenure of Service, handed over the reins of Command to Admiral Muhammad Amjad Khan Niazi.

In his farewell address to officers and men of Pakistan Navy, the outgoing Naval Chief, Admiral Zafar Mahmood Abbasi, thanked Allah SWT for enabling him to discharge his duties to the best of his abilities with honesty, justice and dignity. The Admiral underscored that he kept his primary focus on transforming Pakistan Navy into a combat ready force with special emphasis on optimum battle preparedness and professional competence. He praised the untiring efforts of the finest officers and men of Pakistan Navy who worked as a team to achieve the progress made in all domains in line with his vision. Admiral Zafar Mahmood Abbasi while highlighting the volatile geo-political landscape and heightened tensions in the preceding years made particular mention of the conflict situation post-Pulwama incident. He remarked that Pakistan’s civil military unified stance and diplomatic-military push back, frustrated Indian designs. Pakistan Armed Forces gave a befitting response and won the battle of hearts and minds, shattering the myth of India’s false sense of superiority. He applauded the professionalism displayed by PN in detecting the intruding Indian Navy submarine in Pakistani waters.

The Admiral also highlighted his initiatives to generate maritime awareness and channelize efforts to jump start Blue Economy, with focus on joint exploration of offshore hydrocarbon resources to reap full dividends of Pakistan’s enormous and untapped maritime potential. In the end, the outgoing Naval Chief congratulated Admiral Muhammad Amjad Khan Niazi on his appointment. He reposed complete confidence in the incoming CNS for leading the Navy to new heights and wished him a successful tenure in office.

While relinquishing his Command, Admiral Zafar Mahmood Abbasi thanked the Government, MoD, JSHQ and sister Services for rendering all out support to PN in execution of its sacred responsibilities of seaward defence.

Earlier, the outgoing Naval Chief was presented Guard of Honour. Admiral Zafar Mahmood Abbasi formally handed over the Command of Pakistan Navy by presenting the traditional scroll to Admiral Muhammad Amjad Khan Niazi. The change of command ceremony was attended by former Naval Chiefs, serving and retired PN officers, CPOs/ sailors and Navy civilians. Later, Chief of the Naval Staff, Admiral Muhammad Amjad Khan Niazi laid wreath at Shuhada monument at Naval Headquarters and offered Fateha. Upon arrival at Naval Headquarters, a smartly turned out contingent presented Guard of Honour to the new Naval Chief.Chief of the Naval Staff, Admiral Muhammad Amjad Khan Niazi was commissioned in Operations Branch of Pakistan Navy in 1985. A winner of the coveted Sword of Honour, the Admiral has vast experience of both command and staff appointments. Command appointments of the Admiral include command of two Type 21 ships PNS BADR and PNS TARIQ, Commander 18th Destroyer Squadron, Commandant PNS BAHADUR, Commandant Pakistan Navy War College/ Commander Central Punjab, Commander Pakistan Fleet and Commander Karachi. His distinguished staff appointments include Principal Secretary to Chief of the Naval Staff, head of F-22P Mission in China, Deputy Chief of Naval Staff (Training & Evaluation), Director General Naval Intelligence and Chief of Staff (Operations) at Naval Headquarters, Islamabad.

Admiral Muhammad Amjad Khan Niazi is a graduate of Army Command & Staff College Quetta and National Defence University Islamabad. He also holds a Master Degree in Underwater Acoustics from Beijing University of Aeronautics and Astronautics, China. In recognition of his meritorious services, the Admiral has been awarded Hilal-e-Imtiaz (Military) and Sitara e Basalat. Nasser Bourita : Morocco, ‘Reference’ for Peace and Stability in Africa

RABAT (DNA) – – Morocco is “unquestionably” positioned as a provider of regional stability and a reference in the field of peace in Africa, said, Tuesday in Rabat, Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita.

“Thanks to the Royal Vision, Morocco is unquestionably positioned as a provider of regional stability and a reference in the field of peace and stability at the level of the Continent,” Mr. Bourita told the press on the sidelines of the signing of a headquarters Agreement for the establishment in the Kingdom of the Program Office for Counter-Terrorism and Training in Africa of the UNOCT (United Nations Office of Counter-Terrorism).

About this UN facility, the Minister noted that this “reference center”, the only one established in Africa by the UN, aims to train and “disseminate” practices in the fight against terrorism.

In this regard, the Minister said that the signing of this agreement and the upcoming opening of this structure in Morocco have much significance. It is, according to Mr. Bourita, a recognition of the comprehensive and multidimensional approach put in place by the Kingdom in the fight against terrorism, an approach that is distinguished by a “preventive dimension led with professionalism by Moroccan security forces”, an approach that concerns both the religious sphere as well as the social and economic fields.

“This approach has become known and recognized at the regional and international levels and the opening of this office by the United Nations in Morocco enshrines the recognition of this approach,” he stressed.

The second significance is related to Morocco’s African policy, he went on, noting that under this triangular approach, the Kingdom is a partner of international organizations but also African countries to develop training models, good practices at the continental level, in order to confront the scourge of terrorism.

This is an important significance, Mr. Bourita said, insofar as this signing comes at a time when Morocco and the UN note the resurgence of the terrorist threat at the level of the African continent as evidenced by the number of terrorist attacks (between 650 and 700 in 2012 against 4000 currently), the number of victims which has increased by more than 3 times in recent years, in addition to the proliferation of terrorist groups in all sub-regions of the continent.

The headquarters Agreement for the establishment in Morocco of UNOCT’s Programme Office for Counter-Terrorism and Training in Africa was signed, via videoconference, by Mr. Bourita and the Under-Secretary-General of the United Nations Office of Counter-Terrorism, Vladimir Voronkov.

This center reflects the ambition to combine efforts to meet the challenges posed by the growing terrorist threat in Africa in recent years.

UNOCT Program Office in Morocco, ‘Natural Step’ :UN

RABAT (DNA) : The establishment in Morocco of a Program Office for Counter-Terrorism and Training in Africa of the United Nations Office of Counter-Terrorism (UNOCT) is a “natural step” in reinforcing the kingdom’s counter-terrorism capacity in Africa, said, Tuesday, UNOCT Under-Secretary-General, Vladimir Voronkov.

It is a “historic event” and a “logical” step forward, given Morocco’s “leadership” in the UN counter-terrorism efforts, the UN official said during the signing, via videoconference, of a Headquarters Agreement for the establishment in Morocco of the UNOCT Program Office.

The agreement was inked, on the Moroccan side, by the Minister of Foreign Affairs, African Cooperation and Moroccans abroad, Mr. Nasser Bourita.

The UNOCT office, the first of its kind in Africa, will provide training in counter-terrorism, law enforcement, border security management, prevention of the presence of radicals, and human rights in the fight against terrorism, the UN official said.

According to Voronkov, this new center is a “very innovative” structure that will help neighboring countries and African States to upgrade their counter-terrorism activities, making them more efficient.

The office will be in charge of coordinating counter-terrorism activities in the region, Voronkov noted, highlighting the geographical importance of sub-Saharan Africa, which, he added, is also a “source of concern due to the very rapid spread of terrorism.”

To counter this development,”We need making an extra effort to be more effective, better coordinated and more results-oriented,” he concluded.

Bulgarian Ambassador’s services terminated

The Bulgarian Council of Ministers proposed to the President to terminate the diplomatic assignment of the Ambassador of the Republic Bulgaria in Pakistan; action also taken against Pakistani officials

ISLAMABAD: The President of Republic of Bulgaria has terminated services of Aleksandar Borisov Parashkevov the Bulgarian ambassador to Pakistan after it was confirmed that the ambassador was involved in corruption and had accepted huge bribes to allow his diplomatic status to be misused. The ambassador after reports was called back to Sofia and an inquiry against him was ordered.

Daily Islamabad POST had published news on October 5, 2020 that the Ambassador had made huge money by allowing his diplomatic status to be misused by certain Pakistanis. The ambassador imported a luxurious car on his behalf but actually for his Pakistani collaborators. In return he accepted handsome amount.

The Bulgaria Ministry of Foreign Affairs, upon getting the news thoroughly investigated the matter. It also wrote a letter to the Pakistan Ministry of Foreign Affairs asking it for details about the shady deal. The Pakistan Ministry of Foreign Affairs confirmed that the ambassador was involved in practices, which were not incommensurate with his status and stature.

The Bulgarian Council of Ministers then proposed to the President to terminate the diplomatic assignment of the Ambassador of the Republic Bulgaria in Pakistan.

The Deputy Prime Minister and Minister of Foreign Affairs Ekaterina Zaharieva also endorsed the suggestion and thus Ambassador’s services have been terminated.

When this scribe contacted the Bulgarian Ministry of Foreign Affairs, the Press Officer not only confirmed the news but also shared more details. The Press Officer said that the reasons to terminate services of the Ambassador were multiple. She added a number of disturbing facts that had been established in the Ministry of Foreign Affairs regarding the behavior of Ambassador Parashkevov , which were confirmed after an inspection ordered by Foreign Minister Zaharieva.

“The collected data, confirmed by a note of the Ministry of Foreign Affairs of Pakistan, were sent to the Prosecutor General of the Republic of Bulgaria. The Presidential Administration was also notified in a timely manner”, the Press Officer Tatiana Tchipeva added.

It is pertinent to mention here that some officials of Pakistan Ministry of Foreign Affairs were also found involved in this nasty business because without the consent of Pakistan’s Ministry of Foreign Affairs such things can never take place. Sources confided to this newspaper that a few officials have been removed from the posts while action against others is also on the cards.

Bulgaria is not the only case where diplomatic status has been misused, rather there are a number of other embassies and in some cases Ambassadors also who have bestowed such bounties on their Pakistani collaborators, ostensibly for financial gains.

It is also interesting to note that a few Pakistani missions abroad have also been involved in such practices. For example in October 2018, Pakistan had recalled its Ambassador to Bulgaria along with an accounts official after receiving reports of huge financial embezzlement at the Pakistan Embassy in Sofia. After initial inquiry, the accountant was recalled at the Foreign Office in Islamabad and asked to deposit the money to which he said he did not have such a huge amount. Foreign Office Spokesman Dr Faisal had confirmed that an audit of the embassy had been ordered and the accountant had been recalled along with Ambassador.

Punjab govt to launch Orange Line metro train on Oct 25

LAHORE, OCT 06 (DNA) – Punjab Chief Minister Sardar Usman Buzdar gave in-principle approval to make Orange Train operational on October 25. He also directed to complete the beautification work under the track soon.

According to details, the Punjab Cabinet has already fixed the fare of Orange Line Metro train at Rs40. Operational matters are also being completed expeditiously.

It may be recalled that the Punjab Chief Minister has presided over several meetings regarding the Orange Train and has also given briefings on various issues on the spot.

Court directs authorities to declare Suleman Shahbaz an absconder

An accountability court in Lahore on Tuesday ordered authorities to initiate the process to declare Suleman Shahbaz, son of former Punjab chief minister Shahbaz Sharif, an absconder.

The court issued a 4-page verdict in the money laundering case against Shahbaz and his family today written by Administrative Judge Jawad Al-Hassan.

The verdict also directed that Shahbaz, who is currently in NAB custody, be served food with dignity. It said that he is the leader of the opposition in the National Assembly and must be accorded respect.

“No authority is allowed to damage the self-esteem of any prisoner,” the verdict stated.

With regard to Suleman Shahbaz, the court noted that according to the foreign ministry, he has failed to obtain a non-bailable arrest warrant.

It added that Suleman is deliberately not receiving the court’s orders while abroad.

The court further observed that Shahbaz has assured it that Nusrat Shehbaz and Rabia Imran — his wife and daughter — will appear in court soon for a trial.

Proceedings against Nusrat and Rabia to declare them absconders have therefore been halted for the time being at Shahbaz’s request.

The court ordered the accused that are absent to join trial soon.

PTI leaders and the National Accountability Bureau (NAB) have alleged that the former chief minister of Punjab Shahbaz Sharif and his sons Hamza and Suleman — who is in London these days with his family — have been involved in money laundering worth Rs85 billion.

Azerbaijani Ombudsman issues statement on Armenian missile attack on Mingachevir

BAKU , OCT 6 – Azerbaijani Human Rights Commissioner (Ombudsman) Sabina Aliyeva issued a statement in connection with the missile attack of the city of Mingachevir by the Armenian Armed Forces, where a large dam and power plant are located.

We once again bring to the attention of the world community that starting from September 27, 2020, the Armenian armed forces continue to fire heavily on densely populated civilian settlements, social, cultural facilities and strategic objects using heavy artillery, aircraft, special missile systems and prohibited weapons.

Thus, starting from 11 pm, October 04, 2020, according to the instructions of military-political administration of Armenia, that has not yet renounced its policy of occupation and aggressive actions, the armed forces of this country shelled from rockets the densely populated civilian settlements of Mingachevir city.

We stress especially that one of the missiles deliberately fired by the Armenian armed forces targeting at a power plant in Mingachevir, more than 100 km away from the area where the fighting took place, with the population of more than 100,000, fell in front of the power plant and the other near the house of civilians. Unfortunately, as a result of the rocket attacks on a private house, 5 people were hospitalized with various injuries, and the house was severely damaged.

We would like to inform you that Mingachevir, the industrial city of Azerbaijan, is of crucial importance from the strategic standpoint and the largest Water Reservoir and power plant in the South Caucasus region is located here. Targeting this reservoir and power plant could have serious environmental consequences for the whole South Caucasus region.

According to the Rio Declaration On Environment And Development (1992), the states shall therefore respect international law providing protection for the environment in times of armed conflict and cooperate in its further development, as necessary.

In this regard, we state that missile launch targeting Mingachevir reservoir and power block by Armenia, which severely violates the norms and principles of international law, including the norms of international humanitarian law, in particular the Geneva Conventions of 1949 and their Additional Protocols, is a serious threat to the environment and energy supply not only in Azerbaijan but throughout the region.

We once again call on international organizations to demand from occupant Armenia to unconditionally refrain from the criminal acts that infringe on the right of the civilian population to live, also to a safe and healthy environment, which is a gross violation of human rights and freedoms and poses a risk of a profound environmental disaster for the region, to liberate Nagorno-Karabakh and adjacent districts, which are historical territories of Azerbaijan, and to undertake urgent actions to establish international legal responsibility.

RCCI shows concern on growing political & economic uncertainty

RAWALPINDI, OCT 6 – The Business community of Rawalpindi city has shown strong concern on growing political uncertainty which ultimately affect the economy of the country and urged the government to resolve issues amicably.

The Rawalpindi Chamber of Commerce and Industry (RCCI) President Mohammad Nasir Mirza on Tuesday while talking to different trade delegations at chamber house said that the business community has grave concerns on growing political and economic uncertainty as both are interlinked with each other. The stock market hit badly and dropped more than 1000 points in a single day and on a bearish trend. Investors, especially foreign investors can only be attracted once we have political stability and continuation of economic policies.

After Corona, business activities have resumed with enormous difficulty. In such a situation, the recent political turmoil is detrimental to the country’s economy. The Prime Minister should take immediate notice here, he suggested.

He said that issues should be resolved amicably and political parties must show political tolerance, maturity and demonstrate the wisdom.

UN: Bouznika’s Inter-Libyan Dialogue, ‘Real Opportunity’ to put an end to long conflict

Bouznika, (DNA) – The inter-Libyan dialogue sessions, the second round of which is currently taking place in Bouznika with a view to reaching a political solution to the Libyan crisis, constitute “a real opportunity to put a definitive end to this long conflict,” said Monday the acting UN envoy to Libya, Stephanie Williams.

In a speech delivered during the dialogue session between delegations from the High Council of State and the Libyan House of Representatives, Williams said that the meetings in Morocco, in addition to the discussions held in Switzerland to provide recommendations on crucial and necessary issues for the political resolution of the Libyan crisis, have “greatly contributed to creating this unique opportunity to revive the Libyan political dialogue”.

The UN official said she is satisfied with the meeting, around the same table in Bouznika, of the two delegations, in order to reach an agreement on the criteria for the selection of the persons who will occupy the posts of sovereignty, in accordance with the provisions of the Skhirat agreement concluded in December 2015, calling on the parties to continue their efforts to achieve this goal.

After praising the “tireless efforts” made to help resolve the Libyan crisis, Williams described the cessation of hostilities and direct clashes between the two sides in recent months as “encouraging”.

However, she said the cessation of hostilities may not be sustainable if the Libyan protagonists do not reach a permanent ceasefire agreement and a comprehensive political solution to the crisis as soon as possible.In addition, Williams stressed that the resolution of this crisis remains a top priority for the United Nations, given the “very difficult” conditions in which Libyans are living as a result of the continuing conflict.

Williams called for a comprehensive political agreement that meets the aspirations of all Libyan parties and sets Libya on the path to peace, stability and development.She also urged all Libyans to continue to work in support of the ceasefire and political dialogue, while promoting the interests of the country and the Libyan people with a view to restoring Libya’s legitimacy and sovereignty and building a democratic State.
