FEBR welcomes govt reforms plan of FBR, PSM, Railways

ISLAMABAD, NOV 22 /DNA/   – The Friends of Business and Economic Reforms (FEBR) President Sunday welcomed the government’s reforms plan of the FBR, Steel Mills and Railways, saying that transparent appointments of these institutions’ chiefs are the prerequisite of their growth and development.

FEBR President Kashif Anwar said there is a need to build a structure in the country, which is in accordance with the requirements of time, as it is easy to weaken institutions but it takes a long time to rebuild them. Whatever appointments government makes to the heads of the institutions should be based on transparency and merit, he said.

He said that at present the government is funding all existing institutions in the country and the restructuring will improve these institutions.

FEBR President said that among those institutions the FBR acts as the backbone of our economy and its automation and integration of the data would ultimately broaden the tax base and the government would be in a position to reduce rates of taxes and lessen burden on the existing taxpayers.

Kashif Anwar said that making the FBR stronger through improved tax collection will be immensely beneficial for the country.

It is appreciable that the government has decided to expand the tax base under a fully-automated system, which should need to be improved as it has still many flaws.

The Federal Board of Revenue has introduced Fully Automated Sales Tax e-Refund (FASTER) system for five export-oriented sectors to promptly issue sales tax refunds to exporters by electronically Communicating Refund Payment Orders (RPOs) but the business community has also reservations on it and hopefully the officials will try to remove them.

FEBR President said that the automation would reduce human interaction between the tax officials and the taxpayers, which will ensure transparency and enhance people’s trust.

The integration of data including third-party data would disclose actual income and expenditures of filers as well as non-filers.

According to reports, Pakistan Railways will be divided into five companies under the restructuring plan to enhance its performance. One of the five companies will comprise a regulator, which will be independent of Pakistan Railways, and it will regulate safety measures and take action on accidents, he added. The second company will look after ML-1, the third company will take care of railways track and be solely supervised by the government, while fourth and fifth companies will deal with freight and passenger issues, respectively.

The FEBR chief also hailed the package that has been prepared to make Pakistan Steel Mills functional. Under the package the PSM will be handed over to a private company to enhance its production by up to three million tons, which is a good news.

Pak-China set solid foundation for cooperation in field of Earth Sciences: Su Lijun

DNA

BEIJING, Nov 22  – The China-Pakistan Joint Research Centre on Earth Sciences, recently launched by the Chinese Academy of Sciences (CAS) and Higher Education Commission (HEC) has made brilliant achievements in both academic research and supporting CPEC.

According to Gwadar Pro, Su Lijun, Deputy Director General of Institute of Mountain Hazards and Environment (IMHE) of CAS highlighted the achievements of the Centre in an exclusive interview.

He said, proof by facts, Pakistan and China have a solid foundation for cooperation in the field of earth sciences.

Su stated that CPEC, located at the tectonic junction of the western Himalayas, is a natural museum and laboratory for earth sciences.

It caused many scientific and technological problems in the fields of geology, geography, meteorology, hydrology, ecology, environment, resources and disasters.

The series of problems poses a serious threat to regional security and the construction of CPEC.

In order to solve them, the China-Pakistan Joint Research Centre on Earth Sciences was initiated by CAS, HEC and other institutions from Pakistan and China.

In May 2019, Zhang Yaping, Vice President of CAS, led a delegation to Islamabad, to promote Pak-China scientific and technological cooperation and boost the building of the center.

Later, the center held two international training courses for Pakistani students and scholars.

During the COVID-19 outbreak, the center donated 16,100 disposable medical masks and 1,500 KN95 masks to institutions in Pakistan.

In the field of academic research, the China-Pakistan Joint Research Centre on Earth Sciences has also made important contributions to the progress of earth science.

After field investigation and research, they have found several new theories in the field of earth science, and assembled a database of CPEC natural disasters.

The Pakistani co-construction institutions, including HEC, Pakistan Academy of Sciences (PAS), universities in Pakistan, speak highly of the centre.

They believe that the China-Pakistan Joint Research Centre on Earth Sciences will enable scientists of the two countries to jointly work on the disasters and environmental issues faced by CPEC.

It also effectively enhances Pakistan’s ability to cope with climate change and promotes the sustainable development of Pakistan. In addition, the center will train a large number of scientific and technological talents for Pakistan and promote its scientific development.

The HEC described it as a groundbreaking step in Pak-China science and technology cooperation.

DNA

Islamabad, NOV 22 – A delegation of Traders Welfare Association, Auto Market, I-10/3, Islamabad led by its President Musharraf Janjua and Secretary General Salawar Khan Afridi visited Islamabad Chamber of Commerce & Industry and highlighted the key issues of their market before the office bearers of ICCI for redress.

Addressing the delegation, Sardar Yasir Ilyas Khan, President, Islamabad Chamber of Commerce & Industry said that CDA has now started development works in markets and assured them that CDA would hopefully initiate the development works in their market as well. He said that property tax on auto market plots has been increased from Rs.6440/- to Rs.14000/- in one go, which was not justified and stressed that property tax should be brought down to previous level to ease the problems of auto market traders.

He said that water charges for the traders of the auto market have also been increased from Rs.1750/- to Rs.4100/-, which was a massive increase and emphasized that water charges should be rationalized to make them affordable for the traders. He assured the delegation members that ICCI would fully cooperate with TWA Auto Market I-10/3, Islamabad for resolving the key issues of traders.

Speaking at the occasion, Musharraf Janjua President and Salawar Khan Afridi Secretary General, Traders Welfare Association, I-10/3, Islamabad said that due to the absence of a bridge at Nullah Lai, traders and customers were facing great problems in access to the auto market and stressed that CDA should construct a bridge on the Nullah Lai as soon as possible to connect the market with nearby areas. They said that the auto market needed many facilities including restoration of streetlights, public toilets, a filtration plant for drinking water, carpeting of roads, and a dispensary to meet the first aid needs of labor and urged that CDA should provide these services. They said that CDA was getting delay charges and taxes from the plot holders of the auto market, but was not providing required services, which is not fair. They also called upon the SNGPL to provide gas connections in the auto market of I-10/3, Islamabad.

Pakistan may go into ‘complete lockdown’, PDM will be responsible for consequences: PM Imran Khan

ISLAMABAD: Pakistan will be compelled to go into a complete lockdown if the coronavirus cases continue to surge across the country at the same rate and the Pakistan Democratic Movement (PDM) will be responsible for the consequences, tweeted PM Imran Khan on Sunday.

Taking to Twitter, the prime minister blamed the PDM for “deliberately endangering lives and livelihoods” by holding jalsas across the country with coronavirus cases in Pakistan on the rise.

“If [coronavirus] cases continue to rise at the rate we are seeing, we will be compelled to go into complete lockdown and the PDM will be responsible for [the] consequences,” he tweeted.

Reiterating his often-repeated stance, the premier told Opposition parties that he would not grant them an NRO even if they held “a million jalsas”.

“Opposition is callously destroying people’s lives & livelihoods in their desperation to get an NRO. Let me make it clear: they can hold a million jalsas but will not get any NRO,” he tweeted.

However, the prime minister said he did not want to take the lockdown measure as it would hurt the economy and create problems for the people. He lashed out at the Opposition by saying that its “only goal is NRO at whatever cost to the lives of people & the country’s economy”.

“I do not want to take measures like a lockdown that will start hurting our economy which at the moment is showing signs of a robust recovery. Unfortunately, the Opposition’s only goal is NRO at whatever cost to the lives of people & the country’s economy,” he tweeted.

PDM, KP govt face-off over Peshawar rally
Khyber Pakhtunkhwa government had denied permission a few days ago to the PDM to hold a public gathering in Peshawar today.

Authorities had said that the matter was considered by the district administration and capital city police under Section 14 of the KP Civil Administration Act 2020. The government officials did a field assessment and held a meeting with the jalsa organisers.

But, citing a November 2 notification issued by the KP government banning large public gatherings owing to the rising coronavirus positivity rate in the community, the deputy commissioner denied permission to hold the jalsa “after considering all aspects, and to safeguard human lives due to potential spread of COVID-19”.

However, the PDM said it would carry on its jalsa in Peshawar, with JUI-F chief and the PDM’s president, Maulana Fazlur Rehman saying that the government was the “coronavirus”.

Donald Trump hit with new blow in bid to overturn vote results

WASHINGTON : A Pennsylvania judge on Saturday threw out Donald Trump’s claims of widespread electoral fraud there, dealing a new blow to the Republican’s bid to overturn his loss in the US presidential election.

The decision — announced in a scathing judgment which excoriated the Trump team’s legal strategy — paves the way for Pennsylvania to certify Democrat Joe Biden’s victory there, which is scheduled to take place Monday. With the clock ticking down to Biden’s January 20 inauguration, Trump’s team has focused on trying to stop battleground states from certifying election results, in addition to his numerous legal challenges that have so far failed.

Judge Matthew Brann wrote in his ruling that Trump’s team had presented “strained legal arguments without merit and speculative accusations” in their complaints about mail-in ballots in Pennsylvania.

“In the United States of America, this cannot justify the disenfranchisement of a single voter, let alone all the voters of its sixth most populated state,” Brann wrote.

“Our people, laws, and institutions demand more.”

Biden won the state-by-state Electoral College votes that ultimately decide who takes the White House by 306 to 232.

The Electoral College is due to formally vote on December 14, with certifications to take place beforehand.

States’ certification of results of their popular votes is usually routine following a US presidential election.

But Trump’s refusal to concede has complicated the process and drawn concerns that he could cause long-term damage to Americans’ trust in their voting system.

Only a limited number of Republicans have so far recognized Biden as the winner and called on Trump to concede.

The Pennsylvania court ruling prompted a Republican senator from the state, Pat Toomey, to join those ranks, saying Biden “won the 2020 election and will become the 46th president of the United States.”

“President Trump should accept the outcome of the election and facilitate the presidential transition process,” Toomey said in a statement that congratulated Biden while specifying he voted for Trump.

‘Results are clear’

The judgement in Pennsylvania came hours after Republicans also requested a delay in certification in Michigan, another battleground, in a letter that repeated allegations of irregularities in the state which Biden won by 155,000 votes.

They asked for a delay of two weeks to allow for a full audit of results in Wayne County, the state’s largest and where majority-black Detroit is located, which was won overwhelmingly by Biden.

Michigan’s board of canvassers, which includes two Democrats and two Republicans, is also due to meet Monday to certify the results.

Republican Party national committee chairwoman Ronna McDaniel and the party’s Michigan chair Laura Cox called on the board to “adjourn for 14 days to allow for a full audit and investigation into those anomalies and irregularities.”

Michigan’s Secretary of State Jocelyn Benson has said that audits cannot be conducted until after certification because officials do not have legal access to the documents needed until then.

On Saturday, she posted on Twitter that there had been “no evidence” to draw into question the result of the election.

“In a nutshell: 5.5m Michigan citizens voted,” she wrote.

“The results of their votes are clear. No evidence has emerged to undermine that.”
