Pakistan not mulling over recognising Israel, clears FO

ISLAMABAD : The Foreign Office said on Thursday that recognition of Israel is not under consideration.

Addressing a weekly news briefing in Islamabad, spokesperson Zahid Hafeez Chaudhri reiterated that there is no change in Pakistan’s principled position on the issue. He said Prime Minister Imran Khan has made it clear that unless a just settlement of the Palestine issue, satisfactory to the Palestinian people, is found, Pakistan cannot recognise Israel.Referring to the dossier Pakistan has recently presented on India’s sponsorship of terrorism, he called upon the UN counter-terrorism bodies to proceed on the basis of evidence provided by Pakistan and urge India to renounce use of terrorism as an instrument of state policy.

The spokesperson said the world bodies should also urge India to dismantle the infrastructure of terrorism it has established to inflict terrorism on Pakistan, and stop the use of other countries’ soil for its terrorist activities directed against Pakistan.

Pakistan and Germany Signed Financing Agreements in the Climate Change/Energy and Health Sectors

Islamabad: 26th Nov 2020 : The Government of Germany, through KfW (the German Development Bank) and the Government of Pakistan, represented by the Ministry of Economic Affairs signed three agreements with a cumulative value of Euro 18.5 million. These agreements reiterate the support of the Government of Germany to help the Government of Pakistan fight climate change, resolve the energy issues, provide extended health facilities and combat polio in the country.

Under the Women Employment In Private Health Sector, KfW will provide a grant of Euro 12.00 million exclusively for: (i) the establishment of women’s health clinics in Khyber Pakhtunkhwa and Punjab to promote self-employment of women in the health sector; (ii) the training of qualified women to run the clinics; (iii) consulting services in relation to the coordination, monitoring and reporting of the measures implemented.

For Polio eradication, the Government of Germany, through KfW will provide an additional grant of Euro 5.00 million to augment the existing support for polio eradication. This will help the Government of Pakistan to finance polio vaccines and meet the costs for vaccination campaigns for implementation of Pakistans National Polio Emergency Action Plan. The World Health Organization and the United Nations Children’s Fund (UNICEF) are implementing partners.

Under the climate change/energy component, a grant of Euro 1.5 million is provided to Pakistan to implement Accompanying Services for the Harpo Hydropower Project in the Gilgit-Baltistan region. These accompanying measures are meant to be carried out at the project site in support of the main Harpo Hydropower Project to ensure the project sustainability. The Accompanying Services shall comprise assistance to strengthen the power utility i.e. the Gilgit-Baltistan Power Department as well as accompanying investments in the social infrastructure including relevant consulting measures.

Historically, Pakistan and Germany have enjoyed warm friendly relations since the establishment of our diplomatic ties in 1951. Earlier this year, the Government of Germany, through KfW signed agreements with the Government of Pakistan to provide Euro 27.00 million for Gharo Substation in the province of Sindh and Euro 6.00 million for the Regional Infrastructure Project.

HEC Issues New Policy Guidance for Universities’ Online, Hybrid Operations

Islamabad, November 26, 2020: The Higher Education Commission (HEC), Pakistan has announced a new Policy Guidance for the Higher Education Institutions (HEIs), following the Government’s decision regarding continuation of education during the 2nd wave of COVID-19.

As per the Government directions, all academic institutions shall be closed from November 26, 2020 until 24 December 2020. However, they shall continue to deliver education through online or hybrid means or through assigning homework (especially if there are problems of connectivity). The Winter Holidays shall be scheduled from December 25, 2020 to January 10, 2021, and all academic institutions shall remain closed during this period.

Academic institutions are scheduled to open on January 11, 2021. However, a review meeting will be held during the first week of January 2021 to assess the situation, and authorise opening of academic institutions.

In the light of the Government directions, the Vice Chancellors have been authorised to allow small groups of “essential” individuals on campus, subject to implementation of scrutiny mechanisms or safeguards. Only certain categories of students may be allowed on campus. These categories may comprise low income students who may have connectivity problems at home because of lack of access to the Internet or the availability of proper devices, foreign students, those PhD or MPhil students (or final year students) who need to use the laboratories to complete their thesis work, or third year or higher medical students who need to obtain clinical training.

The total number of the students permitted to come to campus should not exceed 30 per cent of the total enrollment, or a lower number if dictated by the campus conditions.

Similarly, the Vice Chancellors may require the faculty members to come to campus for delivering or preparing their online lectures.

All the large examinations planned for December 2020 have been postponed, with exception of assessment examinations, such as MDCAT, other entrance exams, recruitment exams, or prescheduled small examinations (e.g., less than 30 students). These may be conducted, if absolutely necessary, with strict observance of all health and safety protocols.

As for hostels, the new Policy Guidance says that the Vice Chancellors have the authority to allow limited occupancy of hostels, subject to the instructed restrictions. Only the students in the “essential” categories will be allowed. The total number of students shall not exceed 30 per cent of the design capacity of the hotels (or a small number if so dictated by health considerations).

All SOPs (Standard Operating Procedures) shall be implemented strictly and diligently. The universities will put in place appropriate measures including isolating hostel residents (i.e., treating the hostel as a safe bubble) to protect them from external infection. Besides, the universities shall draw up rules regarding the presence of faculty members or staff on campus.

“All the Vice Chancellors and heads of institutions shall ensure that the flexibility granted by the government is exercised in a judicious manner, authorised at the highest level, and monitored and managed effectively and efficiently,” reads the new Policy Guidance.

HEC has also released Rs. 10 million each to all public sector universities to help them establish any supportive arrangements needed to improve the quality of the online education process. Besides, the universities may recruit senior, tech-savvy students to assist faculty members in technology related problems involved in online education.

Furthermore, HEC has constituted a COVID Response Oversight Committee to collaborate with the Vice Chancellors in their respective regions, clarify questions or concerns, share best practices, and oversee implementation.

The Committee is headed by Dr. Niaz Akhtar, Vice Chancellor Punjab University, and comprises Dr. Tabassum Afzal (for ICT), Vice Chancellor COMSATS University Islamabad, Dr. Aslam Uqaili, Vice Chancellor Mehran University of Engineering and Technology (for Sindh), Dr. Abid Ali, Vice Chancellor Peshawar University (for Khyber Pakhtunkhwa), Engr. Farooq Bazai, Vice Chancallor BUITEMS (for Balochistan), Dr. Kaleem Abbasi, Vice Chancellor AJK University (for AJK), and Dr. Naeem Khan, Vice Chancellor Baltistan University (for Gilgit-Baltistan).

The Committee will also interact with the respective provincial governments to ensure synchronized and cooperative action.

Pak-China coop to be more diversified in days to come: Moin ul Haque

Moin ul Haque also floated idea of diversified cooperation between both countries, especially the cultural one.

Cultural exchanges are of great pith and moment to countries besides political and economic cooperation and exchanges, he noted.

And he hoped that the introduction of Pakistani film Parwaaz Hai Junoon to China is just a beginning and that more cultural products from Pakistan will come to China in days to come and vice versa.

“Not only screenings, but also producing movies are in need to be taken into account. Animation movie is a new trend in Pakistan. We would like to promote cooperation in joint ventures of animated movies between Pakistan and China,” he further mentioned.

COIFAIR is an annual international conference jointly launched by China Overseas Development Association and China Development Bank in 2009.

COIFAIR is scheduled to be held in Beijing every year, and has been successfully held for 12 consecutive sessions.

Its main purpose is to build an international platform for Chinese enterprises to exchange information, interact and carry out investment cooperation with other countries around the world.

Azerbaijan army’s professional behavior commendable: Speakers

On 26thNovember 2020, the Online International Conference on “Azerbaijan-Armenia Armed Conflict: Causes and Implications for the Regional Dynamics of South Caucasus” was jointly organized by the Center of Global and Strategic Studies (CGSS) Islamabad, and ADA University, Baku, Azerbaijan.

The aim of the conference was to analyze the implications on the security and stability of the Caucasus region, the successful foreign policy of Azerbaijan and the Nagorno Karabakh region, and other significant aspects of the Armenia-Azerbaijan conflict.

The conference was commenced by the opening remarks of Brig Akhtar Nawaz Janjua (Retd), Senior Member Advisory Board CGSS. He stated that there are many important lessons that we can learn from this war, where there is a will there is a way and our brothers in Azerbaijan have shown commendable strength and courage in the Armenia-Azerbaijan conflict.The truth has prevailed and Azerbaijan stands victorious.

Mr. FarizIsmailzade, Executive Vice-Rector, ADA University, Baku, Azerbaijanstated that since the disintegration of the Soviet Union, things took an uncertain turn. He mentioned that Azerbaijan was supported by many countries in the international community. He further mentioned that when the Soviet Union was weakening, Armenians started to occupy this land. On March 2nd, 1992, when Azerbaijan was accepted in the UN, Nagorno-Karabakh was accepted as a part of Azerbaijan and the international community accepted it without any objection. Armenia, in the meanwhile, occupied the Nagorno-Karabakh region which created a refugee crisis.

Mr. FarizIsmailzadefurther discussed, there were areas very difficult to liberate but the professional behavior shown by the Azerbaijan army played an important role. Azerbaijan’s army successfully liberated important areas.

Major General Dr. Shahid Ahmad Hashmat HI(M), (Retd), Senior Member Advisory Board, CGSSmentioned that the conflict is almost 100 years old. The UN resolutions after this demanded de-escalation and return of refugees and return of land to Azerbaijan, but none of this happened. Minsk group was formed and diplomatic efforts were done but to no avail.

He further explained that on 27th September 2020, both countries alleged each other for escalation. War continued and Azerbaijan reoccupied areas up to Shusha and would have occupied the capital in the coming days had there been no ceasefire agreement. He further highlighted that Azerbaijan has strived towards a long-lasting solution for peace in the region. But the problem remains and it will be most suitable if it is solved in the next 10 years.

Colonel MehmanNovruzov, DefenceAttache of the Embassy of Azerbaijan to Pakistanmentioned that according to Armenia, Azerbaijan will not be able to breach their defense lines which were heavily fortified with minefields. The new Armenian government tried to apply a hard-line military narrative for occupying new territories at the expense of Azerbaijan. In pursuance of this motive, Armenian military aggression against Azerbaijani civilians continued.

Hence, the counteroffensive peace operation by Azerbaijani political leadership was given a go-ahead.He discussed the warfare strategies, operational and tactical preparedness of Azerbaijan and shared a comprehensive presentation describing the timeline of the conflict. He shared informative videos of the armed conflict and stated thatabout 400 Azerbaijan personnel fought successfully against 4000 heavily armed Armenian forces equipped with heavy artillery and tanks. Discussing the battle of Shusha he stated that this will be remembered in modern warfare history.

Mr. Samir Guliyev, Deputy head of the Mission, Embassy of Azerbaijan to PakistanAzerbaijan’s main aim was to establish peace and cooperative relations with its neighboring as well as other neighboring countries for a win-win situation. Coming to this conflict, Mr. Samir mentioned that Azerbaijani was always supported by provisions and directions of international law which were constantly ignored by Armenia. Many countries accepted Azerbaijan’s point of view with due course of time because of its basis on international conflict.

Mr. Samir Guliyevfurther stated that Pakistan’s and Turkey’s cooperation is an example of the international support received by Azerbaijan. He also highlighted the cooperation of the Organization of Islamic Cooperation.

Prof. Dr. Azar Babayev from ADA University, Baku, Azerbaijanmentioned that Azerbaijan’s Armed Conflict is a very important question to ask from the international and analytical perspective because of the misunderstanding and misinterpretation of this conflict on the international level. According to the international legal system, Nagorno-Karabakh is part of Azerbaijan andunder the perspective of international law, it is an occupied territory. The international legal system plays a very important part in it. Four resolutions were adopted by UNSC regarding this conflict in the 1990s. As there are no Security Council resolutions regarding other conflicts, the Armenia-Azerbaijan conflict can be singled out because of these international resolutions. He also emphasized that Azerbaijan is the clear winner of this armed conflict. It was not only a war of military but also a war of political and academic level that Azerbaijan has won.

Dr. Mehmood Ul Hassan Khan, Member Board of Experts, CGSS & Regional Geopolitical Analyststated that dreams have come true and the liberation of Nagorno-Karabakh has become a reality. Armenia was forced to sign a peace treaty with Russia and Azerbaijan for solving this issue. Anillegal occupier, Armenia, has disturbed the geography of this region for a long time. On 27th September 2020, Azerbaijan responded after persistent Armenian shelling on Azerbaijani territory and presented an outstanding example of courage and bravery.

He also highlighted that fascist Armenia indiscriminately attacked the infrastructure and civilian population of AzerbaijanOn the other Azerbaijan did not kill a single Armenian civilian, school, or hospital and answered the enemy on the battlefield. Describing the impressive leadership qualities, he stated that President Ilham Aliyev increased Azerbaijan’s ties with Turkey and increased its strategic relations with Pakistan that diplomatically helped Azerbaijan against Armenia.

The conference was concluded with the closing remarks of Mr. FarizIsmailzade, Executive Vice-Rector, ADA University, Baku, Azerbaijan. He expressed his gratitude to panelists from Azerbaijan and Pakistan and specifically thanked CGSS for their support to Azerbaijan and raising awareness regarding the Azerbaijan-Armenia armed conflict.

The conference was moderated by Ms. Palwasha Nawaz, Project Executive, CGSS, and was attended by 100 participants from Pakistan and Azerbaijan. The conference was also viewed live on Facebook.

PSCC gives priority introducing Pakistani Brands in China: Li Hongwu

BEIJING, Nov. 26 : Setting up Pakistani Brands and introducing Pakistani industries to China is their priority, said Li Hongwu President Pakistan Sichuan Chamber of Commerce (PSCC), according to a report published by Gwadar Pro.

Chengdu and Lahore are sister cities. We have applied for the opening of direct flights between Chengdu and Lahore. Now direct cargo flights have been opened.

We are also preparing to set up a Pakistan Pavilion in Chengdu.” Regarding the post-epidemic cooperation opportunities between Pakistan and Sichuan, Li Hongwu said.

The industrialization and the development of smart cities in Pakistan can also bring a lot of potentials. Pakistan Sichuan Chamber of Commerce (PSCC) was established in September this year.

Sudan’s former premier Sadiq al-Mahdi passes away in UAE

Khartoum : Leading Sudanese politician and former prime minister Sadiq al-Mahdi died from a coronavirus infection three weeks after being hospitalised in the United Arab Emirates, according to family sources and a party statement early on Thursday.

Mahdi, 84, was Sudan’s last democratically elected prime minister and was overthrown in 1989 in the military coup that brought former president Omar al-Bashir to power.

The moderate Umma Party was one of the largest opposition parties under Bashir, and Mahdi remained an influential figure even after Bashir was toppled in April 2019.

Last month, al-Mahdi’s family said he had tested positive for COVID-19, and was transferred to the UAE for treatment a few days later following a brief hospitalisation in Sudan.

In a statement, the Umma Party said Mahdi would be buried on Friday morning in the city of Omdurman in Sudan.

Mahdi had returned to Sudan in December 2018, following a year-long self-exile, just as protests over worsening economic conditions and Bashir’s rule gathered steam. His daughter Mariam Sadiq al-Mahdi, deputy leader of the Umma Party, was among those detained during the demonstrations.

While a successor to the party head has not yet been announced, she has been the most visible party leader in political negotiations and the media in recent years.

Opposition parties were weakened greatly under Bashir’s three-decade regime, and are jostling for power with the military during Sudan’s transition, making the Umma Party’s continued unity crucial to maintaining the balance of power.

After the military forced Bashir out from power, Mahdi pushed for a transfer to civilian rule, warning in interviews with Reuters of the risks of a counter-coup and calling for the powerful, paramilitary Rapid Support Forces (RSF) to be integrated.

FO summons Indian Charge d’ Affaires to protest ceasefire breach

ISLAMABAD : The Foreign Office summoned on Thursday Indian Chargé dˊAffaires to register Pakistan’s strong protest over recent ceasefire violations by Indian forces along the Line of Control (LoC), resulting in the death of a civilian.

Spokesperson Zahid Hafeez Chaudhri said Indian troops along the LoC and the Working Boundary (WB) have been continuously targeting civilian populated areas with artillery fire, heavy-caliber mortars and automatic weapons. This year, he added, India has committed 2,840 ceasefire violations to date, resulting in the martyrdom of 27 people and serious injuries to 245 innocent civilians.Condemning the deplorable targeting of innocent civilians by the Indian occupation forces, it was underscored that such senseless acts are in clear violation of the 2003 Ceasefire Understanding, and are also against all established humanitarian norms and professional military conduct.

“These egregious violations of international law reflect consistent Indian attempts to escalate the situation along the LoC and are a threat to regional peace and security,” the spokesperson pointed out. He added that by raising tensions along the LoC and the WB, India cannot divert attention from the grave human rights situation in the Indian Illegally Occupied Jammu & Kashmir (IIOJK).

The Indian side was called upon to respect the 2003 Ceasefire Understanding, investigate this and other such incidents of deliberate ceasefire violations and maintain peace along the LoC and the WB. The Indian side was also urged to allow the United Nations Military Observer Group in India and Pakistan (UNMOGIP) to play its mandated role as per the United Nations Security Council (UNSC) Resolutions.

$101 bln deposited in Roshan Digital Accounts: Faisal Javed

ISLAMABAD : Senator Faisal Javed said on Thursday that over $100 million have been deposited in Roshan Digital Accounts and 44,000 plus accounts opened by overseas Pakistanis.

Faisal Javed said in his Twitter message that overseas Pakistanis have so far opened over 44,000 Roshan Digital Accounts besides depositing more than $100 million. He added that more than $50 million has been invested in Naya Pakistan Certificates.

The senator praised the ‘fabulous response’ to the great initiative by the State Bank of Pakistan (SBP) and the finance ministry.
Prime Minister Imran Khan had launched Naya Pakistan Certificate on November 12 which was introduced to facilitate overseas Pakistanis for opening a Foreign Currency Value Account (FCVA) are for overseas Pakistanis and those who have declared assets abroad with the Federal Board of Revenue (FBR).

Earlier, Faisal Javed of the ruling party had said NPC holders will get up to 7 per cent return in US dollar and 11 per cent in Pakistani currency, whereas, Islamic Certificates (Shariah-compliant) are also being offered by the central bank.

The certificates will be made available for the period of three months to five years while early encashment is allowed, said Faisal Javed, adding that no tax filing is required for Non-Resident Pakistanis (NRP) and only 10 per cent withholding tax will be charged on profits.

The Roshan Digital Account project aimed at providing digital banking facilities to overseas Pakistanis for the first time in the country had been launched by the premier in September.

State Bank of Pakistan (SBP) with the support of eight major banks in the country will lead the project under which Pakistani diaspora could be able to avail the banking facility from a digital payment system and the consumers would be able to open their bank accounts without visiting bank, embassy or consulate.

Under the initiative, the Pakistanis living abroad would be able to operate their accounts without visiting the country and could avail facilities of direct banking, bill payment and other e-commerce facilities.

These accounts could also be used for investments in the stock exchange and property within Pakistan. The consumers would also have the option to either open a Pakistan currency or foreign currency account.

Court declares Shehbaz’s wife, son, daughter proclaimed offenders

LAHORE: A Lahore accountability court on Thursday extended judicial remand of PML-N President Shehbaz Sharif and his son Hamza Shehbaz until December 3 in a money laundering case.

Judge Jawadul Hassan declared Shehbaz’s wife Nusrat, son Salman, daughter Rabia Imran and son-in-law as proclaimed offenders over their perpetual absence from the trial proceedings.

He noted that all the absconding accused were given one month’s time to show up in court but they didn’t. Jail authorities produced the father-son duo before the court in a bullet-proof vehicle as it resumed hearing.
Shehbaz’s lawyer complained to the judge that he was not provided with verified documents by prosecution witnesses, to which the NAB prosecutor replied that the record the defence counsel is objecting to belongs to his clients.

The court adjourned the hearing until December 3 when it will record statements of more witnesses. It directed Kot Lakhpat Jail’s superintendent to furnish a medical report of the PML-N leader at the next hearing.

On November 11, the court had indicted Opposition Leader Shehbaz Sharif, his son Hamza Shehbaz and other accused in the money laundering case. The court read out charges to the accused, who denied the charges and opted to contest them.
