THE BIDEN’S WORLD LEADERS SUMMIT ON CLIMATE

President Joe Biden has invited 40 world leaders to the ‘Leaders Summit on Climate’. The two-day conference will start on 22 April – the Earth Day, and will come ahead of a major UN meeting on the crisis, scheduled for November in Glasgow, Scotland. The conference will be entirely online due to the coronavirus pandemic, and will be live streamed for public viewing.

Some of the top leaders including President Xi Jinping and President Putin have been invited. Some of the most climate vulnerable countries from Asia and Africa have also been on the list of invitees. Bangladesh, Bhutan and India are from South Asia. Exclusion of Pakistan from Biden’s list of invitees is a clear denial of Pakistan’s vulnerability to the climate crisis. It may also be termed as the failure of Pakistan’s balance of diplomacy in the recent years – the most vulnerable turn in 73 years of diplomatic relation between the US and Pakistan. A point to ponder for Pakistan to urgently review the diplomacy tracks and to take remedial steps accordingly to balance the sides.

Pakistan is no longer on the priority list of the US for many years now but we had seen no tangible efforts by the country’s foreign office to address the challenges. Same is the case with other long-standing friends. Pakistan has to take note of this alarming diplomacy deficit that could turn to be more vulnerable than the climate vulnerabilities the country is already confronting.

Coming back to Biden’s very important climate event that has given a hope to the Paris Agreement again. By organizing the ‘Leaders Summit on Climate’, the President Biden has shown his sincere commitment to taking up the climate vulnerabilities to calamities. The president kept his campaign pledge to rejoin the Paris climate agreement on his first day in the White House, after Trump pulled the US out of the deal after he was sworn in.

The return of the world’s largest economy and second-largest emitter of carbon dioxide became effective on 19 February and means almost all countries are now parties to the agreement signed in 2015.

President Biden took action on his first day in office to return the United States to the Paris Agreement.  Days later, on January 27, he announced that he would soon convene a leaders’ summit to galvanize efforts by the major economies to tackle the climate crisis.

The Leaders Summit on Climate will underscore the urgency – and the economic benefits – of stronger climate action.  It will be a key milestone on the road to the United Nations Climate Change Conference (COP26) this November in Glasgow.

In recent years, scientists have underscored the need to limit planetary warming to 1.5 degrees Celsius in order to stave off the worst impacts of climate change.  A key goal of both the Leaders Summit and COP26 will be to catalyze efforts that keep that 1.5-degree goal within reach.  The Summit will also highlight examples of how enhanced climate ambition will create good paying jobs, advance innovative technologies, and help vulnerable countries adapt to climate impacts.

By the time of the Summit, the United States will announce an ambitious 2030 emissions target as its new Nationally Determined Contribution under the Paris Agreement.  In his invitation, the President urged leaders to use the Summit as an opportunity to outline how their countries also will contribute to stronger climate ambition.

The Summit will reconvene the U.S.-led Major Economies Forum on Energy and Climate, which brings together 17 countries responsible for approximately 80 percent of global emissions and global GDP.  The President also invited the heads of other countries that are demonstrating strong climate leadership, are especially vulnerable to climate impacts, or are charting innovative pathways to a net-zero economy.  A small number of business and civil society leaders will also participate in the Summit.

Key themes of the Summit will include galvanizing efforts by the world’s major economies to reduce emissions during this critical decade to keep a limit to warming of 1.5 degree Celsius within reach. Mobilizing public and private sector finance to drive the net-zero transition and to help vulnerable countries cope with climate impacts. The economic benefits of climate action, with a strong emphasis on job creation, and the importance of ensuring all communities and workers benefit from the transition to a new clean energy economy.

Spurring transformational technologies that can help reduce emissions and adapt to climate change, while also creating enormous new economic opportunities and building the industries of the future. Showcasing subnational and non-state actors that are committed to green recovery and an equitable vision for limiting warming to 1.5 degree Celsius, and are working closely with national governments to advance ambition and resilience.

Discussing opportunities to strengthen capacity to protect lives and livelihoods from the impacts of climate change, address the global security challenges posed by climate change and the impact on readiness, and address the role of nature-based solutions in achieving net zero by 2050 goals.

Convincingly, a positive step of President Biden towards realization of the urgency of addressing the emergency on planet earth if facing right at the moment. Getting the world leaders together before the 26th Conference of Parties in Glasgow in the coming November may deliver a phenomenal outcome.

CDA STARTS WORK ON BEAUTIFICATION OF ISLAMABAD

ISLAMABAD, APR 4 (DNA) – The Capital Development Authority (CDA) administration is working on road infrastructure and beautification across the city. In this regard, during the last few months, the CDA has completed the work of curb stoning and curb stone painting of 1468 km of main roads and other highways.

EXPERTS CALL FOR EASE OF DOING BUSINESS TO REVIVE ECONOMIC GROWTH

ISLAMABAD, APR 4 (DNA) – The private sector has a critical role in the growth of the economy. There, the Punjab government is looking forward to receiving proposals from the business community prior to finalizing the provincial budget for the next financial year. Dr Erfa Iqbal, CEO, Punjab Board of Investment and Trade (PBIT) said this during a pre-budget digital consultation on better business regulations jointly organised by Sustainable Development Policy Institute (SDPI) and National Textile University Faisalabad.

Dr Erfa added further that all sectors of the economy need to come up with specific suggestions about taxes, business facilitation, access to infrastructure, investments, and other related aspects of doing business.

Rector National Textile University, Dr Tanveer Hussain emphasized that the prosperity of a country is dependent on industrialization. In Pakistan, textile industry plays a pivotal role despite the turn out of the exports has been low during last ten years.  He said that we need to focus on value addition and reliance on renewable energy in addition to improving research & development.

Regional Coordinator, Small and Medium Enterprise Development Authority, Mr Shaban Khalid, was of view that ease of doing business in Pakistan is required and thus, SMEDA is playing a crucial role in this arena. All Chambers of Commerce and Industries are requested to highlight their capacity building needs, he added.

Dr Vaqar, Joint Executive Director, SDPI, highlighted the fact that the upcoming federal budget will be formulated under difficult circumstances as government’s resources are overly stretched due to pandemic-related spending. Therefore, the private sector needs to play a role in building back better.

“Textile sector will play an important role in supporting Pakistan’s balance of payments and its exports will be much needed to help post-pandemic economic recovery,” Dr Ahmed said and added further that a timely regulatory impact assessment could then help rationalize various obsolete regulations which are leading to high costs for the businesses.

Mian Zafar Iqbal, Chief Executive Officer, Faisalabad Chamber of Small Traders & Small Industry, was of opinion that the fear of harassment in the business circle by tax authorities can only be redressed by more comprehensive public private dialogue.

Head of Association of Chartered Certified Accountants Pakistan, Mr Sajjeed Aslam, was of view that we need to look at the entire value chain of textile which starts from agriculture. Moreover, the focus should be on developing a framework while movingfrom short term to a medium, and longer term reform plan.

Mr Awais, Council Member, Institute of Chartered Accountants of Pakistan, on the occasion opined that the taxation structure in Pakistan is very complex for industries, particularly for SMEs. He said that reduction of tax is required as in some cases, 40-50% of incomes are being paid in taxes.

Dr Sajid Amin, Head of Policy Solutions Lab at SDPI, was of view that the economic recovery is largely dependent on fiscal stimulus and support to SMEs.=DNA

TRNC CONDEMNS CYPRIOT GREEK LEADER’S REMARKS ABOUT EOKA

ANKARA, APR 4 – Turkish Republic of Northern Cyprus (TRNC) President Ersin Tatar condemned the Greek Cypriot terror organization, EOKA, said Turkish Cypriot sources on Saturday.

In a written statement issued on the anniversary of the launch of EOKA’s armed attacks against the Turkish Cypriot people, Tatar said that the terror organization launched its attacks on April 1, 1955, to annex Cyprus to Greece, turning the island into a blood bath — marking the beginning of decades of pain and suffering.

The organization, supported by the Greek Cypriot leadership, the Greek Cypriot Orthodox Church and Greece aimed to wipe out Turkish presence from the island, according to the statement.

“The main reason why the Turkish Resistance Organization (TMT) was formed was to protect the Turkish Cypriot people from these attacks,” said Tatar, highlighting that many Turkish Cypriot villages, places of worship and innocent Turkish Cypriot civilians were targeted by members of EOKA between 1955 and 1958.

He also maintained that following the establishment of the 1960 partnership Republic of Cyprus of which Turkish Cypriots were equal founding members, EOKA set out to implement the Akritas Plan, a covert plan to annihilate all Turkish presence in Cyprus.

“In December 1963, EOKA launched the ‘Bloody Christmas’ attacks in line with its plan to wipe out all Turkish presence from the island and to unite Cyprus with Greece. Again, hundreds of Turkish Cypriot villages were attacked between 1963 and 1974 and thousands of our people were displaced and forced to flee their homes,” the statement read.

Against this background, the Greek Administration of Southern Cyprus’s leader Nikos Anastasiades’ remarks, which glorified the EOKA terror organization, are dreadful, Tatar stressed.

Tatar called Anastasiades not to embrace the EOKA and distort the history to attack TMT, which fought for protecting Turkish Cypriots’ lives in the face of systematic terror attacks.

The island has been divided since 1964 when ethnic attacks forced Turkish Cypriots to withdraw into enclaves for their safety.

In 1974, a Greek Cypriot coup aiming at Greece’s annexation led to Turkey’s military intervention as a guarantor power to protect Turkish Cypriots from persecution and violence.

The TRNC was founded in 1983.

The Greek Cypriot administration entered the EU in 2004, the same year that Greek Cypriots thwarted the UN’s Annan Plan to end the decades-long dispute.

RCCI LAUDS DECREASE IN POL PRICES

RAWALPINDI, APR 4 (DNA) – Rawalpindi Chamber of Commerce and Industry (RCCI) President Muhammad Nasir Mirza while lauding the move Government to reduce petroleum prices. In a statement, he said the government should ensure that the impact of the cuts must be shifted to the masses.

Petrol and diesel prices have a direct impact on transportation costs. According to the Pakistan Bureau of Statistics(PBS), the inflation rate in March was nine percent. The government will have to take emergency measures to control inflation.

Ramadan is approaching and we urged the Government to take immediate steps to control the food inflation and all relevant departments must be directed to put a check on the balance between supply and demand.

The president added that more than 800 million had flowed into Roshan digital account. This is a good government scheme.

This will help the government to reduce the budget deficit. However, President Nasir Mirza has expressed grave concern over the growing trade deficit. According to the Ministry of Commerce data, the trade deficit has risen to close to around $3 billion in March this year, compared to $1.5 billion in March last year. In the first nine months of the current financial year, the trade deficit has increased to more than $21 billion, compared to about $17billion in the same period last fiscal year.

Increasing the trade deficit will upset the balance of payments, RCCI chief cautioned. The rupee will depreciate further, inflation will rise, foreign debt will rise and the overall economy will weaken further, so the government should take immediate steps to overcome the problem of trade deficit, he added.=DNA

KASHMIR DISPUTE ‘UNFINISHED AGENDA OF PARTITION’ INDIA IGNORES HARD REALITIES

SRINAGAR, APR 4 – Jammu Kashmir Salvation Movement (JKSM) central executive committee and office bearers of South Kashmir on Sunday conducted a day-long Majlish Shoora (Executive Council) meeting at its head office in South Kashmir. The members in the meeting deliberated in detail, the current political situation pertaining to the “movement for the right to self-determination”, a spokesperson said in a statement.

The meeting besides others was attended by Ab Rouf, Ab Qayoom, Zulifqar Hamid Molvi Rafiq Ahmad, Farooq Ahmad, Mohammad Ayoub and others.

The participants in a unanimous voice termed the Kashmir dispute as an unfinished agenda of the partition of India in 1947, saying the unresolved issue since the last 74 years has resulted in bloodshed and political uncertainty in the region. The meeting warned Indian authorities saying their rigid and unrealistic approach has endangered the peace process in the sub-continent. Kashmir issue has its political and untoward consequences and there are possible chances of greater war between the two nuclear powers of Sub-Continent, they warned.

Participants blamed the stubborn attitude of Indian authorities for continuous bloodshed & said that for the last several decades, people in the state are facing a war-like situation. People are facing extreme situations, they said and added that people are braving the bullets, pelts and atrocities at the hands of arrogant forces.
The executive members expressed dismay on the Indian arrogance not to read the writing on the wall and resort to the policies of oppression and repression while dealing with the popular voice for the right to self-determination.
We will never succumb or surrender to the “military might and pressure of India”, they added.
Expressing their grave concern over the “rampant use of oppressive and suppressive measures” by forces and SOG during the cordon and search operations in villages of South Kashmir and Kakpora Pulwama wherein 10 youth have been detained.

The participants while hailing the sentiments and sprits of the freedom-loving people urged to remain vigilant, steadfast and well-disciplined to take the sacred mission of their resistance movement to its logical conclusion irrespective of the use of “military might by India.

Meanwhile, Chairman JKSM Altaf Ahmed Bhat also paid tributes to the martyrs of Shopian and Kakpora and expressed hope that the people of the state, keeping in view the precious sacrifices by our youth shall keep a close vigil on the ongoing movement so that it reaches its destination. They extended their condolences to the bereaved family of slain youth.

NCOC DECIDES TO BAN INTER PROVINCIAL TRANSPORT

ISLAMABAD, APR 4: In a session held at NCOC, it has been decided to ban inter provincial transport for two days a week (Saturday and Sunday) with effect from 10 April 2021(0001 hours PST) to 25 April 2021 (0059 hours PST). 

Goods, freight, medical and other emergency services will be exempted.

Railway to continue to operate 7 days a week with 70% occupancy. Ban will be reviewed on 10 April 2021 by NCOC.

LT-GEN SAQIB MEHMOOD APPOINTED AS ARMY’S CHIEF OF LOGISTICS STAFF

RAWALPINDI, APR 4: The Pakistan Army has announced the promotion of Major-General Saqib Mehmood Malik to the rank of Lieutenant General.

The announcement was made in a statement released by the military’s media wing, Inter Services Public Relations (ISPR), on Sunday.

According to the ISPR statement, after promotion Lieutenant General Saqib Mehmood Malik has been appointed as Chief of Logistics Staff, Pakistan Army.

UKRAINE DOES NOT EXPECT RUSSIAN ATTACK IN DONBAS

KYIV, APR 4 – Russia and Ukrainian security experts disagreed on Saturday whether Russia is preparing a new military operation in eastern Ukraine.

While Ukrainian experts claim Russia is pushing the West to compromise, Russian experts argue that Moscow might launch a new operation in the Donbas region.

Mykhalio Samus, deputy director of Ukraine’s Centre for Army, Conversion and Disarmament Studies, described recent increased Russian military activity along the Ukrainian-Russian border as information and psychological warfare to put pressure on Ukraine, France, Germany and the US and extract commercial concessions, particularly the Nordstream-2 natural gas pipeline.

Maintaining that the other purpose for Russian military activity is playing into politics on the eve of forthcoming parliamentary elections in Russia, Samus said: “Moscow has no reason to initiate such attack as its possible results are unpredictable. Hence, change of a Russian military operation is not more than how it was last year.”

Denis Moskalik from the Ukrainian National Institute for Strategic Studies told Anadolu Agency that a major armed conflict is possible in principle but it is not expected in the near future.

Agreeing with Samus that current Russian steps are intended to press Ukrainian and American administrations, and test their determination, Moskalik noted: “Russia might spark some minor

armed clashes to gain the upper-hand at the negotiation table and to see the limits of [US President Joe] Biden’s support to Ukraine.”

On the other hand, Viktor Litovkin, a senior Russian security expert remarked that Russia would not stand idle if Ukraine starts a military operation toward Donbas.

“Most of the residents living in Donbas are also Russian citizens. Thus, Russia might intervene to protect its own citizens. What is even more, Russia can attack the aggressor [Ukraine].”

Tension at Ukraine-Russia border

On March 30, Ruslan Homchak, the Commander-in-Chief of the Ukrainian Armed Forces, said Russia deployed its military near the Ukrainian border for “exercises.”

Kremlin spokesman Dmitry Peskov said Russia moved its armed forces within its territory “at its own discretion” and “it doesn’t pose any threat to anyone.”

Russian forces entered Ukraine’s Crimean Peninsula in February 2014, with Russian President Vladimir Putin formally dividing the region into two separate federal subjects of the Russian Federation the following month.

Turkey and the US, as well as the UN General Assembly, view the annexation as illegal, as does the EU, which imposed sanctions on Russia for the seizure.
