KYRGYZSTAN ON ROAD TO PROGRESS UNDER NEW LEADERSHIP

ISLAMABAD: Ambassador of Kyrgyzstan Erik Beishembiev has said majority of people of Kyrgyzstan has voted in favour of a presidential form of government. According to the results of the Central Election Commission Sadyr Zhaparov received 79% of the votes at the presidential election.

 Referendum on the political system of the country with voters asked whether they would prefer a presidential system, a parliamentary system, or opposed both, ended with 81% of votes in favor of presidential form of governance.

The ambassador made this announcement during a press conference held at the Kyrgyz embassy on Monday.

The ambassador further said, that following parliamentary elections of October 4 last year, which were marked by numerous violations of the election law, falsifications and vote buying, leading to annulment of the election results and changes in the political leadership of the country, this Embassy had organized first briefing on October 23, 2020.

He said today he will give briefing about further development of political and socio-economic situation in the Kyrgyz Republic. Following the resignation of President Sooronbay Jeenbekov in October 2020 and appointment of Sadyr Zhaparov as Prime-minister and acting President, presidential elections alongside with a referendum on the form of government were held on 10thJanuary 2021.

Shortly after the parliament approved and President signed decree on appointment Mr. Ulukbek Maripov as new Prime Minister and as well as members of his cabinet of ministers.

Recently, on April 11thof the current year, a constitutional referendum and local elections were held in Kyrgyzstan. According to the Central Election Commission 79.3 percent voted in favor of the new constitution, with just 13.6 percent voting against it.

The ambassador further said, only 30 percent of Kyrgyzstan’s eligible voters needed to participate for the April 11 referendum to be declared legitimate. Preliminary results show 37.1 percent of eligible voters cast their ballots in the referendum. International observers found no any violations of the law during plebiscite.

Talking about the international reaction, Ambassador Erik said, the Shanghai Cooperation Organization declared that referendum was held in the atmosphere of openness and transparency with active participation of civil society representatives and creation of favorable conditions for voters to make their own and informed choice.

Commonwealth of Independent States Parliamentary Assembly noted that referendum on the new Constitution of Kyrgyzstan meets international standards.

The new constitution replaces previous mixed presidential-parliamentary system with a presidential one. The President is the head of the state, highest official and heads the executive branch of power. His term is limited to two five years periods instead of a single six-year term before.

The position of the Prime Minister is transformed to the head of the cabinet of ministers and presidential administration.

The new law, he said, also reduces the number of seats in the Parliament from 120 to 90 and establishes a constitutional court. The new constitution will enter into force after its signature by the President and official publication.

To a question the ambassador said, currently, transitional period of change of leadership and reforms has mainly completed, we have a new President and a new Constitution. We expect to finalize in full reforms after the new parliamentary elections planned in September 2021.

‘Today Kyrgyzstan is continuing to dynamically develop as a country with diversified and liberal economy, where foreign investors are widely represented, including from Pakistan’.

After election as President of the Kyrgyz Republic Sadyr Zhaparov paid official visits to Russia, Uzbekistan and Kazakhstan, launched Central Asia – South Asia “CASA-1000” regional project that will allow for the export of surplus hydroelectricity from Kyrgyzstan and Tajikistan to Afghanistan and finally to Pakistan, as well as major investment project on development of Kyrgyzstan’s second-largest gold deposit Jerui with annual output eventually reaching 5.5 tons. Gold reserves at the deposit are estimated at 88 tons. These major developments show that international community and investors have trust in the new government of the Kyrgyz Republic.

On January 29, 2021 President of Kyrgyzstan Sadyr Japarov signed a decree on the protection of property and support for entrepreneurs and investors. The document was adopted to provide constitutional guarantees for the protection of property, stimulate sustainable economic growth, to exclude unjustified state interference in the economic activities of business entities, as well as to increase investor confidence, create a favorable investment climate and business environment.

Ambassador Erik further said, in the 2020 Doing Business report published by the World Bank, Kyrgyzstan ranked 80th out of 190 countries, which represents that country is making significant progress on payment of taxes (the government has reduced the tax burden on repatriation of profits by foreign investors to conform to the tax rate for domestic investors) and getting credit.

‘Investing in Kyrgyz Republic is profitable and easy as the main factors are the liberal trade regime, full protection of investments and unlimited repatriation of profits, as well as currency exchange freedom, low business costs, an educated workforce. At the moment, there are five Free Economic Zones (FEZs) in the Kyrgyz Republic: Bishkek, Naryn, Karakol (Issyk-Kul province), Leylek (Batken province) and Maimak (Talas province)’.

When asked to comment on bilateral relations between Pakistan and Kyrgyzstan the ambassador said, unfortunately, despite the fact that Kyrgyzstan and Pakistan have good bilateral and regional cooperation for more than 25 years, trade relations between our countries are still at a developing stage.

I think that the major difficulty on the way of our bilateral relations remains in little knowledge about Kyrgyzstan and Central Asian region and its opportunities in Pakistan as well as about Pakistan’s great potential in my country. So, we need to intensify our people to people contacts, spread more information about our countries and arrange exchanges of the visits between our governments and businessmen in order to boost the trade between our countries, he added.

I invite Pakistani businessmen to look into opportunities of joint cooperation. From the beginning of this year charter frequent flights are carried out between the countries. Kyrgyzstan’s geostrategic position on the crossroads between Central Asia and China and further through Karakorum pass to Pakistan opens excellent opportunities for regional trade and economic cooperation and connectivity.

When asked as to how Pakistan can play its role in providing trade route, the ambassador said, Pakistan can play a vital role as a gateway for Central Asian states by the shortest way to the open sea.

Another important area of cooperation is education. In recent years, higher education is developing very fast in Kyrgyzstan. We had only 12 universities before independence in 1991 and now there are about 50.

We have also a number of international higher educational institutions in Kyrgyzstan, including American University in Central Asia, Aga Khan’s University of Central Asia, two Turkish Universities, Organization of Security and Cooperation in Europe (OSCE) Academy, Kyrgyz-Russian Slavonic University and others.

Most of the Universities have established partner relations with American, European and Asian universities and programs of student’s exchanges. Many international students study in Kyrgyz universities due to high level of education and relatively low prices. About 7000 Pakistani students are studying in Kyrgyzstan mostly in medical universities and their number is growing every year.

We would be interested to expand academic exchanges and cooperation between higher educational institutions of Kyrgyzstan and Pakistan.

I think that education is the key for stability and development of any country as future belongs to the youth. Properly educated and skilled young people can change society for better so I would want to see more progress in this field of cooperation.

To yet another question about tourism, the Ambassador invited Pakistani tourists to visit Kyrgyzstan to see the beautiful mountains of my country, which cover more than 90% of the territory.

The highest mountain peaks after the Himalayas and Pamir are located in Kyrgyzstan. With population of 6 million people, before Covid-19 pandemic, Kyrgyzstan was visited by more than 4 million foreign visitors a year. We provide a visa-free regime for more than 60 countries and introduced e-visa system two years before. This year New York Times readers included Kyrgyzstan and Pakistan in the list of best countries for visit in 2021.

To a question about NDMA support, the ambassador said, he was indebted to the Government of Pakistan and National Disaster Management Authority for providing humanitarian aid in the form of 5 thousand N95 medical masks, 5 thousand protective suits, 5 thousand protective shields, with a total weight of 1400 kg. for the needs of the health care of the Kyrgyz Republic in the fight against corona virus infection. There is a saying that a friend in need is a friend indeed. So Pakistan is really is our true friend and brother.

UEFA TO SANCTION 12 FOOTBALL CLUBS TO JOIN BREAKAWAY SUPER LEAGUE

Several major football clubs announced Sunday that they had reached an agreement to establish a new mid-week competition-the Super League-despite earlier objections by UEFA, European football’s governing body.

According to a statement by the newly formed league, it will be governed by its “founding clubs” including AC Milan, Arsenal, Atletico Madrid, Chelsea, Barcelona, Inter Milan, Juventus, Liverpool, Manchester City, Manchester United, Real Madrid and Tottenham Hotspur. In addition, another three teams are expected to join.

The statement said the clubs looked forward to holding discussions with UEFA and FIFA, the international governing body of football, although UEFA said earlier that it would take measures to “stop this cynical project,” claiming it would serve the interests of only a few clubs.

The president of Real Madrid, Florentino Perez, will serve as the Super League‘s first chairman, according to the statement.

“We will help football at every level and take it to its rightful place in the world. Football is the only global sport in the world with more than four billion fans, and our responsibility as big clubs is to respond to their desires,” he said.

The competition format includes 20 participating clubs with 15 founding clubs, and there will be a mechanism for a further five teams to qualify annually based on their performance in the earlier football season, according to the statement.

Meanwhile, Juventus Chairman Andrea Agnelli announced that he has resigned from the UEFA executive committee and as chairman of the European Club Association (ECA), according to reports published by Italian media outlets.

British Prime Minister Boris Johnson said on Twitter that the breakdown of the league would be “very damaging for football” and called on the clubs involved to answer to their fans and the wider football community ahead of taking further steps.

TURKISH UNION OF CLUBS CRITICIZES SUPER LEAGUE

The Turkish Union of Clubs criticized the establishment of the European Super League as it will harm the unity of the European football.

In a Twitter post on Monday, the Turkish union said that it followed the recent developments with “deep concern” and “the establishment of the so-called European Super League is going to cause unrecoverable damage to the European football’s integrity.”

“We strongly condemn the breakaway plans of some European clubs which clearly reveals that those clubs are placing their own interests before the European football’s common interest,” it added.

The union said that the football community is in need of solidarity and cooperation, adding it supports the UEFA to “keep the sporting merit of the old continent alive” and called on all the stakeholders of football to be against the Super League project.

AT LEAST 11 DEAD, 98 INJURED IN TRAIN CRASH IN EGYPT

In a statement, the ministry said 11 people lost their lives and 98 others were injured in a train accident traveling from Cairo to Mansura.

According to local media, President Abdel Fattah al-Sisi charged the government to form a committee to investigate the cause of the accident.

According to a statement from the National Railways Authority of Egypt, the Cairo-Mansura passenger train 949 went off the tracks in the city of Qalyubia.

Last month, 32 people lost their lives while 66 others sustained injuries in a train accident.

MODALITIES OF EURASIAN INDUSTRIAL RESEARCH CENTER (EIRC) DISCUSSED

ISLAMABAD, APR 19 (DNA) – An online meeting was held between the Center for Global & Strategic Studies (CGSS), University of Sialkot, Area Study Center (Russia, China, and Central Asia), University of Peshawar, and University of the Punjab, Lahore.

During the meeting, the modalities of the Eurasian Industrial Research Center (EIRC) were discussed. The EIRC is being jointly established by the Center for Global & Strategic Studies, University of Sialkot, Area Study Center (Russia, China, and Central Asia), and University of the Punjab, Lahore.

Furthermore, the meeting aimed at finalizing the domains in which the EIRC will be working which include Academic and Socio-Economic areas. EIRC has been established to act as a platform that will provide long-term opportunities for Pakistan to enhance connectivity with Eurasian countries focusing on sustainable goal development, human capacity development, prospects of enhancing business, trade, and investment.

Additionally, the EIRC will be working actively to develop and strengthen linkages between academia and industries to produce work that will be in line with the modern requirements. Realizing the need to penetrate regional chambers, intra-regional chambers will also be established to facilitate connectivity between various chambers present in Pakistan and regional chambers.

Moreover, during the meeting, it was also decided that EIRC will act as a policy-influencing platform and facilitate the formulation of effective policies which will eventually contribute to developing better connectivity between Pakistan and Eurasia.

JORDAN SHOWS KEEN INTEREST IN PAKISTAN’S HIGH QUALITY DEFENCE PRODUCTS

ISLAMABAD, APR 19 (DNA) – Ibrahim Almadani, Ambassador of Jordan said that he was greatly impressed to see the high quality of Pakistan’s defence industry products and Jordan considered Pakistan’s defence capability as a source of strength for it. He said this during his visit along with Sardar Yasir Ilyas Khan, President, Islamabad Chamber of Commerce & Industry to Defence Export Promotion Organization (DEPO) where he was shown the various products produced by Pakistan’s defence industry. Abdul Rehman Siddiqui, Executive Member ICCI also accompanied them at the occasion.

Jordanian envoy said that he was very privileged and honoured to visit the DEPO and was proudly impressed by the level that Pakistan’s defence industry has achieved. He said that Pakistan was a big brother country for Jordan and his country considered Pakistan’s defence sector as a strategic industry. He said that Jordan could learn a lot from the expertise and competency of Pakistan in the defence field.

Commodore Naeem Anwar, Acting Director General, Defence Export Promotion Organization (DEPO) warmly welcomed H.E. Ibrahim Almadani, Ambassador of Jordan and Sardar Yasir Ilyas Khan, President, Islamabad Chamber of Commerce & Industry and provided them a comprehensive briefing about Pakistan’s defence products and services.

He said that Pakistan defence manufacturing sector was capable of meeting the bulk requirements of foreign customers in areas of medium as well as selected areas of high technology. He said that Pakistan has the capability to offer high grade weapon systems, basic & advance trainers and jet fighter aircraft, surface to air and anti-tank missile systems, sophisticated surface and sub-surface naval crafts, air delivered munitions, state of the art secure communication systems, small arms and a wide range of ammunition and explosives.

He said that all these products were backed up by ISO certification, aerospace standards of latest revision and R&D organizations, which were constantly working towards quality assurance and product improvement to guarantee the customers satisfaction.

Speaking at the occasion, Sardar Yasir Ilyas Khan, President, Islamabad Chamber of Commerce & Industry thanked Commodore Naeem Anwar, Acting Director General, DEPO for showing high quality defence products of Pakistan. He said that Pakistan has great potential to enhance the exports of defence products and assured that this potential would be fully highlighted before the visiting foreign missions and delegations to ICCI to explore new opportunities for exports promotion.

He said that defence products would also be displayed in future industrial exhibitions organized by ICCI to show their real potential to the local and foreign visitors. BLINKEN REJECTS CRITICISM OF PLANNED US WITHDRAWAL FROM AFGHANISTAN

NEW YORK, APR 18 – United States Secretary of State Antony Blinken, returning from an unannounced visit to Kabul, pushed back on criticism of President Joe Biden’s plan to remove American combat troops from Afghanistan, arguing that Washington had fulfilled its mission to end al Qaeda’s ability to strike at the U.S.

   Blinken told ABC-TV’s Sunday’s news programme “This Week” that while he respected retired generals including David Petraeus and Joseph Dunford, who commanded troops in Afghanistan but opposed the pullout plan, the Biden administration was following a “deliberate and informed” process leading to the troop withdrawal.

“I have great respect for General Petraeus, General Dunford and others, but we had a very deliberate and fully informed process leading up to the decision by the president,” Blinken said.

“[But we] went to Afghanistan 20 years ago, and we went because we were attacked on 9/11, and we went to take on those who had attacked us on 9/11, and to make sure that Afghanistan would not again become a haven for terrorism directed at the United States or any of our allies and partners,” Blinken said, adding: “We achieved the objectives that we set out to achieve.”

  His remarks come as some U.S. military and intelligence officials have warned publicly that the U.S. risks seeing Afghanistan’s fledgling government be overtaken in a military conflict with the Taliban should the U.S withdraw from the region, an outcome that would essentially reverse the gains of the past two decades following the Taliban’s ouster from power shortly after the U.S. invasion.

The Biden administration said last week that the U.S. would withdraw all combat troops from Afghanistan by Sept. 11, the 20th anniversary of the 9/11 attacks, while missing a May 1 deadline previously agreed upon by the Trump administration and Afghanistan’s government.

In electing to remove all troops, officials said Biden went against military leaders who argued for keeping a U.S. presence on the ground.

  But Blinken argued the threats to the U.S. have shifted in the two decades since war began. The U.S. also has “the means to see if there is a resurgence, a reemergence of a terrorist threat from Afghanistan,” he said.

“So the president felt that as we’re looking at the world now, we have to look at it through the prism of 2021, not 2001,” Blinken said.

SAUDI ARABIAN AIRLINES (SAUDIA) TO OPERATE INT’L FLIGHTS BY MAY 17

JEDDAH – Saudi Arabian Airlines (Saudia) will be ready to operate international flights fully by May 17, 2021 (Shawwal 5, 1442H), Saudia’s Assistant Director General for Communications Khaled Bin Abdulqader Tash disclosed to Okaz /Saudi Gazette.

It was announced earlier by the General Authority of Civil Aviation (GACA) that international flights could resume fully by May 17, 2021.

In an answer to a question by Okaz on a tweet published by Saudia on its Twitter account, the Saudia official said that this indicates that the lifting of all restrictions on international travel will specifically be on Shawwal 5.

In a tweet on its Twitter account, Saudia said: “Have you packed your bags?” accompanied with pictures of suitcases, in a clear indication that the date is approaching for allowing Saudis to travel abroad without any restrictions, after a suspension of over a whole year, since the spread of the coronavirus pandemic globally in March 2020.

GACA had amended the date for allowing Saudi citizens to travel abroad, for fully lifting the suspension of flights for international airlines and opening the Kingdom’s airports, to May 17, 2021 corresponding to Shawwal 5, 1442H.

NAB HAS SOLID EVIDENCE AGAINST BIG FISH IN MONEY LAUNDERING CASES: CHAIRMAN

ISLAMABAD, APR 18 (DNA) – Justice Javed Iqbal, Chairman NAB has said that NAB has solid evidence against big fish in the cases related to money laundering, fake accounts, misuse of authority, assets beyond known sources and cheating the public at large. NAB has filed 1269 corruption cases having an accumulative value of Rs 950 billion which are subjudice in the learned accountability courts.

Chairman NAB said that NAB during 2020 has recovered Rs 321.4829 billion from corrupt elements which is a record achievement in only one year as compared to other years which shows commitment and dedication of NAB officers towards performance of their national responsibilities in eradication of corruption from the country. He said that NAB has received 487,964 complaints, authorized 15,930 complaint verifications, 10,041 inquiries and 4,598 investigations since inception. while 3,682 references were also filed during the aforementioned since its inception. NAB has recovered Rs 790 billion directly or indirectly from corrupt elements since bureau’s inception, which is more recovery as compared to other such anti corruption organizations.

NAB is a people friendly institution. The performance of NAB has been lauded by reputed national and international institutions. NAB  has become a role model for Saarc countries in eradication of corruption as Pakistan has become first chairman of Saarc Anti Corruption Forum which is a great achievement for Pakistan due to NAB. NAB is the focal organisation of Pakistan under the United National convention against Corruption (UNCAC).Pakistan is the only country to whom China has signed a memorandum of understanding (MoU) for eradication of corruption. The performance of NAB is being reviewed on a regular basis on the basis of monitoring and evaluation System.  NAB has proved that its actions against corrupt elements are across the board as NAB does not believe in victimization. The prestige and repute of NAB has increased manifold due to its indiscriminate and visible action against big fish.
