ISLAMABAD SCHOOLS TO REDUCE APRIL, MAY FEES BY 20%

ISLAMABAD – The district administration of Islamabad has decided to reduce fees for the months of April and May at private schools across the capital by 20%.

In a notification issued on Monday, it was stated that the orders will be imposed on schools charging fees of more than Rs8,000.

The decision was taken to provide relief to parents as the third wave of the novel coronavirus continues to grapple the country. Schools in the capital have been closed since mid-March.

Education institutions across the country were closed in April after coronavirus metrics rose. Cambridge, Intermediate and Matriculation exams have been cancelled as well.

Pakistan schools and coronavirus

All educational institutions across the country were closed in late February 2020 after coronavirus cases began to rise. They were reopened in phases starting September 15, 2020.

On November 23, 2020, after the second wave of coronavirus cases hit the country, the government announced that all educational institutions would close again from November 26, 2020.

Classes were taken online till December 24, 2020, and winter vacations started from December 25, 2020, and were supposed to last till January 10. The government said it would hold a meeting to review the decision to reopen schools on January 4.

The NCOC then decided that schools would reopen in phases with classes nine to 12 being the first to reopen on January 18.

SADIQ KHAN EYES RE-ELECTION AS LONDON’S MAYOR

LONDON – Sadiq Khan, London’s current mayor and Labour Party candidate for mayoral election on May 6, says he has a plan to help London recover from the “devastating” effects of Brexit and the coronavirus pandemic if he wins a second term.

Speaking to Anadolu Agency, Khan said the British capital will emerge from the current situation as he would promote it extensively.

“I think the combination of Brexit and this awful pandemic has been devastating for businesses in London and across the country, particularly for those in retail, hospitality, culture, in leisure and tourism. In the last year, we have lost more than 300,000 jobs in London, and more than a million Londoners are currently on furlough,” he said.

To address all this, Khan said, “I have got a plan, which is jobs, jobs, jobs.”

He said his plan involves keeping people employed and helping those who have lost their jobs find new, stable employment in the city.

Khan also said they have used publicity and promoted the West End, a district of Central London where cultural centers, theaters, restaurants, pubs and cafes are located, to bring people back after the pandemic.

He said more than 18,000 Londoners died last year because of the coronavirus, but with the vaccination and test and trace system now in place, he said he hopes the most recent lockdown was the last.

Urging everyone to get vaccinated, he said “as we have come out of the lockdown, we will have a good recovery.”

He noted that his first three actions if he is re-elected would be helping central London to recover, setting up various job academies for young people and carrying on improving London’s air quality.

KNIFE CRIME

Speaking on London’s growing problem of knife crime, Khan described it as “a heartbreaking issue.”

More than 30 people in London have been murdered since Jan. 1 and at least 25 of those murders were committed with knives, according to the latest figures.

Khan said “it is very important to be tough on crime and tough on the course of crime,” adding that as mayor, he has invested more than £1 billion ($1.38 billion) to deploy additional police officers in London.

“I am also the mayor who has invested in young people, giving them constructive things to do: education, culture and sports,” he said in explaining his actions to curb knife crime.

Urging especially young Londoners to report to police if they know anyone carrying a knife, Khan said “carrying a knife does not make you more safe, it makes you less safe.”

More than a quarter of all knife and offensive weapon offences registered by the police across the UK in 2020 were attributed to young people under the age of 18.

“We have got to give young people hope,” Khan added, explaining that alienation, depravation and poverty are among the many complex reasons for youth crime.

He said the government should not make any more cuts in state benefits as they foster conditions leading to violent crime.

MAY 6 ELECTIONS

The mayoral election, alongside local elections across England, was postponed for a year because of the emergency Coronavirus Act 2020.

A total of 20 candidates will compete to become London’s new mayor in elections to be held on May 6.

Labour candidate Khan, London’s first Muslim mayor, leads the latest opinion polls with 63%.

Tory candidate Shaun Bailey follows with 37%.

Polls will open at 7 a.m. (0600GMT) and close at 10 p.m. (2100 GMT).

BUSINESSMEN WOULD NOT AFFORD ANY FURTHER LOCKDOWN AFTER MAY 16: ICCI

ISLAMABAD, MAY 3 (DNA) – Sardar Yasir Ilyas Khan, President, Islamabad Chamber of Commerce & Industry (ICCI) said that to avoid rush, the Saudi government has allowed business activities for 24 hours with strong enforcement of SOPs and same policy should be adopted in Pakistan to save businesses and the economy from further losses.

He further called upon the government to avoid any more lockdown after May 16, 2021 as the business community would not afford any further lockdown after the Eid holidays.

He said that during a recent visit along with the Deputy Commissioner Islamabad to various markets of the federal capital, it was observed that the majority of the business community and the customers were following SOPs, due to which the trend of Covid-19 cases in Islamabad was on the decline. Therefore, this situation demanded that the government should have relaxed restrictions on businesses in the federal capital during the last week of Ramadan.

Sardar Yasir Ilyas Khan said that as the Covid-19 situation in Islamabad was much better as compared to many other cities, the businesses of Islamabad should not be treated at par with other cities for imposition of restrictions and emphasized that the business community in the federal capital should be allowed to continue businesses till Sehri during the last week of Ramadan.

ICCI President said that the business community of the entire country had been demanding the government to lift restrictions and extend business hours as they have already suffered huge losses due to the previous lockdowns.

However, it was unfortunate that the NCOC was making decisions about restrictions on businesses without any consultations with chambers of commerce and trade associations that were the key stakeholders in such decisions.

He said that Pakistan is estimated to have already suffered an economic loss of Rs.2.5 trillion due to coronavirus and emphasized that the government should lift all restrictions on businesses after May 16 as keeping these restrictions for longer duration or imposing further lockdown after Eid would have devastating impact on the businesses and the overall economy.=DNA

NATIONAL HOCKEY LEAGUE HIGHLIGHTS PAK-CANADA COLLABORATION ON WINTER SPORTS AND CLIMATE CHANGE

ISLAMABAD, MAY 3 (DNA)  – The National Hockey League (NHL), one of the five largest sports organizations in the world representing professional ice hockey in North America, has released a video highlighting the collaboration between Pakistan and the Canadian High Commission to introduce ice hockey to northern Pakistan. The video was prepared as part of the NHL’s Green Month, which focuses on local initiatives taking place around the world that use winter sports to focus on environmental challenges.

The video highlights the Canadian High Commission in Pakistan’s “winter sports initiative,” working with local communities in Pakistan’s northern regions to promote youth engagement in winter sports, bring attention to the growing impact of climate change, and support sustainable tourism.

Over the last two winters, the Canadian High Commissioner to Pakistan, Wendy Gilmour, and colleagues have visited communities in Chitral and Gilgit-Baltistan to support local efforts to: build ice surfaces suitable for hockey, curling and other winter activities; provide equipment (including some donations from the Canadian-Pakistan Friendship Association); coach local boys and girls in hockey and skating skills; and participate in winter events, such as the Hindukush Snow Sports Festival in Madaklasht, Chitral.

Canada is a global leader on climate change, and believes in supporting youth climate awareness and community-based action, including by getting youth engaged in sport and their natural environment.  “Supporting girls’ and boys’ interest and access to winter sport will bring physical, social and economic benefits – not the least of which is the development of sustainable tourism opportunities,” stated High Commissioner Gilmour while meeting with community leaders during her visit to Chitral and Gilgit-Baltistan in January and February this year.

High Commissioner Gilmour stressed the many areas in which Pakistan and Canada can cooperate, including: Canada’s contribution to climate change initiatives benefiting Pakistan, such as the Green Climate Fund and the Global Environment Facility; Canada’s support for environmentally-sustainable projects; and in particular, Canada’s ongoing efforts to support healthy communities, families and women’s economic empowerment. She emphasized that “Canada values opportunities like this to partner with communities on shared values and interests, such as addressing climate change, protecting the environment, promoting sustainable and responsible tourism, and ensuring equal opportunities for women and girls.”

The High Commission of Canada was thrilled to work with the National Hockey League on this video, which features the work of: Air Commodore (Ret’d) Shahid Nadeem, Convener; the Adventure Group National Tourism Coordination Board;  the Gilgit-Baltistan Winter Sports Federation; Col (Ret’d) Walli; Mr. Irfan Karim; and the Booni Environmental Academy. Recognizing their contribution, High Commissioner Gilmour stated that “the dedication and commitment of these individuals and their communities is what is making this initiative a success, and will ensure the future of Pakistan as a winter sports country.”

PNS NASR’S HADR MISSION TO BENIN-AFRICA: A VIBRANT STEP FOR COMMON FOREIGN AND SECURITY POLICY

Naveed Mushtaq

By definition, collaborative security is linked directly with human Security and is extended to the broader conception whereinsecurity of States and their common survival are interlinked. With such a vast scope, collaborative security and diplomatic efforts are persistent in the contemporary time with exclusive intra state initiatives like EU based Common Foreign and Security Policy (CSFP).Under such initiatives, helping other nations in terms of Humanitarian Assistance and Disaster Relief (HADR) the most important pillar of non-traditional form of security, has become a focal agenda of international navies. Hence, on a similar ground, Pakistan Navy participate in multiple common Foreign and Security initiatives of the region.

In continuation of the process, recently PNS NASR has rendered HADR service to Djibouti, Sudan, Benin, and Niger. In its recent visit to Niger,Pakistan Navy Ship NASR, as a gesture of solidarity and friendship, delivered gift of food from the people of Pakistan to the people of Niger during the ceremony held at Port Cotonou of Benin. Previously, Pakistan Navy Ship NASR also handed over similar food assistance support to Djibouti and Sudan. This ongoing deployment of Pakistan Navy Ship to African region is to further strengthen the bonds of friendship with African countries and hence, the continued PN’s engagements and HADR efforts are in this way contributing in Pakistan’s engage Africa foreign policy initiative. Having rich history of HADR in African continent, the same PNS NASR recently visited Eastern African countries of Djibouti and Sudan in the month of January 2021 with provision of basic food ration, creating Pakistan’s positive image. It is indeed a clear message of common empathy and a manifestation of continued process of Pakistan Navy helping the African Nations from the Horn of Africa to the Western African nations.

Under the ‘Engage Africa’ policy, Pakistan always allots its support to the rest of African nations through United Nations (UN) peace keeping missions and Pakistan Navy’s HADR and overseas deployments. If history is a prism than the PN’s HADR missions are not limited to even African continent. The Pakistan Navy’s assistance rendered to Maldives and Indonesia after horrific Tsunami in 2004. Likewise, the rescue of MV Suez Crew from pirates in 2011, the successful conduct of humanitarian operations to evacuate stranded Pakistanis and foreign nationals at Yemen in 2015 and the support rendered to the flood stricken Sri Lankan populace is among the few glorious chapters of the zeal and commitment of Pakistan Navy. Keeping its conductsto animate, Pakistan Navy in 2019, had sent its two ships namely PNS ASLAT and PNS MOAWIN to 8 African states covering from West to east Africa. These Ships offered diplomatic leverage through port visits along with providing humanitarian assistance to the visiting countries by organizing free medical camps.

Benin, Niger and Pakistan share cordial and brotherly relations as the countries are members of common international forums including Organization of Islamic Cooperation (OIC) and Group of 77. Benin is bordered by the Niger to the north andboth countries have an estimated population of 12 million and 23 millionrespectively. Importance of these two countries lie more in their transit position than direct market of goods. Some companies of Pakistan, dealing in food items, have recently established offices in Benin to coordinate exports from Pakistan to the region. hence, Pakistan Navy’s HADR efforts will pave the way for our traders, diplomats and overseas communities to further expand the footprints in the region.

Similarly, During the contemporary age of great power politics in Indian Ocean Region (IOR), any effort in HADR domain in continuity to recently concluded AMAN Exercise 2021 and Pakistan Navy’s Command of CTF-151, will further mandate Pakistan’s highly productive approach of common development and mutual co-existence.Current HADR sailing to Niger and Benin, is a hallmark segment of Pakistan Navy’s continued multilateral and multi-dimensional engagements to promote mutually shared interest of regional peace and prosperity. It is time that such efforts in naval domain are translated into economic, diplomatic and informational domains through highly assertive “whole of a nation” approach.
