PM for effective use of PAECO platform

ISLAMABAD: Prime Minister Imran Khan says the platform of Parliamentary Assembly of Economic Cooperation Organization should be used for collective efforts to cope with the common challenges including climate change, water crisis and poverty alleviation.

He was addressing the concluding session of the General Conference of the Parliamentary Assembly of Economic Cooperation Organization in Islamabad today (Wednesday).

The Prime Minister said the population of the region is 450 million and every country of the region can benefit from this huge population utilizing their potential in different sectors.

He said many countries are facing water shortage due to global warming and parliamentary integration among ECO member countries will be helpful in resolving challenges in a befitting manner.

The Prime Minister said Pakistan is working on a mega project of billion tree tsunami program and it will plant 10 billion trees in the country in five years.

Imran Khan said increasing economic cooperation and trade among the member states will lead to an economic revolution in the region. He said withdrawal of NATO and US troops from Afghanistan should be a peaceful transition.

ISLAMABAD, JUN 02 (DNA) – Pakistan and Tajikistan in their delegation-level talks held unanimity of views that a consensus political government in Afghanistan was vital for peace of the region. Pakistan and Tajikistan on Wednesday entered into 12 accords for cooperation in diverse fields including trade, anti-corruption, infrastructure, education and culture. The resolve was presented during a joint news conference of Tajik President Emomali Rahmon and Prime Minister Imran Khan.

Prime Minister Imran Khan reiterated that Pakistan would only hold talks or do trade with India if New Delhi restored the pre-August 5, 2019 status of Occupied Jammu and Kashmir. Imran Khan said “If Pakistan revives its relations with India (without the latter restoring the status of Kashmir), it will be similar to turning our back on the Kashmiris.”

Imran Khan said that if India takes back the steps it took on August 5, “then we can definitely hold talks”. Meanwhile, President Emomali Rahmon expressed his country’s interest to access Pakistan’s Gwadar and Karachi seaports as the ‘shortest trade route’ for the landlocked Central Asian state to connect with the region.

The Tajik president, in this regard, supported the establishment of a ‘trade corridor’ passing through Pakistan. The two leaders, who earlier held wide-ranging discussions on diverse areas of cooperation, expressed willingness to further strengthen the bilateral multifaceted ties.

President Emomali Rahmon stressed “full-fledged cooperation” between Tajikistan and Pakistan to manage energy and water resources and also tapping the potential of Central Asia-South Asia (CASA-1000) power project.

President Rahmon termed Pakistan a “reliable and trustworthy partner” of Tajikistan at the international stage, where the two countries had similarity of agenda to pursue mutually beneficial cooperation.

He mentioned that his talks with PM Imran Khan focused on inter-governmental cooperation in fields of economy, parliaments, energy, agriculture, healthcare and COVID-19 situation.

Prime Minister Imran Khan welcomed President Emomali Rahmon and mentioned the positive discussions held with him in areas of trade, defence production, climate change and common challenges including post-troops withdrawal scenario in Afghanistan.

Prime Minister Imran Khan said in the realm of “common challenge” faced by Pakistan and Tajikistan, both sides agreed that peace in Afghanistan was a priority. “If the U.S. troops withdrawal from Afghanistan similar to what Russia did in 1989, we both are concerned about the security to our trade and connectivity,” he said.

President Emomali Rahmon and Prime Minister Imran Khan witnessed the signing ceremony as the representatives from two sides signed the agreements and the memoranda of understanding. The two leaders also signed a Joint Declaration encompassing details of discussions taken place during the visit of President Rahmon.

Turkish, Azerbaijani political parties sign cooperation protocol

ANKARA – The governing parties of Turkey and Azerbaijan on Wednesday signed a cooperation protocol in the Turkish capital Ankara.

Speaking at the signing ceremony at Turkey’s Justice and Development (AK) Party headquarters, its deputy chairman Numan Kurtulmuş said the protocol aims at improving ties with the New Azerbaijan Party.

“Our goal is to enrich, root, and maintain these relations between the political, governing parties of the two brotherly countries by further improving them,” he said.

The party official also said that they will also pay a visit to Azerbaijan after the visit of the Azerbaijani delegation.

The protocol was signed by Kurtulmuş and Tahir Budaqov, deputy chairman of the New Azerbaijan Party.

ELECTION FOR THE CHAIRMANSHIP OF SENATE STANDING/FUNCTIONAL COMMITTEES

ISLAMABAD – Elections for the Chairmanship of Senate Standing/functional Committees (11 standing and 2 functional committees), under rule 184 (1) of the Rules of Procedures and Conduct of business of the Senate, 2012, were held here at Parliament House, on Wednesday.

1- Senator Mushahid Hussain Sayed was unanimously elected as the Chairman of the Senate Standing Committee on Ministry of Defence. Committee members Senator Hidayat Ullah and Senator Mushtaq Ahmed nominated Senator Mushahid Hussain Sayed for the chairmanship of the Senate Defense Committee.

2- Senator Sherry Rehman was unanimously elected as the Chairperson of the Senate Standing Committee on Foreign Affairs. Senator Saadia Abbasi and Senator Palwasha Mohammad Zai Khan seconded the name for the Chairpersonship of Senator Sherry Rehman and endorsed by the member’s committee.

3- Senator Faisal Ali Sabzwari was unanimously elected as the Chairman of the Senate Standing Committee on Industry and Production. Senator Imamuddin Shouqeen and Shamim Afridi nominated the name for the chairmanship which were seconded by all the committee members.

4- Senator Manzoor Ahmed Kakar was unanimously elected as the Chairman of the Senate Standing Committee on Overseas Pakistani and Human Resource. His name for the chairmanship was nominated by Senator Khalida Ateeb and Senator Keshoo Bai and all members supported it.

5- Senator Rana Maqbool Ahmed has been unanimously elected as the Chairman of the Standing Committee on Cabinet Secretariat. Senator Saadia Abbasi and Senator Muhammad Talha Mahmood nominated Senator Rana Maqbool for the chairmanship.

6- Senator Syed Ali Zafar has been unanimously elected as the Chairman of the Senate Standing Committee on Law and Justice. Senator Shibli Faraz and Senator Saleem Mandviwalla nominated him for the chairmanship of the committee

7- Senator Faisal Javed has been unanimously elected as the Chairman of the Senate Standing Committee on Information and Broadcasting. Senator Muhammad Tahir Bizinjo and Senator Syed Ali Zafar seconded his name for the Chairmanship.

8- Senator Muhammad Abdul Qadir has been elected as the Chairman of the Senate Standing Committee on Petroleum. Senator Naseebullah Bazai and Senator Fida Mohammad suggested his name and endorsed by the rest of the members.

9- Senator Saifullah Abro has been elected as the Chairman of the Standing Committee on Power. Senator Fida Mohammad and Senator Zeeshan Khanzada nominated him for the chairmanship of the committee.

10- Senator Taj Haider has been Unanimously elected as the chairman of the Standing Committee on Parliamentary Affairs. Senator Mustafa Nawaz Khokhar and Senator Shamim Afridi suggested his name.

11- Senator Farooq Hamid Naek has been unanimously elected as the Chairman of the Senate Committee of Delegated Legislation. Senator Yousuf Raza Gilani and Senator Kauda Babar nominated him for the chairmanship.

12- Senator Mushtaq Ahmed has been unanimously elected as the chairman of the Functional Committee on Devolution. Senator Khalida Ateeb and Senator Ejaz Ahmad Chaudhary nominated him for the chairmanship.

13- Senator Kamil Ali Agha has been unanimously elected as the Chairman of the Functional Committee on Government Assurance. Senator Mirza Muhammad Afridi and Senator Dilawar Khan nominated him for the chairmanship.

ARMY CHIEF VISITS FIELD TRAINING AREA NEAR KOTLI

RAWALPINDI – ISPR General Qamar Javed Bajwa, Chief of Army Staff (COAS) visited field training area near Kotli today.COAS was briefed about conduct modalities of a Corps level exercise ‘Taskheer-e-Jabal’.

The exercise is aimed at enhancing operational preparedness of formations, encompassing defensive and offensive tasks during various contingencies within  an operational cycle.

The troops and units participating in exercise will rehearse  various defensive and offensive manoeuvres in the mountainous terrain.Appreciating dedication and professionalism of participating troops, COAS expressed satisfaction over combat readiness of the formation.

Rigorous training and continued practice of operational drills are imperative for effective response  to wide ranging threats, COAS emphasized.Earlier, on arrival , COAS was received by Corps Commander, Lieutenant General Azhar Abbas.

ECO COUNTRIES EMPHASIZE ON ENHANCING COOPERATION IN TOURISM

ISLAMABAD, JUN 02 (DNA) – The Economic Cooperation Organization countries have emphasized on enhancing cooperation in all forms of tourism for sustainable development and poverty alleviation.

The national parliamentary delegates from Azerbaijan, Afghanistan, Pakistan, Turkey and Uzbekistan attended in person while Hon. MPs from Iran and Turkmenistan participated virtually.

A joint statement adopted at the concluding session of the General Conference of the Parliamentary Assembly of ECO in Islamabad Wednesday said that the member states must pool their resources to build the capacity of local communities through education and training of their population, especially in livelihoods connected to tourism.

It also stressed the need for promoting religious, cultural, and health tourism through enhanced connectivity and development of infrastructure and institutions in the tourist industry of all member states.

All member states also reiterated the importance of sustainable eco-tourism, which is both a powerful source of perpetual poverty alleviation as well as environmental conservation for coming generations. The statement said elimination of terrorism is a key to ensuring security in our region which is vital to attract and develop our tourist industries.

The key recommendations of the session are include: i. We recognize the fact that our common heritage viz a viz the historical silk route and enormously beautiful geography gives the ECO region enormous potential as an international tourist destination; ii. ECO country governments must cooperate in all forms of Tourism, which remains as a great driver of sustainable development and poverty alleviation.

We must pool our resources to build the capacity of local communities through education and training of our population especially in livelihoods connected to tourism; iii. ECO states must promote religious, cultural and health tourism, which will be possible through enhanced connectivity and development of infrastructure and institutions in the tourist industry of all member states; iv.

Elimination of terrorism is key to ensuring security in our region, which is vital to attract and develop our tourist industries; v. Promotion of tourism in all of its legal forms should remain the core focus, both of our national policies on promoting tourism locally as well as regionally within the ECO region, to make it a preferred choice of international tourists; vi. All member states also reiterated the importance of sustainable eco-tourism, which is both a powerful source of perpetual poverty alleviation as well as environmental conservation for our coming generations; and vii.

We urge and call upon the Executive Council of ECO to formulate a JOINT WORKING GROUP/ COMMMITTEE of Members of Parliament so that an institutional arrangement can be established for the joint sharing of resources of the PAECO member states, in the next one year, in the overall context of ADVANCING TOURISM FOR DEVELOPMENT AND POVERTY ALLEVIATION. = DNA

Çavuşoğlu: Israel should end violence against oppressed Palestinians to mend ties with Turkey

ANKARA – If Israel wants healthy ties with Ankara, it must abandon its wrongful policies and end violence against Palestinians, Turkey’s foreign minister said on Wednesday.

“In order for Israel to maintain a healthy relationship with us, no matter which government is in power there, it must first give up its wrongful policies,” Mevlüt Çavuşoğlu said at a press conference along with Robert Dussey, the foreign minister of Togo, in the capital Ankara.

Israel’s violence and aggression against Palestinians will only “worsen [our] ties,” he added.

Çavuşoğlu stressed that Israel can have “healthier relationships with everyone” if it pursues peace, accepts a two-state solution, and respects the rights of Palestinians.

Israel’s latest assault on the Gaza Strip and the occupied West Bank last month killed at least 289 people, including women and children, and left a trail of destruction.

Health centers, schools, and media offices in the Palestinian territories were among the structures that Israeli forces targeted and destroyed with impunity.

MAARIF FOUNDATION TAKES OVER SCHOOLS IN TOGO

Togo’s foreign minister said many schools previously run by the Fetullah Terrorist Organization (FETO) in the west African country have been handed over to Turkey’s Maarif Foundation.

He appreciated the foundation’s role in providing quality education to children in Togo.

Ankara established the Maarif Foundation after the defeated 2016 coup in Turkey to take over the administration of overseas schools linked to FETO.

The terror group and its US-based leader Fetullah Gulen orchestrated the defeated coup of July 15, 2016, which left 251 people dead and 2,734 injured.

Ankara accuses FETO of being behind a long-running campaign to overthrow the state through the infiltration of Turkish institutions, particularly the military, police, and judiciary.

Voicing support for Turkey’s efforts, Dussey congratulated Ankara on its progress and achievements in the fight against terrorism.

“Maybe we, as Togo, cannot relate to these issues [of terrorism] … but these violent and extremist ideologies are affecting several continues, and if we don’t stop them, they may eventually reach our country too,” he said.

Togo, he vowed, will continue to stand with Turkey against terrorism, adding that “a joint front against terrorism” could help ensure peace and stability in the region.

FM QURESHI DISCUSSES BILATERAL COOPERATION WITH TAJIK FM

ISLAMABAD, JUN 2 – The Foreign Minister of Tajikistan Sirodjiddin Muhriddin called on Foreign Minister Shah Mahmood Qureshi, at the Foreign Office today.

The two Foreign Ministers reviewed the status of bilateral cooperation in all areas — including political, trade and economic, defence, education and regional connectivity fields and mutual collaboration at regional and global fora.

Foreign Minister Qureshi extended felicitations on the 30th anniversary of Tajikistan’s independence and 30 years of Pakistan-Tajikistan diplomatic relations.

Expressing satisfaction on the signing of the Joint Declaration on “Next Steps in Building Strategic Partnership for Regional Solidarity and Integration” and several other Agreements and MoUs in wide range of areas, earlier in the day, the two Foreign Ministers agreed on the speedy implementation and follow-up.

Foreign Minister Qureshi reiterated Pakistan’s commitment to timely completion of CASA-1000 Power project and stressed to step-up cooperation in the energy sector. 

Foreign Minister Qureshi highlighted prospects for regional connectivity and integration to Tajikistan and Central Asian countries through Pakistan’s seaports and CPEC. He said that both countries should capitalize on the tremendous opportunities of trade and transit through these ports. 

The Foreign Ministers reviewed cooperation at regional and international fora, including the UN, OIC, SCO and ECO and agreed to enhance further coordination. The Foreign Minister felicitated his Tajik counterpart on assumption of chairmanship of Shanghai Cooperation Organization (SCO) for 2021 and assured full cooperation of Pakistan on this count. The two Foreign Ministers also exchanged views on global issues including climate change and countering Islamophobia.

In the regional context, Foreign Minister Qureshi highlighted Pakistan’s positive contribution to the Afghan peace process and stressed that a negotiated political settlement was indispensible for durable peace and stability in Afghanistan and the region. He added that this was also essential for advancing the shared objectives of peace, prosperity and regional connectivity.

The Foreign Minister apprised the Foreign Minister of Tajikistan about the situation of human rights in Indian Illegally Occupied Jammu & Kashmir (IIOJK) and attempts to change the demographic structure of occupied territory. He said that India needed to revisit its illegal actions of 5 August 2019 to create an enabling environment for dialogue and peaceful solution of the Jammu & Kashmir dispute in accordance with UNSC resolutions and the wishes of the Kashmiri people.

Foreign Minister Muhriddin is accompanying the President of Tajikistan on his visit to Pakistan from 2-3 June 221.

WAKEUP PAKISTAN: GETTING TOO LATE FOR FOOD SECURITY

Pakistan is a graveyard of national policies. The recently buried one is the ‘Food security’ that was finalized and approved in 2018. Almost three years on, the stakeholders are waiting for any action on it. The participants of the recently organized conference by Awaz CDS and Pakistan Development Alliance, VSO-Pakistan and UKAid on “Food Security and Sustainable livelihood in Pakistan” have shown grave concerns on the policy dusting shelves. They demanded immediate kick off the implementation and letter and spirit.

The stakeholders voiced numerous challenges related to food, agriculture, and livelihoods and shared their recommendations for the federal and provincial governments in somber. They believe that on their charter of demand, the real and practicing smallholder women and men farmers should be included in the government committees at provincial and federal levels raise their voices to safeguard their rights for better production, fair prices and sustainable livelihoods; food and nutrition security should be brought as enforceable fundamental right in the constitution of Pakistan; and while the nutrition is important for people, it should be incorporated in all the programs of agriculture and food security.

No doubt, the government should initiate training and support for kitchen gardening in rural and urban areas for improved nutrition. Indeed it’s true that rising cost of production is negatively impacting small farmers. The provincial and federal governments shall monitor erratic price of inputs for the benefit of farmers. Substandard quality of seeds and inputs negatively impact agricultural production and farmers livelihoods, the relevant government departments shall monitor quality issues of agricultural inputs, and also ensure fair price of agricultural products to ensure sustainable livelihoods. The small farmers shall receive concessionary loans and crop insurance in all provinces and regions.

The conference emphasized the extension departments shall be revitalized to provide required technical support to small farmers; wages of agriculture workers shall be implemented according to the national or provincial minimum wage rates whichever is higher; the farmer men and women shall be supported through trainings and financial resources to initiate value addition of their crop, vegetables, fruits, livestock and other agricultural products. 

The Khyber Pakhtunkhwa and federal governments shall have special emphasis on the newly merged districts of FATA in Khyber Pakhtunkhwa to explore potential agriculture and food production, and micro finance support shall also be extended to the natives of these areas. Women at the moment are not the focus in the agriculture system despite being in the heart actually, so women farmers shall be prioritized from university curriculum to research up to extension system. Government shall induct women staff to ensure timely and quality extension support for women farmers.  Women should receive capacity building and financial support for crop, livestock, vegetable production as well as poultry and goat farming.

Sindh Women Agriculture Workers Bill 2019 is still pending. It shall be implemented in letter and spirit. All other provinces shall also ensure the replication of the similar legislations in their respective provinces and regions. Special programs should be included in government policies to address drought related situations in crop, livestock and all forms of agricultural production. Storage dams should be constructed to ensure food and agricultural production in drought hit and flood prone areas in all provinces. Livestock training and mobile livestock veterinary services should be provided in all the provinces. Women should also be given on farm training on livestock, goat and sheep and poultry farming to empower the marginalized women.

Climate change is the worst threat to national water and food security. Agriculture and related policies and programs shall integrate climate change resilience from curriculum to research and up to extension systems. Government shall conduct scoping studies to assess climate related risks and related measures in all provinces and regions, and strengthen efficient water utilization for agriculture in all provinces. Crop and food diversity is important for nutrition and climate resilience. This should be encouraged through a variety of crop cultivation and naturally bred bio-fortified seeds. Pakistan has 11mhc cultivable waste. These marginal lands should be developed into new areas to produce agriculture and food crops.

Shandana Gulzar, Convener of the Parliamentary Sub-Committee on Agriculture, feels determined to provide opportunities to young people and women to engage in food productions and processing systems and mechanisms in the country.  She believes that food security policy 2018 shall be implemented in letter and spirit while taking all the provinces and other related stakeholders on board equally. “We will encourage provinces to develop their own food security policies in accordance with the national food security policy 2018. Before the 18th constitutional amendment in 2010, it was possible to have uniform policies for the whole country, however now provinces have their own agricultural policies too. They need to sync their agricultural policies with that of national food security policy if there is any challenge in this respect.”

MNA  Riaz Fatyana- Convener, National Parliamentary Task Force on SDGs shared that the government has initiated many social protection initiatives to ensure food security of poor and marginalized communities under Ehsaas Program including Rashan Cards. The program will be kicked off soon. He also shared that small land holders and farmers will be given Kissan cards to enhance their productions. Government is also encouraging Agriculture Chambers and the first ever agriculture chamber will be initiated in Lahore soon.

Zia ur Rehman, National Convener of Pakistan Development Alliance, believes that food security should be considered as a basic  human right. Pakistan is also a signatory of many international treaties and conventions including UDHR, ICESCR, CRC, CEDAW, SDGs and Voluntary Guidelines to support the progressive realization of the right to adequate food for all citizens. These commitments demand that Pakistan should recognize food and nutrition security as fundamental human rights; however this is pertinent to mention here that Pakistan’s Constitution has yet to recognize the right to food for all.

Wakeup Pakistan government before it’s too late to secure food for 220 million people. Your slow response or no response would lead to a disaster we could never imagine.
