CHINESE AMBASSADOR LAUDS PAKISTAN’S SINCERE EFFORTS FOR BRINGING PEACE

RAWALPINDI, JUN 9 (DNA) – Nong Rong, Ambassador of China to Pakistan called on General Qamar Javed Bajwa, Chief of Army Staff (COAS) on Wednesday.

During the meeting, matters of mutual interest, progress on CPEC and regional security situation including latest developments in Afghan Peace Process were discussed.

Chief of Army Staff General Qamar Javed Bajwa thanked the dignitary for China’s contribution towards fight against COVID-19 and provision of vaccines to Pakistan and said that Pakistan greatly values its friendly relations with its “iron brother” China.

COAS also felicitated the dignitary for holding grand ceremony in Beijing on the occasion of 70th Anniversary of Pak-China diplomatic relations.

Visiting dignitary appreciated Pakistan’s sincere efforts for bringing peace and stability in the region, especially the Afghan Peace Process.

UKRAINIAN PRESIDENT SAYS RUSSIA HARDLY PULLED OUT ANY BORDER TROOPS

Kyiv, JUN 9 – Ukrainian President Volodymyr Zelensky said Wednesday Russia has pulled out only 11,000 out of 105,000 border troops.

Briefing Canadian Prime Minister Justin Trudeau on the security situation in the east and near Ukraine during a phone talk, Zelensky said only part of the Russian troops and heavy weapons has been withdrawn from Ukraine’s border.

“Russia has almost not withdrawn its troops. Out of 105,000 Russian servicemen, only 11,000 went back,” Zelensky said, stressing the importance of maintaining international pressure on Russia.

For his part, Trudeau reassured Zelensky of Canada’s “unwavering support,” adding that the two countries “remain great friends.”

The two leaders also discussed ways to support Ukraine’s efforts toward NATO membership and coordination of efforts between Ukraine and Canada in the case of the downing of the PS752 flight by Iran.

In April, Kyiv accused Moscow of gathering a large group of armed forces on its border, voicing concern over possible annexation of the Donbas region. In response, Russia said it was concerned by the upcoming NATO exercises in Ukraine and the gathering of the Ukrainian armed forces in Donbas.

COVID RESTRICTIONS FURTHER EASED

ISLAMABAD: NCOC Session, chaired by Minister for Planning Development and Special Initiatives, co-chaired by National Coordinator Lt Gen Hamood uz Zaman Khan was held today. The forum took a comprehensive review of vaccination process and implementation of Covid SOPs (NPIs).

Decisions regarding National mass vaccination campaign

•  Country wide mass vaccination campaign will be run under three pronged strategy based on

• Voluntarily Vaccination by all citizens

• Obligatory for public and private sectors employees. In this regard all public sector employees will have to be vaccinated by 30 June 2021.

• Incentivised campaign for which NCOC is considering to introduce certain incentives for various sectors to encourage vaccination.

•. All vaccination centres will remain open from 8 AM to 10 PM daily from 11 June 2021 (less Sunday).

• Vaccination centres will remain open on Friday instead of Sunday.

•  From 11th june onwards 18 years+ citizens will be able to avail the walk-in facility in vaccination centres

•  NCOC is in the process of developing  IT based solutions for verification of vaccination certificates which shall be completed by end June 2021.

Decisions on NPIs

These decisions  will be implemented from 15th june onwards

• Restriction on closure of two days a week will be relaxed to 1 day. Choice of day will be at the discretion of Federating units.

•  Partial opening of indoor gyms for vaccinated members only.

•  Only selective non contact sports will be permitted, while ban on contact sports(Karate, boxing, MMA,Rugby, Kabbadi, Wrestling, waterpolo) and festivals, cultural and other events will remain imposed.

•  Ban on closure of shrines will remain imposed.

•  Cinemas will remain closed.

•  Existing 50% work from home policy will be relaxed to 100 % office attendance.

• Two days weekly ban on inter-provincial transportport will be lifted.

• Restriction regarding 50 % occupancy for public transport will be relaxed to 70% occupancy. 

•  Current Restrictions already announced by NCOC regarding recreation, education Sector, mask wearing SOP, Railways and inbound passengers policy will remain in place till further orders.

ISLAMABAD: Center for Global & Strategic Studies (CGSS), Islamabad in collaboration with Embassy of the Republic of Indonesia, Islamabad organized Dialogue with Experts on the topic “Pakistan-ASEAN Cooperation”. The event was organized in virtual format at the Embassy of the Republic of Indonesia, Islamabad.

This dialogue was attended by the Ambassadors and Diplomatic staff of the ASEAN countries residing in Pakistan. The business community of the ASEAN countries also actively participated in the session.

The session commenced with the opening remarks by Khalid Taimur Akram, Executive Director, Center for Global & Strategic Studies (CGSS), Islamabad. He expressed his gratitude to all the participants and diplomatic staff of the ASEAN countries. He stated that the initiative of creating awareness about the new framework of cooperation between ASEAN-Pakistan would bring immense benefits in multiple fields.

Adam M. Tugio, Ambassador of the Republic of Indonesia to Pakistan gave the welcome remark. He welcomed all distinguished participants and panelists.He shed light on the concept of ASEAN awareness in Pakistan. H.E. Adam Tugio stated that this initiative would enhance the bilateral relations between Pakistan and ASEAN. He stated that this broader engagement would further increase people to people and government to government contacts. Therefore, would promote tourism and cultural integration.

Major General Hafiz Masroor Ahmed (Retd), Vice President,CGSS welcomed all the participants. He stated that this era is of cooperation and globalization. Therefore, we all must identify the areas of joint collaborative measures and integration. The broader cooperation would benefit all parties involved and enhance multilateral relations, starting from ASEAN-Pakistan cooperation.

Aamer Ahmed Atozai, DG, East & Asia Pacific Division, Ministry of Foreign Affairs, Government of Pakistan stated about a greater aim of Pakistan’s look East policy, especially, the ASEAN member states. He explained that in 1993 Pakistan became the Sectoral Dialogue Partner (SDP) of ASEAN and since then it has been enhancing its efforts to gain the status of full dialogue partner.He discussed that Pakistan’s status of full dialogue partner would provide momentous to the multilateral and bilateral relations between ASEAN and Pakistan.Mr. Aamer Ahmed enlightened the audience that Pakistan’s look East policy accounts to increase business-trade relations mainly with ASEAN countries.

He highlighted Pakistan’s pivotal role in countering the common challenges. He stated that the Pakistan-ASEAN Sectoral Cooperation Committee is enhancing socio-economic development and working in number of fields.It has also been laying foundation for ASEAN countries and Pakistan to discover wider areas to progressively work.

Prof. Dr. Muhammad Saleem Mazhar, Pro Vice-Chancellor, University of the Punjab, Lahore gave a detailed presentation on Enhancing Academic Cooperation between Pakistan and ASEAN Member states. He gave brief analysis on ASEAN 2020 targets to be achieved in multiple fields. He stated that Pakistan holds immense academic potential for the ASEAN region to engage into meaningful intellectual activities. Prof. Dr. Muhammad Saleem Mazhar explained that Pakistan has been offering many of scholarship programs in English Language for the ASEAN member states. He stated that academic cooperation among ASEAN members and Pakistan would increase people to people connectivity and cultural integration.

Prof. Dr. Shabir Ahmad Khan, Director, Area Study Center (Russia, China,& Central Asia), University of Peshawar gave a comprehensive presentation on Pakistan role in bringing peace and stability in the region. He stated that Pakistan is playing a constructive and significant role in regional stability and resolving the Afghanistan conflict. He stated that Pakistan believes regional integration is the only way to facilitate peace process. It will develop inter-dependence and stakes of regional states in each other’s stability. He also gave his analysis that Pakistan considers inter-organizational cooperation with BRI, CPEC, ASEAN, and CAREC. He highlighted Pakistan’s role in the Afghan peace process. He stated that bringing peace to Afghanistan is the responsibility of each state.

Shakeel Ramay, Member Board of Advisors, CGSS gave a detailed presentation on CPEC and prospects for ASEAN countries. He suggested to gauged potential amid RCEP, CPEC and its significant aspects. Mr. Shakeel stated that it is important to increase economic relations through CPEC as it will provide huge opportunities to ASEAN.While giving a detailed presentation, Mr. Shakeel discussed positive outcomes associated with CPEC, i.e., complementarities, existing potential in diverse areasand enhanced competitiveness. He suggested that ASEAN and Pakistan can cooperate in number of fields amid CPEC, including industrial, textile sector along with the energy sector. He stated that ASEAN countries have great financial capability. Thereby, financialinvestment in multiple economic projects in Pakistan would enhance cooperation. He concluded by stating that the agriculture and tourism sectors have a lot of potential to cooperate, thereby, there should be great focus on the collective and win-win situation of all countries involved in the process of inclusive economic development.

Prof. Dr. Saeed-ul-Hassan Chishti, Vice Chancellor, University of Sialkot gave a detailed presentation on improving industrial cooperation through ASEAN’s integrated framework: Prospects for Pakistan’s SMEs. He highlighted the relationship between ASEAN and Pakistan. Prof. Dr. Saeed gave a detailed analysis on Pakistan’s SMEs with relevance to ASEAN industrial cooperation. He stated that all big and famous cities of Pakistan, i.e., Sialkot, Lahore, Karachi have been recognized as a hub of wider industrial activities. He stated that ASEAN and Pakistan trade volume is $6.3bilion, scaling up to enhance economic engagement with ASEAN through its countries. He enlightened the audience that CPEC provides great opportunities to the ASEAN countries to enhance the multilateral ties and trade activities. Prof. Dr. Saeed stated that multilateral industrial cooperation would enable ASEAN-Pakistan to explore opportunities in a lot of fields.

Muhammad Rehan Younas, Executive Director, University of Sialkot stated that there are a lot of opportunities that come in the form of leadership and enhanced geo-economic relations. He explained that CPEC provides unprecedented opportunities. Therefore, universities and academic centers connected through CPEC can enhance cooperation in many diverse areas. Rehan proposed that there should be an integrated framework of collaboration on CPEC for sharing ideas and innovation. In this regard, UICI framework of reference for CPEC would ensure sustainability and consistency in enhancing relationship. It will further boost relationship and inspire all. He stated that the UICI framework of reference for CPEC will benefit all countries and universities connected through CPEC.

PAKISTAN NAVY HAS NEW DIRECTOR GENERAL PUBLIC RELATIONS

ISLAMABAD, JUN 9 (DNA) – Rear Admiral Naeem Sarwar SI (M) has been appointed new Director General Public Relations (Pakistan Navy).

The Admiral has an illustrious Service career having vast experience of Command & Staff appointments. By profession, he is an aviator (Helicopter Pilot).

His important appointments include Command of an Aviation Squadron, Chief Staff Officer to Commander Pakistan Fleet, Commander Jinnah Naval Base Ormara, Drafting Authority, Director Naval Aviation and Deputy Chief of Naval Staff (Personnel) at Naval Headquarters Islamabad.

In honour of his meritorious service career, the Flag officer is awarded Sitara-e-Imtiaz (Military).

NEW MEMBERS OF PRESIDENT BIDEN’S ADMINISTRATION

US President Joe Biden is set to announce names of three new nominees to senior diplomatic and foreign aid positions. This will include the top State Department official on refugee issues. Reports claim that Julieta Valls Noyes, a veteran career diplomat, is expected to be nominated as the assistant secretary of state for population, refugees, and migration. This senior post may play a significant role in the Biden administration’s efforts to reverse former President Trump’s restrictions on refugees to enter the US.

Another nominee includes two senior posts of the U.S. Agency for International Development. Paloma Adams-Allen, president and CEO of the Inter-American Foundation, a U.S. government agency that funds development projects in Latin America and the Caribbean, will be nominated as the deputy USAID administrator for management and resources. Isobel Coleman, a senior member of the Biden transition team and former U.S. envoy to the United Nations for management and reform under the Obama administration, will be nominated as USAID’s deputy administrator for policy and programming.

The US under Trump’s era faced a lot of brunts when it came to aligning relations with refugees and non-Americans residing in the US. It is yet to be seen how effectively these nominations – once in power – will work to streamline the issues at hand. The US needs to restructure its policies on various fronts to undo all the wrong that Trump did. However, countries such as Pakistan, China, and Russia would be carefully observing how the US policies affect the South Asian and Central Asian states.

The problem of refugees and displaces persons in the US must be addressed at the earliest so any human rights crisis and violation can be averted. Biden announced last month he would allow as many as 62,500 refugees into the United States this fiscal year, reversing Trump’s historically low cap of 15,000. The announcement came after the president faced widespread backlash on an initial plan to temporarily keep the Trump-era limits in place.

CELEBRATING WORLD ENVIRONMENT DAY WITH A GLOBAL CONVERSATION ON ECOSYSTEM RESTORATION FOR QUALITY OF LIFE

ISLAMABAD:The Aga Khan Agency for Habitat, the Ministry of Climate Change, Pakistan, World Habitat Awards and the United Nations Habitat Programme, co-organized an international virtual seminar on Ecosystem Restoration for Quality of Life.The seminarwas attended by representatives from the Ministry of Climate Change, the United Nations,INGOs,Aga Khan Development Network (AKDN) agencies andpartners, donor agencies, academia, media and community organizations. The virtual seminar, held on 8 June 2021,was part of a series of official events celebrating World Environment Day (WED).

Recognizing Pakistan’s global leadership in advancing ecosystem conservation and protection, it was selected to host this year’s WED together with the United Nations Environment Programme. This year’sWED theme was restoring the earth’s damaged ecosystemsto go from exploiting nature to healing it. WED also launched the UN Decade on Ecosystem Restoration, a global rallying call for the protection and revival of ecosystems around the world, for the benefit of people and nature.

In his message,Special Assistant to the Prime Minster on Climate Change, Malik Amin Aslam, shared that “Although our contribution to global GHG emissions is less than 1%, Pakistan’s people, biodiversity and economy areseverely impacted by climate change, with more frequentdisasters. We are working to counteract these trends through ambitious initiatives such as the honorable Prime Minister’s Clean Green Pakistan Programme and the Ten Billion Tree Tsunami Programme to restore the ecosystem and electric vehicle policy.The government is also working on developing the first-ever green building codes for the country. I am glad to see development institutions like theAga Khan Development Network and UN-Habitat contributing to these efforts for a greener Pakistan”.

During the seminar, speakers from UN-Habitat, Aga Khan University, Aga Khan Rural Support Programme, and Aga Khan Agency for Habitat shared their experiences in ecosystem restoration and improving quality of life for communities living in mountainous areas to coastal belts and urban centres of Pakistan and globally.

In his opening remarks, Rafael Tuts, Director Programme Division, UN-Habitat,said that “We have been exploiting and destroying our planet’s ecosystems, and the pandemic has also shown how disastrous the consequences of ecosystem loss can be. We urgently need to reverse our unsustainable lifestyles and how we design, plan and manage cities. UN-Habitat in collaboration with the Ministry of Climate Change carried out a study on “Policy Guidelines for Development of Green Building Code”, based on which ‘Green Building Guidelines were developed for the Prime Minister 5 Million Naya Pakistan Housing Programme’. The adoption of Green building guidelines will ensure GHG emission reduction, resource efficiency in consumption of building materials, water and energy use and will result in greening the building construction in Pakistan”.

Mountain ecosystems are particularly rich in terms of biodiversity, culture, and critical natural resources such as water. Onno Ruhl, General Manager of the Aga Khan Agency for Habitat, explained, “mountains and mountain communities are on the frontlines of climate change, facing the threat of melting glaciers, unpredictable weather, and flash floods. AKAH is working to restore these fragile ecosystems and build resilient habitats for these communities to thrive.We combine data, community engagement, and world-class planning to help communities understand and adapt to the risks they face to plan for a better future. To prevent further degradation and rebuild natural capital AKAH promotes nature-based solutions for disaster risk reduction and sustainable infrastructure and service delivery.”

David Ireland, Chief Executive of World Habitat, said: “What makes AKAH’s work exceptional is that it’s not just responding to the effects of the climate emergency but is being proactive in protecting people from its effects – through using technology and the knowledge of the communities themselves. It provides communities with the knowledge of where and howto livein safety in a changing world. This has to be the best way for communities vulnerable to disasters and the effects of climate changeto protect themselves. The potential for this approach to be adapted and used in similar areas in Pakistan and elsewhere is absolutely huge.”

Environmental stewardship has long been a core strategic priority for the AKDN cutting across the work of all its agencies across Asia and Africa. Hafiz Sherali, President, Aga Khan Council for Pakistan, explained that “In many of the areas where AKDN works, climate change compounds the risk ofnatural disasters resulting in the loss of lives and livelihoods. The AKDN is committed to protecting and restoring ecosystems while improving the quality of lives of the millions of people we serve. We take a holistic approach to mitigatedisaster risk and proactively protect the environment.”

Nawab Ali Khan, CEO, Aga Khan Agency for Habitat Pakistan added, “AKAHis honoredto celebrate World Environment Day with the government of Pakistan, vulnerable communities and our national and international partners. Decades of experience has guided us that only by working together can we hope to overcome the environmental challenges we face in Pakistan and globally.”  He further added, “We are proud to partner with the government on its ambitious efforts to plant 50 million trees in Gilgit-Baltistan, build sustainable water and sanitation systems and develop nation-wide green building guidelines.”

By sharing practical examples, celebrating successes, and calling attention to the challenges, the seminar aimed to initiate a dialogue to put the world on track for a sustainable future.

SK HYDROPOWER BUILDER WITNESSES BR CONSTRUCTION, A CPEC ROLE MODEL

BEIJING, June 9: Suki Kinari Hydropower builder witnesses joint Build and Road construction, a CPEC role model, reports China Economic Net.

As one of the biggest private-sector hydropower developments in Pakistan and one of the highest priority early harvest projects within the China-Pakistan Economic Corridor (CPEC), it is of great significance and is expected to be put into operation in 2022.

Suki Kinari Hydro Private Limited (SK Hydro), in which China Gezhouba Group holds a majority stake of 98%, is developing the project with an estimated investment of $1.96bn.

“I have witnessed the joint efforts of the Chinese and Pakistani employees in Suki Kinari Hydro Private Limited (SK Hydro). Relevant government departments of the two sides have forged ahead with strong cooperation. I think the project is an accurate portrayal of the joint Belt and Road construction, also the best witness of the historical friendship between China and Pakistan.” said Danish Haseeb Khan, deputy general manager of SK Hydro.

Danish has a deep connection with the SK project. When he joined the project in 2005, Mott MacDonald Ltd was conducting a bankable feasibility study on the project. Danish was then a member of the supervisory team and was responsible for submitting the electricity prices at the feasibility study stage and EPC (Engineering, Procurement and Construction) phase to Pakistan’s National Electric Power Regulatory Authority (NEPRA). 

In addition, he led the SK Hydro’s team to negotiate with Pakistani government agencies on franchise agreements (power purchase agreement, water use agreement, and execution agreement), and to discuss and finalize the financing plan with relevant banks (Industrial and Commercial Bank of China and Export-Import Bank of China).

The Chinese and Pakistani teams of SK Hydro have been working together on this project since 2015. In the process of pushing the financial close, they encountered many difficulties. 

Danish told China Economic Herald that when the Pakistani team completed the land acquisition and registration documents, it was very close to the deadline required by the government for the financial close. 

“Chinese lending institutions could only make the loan after the successful registration of our Pakistani team, so I was very worried at the time that the process could not be completed before the financing was closed. 

However, I was amazed by the ‘Chinese speed’ of our Chinese team and relevant lenders who worked tirelessly to follow up all the procedures promptly to achieve the financial close on time.” said Danish.

As far as he can remember, SK Hydro has been adhering to its corporate social responsibility (CSR) to the local residents throughout the construction period of the project. 

The CPEC is not only about construction projects, but also for the well-being of the people in the areas where those projects are located, Danish said that he always remembered those words from one of his Chinese colleagues.

The year 2020 has been a most extraordinary one. In the trying times of the sudden onslaught of COVID-19, the Chinese and Pakistani people reached out to each other. In Pakistan, the raging pandemic has led to the closure of schools and businesses. 

In order to ensure the smooth construction of the project, SK Hydro has worked hard to overcome numerous difficulties including communication and traffic control.

“Despite the difficulties, we still hold in our hearts the interests and concerns of local residents. In March 2020, we distributed food, masks, protective clothing, etc. to needy families in the areas where the hydropower stations are located to help them overcome difficulties. 

In November 2020, we carried out an activity themed ‘Caring for the Flower of Chin-Pakistan Friendship’, providing over 100 students from 10 schools stationery and warm clothes,” Danish said.

“Every year, we cooperate with Khyber Pakhtunkhwa Provincial Forestry Bureau and Energy Bureau to plant trees. In early March of this year, we planted 1,500 saplings at the hydropower station to maintain the ecological environment on the Kaghan river. 

During the pandemic, we provided nearly 5,000 jobs for local residents in Pakistan. We are proud that our efforts have been highly praised by local authorities and residents,” Danish added.
