Taliban seizes Herat; detains commander

The Taliban have taken more than a dozen provincial capitals in recent days and now control more than two-thirds of the country

KABUL: Taliban insurgents detained veteran militia commander Mohammad Ismail Khan on Friday after they seized the western city of Herat, a provincial council member said. The insurgents also captured three more provincial capitals as they press a lightning offensive that is gradually encircling the capital, Kabul.

The seizure of Kandahar and Herat marks the biggest prizes yet for the Taliban, who have taken 12 of Afghanistan’s 34 provincial capitals as part of a weeklong blitz.

Khan, who has been leading fighters against the Taliban in recent weeks, was handed over to the insurgents along with the provincial governor and security officials under a pact, provincial council member Ghulam Habib Hashimi told Reuters.

“The Taliban agreed that they will not pose any threat or harm to the government officials who surrendered,” Hashimi said.

Khan is one of Afghanistan’s most prominent warlords. Known as the Lion of Herat, he battled Soviet occupiers in the 1980s and was a key member of the Northern Alliance whose US-backed forces toppled the Taliban in 2001.

Taliban spokesman Zabihullah Mujahid confirmed that Khan had been detained.

Meanwhile, the capture of Lashkar Gah — Helmand’s provincial capital — came after facing some of the heaviest fighting in the last two decades. Hundreds of foreign troops were killed there over the course of the nearly two-decade war.

The insurgents have taken more than a dozen provincial capitals in recent days and now control more than two-thirds of the country just weeks before the US plans to withdraw its last troops.

Attaullah Afghan, the head of the provincial council in Helmand, said that the Taliban captured the provincial capital of Lashkar Gah following heavy fighting and raised their white flag over governmental installations. He says that three national army bases outside of Lashkar Gah remain under the government’s control.

Atta Jan Haqbayan, the provincial council chief in Zabul province, said the local capital of Qalat fell to the Taliban and that officials were in a nearby army camp preparing to leave.

Two lawmakers from Afghanistan’s southern Uruzgan province said local officials surrendered the provincial capital, Tirin Kot, to the rapidly advancing Taliban. Bismillah Jan Mohammad and Qudratullah Rahimi confirmed the surrender on Friday. Mohammad said the governor was en route to the airport to depart for Kabul.

Pak to work with all stakeholders for peace

RAWALPINDI: Angela Aggeler, United States (US) Charge d’ Affairs to Pakistan called on General Qamar Javed Bajwa, Chief of Army Staff (COAS) at GHQ, on Friday. 

According to an Inter Services Public Relations press statement, matters of mutual interest, current security situation in Afghanistan and bilateral cooperation in various fields were discussed during the meeting. COAS said that Pakistan desires to maintain long term & multi-domain enduring relationship with US. COAS reiterated that Pakistan remains committed to Afghan Peace Process and will continue to work with all stakeholders for a peaceful settlement. 

The US dignitary acknowledged and appreciated Pakistan’s continuous support for peace and stability in the region and pledged to further enhance bilateral relations between both the countries.

Earlier this week, in a phone call to Army Chief Gen Qamar Javed Bajwa, US Defence Secretary Lloyd Austin conveyed Washington’s interest in continuing to improve the US-Pakistan relationship, the Pentagon said.

Secretary Austin “expressed his interest in continuing to improve the US-Pakistan relationship and build upon our multiple shared interests in the region”, the statement added.

“Secretary Austin and General Bajwa discussed the ongoing situation in Afghanistan, regional security and stability, and the bilateral defence relationship more broadly,” Pentagon Press Secretary John Kirby said.

Mr Austin also discussed the mutual goals of security and stability in the region, he said.

WASHINGTON : Three thousand fresh U.S. troops were rushing to Kabul on Friday in a temporary deployment to speed evacuation flights for some American diplomats and thousands of Afghans, as the Taliban pressed a lightning offensive that has captured much of the country and risks isolating Afghanistan’s capital city.

The Pentagon also was moving another 4,500 to 5,000 troops to bases in the Gulf countries of Qatar and Kuwait, including 1,000 to Qatar to speed up visa processing for Afghan translators and others who fear retribution from the Taliban for their past work with Americans, and their family members.

The remainder — 3,500 to 4,000 troops from a combat brigade of the 82nd Airborne Division — were bound for Kuwait. Pentagon spokesman John Kirby said the combat troops would be a reserve force on standby “in case we need even more” than the 3,000 going to Kabul.

President Joe Biden has remained adamant about ending the U.S. mission in Afghanistan on Aug. 31, insisting the American and NATO mission that launched Oct. 7, 2001 has done what it could to build up a Kabul-based Afghan government and military that could withstand the Taliban when Western troops finally withdrew.

CPEC: PM warns against the spoilers

ISLAMABAD: Prime Minister Imran Khan Friday expressing the government’s resolve to timely complete the projects under China Pakistan Economic Corridor (CPEC) said “no hostile force would be allowed to undermine the ‘iron-clad friendship’ between the two countries”.

In a meeting with Chinese ambassador Nong Rong, the prime minister termed CPEC a transformational project, for which he stressed that both sides needed close collaboration to make it a high-quality demonstration project of Belt and Road Initiative.

During the meeting, views were exchanged on China-Pakistan bilateral relations, CPEC, vaccines and mutual cooperation in other sectors.

The Chinese ambassador conveyed the cordial greetings from President Xi Jinping and Premier Li Keqiang. He also conveyed felicitations on Pakistan’s Independence Day.

The prime minister warmly reciprocated the greetings of the Chinese leadership and also appreciated China’s consistent support to Pakistan in its fight against COVID-19 besides provision of vaccines, including under the COVAX facility.

China-Pakistan cooperation in trade, commerce and investment, people-to-people contacts, and mining and natural resources was also discussed.

In the context of the regional situation, the prime minister reiterated that there was no military solution to the conflict in Afghanistan. He expressed Pakistan’s resolve to steadfastly support efforts for a negotiated political settlement.

China pays close attention to situation in Jammu and Kashmir: Masood

ISLAMABAD: The AJK President Sardar Masood Khan has said that Pakistan-China strategic cooperative partnership is aimed at building a community of shared future and the relationship between the two countries will weather all storms.

In an article, he said this is not empty rhetoric; it embodies a strong commitment of the two states to promote peace, stability, and development in the region and safeguard each other’s core interests.

He says China pays close attention to the situation in Jammu and Kashmir and has reiterated its position several times that the Kashmir dispute should be peacefully resolved in the light of the UN Charter, relevant UN Security Council Resolutions, and bilateral agreements. 

Describing the Sino-Pak ties as a catalyst for mutuality of interests, stability, and shared prosperity, he said that the Sino-Pak equation is a sui generis and it is not a competitor with any other sets of bilateral relationships.

Pakistan is keen to expand bilateral military to military coop with Kazakhstan: CJCSC

ISLAMABAD, AUG 13 /DNA/ – General Nadeem Raza, Chairman Joint Chiefs of Staff Committee, who is on official visit to Kazakhstan, called on H.E. Mr Askar Mamin, Prime Minister of Kazakhstan. Chairman JCSC also had separate meetings with Defence Minister, Deputy Minister of Industry & Infrastructural Development, and Chief of General Staff of Kazakhstan Armed Forces.

Chairman JCSC said that Pakistan is keen to expand its existing bilateral military to military cooperation with Kazakhstan. The dignitaries lauded the professionalism of Pakistan Armed Forces and acknowledged their sacrifices in fight against terrorism.

Chairman JCSC also visited National Defence University of Kazakhstan and inaugurated ‘Pakistan Military Art Room’. The room reflects gallant history of Armed Forces of Pakistan, its culture and traditions.

Earlier upon arrival at Ministry of Defence, Chairman JCSC was presented Guard of Honour by a smartly turned out contingent of Kazakhstan Armed Forces.

No headway at Doha meeting

ISLAMABAD: The extended Troika meeting held in Doha ended without any progress. According to Pakistani foreing office,  the meeting of the Extended Troika including Special Envoys of Pakistan, US, China and Russia was held in Doha. The members of the Extended Troika discussed the deteriorating security situation in Afghanistan and explored ways of expediting the intra-Afghan peace talks for achieving an inclusive political settlement and bringing an end to the four decades long conflict in Afghanistan.

·  There was a need for urgent measures to reduce violence leading to a ceasefire.

·  There was no military solution to the Afghan conflict.

·  The Afghan sides should put forward their peace plans on priority basis so that progress is made towards a political roadmap.

·  There is a need for all sides to respect human rights and not indulge in human rights violations.

President Arif Alvi to visit Turkey on Aug 14

Islamabad, AUG 13 /DNA/ – On the invitation of President Recep Tayyip Erdoğan, President Dr. Arif Alvi will pay an official visit to Turkey on 14-16 August 2021.

The two leaders will hold talks on bilateral relations as well as exchange views on regional issues.

President Alvi will also interact with the media and leading Turkish businessmen.

The fraternal relations between Pakistan and Turkey are deeply embedded in common faith, culture and history and underpinned by exceptional mutual trust and respect.

The strategic relationship between the two countries continues to grow for strength to strength, with increasing focus on the economic dimension.

The frequent leadership-level exchanges and regular coordination on a range of issues between the two countries signify the commonality of views and strength of the bilateral relationship.

Book Launch “India’s Relations with Neighbours: Cooperation or Confrontation?”

ISLAMABAD, AUG 13 /DNA/ – “From the very start, the state of India had not been at peace with itself.” This was stated by General Zubair Mahmood Hayat , NI (M),  Former Chairman Joint Chiefs of Staff  Committee  at the launch of  the book titled “India’s Relations with Neighbours: Cooperation or Confrontation?” by India Study Centre (ISC) at the Institute of Strategic Studies Islamabad (ISSI), on August 13, 2021. Other speakers at the occasion included Prof. Dr. Muhammad Kaleem Abbasi, Vice Chancellor, University of Azad Jammu and Kashmir, Muzaffarabad; Prof. Dr. Attaullah Shah, Vice Chancellor, Karakorum International University, Gilgit – Baltistan; and  Prof. Dr. Masoom Yasinzai, Rector, International Islamic University, Islamabad. 

He said that the way India is behaving in the neighbourhood, it actually wants to create a new norm.  It likes to maintain a dominant position and as a result, every effort of peace like SAARC dies.

Prof. Dr. Kaleem Abbasi said that this book is a great collection of research articles. It provides comprehensive knowledge about India’s relations with its neighbours.  By compiling this book based on rigorous research, the ISSI has contributed not only for academicians, military officials and strategist but also for the students of History and International Relations.   

Prof. Dr. Attaullah Shah said that this book has provided a holistic picture of Indian intervention in neighbouring countries. India has been actively involved in confrontation with all its neighbours. He stressed that for a peaceful region, all nations of this region should understand the importance of peace and believe in co-existence.

Prof. Dr. Masoom Yasinzai said that this book will go a long way for readers to get correct perspectives. RSS- a staunch Hindu organisation  is a force behind India’s ruling party that does not believe in the concept of secular India. The long cherished dream of Akhand Bharat is not only creating trouble for the minorities inside India but also for its relations with its neighbours.

The Director ISC Dr. Saif Malik, TI (M) said that ISC is the first ever think tank that focuses on different aspects of India as well as the issue of Illegally Occupied Jammu and Kashmir. In a short span of time, ISC has organised number of events in multiple formats to create awareness regarding Hindutva driven Modi’s policies and its implications in the short and long term.  Projecting national narrative and promotion of scholarship on specified theme is one of prime objective of ISC. He said this book would be useful for policy makers, academia as well as ordinary readers.

The event was attended by people from different fields who appreciated the book and its contributors.

PAKISTAN CAN’T AFFORD ANOTHER INFLUX OF AFGHAN REFUGEES: FO

ISLAMABAD – Pakistan can’t afford another influx of Afghan refugees, the Foreign Office said Friday. In a media briefing in Islamabad, Spokesperson Zahid Hafeez Chaudhri reiterated that Pakistan is the biggest wisher of peace in the region. “But we believe that Afghanistan needs to end the war itself.”

Pakistan has a clear position that the withdrawal of US troops should not create a security vacuum in the region.

“India has always played the role of a spoiler in Afghanistan, which was been proven and revealed in the international media time and again,” Chaudhri said. “Our reports have shown that the Afghan soil is being used by the NDS and RAW for terrorism.”

The reports have been shared with the international community and will be presented in the United Nations as well.

The spokesperson added that a meeting of the Extended Troika including special envoys from Pakistan, the US, China, and Russia was held in Doha yesterday [August 12].

The deteriorating security situation in Afghanistan was discussed in it, along with ways of expediting the intra-Afghan peace talks. They will help achieve an inclusive political settlement in the land-locked country and bring an end to the four decades-long conflicts in Afghanistan, he said.

These were Extended Troika countries discussed the following points:

  • There is a need for all sides to respect human rights and not indulge in any violations.

Dasu attack

In a meeting of the Advisory Council on Foreign Affairs, Foreign Minister Shah Mahmood Qureshi said the use of Afghan soil for terrorism in Pakistan was deeply concerning and disappointing.

On Thursday, he revealed that India’s RAW and Afghanistan’s NDS were involved in the planning and executions of the Dasu explosion in which 13 Chinese men were killed.

Qureshi said the investigations also revealed that the perpetrators’ primary intention was to attack the Diamer Bhasha Dam site and failure to execute the plan lead them to target the Chinese nationals.
