Army Chief visits flood-hit areas of Swat

SWAT, AUG 30 /DNA/ – General Qamar Javed Bajwa, Chief of Army Staff (COAS) visited flood-hit areas of Swat. COAS met women, children, elders and other people who were rescued today by Army aviation helicopters from Kumrat / Kalam to Kanju. 

COAS spent time with evacuated people who thanked Pakistan Army for reaching out once they needed it the most and bringing comfort not only to them but their families back home who eagerly awaited their safe return. COAS also undertook aerial reconnaissance of the extent of damage caused by floods and relief efforts of Army troops at various locations including Kalam, Bahrain, Khwazakhela and Matta areas of Swat. COAS appreciated Peshawar Corps for effective and timely response during crisis and saving precious lives.

Acting High Commissioner launches study in Malaysia Education Fair in Islamabad

ISLAMABAD, AUG 30 /DNA/ -The Acting High Commissioner of Malaysia, Deddy Faisal bin Ahmad Salleh on 30 August 2022 launched the Study In Malaysia Education Fair in Islamabad.

In his remarks, Deddy Faisal bin Ahmad Salleh stated that Malaysia has become one of the most preferable study destinations by the Pakistani students as it is house of the world’s leading institutes. Offering a degree that is well-recognised globally, Malaysian universities rank in the world’s top universities and a total of 13 in the top 600 according to QS World University Rankings 2023. Based on QS World University Rankings by Subject 2022, 10 Malaysian programmes were placed among the top 50 universities for the study of their academic subject.

The envoy added that Malaysia also offers affordability in many areas, from food, travelling, transportation and the tuition fees. The average total tuition fees per annum are approximately at US$ 4,400 for public universities & US$ 4,970 for private universities. Malaysia sits among one with the lowest cost, in which our Cost-of-Living Index is only 42.47.

Other consideration for choosing Malaysia as study destination is that Malaysia has safe, peaceful, and vibrant communities. The UAE’s humanitarian assistance for the flood affected people of Pakistan

First of all, I would like to extend my condolences to the Government and brotherly people of the Islamic Republic of Pakistan on the victims of recent devastating floods across the country, and express my sympathy with the families of the victims wishing speedy recovery for the injured.

In the implementation of the directives of H.H. Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, an air bridge of humanitarian aid has been established for Pakistan, to transport relief aid, shelter materials and humanitarian needs for those affected by torrential rains and floods in Pakistan.

This assistance includes tons of food and health packages, various shelter materials, as well as urgent relief materials, with the aim of contributing in efforts to relieve the affected population and providing the necessary needs in such circumstances, especially for vulnerable groups of women and children.

First Emirati relief aid plane was landed in Islamabad on Sunday, carrying various food and shelter aid, to be followed by a number of other aid planes over the coming days to provide support to mitigate the repercussionscaused by the recent floods and torrential rains in Pakistan.

These assistance programs confirms the depth and strength of the relations between our two brotherly countries, and that the UAE has contributed over the past decadesin alleviating the many humanitarian crises that Pakistan witnessed, especially those related to natural disasters, the UAE humanitarian support extends a helping hand to all affected communities around the world, based on the global humanitarian role of the UAE, whose principles were established by its founding father, the late Sheikh Zayed, may Allah bless his soul.

The importance of humanitarian support for the affected regions in Sindh, Baluchistan, Punjab and Khyber Pakhtunkhwa, which was directed by the leadership of the UAE is based on a specific priority by providing relief to people and facilitating their lives, in accordance with the approach and principles of the UAE leadership in human development for needy peoples.

Although, the constant downpour since 15 June is hampering relief efforts in flood hit areas, but our charitable organizationsuch as UAE Red Crescent, Khalifa bin Zayed Al Nahyan Foundation and other charitable organizationsare working closely with the Pakistani relevant authorities to provide rescue and relief assistance aid to the victims of devastating floods and monsoon that caused the colossal loss, andsuccessfully distributing vital food packages, shelter and medical supplies among the affected peoples in Sindh, Baluchistan, South Punjab and KPK provinces, a Mobile clinic is also treating people in flood hit areas of Sindh province.

A commitment to the humanitarian orientationby the UAE is considered an authentic and consistent approach of its foreign policy since the era of our founding father, the late Sheikh Zayed bin Sultan Al Nahyan, being strengthened and developed during the era of Sheikh Khalifa bin Zayed, andtoday, we are witnessing it as an rooted approach of the thought of the leader of our march, His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE.

About Rs 7 billion loss of livestock in devastated parts of Sindh province

According to Livestock Department Sindh around 9200 cows, buffaloes, sheep and goats only died in flood water since August 25.

Over 4100 Animal yards/houses have been completely destroyed.

KARACHI: Following the devastation of rain and flood the civil society and journalists community have revealed the sad and poor situation as well survival of men, women and children in open sky on the Highway.

Senior TV Journalist Akhtiar Khokhar and civil society leader Khaleel A Chandio expressed their grief and uncontrolled sentiments, told that the Kaktcha houses, villages  washed out in flood and poor men and women with children had no food for survival on roads.

They told after their visit that cities and villages of Sindh have become a story of complete destruction.

Poverty and hunger have revealed many stories on the spots.

According to reports, the destructions of Livestock among a biggest damage has been declared including the district Qamber Shahdadkot, where cattle worth 6 crores have died.

Pakistan, UN launch flood response plan

Urge int’l community to support flood devastated population

ISLAMABAD, Pakistan and the United Nations on Tuesday jointly launched “2022 Pakistan Floods Response Plan (FRP)” simultaneously in Islamabad and Geneva, urging the international community to support the government of Pakistan in scaling up and expanding its relief, rehabilitation and reconstruction efforts in the areas, recently lashed by record torrential rains and battered by historic monsoon deluge.

Addressing at the launch ceremony, Foreign Minister Bilawal Bhutto Zardari said Pakistan needed international community’s prompt and immediate support in stepping up and expanding its efforts to rebuilt and reconstruct the devastated areas and other critical infrastructure.

He stressed that the international community must share the responsibility of supporting those countries that had been facing the threats of global warming and climate change.

These international efforts would complement government of Pakistan’s efforts he said and urged the global community to fully back the flash appeal by contributing generously.

The foreign minister while explaining the magnitude of the disaster caused by floods, said the damages during the recent calamity exceeded the damages caused during 2010 floods.

He said Pakistan had been a ground zero for the century’s existential climate change and global warming threats as about 72 districts and 33 million population had been badly affected while more than 1000 lives were lost, hundreds of others were injured, besides millions of houses damaged, livestock and crops were wiped out.

Pakistan had been facing the direct consequences of global warming and in the frontline of such devastation wrought by the climatic changes, he added.

He said the disaster was colossal and the flood hit areas were lacking critical basics.

The current cycle of super flooding, the foreign minister said, they saw was a part of extreme weather patterns. Unprecedented levels of cloud bursts and torrential rains had triggered widespread devastation, urban flooding, river floods and landslides, resulting in the loss of human life, livelihoods and livestock.

Terming year’s super floods as a climate calamity induced destruction, he said “what we are facing today has been no above average monsoon. It is an entirely new level of climate-led catastrophe.”

The foreign minister said the rainfall in Pakistan since mid-June had been equivalent to three times the 30-year national average and the southern, central and northern regions of the country were worst affected.

Bilawal said millions were displaced who had been now spending days and nights, in camps, in the open skies, adding they were in dire need of clean drinking water, food and shelters.

The roads infrastructure had been damaged impeding their efforts to relocate and provide support to the flood-trapped people, he said, adding it was a national emergency and life defining moment.

The foreign minister said Pakistan required financial assistance besides, urgently needed shelters, food, non-food, and other basic items.

Recounting his personal experiences, the foreign minister said that he had seen pains and agonies in the eyes of affectees who had lost everything they once owned, and were uncertain about their future.

PAJCCI kicked off discussion on “full realization of bilateral trade Potential”

ISLAMABAD, AUG 30 /DNA/ – PAJCCI kicked off 10th Focus Group Discussion on “full realization of bilateral trade Potential” at Islamabad. The meeting was attended by large number of business community members from Pakistan & Afghanistan, government officials from Transit Trade, Customs, FBR, Ministry of Commerce, NLC, Ministry of  Foreign Affairs, representatives of trade associations and media.

The core objective was removing trade barriers, deliberating and recommending measures to realize trade potential between the two countries, identifying ways & means to develop sustainable policy framework for long term bilateral and transit trade using each other’s capability and resources, capitalizing on the strengths of private stakeholders, B2B connectivity, setting up of border bazaars to raise employment amongst SME and home industry, encouraging and involving businesswomen to play their role in economic uplift of both the countries.

Zubair Motiwala; Chairman PAJCCI established that frequent meetings and coordination between the B2B members from both sides has been very effective method in bringing the issues faced by business community to the attention of both governments. PAJCCI has been instrumental in arranging meetings not only in big cities but at border crossings which provided insights in to real ground situation where the actual land route trade operations happen. As a result, border committees are formed at Torkham and Chaman which provides relief on daily operational hindrances faced by traders, transporters and at times to customs and security officials. He expressed his pleasure that for the first time after last year’s government change in Afghanistan, members of Afghan Women Chamber of Commerce & Industry are also participating and PAJCCI has been able to provide them working platform and technical support to revive women led businesses in Afghanistan.

He summarized the issues and barriers in Transit & bilateral trade, tariff rationalization, infrastructure development, cross-stuffing and de-stuffing of transit containers, balance of trade, cost of business due to various elements, exploration of new items in both countries for trading, methods and tools for realizing full potential of USD 15Bn trade between Pakistan & Afghanistan, coordination with both governments, raising business community concerns with solutions are ongoing tasks willingly taken up by PAJCCI and its executive management on both sides.

He remarked that governments will have to work with B2B stakeholders from both sides for economic uplift, trade dynamics have drastically changed globally; both governments, USA, UK and other regional trading partners have to sit together and finalize trade agreements as an exception like APPTA which is due for dynamic changes to ensure that region trades instead of asking for loans and becomes self sufficient in meeting socio-economic needs of its population. He stressed that if private stakeholders (traders/businesses) agree on certain policy, tariff and process changes then governments must facilitate to generate much neededbrevenue. Trade is the way to economic success and well being of populace.

He proposed the resolution for APPTA amendments and formal sign off which was endorsed by the house jointly. He also proposed to contribute generously for the rehabilitation of flood victims in both countries. He assured the house that PAJCCI will take up all issues discussed in FGD and at other forums will be followed up with respective governments till final resolution.

Khan Jan Alokozai; Co-Chairman PAJCCI lauded arranging frequent meetings and forums where problems are not only discussed but resolved to large extent. He said that in recent months several issues have been resolved by Government of Pakistan like congestion at borders, abolishment of sales tax on fresh products being imported from Afghanistan, priority clearance of perishable items, formation of border committees, increased import of coal and raw cotton from Afghanistan and providing transit trade facilities at Pakistani Sea ports and ease of movement for Afghan transport. He assured that pending issues on Afghan side are being taken up with Afghan government and recommended that certain top-level issues like tariff rationalization on coal, raw cotton, transit trade policy, TAD operationalization and pending T1 submissions be discussed at government levels for quick resolution.

Arbab Qaiser; Director Transit Trade, responding to various questions apprised the forum that Pakistan Customs have issued notification to shipping lines for waiver of detention and demurrages charges in the wake of held up cargoes due severe flooding in the border areas. He informed that now clearance rate at Torkham border is 1200 containers instead of 600 hundred as a result of measures taken by Government of Pakistan. Government has now also allowed transit cargo flights from all airports to Kabul. Rules of cross & de-stuffing of cargo are formally approved and available on FBR website. Business community is requested to study and provide feedback to GOP. By mid-September 2022 the SRO will be issued thus resolving long standing issue of empty containers being sent back & forth, high cost of detention & demurrage, delays and losses. He said that recently Pakistan Customs provided technical support to Khost Customs for filing of T-1 forms however pending 25,000 T-1 forms have not been uploaded by Afghan customs despite several commitments. Another important matter is to construct 1 Km Road on Afghan side at Torkham which will reduce congestion by greater degree and will also increase trade quantum for Afghanistan which is much needed for their economic well-being. All issues highlighted in PAJCCI arranged meetings are already under resolution process by GOP and critical ones will be priority handled.

Tayyaba Mashal; Member Board of Directors and head of Secretariat Afghan Women Chamber of Commerce & Industry  said that Afghan businesswomen prefer to work with Pakistani businesswomen due to shared cultural and social ties, are closer to each other than any other country, requested help to revive Afghan women led businesses and proposed formation of Women to Women business council for trade.

Mahvash Tariq, Director PAJCCI and COO Epla Laboratories raised concern of pharma companies due to high custom duty applied from Afghan side and urged to provide preferential treatment to Pakistan as reciprocity to the endeavors of Pakistan side.

The forum jointly endorsed Motiwala’s resolution that B2B community has a bigger role to play in the region, governments must facilitate the business community, future of Pakistan-Afghanistan is tied together in socio-economic field, both are each other’s helping hands in increasing transit trade with CAR using the bilateral facilities, both governments need to jointly develop long, medium- & short-term policy framework sustainable in changing situations whether internal or external.

The house prayed for the departed flood victims and early rehabilitation of the impacted areas on both sides of the border.

PAJCCI Executive Management also attended side line meetings with Miftah Ismail; Federal Minister for Finance & Revenue and Naveed Qamar; Federal Minister for Commerce -Government of Pakistan; provided insights on trade barriers with Afghanistan with innovative solutions. Chairman & Co-Chairman also apprised the ministers on potential of transit trade with CAR through both countries and efforts of Business community in bringing much needed revenue.

PAJCCI re-affirms its commitment to take up all means to raise the voice of business community to both governments and will do everything possible to arrange future meetings in Afghanistan as an enhanced engagement activity.

China, Pakistan launches series of activities of vocational education 

BEIJING, Aug 30 (DNA): China-Pakistan TVET (Technical and Vocational Education and Training) Cooperation and Development seminar and the launching Ceremony of China-Pakistan TVET Exchange and Cooperation series activities were launched here at Pakistan Embassy.

According to China Economic Net (CEN), a series of future activities were launched including the China-Pakistan TVET Cooperation and Development Seminar, China-Pakistan “Internet +” International Education & Industry-Education Integration Seminar to be held during the 23rd China International Education Annual Conference, preparation of China-Pakistan International Industrial Academic Integration Alliance, online lecture series and exchange activities of China-Pakistan TVET College Principals, International Academic Seminar to be held jointly by the Embassy of Pakistan together with Pakistan National Skills University and Hebei Province, China, visits and inspections of leading experts from the Pakistani Embassy in Beijing to Chinese vocational institutes, and the establishment of China-Pakistan TVET Center of Excellence.   

On the occasion, two Sino-Pak dual diploma joint technical education programs under the “China Cooperation + Commercial Culture + Technological Training + Education Employment” (CCTE) model were signed. 

The first one is between Government College of Technology for P&GA, Shenzhen Institute of Information Technology, Technical Education and Vocational Training Authority Punjab, Zalmi Foundation, and TANG International Education Group. 

The second one is between Pingdingshan Polytechnic College and TANG International Education Group. Talent on software engineering and mining will be cultivated respectively.    

According to the Embassy, the seminar and series activities aim to improve the standard of vocational skills, socio-industrial ethics and e-commerce capability of Pakistani youth, which constitutes about 70% of Pakistan’s total population, enhance exports by cultivating talent for the Special Economic Zones, make Pakistan a regional center of excellence for vocational training by collaborating with existing state-of-the-art vocational universities and colleges, and equip the poor segment of society with specialized training to eradicate poverty.   

The event was hosted by the Pakistani Embassy, organized by Tang International Education Group, and co-organized by Beijing Global Talent Exchange Association.   

Moin ul Haque, Ambassador of Pakistan to China, as well as representatives from National Vocational and Technical Training Commission (NAVTTC), Pakistan, China Education Association for International Exchange, China Association of Higher Education, TANG International Education Group, and Beijing Global Talent Exchange Association addressed the ceremony.  

In his speech, Moin ul Haque stressed the need to train talent in e-commerce to promote Pakistan’s exports to China through online platforms. 

He acknowledged the role of TVET cooperation in capacity building in Pakistani communities as CPEC construction will bring huge demand of skilled manpower in industries, ICT, and agriculture. 

Saddened to see devastation caused by floods in Pakistan: Modi

ISLAMABAD, Aug 29 (DNA): Indian Prime Minister Narendra Modi on Monday said he was saddened to see the devastation caused by the floods in Pakistan and condoled with the families of the victims.

In a post on the social media platform Twitter, he said, “Saddened to see the devastation caused by the floods in Pakistan. We extend our heartfelt condolences to the families of the victims, the injured and all those affected by this natural calamity and hope for an early restoration of normalcy.”

Taliban officials nearing contract for purchase of gasoline from Russia

KABUL, AUG 29: The Taliban administration is in the final stages of talks in Moscow over the terms of a contract for Afghanistan to purchase gasoline and benzene from Russia, Afghan commerce ministry officials told.

Habiburahman Habib, the spokesperson for Afghanistan’s Ministry of Commerce and Industry, confirmed that an official delegation chaired by the commerce ministry was in the Russian capital and finalising contracts for supplies of wheat, gas and oil.

“They are in negotiation with the Russian side,” he said in a message, adding they would share details once the contracts were complete.

A source from the office of the Minister of Commerce and Industry told technical officials from his ministry and the Ministry of Finance had stayed in Moscow to work on the contracts after a ministerial delegation visited this month.

“We are working on text of contract, (we have) almost agreed on gasoline and benzene,” said the official, adding they expected it to be finished soon.

Spokespeople at Russia’s foreign and energy ministries did not respond to requests for comment.

The contracts come after a Taliban delegation led by the acting commerce minister visited Russia in mid-August to hold talks on trade.

If completed, the contract would be a sign of foreign countries increasingly doing business with the Taliban, despite its administration not being officially recognised by any international government since it took control of the country after U.S. troops withdrew around a year ago.

It comes as the United States tries to convince other nations to cut down on use of Russian oil, saying the initiative is aimed at curbing the oil revenue that Moscow uses to finance its invasion of Ukraine.

Both Russia and Taliban-led Afghanistan face economic sanctions from international governments, including the United States.

No foreign government, including Moscow, formally recognises the Taliban administration and Afghanistan’s banks have been hampered by the sanctions which have left most international banks unwilling to carry out transactions with Afghan banks.

The official source said they had a plan for how payments would be made but declined to provide details on whether official banking channels would be used.

Despite Afghanistan’s central bank assets being frozen, its banking sector hampered by sanctions, and a lack of formal recognition from abroad, some countries are doing business with Kabul, helping it access global markets amid a domestic economic crisis.

Pakistan is receiving thousands of tonnes of coal from Afghanistan a day, which the former has welcomed to ease its energy crisis. Transactions are carried out by private businesses in each country, and the Taliban administration collects millions of dollars in customs duties on the coal exports.

Pak values relations with ASEAN: Hina

ISLAMABAD: State Minister for Foreign Affairs Hina Rabbani Khar has said Pakistan greatly values its relations with the ASEAN countries adding efforts shall be made to further cement and deepen these relations.

The Minister made these remarks while speaking as chief guest on the occasion of 55th Anniversary of the ASEAN Day, celebrated at the Islamabad Serena Hotel. Members of the ASEAN countries, dialogue and sectoral partners also attended the reception. Newly-arrived ambassador of the United States of America Donald Blome also attended the event.

She said we can use ASEAN example as a beacon of light that how a region can come together with a view to getting goals of peace and prosperity. Over the last 55 years ASEAN has transformed itself into a vibrant and integrated economic platform, she added.

Pakistan, she said, shares the ASEAN vision of amity and cooperation and it is in this context that Pakistan has endeavored to develop and lasting and durable partnership with the member states. We believe that an integrated Asia can ensure a prosperous future for all.

Hina Khar further said Pakistan’s relations with the ASEAN are time-tested and old. Pakistan became the sectoral partner of ASEAN in 1993 and since then bilateral relations are constantly on the move. In the same spirit Pakistan acceded to the Treaty of Amity during a conference held in Jakarta in 2004 and in the same year Pakistan also became part of ASEAN Regional Forum.

She added, ASEAN offered huge business opportunities and it was in the interest of both partners that bilateral and multilateral cooperation is given new dimensions.

Chairman ASEAN Committee Islamabad (ACI) and  Ambassador of Vietnam  Nguyen Tien Phong in his address said the 55th anniversary is celebrated with the determination that ASEAN will play its full role for economic prosperity, trade integration to promote peace and harmony with the other regions of the world.

He further said, The ASEAN underscored the importance of maintaining ASEAN’s unity and Centrality in its community-building efforts and engagement with external partners, in promoting peace, security and stability as well as in enhancing regional resilience in response to common and emerging challenges, he said.

The ASEAN countries also shown its shared commitment to maintaining and promoting peace, security and stability in the region, as well as to the peaceful resolution of disputes, including full respect for legal and diplomatic processes, without resorting to the threat or use of force, in accordance with the universally recognised principles of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

He also talked about participation of Foreign Minister Bilawal Bhutto Zardari in the Asean Regional Forum held in Cambodia where he met with the ASEAN leadership. His presence indeed contributed greatly towards further strengthening of ASEAN-Pakistan relations.
