School van attack: Swat protesters warn of marching to Islamabad if culprits not arrested

SWAT, OCT 11: Protesters demanding the arrest of culprits behind the recent attack on a school van in Swat’s Charbagh tehsil and the restoration of peace in the region warned on Tuesday of marching to Islamabad if authorities failed to meet their demands within 24 hours.

The attack on Monday, which left the van driver dead and two students injured, was the latest in a series of incidents of violence that have gripped the valley in recent days, prompting citizens to take to the streets against the rising tide of insurgency.

According to Rescue 1122 officials, the van was taking students to a school in Gulibagh area of the Charbagh tehsil when unidentified assailants, riding on a motorcycle, had opened fire. The driver was killed on the spot, while two students were moved to the hospital after sustaining injuries.

Locals have blamed the banned Tehreek-i-Taliban Pakistan for the attack, but the group has denied responsibility. Any other organisation has also not claimed responsibility so far.

Meanwhile, protests that erupted following the incident on Monday continued for the second consecutive day today.

A sit-in was staged on the main Kalam-Swat road, with protesters refusing to bury the school van’s driver until their demands were met.

Consequently, the artery remained blocked for traffic.

Abdul Hamid, a resident of Swat who was participating in the sit-in, said, “We spent the entire night under the open sky, continuing the protest.” He reiterated the call for taking the perpetrators of the attack to task and ensuring peace in the region.

Protesters told that the district administration held talks with them but no conclusion was reached.

“The government is not taking the issue seriously,” complained Haider Ali, a social activist who was among the protesters at the Kalam-Swat road. “The AC (assistant commissioner) and SP (superintendent of police) both came for talks, but we think neither of them have any power.”

Ali said that at the very least the Malakand commissioner needed to visit the protesters and assure them of the fulfilment of their demands.

“We have now given 24 hours to the government to meet our demands or else, we will march to Islamabad,” he warned.

He also outlined the protesters’ demands, saying that the van driver’s killers should be arrested and perpetrators unmasked while the government should take measures to control the “growing militant activities” in the district.

While the sit-in continued, private schools in several parts of Swat remained closed in an expression of protest.

The Private School Management Association (PSMA) had announced that they would keep schools in the district closed on Tuesday and participate in a civil society protest at Nishat Chowk.

According to PSMA Executive Secretary Nisar Ahmed, around 1,200 schools remained closed in Swat on Tuesday.

It was also reported that students and teachers walked out of classes, calling for peace in the region.

“People are angry,” school principal Ahmad Shah told on Monday, when 2,000 teachers and students walked out of classes in protest. “Students from all the private schools came out to protest,” he added.

Monday’s incident has brought back memories of the attack on Nobel laureate Malala Yousafzai on October 9, 2012, who survived a gun attack by the TTP gunmen nearly a decade ago.

Her father, Ziauddin, condemned Monday’s incident, calling it “tragic and alarming” on Twitter.

Special protection for Palestine children demanded

DNA

Ramallah, OCT 10: In a letter to the United Nations Secretary-General and Special Representative of the Secretary-General for Children and Armed Conflict Secretary-General, the State of Palestine urgently called on them to provide special protection for Palestinian children.

Since the beginning of 2022, Israel, the occupying Power, has wilfully killed over 44 Palestinian children and minors. Today, 12-year-old Mahmoud Samoudi, succumbed to his wounds, after the Israeli occupying forces had critically shot him in the abdomen twelve days ago in Jenin. Over the past few days alone, Israel, the occupying Power, has killed over five Palestinian children and youth, including: Adel Adel Daud (14), Mahdi Ladadwa (17), Mahmoud Sous (17), Fayez Khaled Damdoum (17), and Ahmad Draghmeh (19). Deliberately aiming at the upper parts of their bodies, Israeli soldiers are applying Israel’s infamous shoot-to-kill policy that has resulted in the killing of hundreds of Palestinian children. These appalling crimes took place days following the killing of 7-year-old Rayan Suleiman by sheer terror of the Israeli occupation soldiers.

Israel deliberately targets Palestinian children and minors with the stated aim of killing and maiming them, thus, denying them their right to life. Children must never be killed or maimed.  The State of Palestine warns that Israel’s escalating crimes and deliberate targeting of Palestinian children will continue unabatedly and exponentially if accountability is not urgently and effectively pursued.

The evidence of Israel’s mounting crimes against Palestinian children is undoubtedly overwhelming. The State of Palestine calls on the Secretary-General to rightly add Israel on the list of shame for its systematic violations against Palestinian children. Willfully exempting Israel from facing consequences for its crimes is inconsistent with international law and resolutions that form the basis for protection of children in armed conflict.

Palestinian children are entitled to their human rights, to protection, to health, to dignity, and to peace. They are not an exception to these global rules. We reiterate that the selective application of international law is unacceptable and indefensible and is causing great harm not only to our people but to the international rules-based order.

We are firm in our conviction that the protection of children is humanity’s foremost moral, legal, and political obligation. The State of Palestine calls on the international community to end this intolerable nightmare that our children are living on a daily basis, and to take measures that hold Israel, the occupying Power, accountable for its heinous crimes.

Iran toughens crackdown as some oil workers reported to join protests

DUBAI, OCT 10: Iranian security forces intensified a crackdown on anti-government protests in several Kurdish cities on Monday, social media posts and videos showed, pressing efforts to quell unrest ignited by the death of a woman in morality police custody.

Protests have swept Iran since Mahsa Amini, a 22-year-old from Iran’s Kurdish region, died on Sept. 16 while being held for “inappropriate attire”, marking one of the boldest challenges to the Islamic Republic since the 1979 revolution.

While university students have played a pivotal role in the protests with dozens of universities on strike, unconfirmed reports on social media showed workers at Abadan and Kangan oil refineries and the Bushehr Petrochemical Project had joined in.

An oil ministry spokesperson did not immediately reply to a phone call from Reuters seeking comment.

A combination of mass protests and strikes by oil workers and Bazaar merchants helped to sweep the clergy to power in the Iranian revolution four decades ago.

Tensions have been especially high between authorities and the Kurdish minority which human rights groups say has long been oppressed – a charge the Islamic Republic denies.

Human rights group Hengaw reported a heavy presence of armed security forces in the Kurdish cities of Sanandaj, Saqez and Divandareh on Monday. It said at least five Kurdish residents were killed and over 150 injured in protests since Saturday.

Videos shared on social media showed protests in dozens of cities across Iran early on Monday, with fierce clashes between protesters and riot police in cities and towns across Amini’s native Kurdistan province.

The Iranian authorities have blamed the violence on an array of enemies including armed Iranian Kurdish dissidents, with the Revolutionary Guards attacking their bases in neighbouring Iraq a number of times during the latest unrest.

Iran has a track record of putting down unrest among its more than 10 million Kurds, part of a Kurdish minority whose aspirations for autonomy have also led to conflicts with authorities in Turkey, Iraq and Syria.

Heavy gunfire could be heard in several videos shared on Twitter by the activist 1500tasvir. A video showed several explosions creating blinding flashes in a neighbourhood of Sanandaj, the capital of the Kurdistan province.

Activists said on social media that several people, including two teenagers, were killed by security forces in the province. Reuters could not verify the videos and posts.

‘READY TO DIE’

At least 185 people, including 19 minors, have been killed, hundreds injured and thousands have been arrested by security forces, according to rights groups. Blaming the protests on Iran’s foreign foes, authorities said “rioters” have killed at least 20 members of the security forces.

In spite of a harsh crackdown by security forces, protesters across Iran have burned pictures of Supreme Leader Ayatollah Ali Khamenei, called for the downfall of the clerical establishment and chanted “Death to the Dictator”.

Hundreds of high-school girls and university students have joined the nationwide protests, unfazed by teargas, clubs, and, in many cases, live ammunition used by the security forces, rights groups said. Tehran has denied that live bullets have been used.

“Hey world, hear me: I want a revolution. I want to live freely and I am ready to die for it,” said a 17-year-old protester in a central Iranian city, whose name and location could not be revealed by Reuters due to security concerns.

“Instead of dying every minute under this regime’s repression, I prefer to die with their (security forces) bullets in protests for freedom.”

Same Economic Target — Differing Policy

Global Misperceptions

By Hoor Rizvi

As a result of rising food and energy prices, as well as the conflict between Ukraine and Russia, worldwide Central Banks has been raising interest rates, pushing inflation to a decades-high level.

To curb Inflation and bring stability to economy, many European countries are pursuing policies of monetary contraction and influencing other developing countries to follow the same path which is ill-suited for the needs of many emerging economies.

As many nations are raising interest rates, in South Asia and Middle East region, some economies are taking a different path from that of European countries.

The inflation rate in the United States is 8.5%, the United Kingdom of 10.1%, and the 19 countries’ euro zone of 10%, nonetheless they are nothing like Turkey’s sensational rate of 80%. Turkey’s government has pushed the Central Bank of the Republic of Turkey to cut interest rates to 12 per cent, a 100 basis point cut to encourage economic growth, investment, and exports. It violates conventional economic theory, where interest rate rises are the usual policy instrument for targeting inflation.

Economic wisdom says that high-interest rates suppress inflation while expansionary monetary policy exacerbates it. Therefore, interest cuts implementation backfired as the cost of borrowing money was made cheaper and business spending and consumer demand increased. At the same time, the 10-year government bond yield rose by more than 7 percentage points, reaching an all-time high of 24.9% in September 2022, which is more than 10 percentage points above the repo benchmark, and assets prices rose as well. This situation has been leading to the problem of inflation and liquidity trap and undermining the effectiveness of interest cuts. According to official figures from the Turkish Statistical Institute, Turkey’s inflation rate has tripled in recent years, resulting in actual rates of 83 per cent. The lira’s value fell by 44% last year and has dropped further to 26% to a new low against the dollar. With surging food, housing, and energy prices wreaking havoc on people, many people have fallen out of the middle class.

As an unorthodox measure, this is not assisting them in steadying the economy. However, President Erdogan says: “Turkey will still keep the interest rates cutting”.

While the policy rate decline represents a total failure of unconventional monetary policy, one creed contends that India’s conservative fiscal strategy has paid off.

India is not following in the footsteps of these Western countries. Despite criticism from fancy economists, the Indian government remained financially conservative and consistently placed careful expenditure and focused stimulus solely on those sectors that urgently needed it.

A definite shift in policy priorities in uplifting the economy’s productivity has catalyzed an upswing in private spending, helping to unleash a powerful productivity dynamic and leading to the start of good growth.

After experiencing a sharp contraction of 23.9% in the first quarter of 2020-21, the Indian economy is lifting off after prolonged adjustment.

The Reserve Bank of India does not feel the need to lift interest rates deep into restrictive territory due to the backdrop of healthy balance sheets and increasing corporate profits which bode well for the outlook for business investment. In other words, there is no need to slow domestic demand growth meaningfully to control macro stability indicators.

Spectators say that strategy has paid off hugely. According to Morgan Stanley research, while the US, UK, and EU face a double whammy of unprecedented inflation and negative growth in 2022–23, India’s growth would average 7%, contributing 28% and 22% to Asian and global improvement, respectively. Structure variables will support its cyclical revival.

The economists under the government of India assessed the situation much better and did not favor the mindless interest rate hike spur. Prudent fiscal policy has lowered inflation by stabilizing prices. Fiscal policy planning allocates a large portion of funds by seeking balanced growth prospects. It tries to reduce the balance of payments deficit and improve regional development.

Even the large western economies were fiscally surplus before the pandemic and were highly advanced; the prescribed policies and conventional measures have now spelt doom to the west and many emerging economies.

In Pakistan, attempts to lower structural and cyclical inflation and bring stability to the economy by mindlessly adopting European central bank policies would be expensive for the government.

The SBP has been attempting to control structural inflation by reducing demand. As a result, a significant output cut would be necessary to reduce inflation. Finally, the government will face serious financial difficulties in the upcoming months because of prevailing policies. The government and policy institutions should reevaluate their approach to reducing inflation and stop imitating European nations. They should rethink their priorities to stabilize the economic structure.

China’s assistance helps  Pak post-flood recovery

BEIJING, Oct 10 (APP):China’s very generous and timely assistance to Pakistan is immensely helpful in reinforcing the country’s post-flood recovery, said Pakistan’s Ambassador to China Moin ul Haque.

While the capital and goods aid have been delivered from the Chinese side, the resumption of key infrastructure projects is well underway with joint efforts, according to the ambassador, including regarding safety measures for Chinese personnel and projects, a key factor to ensure the country’s reconstruction.

While Pakistan is suffering from one of the worst natural calamities in the shape of floods, China, as always, responded immediately to the crisis situation, the ambassador said in an exclusive interview with Global Times.

Since the disaster, more than 640 million yuan ($89.94 million) worth of relief assistance in cash and kind has been committed by the Chinese central government, Chinese Army, provincial governments, NGOs and state-owned and private enterprises. Even the Chinese public has made generous cash donations to the Embassy’s Flood Relief account, according to the embassy.

“The outpouring and sympathy from across China is very touching and a true reflection of our time-tested friendship,”Ł Haque said.

The Chinese government’s first tranche of assistance has mostly been delivered in Pakistan through dozens of special flights which included large quantities of essential relief goods such as tents, blankets, high-energy biscuits, water purifiers and electricity generators. Teams of doctors and experts on damage assessment are traveling to Pakistan to help the flood victims.

In addition to providing financial and goods aid, the Chinese government and companies have committed to help in the post-flood rehabilitation and reconstruction phase. At key infrastructure projects, including China-developed hydropower plants, efforts are well underway, despite challenges.

For example, the Karot Hydropower Station, invested in and constructed by the China Three Gorges Corporation, ran safely and stably for 100 days, with a cumulative power generation of 1.537 billion kWh.

“Karot Hydropower Station is an important project under the China-Pakistan Economic Corridor (CPEC), which has added 720MW of clean energy to our national grid, thus helping reduce 3.5 million tons of carbon dioxide emissions per year. Fortunately, no damage has been caused to Karot and other hydropower projects developed by Chinese enterprises in Pakistan by the recent catastrophic floods,” the ambassador said.

As we are now increasingly seeing the effects of global warming and climate change manifested in the recurring floods and other extreme weather conditions, it is important to replace traditional non-renewable sources of energy with green and renewable energy, he noted.

Prime Minister Muhammad Shehbaz Sharif has set a target of achieving 12,000 MW of solar power and clean energy projects developed by Chinese enterprises have an important role to play in augmenting Pakistan’s efforts to address climate change effects and boosting Pakistan’s economy, Haque said.

Thousands of local jobs have been created during the course of implementation of Karot hydropower project and other renewable energy projects.

The ambassador noted the country’s determination to ensure the safety of Chinese personnel and projects, which have played an increasingly important role in supporting the country’s infrastructure reconstruction, especially after the devastation of the flood.

On July 14, 2021, Dasu Hydropower Station project in Pakistan suffered a terrorist attack, which had an impact on the production and operation of the project.

“The heinous attack perpetrated by the enemies of China-Pakistan friendship was a failed attempt to disrupt the rapid economic progress that Pakistan has been achieving with the help of investments and technologies brought by the Chinese enterprises,” the ambassador said.

Despite the shadow posed by the terrorist attack, due to the leadership commitment and dedication of workers from both sides, work on all development projects continued, even during the COVID-19 pandemic.

Work on Dasu resumed immediately after the tragic incident of July 14, the ambassador said.

“Pakistan attaches great importance to the safety and security of Chinese nationals and investments in Pakistanů many steps have been taken by the Pakistani government in close coordination with Chinese side to beef up the security of Chinese personnel and projects in Pakistan,” Haque noted.

Pakistan and China are iron brothers and strong economic partners, and the leadership of the two countries has reiterated their strong support to timely completion of all economic projects in Pakistan, he said.

“Together we will defeat the nefarious designs of our adversaries,” he said.

Saving $6 bln on fuel imports, Thar Coal Project to be a game-changer : PM

Nazir Siyal

THAR, OCT 10 /DNA/ – Prime Minister Shehbaz Sharif on Monday said amid skyrocketing fuel prices, the inexpensive energy production from Thar Coal Mines Project would prove to be a game-changer of development for the entire country.

The Thar Coal Project, he said could help the government save up to $ 6 billion as the expenditure on the import of energy including petrol and liquid petroleum touched $24 billion.

Addressing the inauguration of commercial operations of Phase-II of Sindh Engro Coal Mining Company (SECMC) during his visit to Thar Coal Mines Block-II, he said the Thar Coal Project was high on the agenda for the government in view of reduced cost of power generation.

The prime minister on the occasion inaugurated a 330 MW Power Plant of Thar Energy Limited (TEL) and also inspected the construction site of SECMC Mine Phase-II at Islamkot.

Shebaz Sharif said not benefiting from the country’s indigenous coal reserves was a huge mistake and announced to convene a meeting of stakeholders on Thar Coal mines next week to discuss the formalities.

He said the federal government, in collaboration with the Sindh government, would chalk out a policy framework on the Thar Coal mines project, with an objective to connect it with other coal-powered power plants in the country, producing 4,000 megawatts.

He mentioned the international cost of coal had come down from $67 to $44 and had prospects of further reduction up to $ 30.

The coal-powered plants, he said would prove to be a feasible operation for electricity production at the rate of Rs 10 per unit.

The prime minister said Thar Coal project would save the country’s foreign exchange and help thrive the national economy.

On March 2023, he said the Thar Coal Mines Project would be connected through a freight rail track for the transportation of coal to other parts of the country.

He lauded the Sindh government, Hubco, the Government of China, and the Chinese companies for training the local professionals and workers, and also appreciated the women working in the field including at water plants and dumping trucks.

He expressed satisfaction that Thar was undergoing fast development after former Prime Minister Benazir Bhutto first visited the area in 1996 and envisioned a prosperity plan for the locals.

Foreign Minister Bilawal Bhutto Zardari said that Thar, once used to be known for malnutrition, and infant and maternal mortality rate, had now emerged as a game-changer and a public-partnership model of development.

He mentioned that the Thar Coal Mines project had contributed to the provision of job opportunities to the local people of Thar, thus improving their lifestyles.

He said under public-partnership projects, the barren desert of Thar was now witnessing crop irrigation and fish breeding even with the use of hard water.

Bilawal stressed for replicating collaborative projects in other parts of the country and expressed confidence that the prime minister, with his inspiring ‘Shehbaz Speed’ , would materialize the development plans at a fast pace.

Chief Minister Sindh Murad Ali Shah said the Sindh government allocated 40 percent equity along with 60 percent contributed by Sindh Engro in the public-private partnership on Thar Coal mines project.

He regretted that had the work on Thar coal not stalled since its first mining of reserves in 1991, the project would have produced 10,000 megawatts.

He termed Sindh province as the ‘energy basket of Pakistan’, with immense potential of natural energy resources, including solar and wind energy.

Chinese Ambassador Nong Rong congratulated the Government of Pakistan on the successful completion of the project and lauded Prime Minister Shehbaz Sharif for his “consistent devotion and firm support” in strengthening Pakistan-China cooperation including in CPEC projects.

He hoped that the new power bloc would help overcome energy shortage, and provide reliable and affordable electricity.

The envoy thanked the Pakistan Army for providing foolproof security to the Chinese professionals working in the country.

As an ‘Iron Brother’, he said China would be happy to continue assisting Pakistan to help it achieve prosperity.

Chairman Hub Power Company Limited (Hubco) Habibullah Khan said Hubco continued to be Pakistan’s largest Independent Power Producer and contributed $US 5 billion to the country in four CPEC projects.

He said Hubco’s investment in the production of the cheapest power was significant for ensuring long-term energy security in the country.

Sindh Energy Minister and Chairman SECMC Imtiaz Ahmed Sheikh said the Thar energy power project would contribute to adding electricity to the national grid.

He mentioned the support of Shanghai Electric Power Company Limited and the experts from China, who worked hard to materialize the project.

The Sindh Chief Minister presented samples of indigenous Thar coal to PM Shehbaz Sharif, FM Bilawal Bhutto, and Chinese envoy Nong Rong.
