Mufti Taqi Usmani calls for empowered task force to eliminate interest-based banking

KARACHI, NOV 30 (DNA) — Renowned scholar of Hadith, Islamic jurisprudence and Islamic finance, Mufti Taqi Usmani on Wednesday called for setting up an empowered task force under a specially created division of the finance ministry to implement recommendations on interest-free banking system in the country.

He said this while addressing a seminar on seeking recommendations to establish an interest-free banking system in Karachi on Wednesday. He urged the finance minister to take practical steps to abolish interest-based banking system in Pakistan, contending that every religious faction was in harmony with this.

He said that the government has thus far constituted eight committees to wean the national economy from a conventional, interest-based system to an Islamic system. The committees, he said, worked at different times from 1978 to 2008.

“These committees were only empowered to prepare recommendations,” he said, adding that “But there is a need to establish a fully empowered task force to enforce an interest-free banking system in the country.”

He further suggested that the government constitute a division in the finance ministry to oversee the implementation of the interest-free banking system and that the task force should work under this division.

These committees produced several reports, all of which were never implemented. These include the Council of Islamic Ideology report on the revision of Ribba from the economy in 1971.

Then there was the report on banks and financial institutions by the Commission for Islamization of Economy in 1992. Report by Commission of Transformation of Finance System in August 2001, report of the task force of Ministry of Law and Justice and Human Rights of 2002, report of the task force of the Ministry of Finance to propose measures to bring government borrowing in compliance with Sharia of June 2002.

The report of the Self-Reliance Commission by the Ministry of Planning in 1991 and the report of the Steering Committee for the Promotion of Islamic Banking in Pakistan of December 2015.

He said that from 1978 to 2018, different institutions conducted detailed research and prepared significant reports on the subject of Islamization of the economy. All of these committees included religious scholars and financial experts with a single-point agenda to eliminate the interest-based banking system.

However, he said that all of these commissions, committees and task forces were tasked with preparing a set of recommendations which were shelved. “There is no need to establish any commission that makes recommendations but to establish a powerful task force that is empowered to implement the recommendations.

He further said that Article 227 of the Constitution directs that no law can be imposed, which is against Sharia. Moreover, it was in light of Article 203 that the Federal Sharia Court was established, and a bench was established in the Supreme Court to allow for appeals to the Sharia court’s decision.

“There is a need to add religious scholars in Sharia benches in Supreme Court,” he said. Armed struggle to implement Sharia not allowed. While addressing the seminar, Mufti Usmani said that armed struggle to implement Shariah is impermissible.

He added that he wanted to end the usury system and has worked extensively on the subject. But for the effort to succeed, a unanimous voice must be raised to end the scourge of usury. He said that all concerned institutions must try to implement interest-free banking.

At a point, he added that the implementation of Shariah law is the most important thing under Islamic rule of law. Mufti Usmani emphasized Finance Minister Ishaq Dar to take practical steps to abolish interest-based banking system in Pakistan, adding that unified decisions of scholars have always led to good outcomes. =DNA

Imran hopes new military leadership will ‘work to end prevailing trust deficit’

ISLAMABAD, NOV 30: /DNA/ – PTI Chairman Imran Khan on Wednesday congratulated the newly appointed military leadership, expressing the hope that it would work to “end the prevailing trust deficit” between the nation and the state.

Last week, Gen Asim Munir, a soldier with considerable operational experience and a career steeped in intelligence, was designated as the country’s 17th army chief while Gen Sahir Shamshad Mirza, another infantry officer with an enviable career, was appointed as the chairman of the joint chiefs of staff committee.

The appointments ended weeks of intense speculation about who will lead the powerful military following Gen Qamar Javed Bajwa’s retirement. Gen Mirza took charge on Nov 27 while Gen Munir assumed charge on Nov 29.

In a tweet today, Imran felicitated the new military command. “We hope the new military leadership will work to end the prevailing trust deficit that has built up in the last 8 months between the nation and the state.

“The strength of the state is derived from its people,” the PTI chief added.

Along with the message, Imran also shared a screenshot of a purported quote by Quaid-i-Azam Muhammad Ali Jinnah, which some people on social media questioned the veracity of.

Imran slammed for ‘selective memory’

Reacting to Imran’s statement, Information Minister Marriyum Aurangzeb took exception to his claim and questioned whether Quaid-i-Azam had also offered an indefinite extension to the army chief behind closed doors.

The information minister, addressing a press conference in Islamabad, said the only mistrust present was the one in Imran’s mind.

Aurangzeb said Imran was now twiddling his thumbs after the party’s long march and advised him to do the following two things: Declare all the gifts he had taken from the Toshakhana and follow through on registering a case against the Jang Group and Dubai-based businessman Umar Zahoor for the claims they made against him.

“You know that if you file the case, you will have to provide details about the watch and all those details related to the Toshakhana which have yet to be revealed to the nation.”

As for the PTI’s announcement to leave the provincial assemblies, she said Imran only wanted political instability and discord in the country.

PML-N Vice President Maryam Nawaz claimed Imran had a “selective memory” but other people did not.

“You collude with certain elements of the establishment, they raise and feed you like their godson. Now you beg for their unconstitutional interference and when it is denied you call them traitors. You have the audacity to talk about trust deficit? You think people are fools,” she tweeted.

Punjab local polls scheduled for late April 2023, ECP says

ISLAMABAD: The Election Commission of Pakistan (ECP) has decided to hold local government polls in Punjab in the last week of April 2023, an ECP spokesperson said on Wednesday, pinning the holdup on delaying tactics.

Quoting the minutes of a meeting chaired by Chief Election Commissioner (CEC), Sikandar Sultan Raja, to review the Punjab local elections schedule, the spokesman said a consensus to this effect was reached after detailed consultations.

According to the spokesperson, the meeting was informed that local government laws were changed twice due to which the ECP had to conduct the demarcation of local constituencies twice.

The term of the Punjab local bodies expired on January 1, 2022.

He said the provincial government notified Punjab Local Government Act on November 16, 2022, and as per the new law, the ECP would have to delimit the constituencies for the third time.

Moreover, the Punjab government was yet to notify Punjab local government constituency rules and Punjab Local Government Conduct of Election Rules, the spokesperson added.

“The Punjab government is obliged to support [the ECP] in the light of the constitution, law, and orders of the Supreme Court,” the spokesperson added.

The ECP had either conducted or was about to conduct local elections in all provinces, the spokesperson said quoting the CEC. “Only Punjab remains where the laws have been changed during different periods,” the CEC said chairing the meeting.

The CEC also said elections could not be held only in Punjab because of delaying tactics. He did not mention who was dragging their feet on the local polls.

The spokesman said the government of Punjab should provide copies of ECP Rules and other data to the provincial commission of Punjab.

“If any changes are made in the local government laws, the ECP will conduct the local polls in Punjab using its constitutional powers,” the spokesperson said.

According to the ECP spokesperson, Chief Secretary Punjab asked the ECP that before scheduling the local polls, it should be remembered that the holy month of Ramadan might coincide with the local elections in late April.

“For that reason, the ECP should decide an appropriate date,” the spokesperson quoted Chief Secretary Punjab as saying.
