No zoo in Islamabad violating IHC verdict please

No zoo in Islamabad violating IHC verdict please

DNA

Islamabad: The concerned citizens and experts have urged the Capital Development Authority (CDA) to refrain from violating the Islamabad High Court (IHC) verdict on the Islamabad Zoo. Moving a summary to the Federal Cabinet to reestablish the zoo in Islamabad will be a sheer violation of the IHC verdict, and it should be challenged in the court.

They said CDA will be opposed for its connivance to cage the wild animals or to chain them again. It is the worst form of cruelty in the absence of technical and financial capacity of the CDA to regain the land to establish the zoo.

An online discussion on the subject was organized by the Devcom-Pakistan (Development Communications Network) and DTN on Saturday afternoon.

The well-known biodiversity expert Z B Mirza Said: CDA cannot fool the cabinet to take a favourable decision on its summary in the presence of IHC verdict that had clearly asked “to end the cruelty against the animals, and free the animals in their habitats”. He said the CDA attempt to reestablish the zoo in Islamabad and grabbing the land is “mischievous by the dishonest officials”. They know they cannot do it but only after misguiding the Federal Cabinet. The biodiversity lovers will not support any uncalled-for decision by the CDA Board or the Federal Cabinet.

Another senior biodiversity expert Dr. Ejaz Ahmed said: Though zoos play an important role in education and awareness regarding different species and their behavior, if animals are kept with care. But we have seen that due to poor management and care, the majority of species are depressed and kept in a very unhygienic environment which results in their poor health conditions and strange behavior. We have seen that in the past animals like elephants in Karachi, Lahore and Islamabad were not treated well, they were tied with chains resulting in permanent injury and ultimately had to be sent out of Pakistan for treatment.

Rina Saeed Khan, Islamabad Wildlife Management Board chairperson, said:  The reopening of Islamabad zoo should not be brought onto agenda of last cabinet meeting without thoroughly consulting law and climate change ministries. The now-closed Islamabad zoo was handed over to Islamabad Wildlife Management Board in July 2019 by the Federal Cabinet following the Islamabad High Court orders given all the deaths of animals inside the old zoo.

She said, “In 2020 when the Islamabad Zoo was shut down by the landmark judgment of the IHC under the writ petition number 1155/2019 which was not challenged, the IWMB converted the site into the only wildlife rescue center of its kind in Pakistan, helping all species of wild animals in distress. Since its formal inception in 2021, the centre has successfully rescued and rehabilitated approximately 381 animals. IWMB rescues orphaned and injured wildlife in order to implement the IHC order in the judgment of WP 1155/2019 which specifically states that “No animal is treated in a manner that subjects it to unnecessary pain and suffering”.

She said the IWMB Board has also approved detailed plans, in consultation with international experts of Join Hands, an INGO, to open a Visitor Information Centre for the public as part of the Margalla Wildlife Centre. On January 29th 2024, without consulting or informing IWMB, CDA Board decided to “reclaim” the Islamabad zoo and re-open it as a zoo “of international standards” during their meeting. The CDA Board was misinformed that “IWMB had failed to make use of the facility”. The CDA Board has now approved the proposal and asked officials concerned to approach the federal government with their request to take back administrative control of the now closed zoo. This is clearly against the IHC orders.

An environmentalist and Devcom-Pakistan Executive Director Munir Ahmed said: IHC verdict cannot be violated in any case by anyone, the concerned citizens will protest against it if done by the CDA or the Federal Cabinet. In the past, we have seen caged animals living in miserable conditions. CDA had failed to impart any wildlife education previously, and it has no technical, managerial or financial capacity to run the zoo again. So, citizens will not allow CDA to repeat the same misery again. IWMB can do the children’s learning about the wild animals through screening of films and pictorial lectures once the government gives funds to make the new Visitors Centre at the location of the old zoo. It has turned into a wonderful park now where relevant tableaus can also be staged.

An environmental journalist Afia Salam said: Make wildlife learning centres not zoos. Things change, people and their opinions change. What was ok then, may NOT be right now. Like many other things, this goes for the question of having a zoo or not. There is a resurgence of conversation about ‘recreating’ a zoo in Islamabad. This after the previous one had to be closed due to the ignominy it earned for the terrible conditions for animals which garnered international attention through ‘Save Kavaan’ campaign.

She said Zoos are so last century. The way they are in our country, we have not moved out of that century. We have wild animals living in pathetic conditions, mostly malnourished, oftentimes diseased, with not enough trained caregivers. So, no zoos please.

How to become a successful person

How to become a successful person

Ghazala Anbreen

The experiences of life are in fact a great lesson to make one understand about many things. Among one of such is the success factor. As a human being advances in age, he gets to come cross the true facet of life and the reality of life unfolds telling him what to avoid and what to accept and adopt in order to live a better quality life. A life full of serenity and contentment and above all a successful one.

There is also no doubt that a suitable level of finances everybody would be needing to live a decent life no matter how much saintly qualities may be found in him.

In today’s world of post information, it would be indeed a hard bargain to live like a stoic. We as social beings cannot but desist from being influenced by all that is happening around us. As Aristotle said,

“But he who is unable to live in society, or who has no need because he is sufficient for himself, must be either a beast or a god”

Hence all of us ought to know about the qualities befitting a successful person. Successful people do not complain. Thy do not grumble. They do not shift blames on others. They are punctual. They are industrious and devoted to a cause, a cause to make this world a better place for living in. They do not backbite or speak ill of others.

They would rather take it as equal to wasting away their positive energies. They are also not curious about knowing what the other people are up to. They just mind their own business. They take good care of their health and fitness.

They are meticulous about their attire and make sure they do not wear untidy or clumsy dresses. A discipline in every aspect of life would be visible, from clothing to their way of talking. They will never be the gossipmongers but often such people are of quiet disposition and talk only where it is necessary to talk. Nor they indulge in advising others unnecessarily. They advise only when they are asked for it, otherwise they remain quiet. A poise and balance will be visible in their lives throughout.

The successful persons are never of fraudulent nature. They, on the contrary, are sincere, cooperative, polite, and always thinking to help others. They do not have anger issues, but are composed and have an even temperament. Such people do not go after material gains. A poignant fact which is noteworthy is that the success is, unfortunately, in current times gauged in our society by acquisition of material wealth and assets. The more affluence means more success.

But a genuinely successful person will not run after these fake pursuits. He will be deriving pleasure from productive activities which are of win-win approaches. This is evident from closely witnessing the life styles of the richest men alive. Who prefer to live a simple life, for instance, Bill Gates, Warren Buffet, Elon Musk and many others, all are humble and prefer to live simple lives.

They just love their cause and pursue their missions nonchalant even after facing multiple failures in their early lives. They never gave up. Consistency and loyalty with a cause were the prominent factors which they pursued with a devout heart and a firm belief.

Hence we all must believe in the effectiveness of our efforts with a strong determination and follow our goal without thinking of causing harm to anybody. We must work hard and be unconditionally helpful to all if we want to become successful persons.

Noted US journalist questions whether Modi’s India is still a democracy

NEW YORK, Feb 04 (dna):After "blurring" the lines between Hinduism and the state, Prime Minister Narendra Modi is now on track to become the first Indian prime minister since Pandit Jawaharlal Nehru to win three consecutive terms, Bob Drogin, a prominent American journalist, wrote in The Los Angeles Times.

“When Indian Prime Minister Narendra Modi led the consecration of a vast new Hindu temple atop the ruins of a demolished Muslim mosque in the town of Ayodhya in northern India last week, it showed how far he will go to secure his reelection this year,” said Drogin, who was LA Times’ correspondent in New Delhi in the 90s.

In his opinion piece, Drogin said that he witnessed the destruction of the mosque in Ayodhya and was “clubbed” by police as they dispersed foreign journalists covering the event.

The article said: “Not that stoking religious strife is a new tactic for the 73-year-old Modi. He rode to power, and clings to it now, on the back of militant Hindu nationalism and the menace of anti-Muslim violence. In 2005, Modi, then the top official in the Indian state of Gujarat, became the first and only person ever barred from entering the United States under a little-known immigration law that makes foreign officials ineligible for visas if they are responsible for ‘particularly severe violations of religious freedom.’

“U.S. officials had determined that Modi stood by during Hindu riots that killed more than 1,000 Muslims in Gujarat state in 2002. The visa ban was lifted only when he became prime minister in 2014. Today Modi’s brand of militant Hindu supremacy has replaced political pluralism as India’s dominant ideology, threatening the nation’s status as a secular republic. As a foreign correspondent for the Los Angeles Times, I saw the beginnings of India’s anti-democratic slide on a sunny day in December 1992, on the contested ground in Ayodhya.

“Thousands of Hindu pilgrims, white-bearded priests, dhoti-clad holy men and other devotees who had gathered for a political rally suddenly stormed the historic Babri mosque, built in the 16th century by Babur, the first Mughal emperor, on the site of the supposed birthplace of the Hindu deity Ram. The Hindu mob tore the mosque apart, brick by brick, with pikes, pickaxes and their bare hands. They pulled down guard towers with grappling hooks and climbed barefoot over barbed wire barricades. Foreign journalists were chased and clubbed. I was whacked with bamboo and hit with a brick.

“The destruction of the mosque set off some of its worst religious pogroms in India since independence in 1947. Entire Muslim neighborhoods were torched and families slaughtered. A Newsweek cover famously warned of ‘Holy War’ on the subcontinent; its rival Time deemed the communal violence an ‘Unholy War.’

Three-plus decades later, much of India came to a standstill on January 22 to watch as Modi consecrated Ram Mandir, a richly decorated $220-million temple built over the destroyed Babri mosque. In many Indian states, it was a public holiday. Stock markets and most schools and offices were closed. Government offices shut for half a day. Nonstop TV coverage showed the prime minister placing a lotus flower by the jet-black Ram idol in the temple’s inner sanctum, prostrating himself before it and all but declaring Hinduism a state religion. An Indian Air Force helicopter dropped flower petals outside, priests blew conches and chanted, but Modi was the star.

” ‘Ram is the faith of India, the foundation of India,’ he told a rapt crowd in Hindi, according to the Times of India. ‘Ram is the thought of India, Ram is the law of India. … Ram is the policy [of India].’ Modi has become the ‘high priest of Hinduism,’ the prime minister’s biographer, Nilanjan Mukhopadhyay, told the Indian website Rediff.com after the ceremony. ‘We are very close to becom[ing] a theocratic state.’

“Such a notion would be anathema to India’s once revered founding leaders, Mohandas K. Gandhi and Jawaharlal Nehru. Government should embrace all religions, not impose one over the others, they argued. Those secular values are enshrined in the Indian constitution.

“But secularism has waned as Modi’s right-wing Bharatiya Janata Party has steadily gained power by blurring the lines between Hinduism and the state. Muslims have their own countries, Modi’s supporters argue. Why shouldn’t we?

Here’s why: Although 80% of India’s 1.4 billion people identify as Hindu, 200 million Muslims and tens of millions of Christians, Sikhs, Buddhists and others do not.

“Human rights groups say non-Hindus are increasingly treated like second-class citizens. Modi’s ‘government has adopted laws and policies that discriminate against religious minorities, especially Muslims,’ Human Rights Watch warns on its website. ‘This … has emboldened Hindu nationalist groups to target members of minority communities or civil society groups with impunity.’

“In the days since Modi presided over the temple rituals in Ayodhya, Hindu mobs rampaged in several cities and towns. News reports tallied the damage: Muslim-owned shops were destroyed in Mumbai, Muslim students were beaten in Pune, a Muslim graveyard burned in Bihar and so on. Modi doesn’t need to inflame anti-Muslim prejudice to win reelection. He has a 76% approval rating in the latest polls and is on track to become the first Indian prime minister since Nehru to win three consecutive terms.

UN decries Taliban crackdown on women for dress code violations

Aggrieved journalists to challenge Bara Kahu plot allotment in court

UNITED NATIONS, Feb 04 (APP)::The UN human rights experts have expressed profound concern over multiple reports detailing arbitrary arrests, detention and ill-treatment of women and girls in Afghanistan.

The incidents, which have surged since early January, are purportedly linked to violations of the Taliban’s stringent dress code for women.

In a joint statement, the UN Human Rights Council-appointed experts called on the Taliban to comply with Afghanistan’s human rights obligations, including under the Convention on the Elimination of All Forms of Discrimination against Women.

The Taliban crackdown initially began in western Kabul, predominantly inhabited by the minority ethnic Hazara community – which has been the target of extremist violence for years – but swiftly expanded to other areas, including Tajik-populated regions and provinces such as Bamiyan, Baghlan, Balkh, Daykundi, and Kunduz, the UN said.

Women and girls, reportedly accused by the Taliban of wearing “bad hijab”, were arrested during the operation in public places, including shopping centres, schools and street markets.

Some were forcibly taken to police vehicles, held incommunicado and denied legal representation, according to a news release issued by the UN rights office OHCHR on behalf of the experts.

“Women and girls were reportedly held in overcrowded spaces in police stations, received only one meal a day, with some of them being subjected to physical violence, threats and intimidation,” they said.

In May 2022, the  Taliban ordered all women to observe “proper hijab”, preferably by wearing a ‘chadar’ in public and made male relatives responsible for enforcing the ban or face punishment.

While some detainees were released after a few hours, others reportedly languished in custody for days or weeks.

The lack of transparency and access to justice means the current number of detainees potentially held incommunicado is hard to assess.

Their release has been made contingent on male family members and community elders providing assurances, often in writing, that they would comply with the prescribed dress code in the future.

“In addition to punishing women for what they wear, assigning responsibility for what women wear to men violates women’s agency and perpetuates an institutionalized system of discrimination, control of women and girls, and further diminishes their place in society,” the experts said.

The experts speaking out are mandated by the Human Rights Council to monitor and report on the rights situation in the country, as well as on violence and discrimination against women and girls.

Last month, a UN report found that several hundred Afghan women were forced to quit their jobs or were arrested and denied access to essential services in the last quarter of 2023.

Those arrested included female staff of a healthcare facility and women who were not accompanied by a mahram – a male chaperone.

The de facto authorities reportedly stated that “it was inappropriate for an unmarried woman to work.”

Meanwhile, the humanitarian situation across the country continues to deteriorate, the UN said.

Four decades of conflict, entrenched poverty, climate change-induced and natural disasters and severe restrictions on rights, has left almost 24 million people, including over 12 million children, in need of humanitarian assistance and protection.

In response, UN and relief partners have launched a $3.06 billion response plan for 2024, targeting 17.3 million for assistance.

Greater food supplies are needed as well as the rebuilding of the agricultural sector, health systems, water and sanitation, the UN said, emphasizing protection for women, children and other vulnerable groups is also a key priority.

PTI to move high court against ‘shameless’ verdict in Imran-Bushra nikah case

PTI to move high court against 'shameless' verdict in Imran-Bushra nikah case

“Iddat period had culminated by January 1, 2018,” insists Bushra Bibi, terming ex-husband Khawar Maneka’s complaint as “mala fide”

RAWALPINDI: Soon after the unfavourable ruling, the Pakistan Tehreek-e-Insaf (PTI) Saturday announced moving the high court against the trial court’s verdict that sentenced its founder Imran Khan and wife Bushra Bibi to seven years in the “nikah” case at the Adiala jail today.

The verdict, which also provisions an Rs500,000 fine each for both the accused, was announced by senior civil judge Qudratullah today in response to the petition filed by Bushra’s ex-husband Khawar Maneka against what he refers to as an nikah with the former prime minister.

Maneka, in his petition, had termed Bushra and Khan’s nikkah “fraudulent” contending that the marriage was solemnised during her iddat — following her divorce with him.

Gohar Ali Khan Press Conference
Play Video
“That above said nikah and the marriage ceremony was neither legal nor Islamic as it was solemnised without observing iddah period,” read the petition available.

Speaking to the media outside Adiala jail today, Khan’s lawyer, Barrister Gohar, said that “shameless, scandalous and unethical allegations” have been made for political motives.

“This is a case that has no basis whatsoever, but in fact, was simply filed on the behest of Aun Chaudhry — a former close aid of Khan and one of the key witnesses in the said case.

“The cleric [who solemnised the nikah] has himself admitted that [Aun] Chaudhry ‘picked him up’,” Gohar said.

In response to a question regarding the legal grounds for today’s sentence, Khan’s counsel revealed that the judge maintained that the defence’s reliance on the Supreme Court verdict regarding the 39-day iddat is a “general precedent” and is not applicable in this case.

He further said that the court relied on the second function, held for family and children to take them into confidence, as the “valid nikah” instead of the actual nikah that was solemnised before that.

“The judge considered the second function as the actual nikah and not the first,” he noted.

“All of this is being done in violation of the constitution for political motives and character assassination of Khan sahib.

“We will move the high court against today’s verdict. We are hopeful for justice if these cases are presented before a free and fair tribunal,” he added while calling on the judiciary to uphold their oath and protect our fundamental rights by ensuring principles of justice.

Conveying the PTI’s founder message for his voters, the lawyer said that the former premier has called on his supporters to remain peaceful and persevere in these tough times.

“Even if I have to spend a thousand years here [in jail], I would not make any deal,” Gohar said quoting Khan.

‘Extremely shameful’
Meanwhile, in response to the unfavourable trial court verdict, the PTI issued an official statement via its spokesperson, which mentioned the ruling as “extremely shameful” and “against Shariah”.

“The verdict is a serious and vile attack on the book of Allah, Constitution and matrimonial and family laws,” the spokesperson said, adding that the ruling came as an embarrassment for the entire justice system.

The spox further stated that it was an attempt to advance the “nefarious agenda” aimed at political revenge.

People will avenge every injustice with the help of their votes on February 8, they added.

Furthermore, speaking, Bushra’s lawyer Usman Gill also announced to challenge the verdict, terming it “against the law and facts”.

He said that only family courts have the jurisdiction over nullifying a nikah as per the country’s laws.

“No criminal court can void or verify a nikah,” he said.

‘Iddat period culminated on January 1, 2018’
Speaking to the media, Bushra said that Maneka, her ex-husband, verbally divorced her in April 2017, and the divorce dated November 2017 that has been presented by him before the court is “fake”.

“[My] iddat period had culminated by January 1, 2018, followed by the official announcement of the marriage in February 2018,” the former first lady stressed.

Acknowledging meeting Khan before her nikah with him in the presence of the latter’s family, she categorically rebuked the allegations of an illegitimate relationship with the PTI founder.

Commenting on the timeline of the case filed by Maneka, Bushra underscored that the case was lodged only after the applicant had spent some time in custody till November 14, 2023.

Terming the complaint as mala fide, she echoed Gohar’s remarks regarding the second function clarifying that it was simply a prayer ceremony and not the actual nikah.

Spokesperson PTI: Court verdict mocks Shariah, attacks marriage laws

Court verdict mocks Shariah

PTI Slams “Kangaroo Court” Verdict on Imran Khan as “Shameful, Baseless”

ISLAMABAD, FEB 3 /DNA/ – Pakistan Tehreek-e-Insaf (PTI) Spokesperson termed the kangaroo court’s decision against PTI Chairman-for-life Imran Khan in an absurd, concocted and baseless Iddat case as shameful, contrary to Shariah and a serious and reprehensible attack on the holy book, law and marriage and family laws.

In a strongly-worded reaction over the shameful verdict by Judge Qudratullah, PTI Spokesperson said that the rogue state planners have openly mocked the limits of Allah and trampled civilization and Shariah under their feet with hatred and contempt aimed at persuading PTI Founding Chairman to accept slavery and to turn him away from the service of God.

However, he made it clear that these rogue state elements would neither succeed in bowing down the captain even in the face of severe degradation, blatant injustice and bare lawlessness, nor his nation would accept Pharaonism come what may.

PTI Spokesperson said that disgraceful Judge Qudratullah removed the mask of honor, modesty, shame and civilization from the face of the state and exposed its filthy and dirtiest face before the world.

He stated that Judge Qudratullah further disgraced and humiliated the justice system by writing such a shameful judgment in the concocted and frivolous marriage case after absurd, nonsensical, non-transparent and hasty trial.

PTI Spokesperson lamented that today, the state, being completely ignorant and devoid of the sanctity of the four walls, proved its vagrancy by illegally, un-lawfully, un-Islamically and unethically interfering in the matters such as marriage and divorce.

He went on to say that after the absurd and concocted cases like Cypher and Toshakhana, the rogue statement elements tried to push forward the nefarious agenda of hateful political revenge by convicting Imran Khan in Iddat case through premeditated and shameful verdict.

PTI Spokesperson made it clear that while facing all state oppression, coercions and injustices courageously and bravery, the people would take revenge for every injustice being meted out with their beloved and brave leader on February 8 through their power of vote to inflict crushing defeat on crooked and corrupt political leaders in the forthcoming general elections.
