Smog crisis: School holidays extended, Punjab to go for full lockdown

LAHORE, NOV 15: Punjab Senior Minister Marriyum Aurangzeb has announced a series of immediate emergency measures in response to the worsening smog crisis in the province, including the declaration of a health emergency in Lahore and Multan.

Addressing a press conference in Lahore, Marriyum emphasized the gravity of the situation, stating that air quality indices (AQI) in several cities, including Lahore, have reached hazardous levels, with Lahore’s AQI hitting an alarming 2800.

She said the countries that curbed smog received a lot of cooperation from their citizens, urging people to stay at home on Saturday and Sunday. She also highlighted the role of actors, artists, the media in helping deal with the health menace.

Marriyum said she put on a mask and went out in Lahore personally and found people having fun. “People do not understand that smog can cause death; they travel on cars and motorcycles without masks. The private sector should ensure mask ban,” she stressed.

“To all the detractors, I will urge them to unite against smog. Considering all the circumstances, the decisions will be implemented from next week,” the minister announced.

Key measures announced
The minister announced the following measures in view of the worsening smog in Lahore and other cities of Punjab:

  • All brick kilns and furnace-based plants in Lahore and Multan have been shut down from Friday to curb emissions.
  • A complete lockdown will be enforced on Friday, Saturday, and Sunday if the situation does not improve by Wednesday.
  • Dining in at restaurants will be allowed only until 4pm, after which take-away services will be permitted.
  • Holidays in schools, colleges, and universities across Punjab have been extended, except Murree, and they have been ordered to shift to online learning.
  • Construction activities in Lahore and Multan have been banned from Friday.
  • Paramedical staff holidays have been cancelled, and hospital OPDs will now operate until 8pm.
  • E-bikes and EAQ oil projects are in the pipeline. In view of the environmental situation, e-buses are being introduced in Lahore.

Marriyum Aurangzeb further said that over 40,000 smog-affected individuals were being treated in hospitals, and urged citizens to limit outdoor activities and wear masks, particularly while riding motorcycles. She said she wanted to appear in the Lahore High Court that is hearing a smog-related case, and brief the judge on the government’s measures.

“Currently, our health has turned into a smog health crisis,” she stressed, adding that a public campaign, ‘Detox Lahore’, had been launched to raise awareness about smog and its life-threatening impact. “People are requested to go out on motorcycles only for essential work, and that too while wearing masks,” she stressed.

Aurangzeb highlighted that the chief minister started working on smog in March and a strategy was devised by taking all smog-generating factors on board. The Punjab government implemented a 10-year climate change and smog policy, which includes transitioning brick kilns to zigzag technology after destroying 800 kilns to reduce emissions, promoting eco-friendly transportation through the introduction of e-bikes and electric buses in Lahore, providing subsidised super seeders to farmers at 60& of the price to reduce stubble burning.

She said the departments were following the smog policy and the chief minister was personally monitoring it. Vehicle fitness was not checked in Punjab and there was no law to check motorcycles. “We have received three gas analysers, which will be given to the traffic police for inspecting vehicles,” Aurangzeb announced.

The minister stressed that smog is not limited to Pakistan but affects lives in both Indian and Pakistani Punjab, highlighting that the two countries cannot change the wind direction. “Smog knows no borders; it’s a matter of life and death for both countries,” she stated, urging cooperation to combat the crisis.

Marriyum Aurangzeb appealed to citizens and the private sector to ensure compliance with the mask mandate and other measures. She warned of further restrictive actions if the smog situation does not improve by mid-week, with a possible lockdown extending to Friday, Saturday, and Sunday.

Aurangzeb concluded by urging collective efforts, stating, “Countries that eliminated smog succeeded because of public cooperation. We need to do the same to protect our health and future.”

ISLAMABAD, NOV 15 (DNA) — In a significant diplomatic meeting, Interior Minister Mohsin Naqvi on Friday met with Turkish Interior Minister Ali Yerlikaya and discussed matters of mutual interests, focusing on enhancing the historic relationship between the two nations.

The meeting, held during Minister Naqvi’s visit to Turkey, covered a wide range of topics, including regional security, economic partnerships, and the repatriation of Pakistani prisoners currently held in Turkey.

The discussion revolved around strengthening Pakistan-Turkey relations, which both leaders described as deeply rooted in shared history, culture, and religion.  Minister Naqvi praised the enduring brotherhood between the two countries, noting that their collaboration is steadily evolving into a sustainable strategic partnership.

During the meeting, Minister Naqvi raised the issue of three Pakistani prisoners detained in Turkey and urged swift action for their repatriation.  Minister Yerlikaya assured his Pakistani counterpart of full cooperation and proposed sending a delegation of experts from Pakistan to Turkey to expedite the matter.

“This issue will be reviewed with compassion and care,” he added.Minister Naqvi extended a formal invitation to Minister Yerlikaya to visit Pakistan, which was graciously accepted.  “Pakistan is a brotherly country, and I look forward to visiting Islamabad soon,” said the Turkish Interior Minister.

Both leaders condemned terrorism in all forms and expressed solidarity in combating the global menace.  Minister Naqvi specifically condemned the October 23 terrorist attack in Ankara, emphasizing that terrorism has no religion or borders. He called for comprehensive measures and a unified global strategy to eradicate this threat.

“Terrorism is a challenge for the entire world, and collective efforts are required to overcome it,” he stated. Minister Naqvi also attended the SAHA International Expo and expressed gratitude to his Turkish hosts for their exemplary arrangements and warm hospitality.

The Expo showcased Turkey’s advancements in technology and defense, underscoring the potential for deeper collaboration between the two nations. This meeting highlighted the strengthening bond between Pakistan and Turkey, two nations tied by centuries of shared history and mutual respect.

Being in the field a month prior to the elections, going door to door and meeting a diverse range of people—from rich to poor, from White to Black, and including Asian, African, and other communities—was an experience like no other. Each of these individuals was preparing to choose the upcoming leader of the most powerful nation on Earth, a person who would hold intrinsic and potentially global influence over American lives and those in other countries. This leader would decide which conflicts to continue, which wars to end, and where new battlegrounds might emerge, even deciding, at times, who might face ruthless elimination.

Through these intimate connections with people on streets, in homes, and in their communities, four primary issues emerged without question. The most pressing concern was jobs and the economy, followed closely by inflation, then women’s rights, with many others expressing a general sense that “everything needs to change, stop, and reset.”

Some people, upon finding an attentive ear, were moved to tears as they shared their struggles. One woman in her 40s, living in a relatively well-maintained home within a middle-class neighborhood in Detroit, Michigan—a key swing state—pointed to a shipping container filled with her household belongings when asked about the biggest issue in her life. She explained that she had lived in that house for 28 years. It was where she had built her family, investing her heart and soul into making it a beautiful home. However, after both she and her husband lost their jobs several months ago, they depleted all their savings and finally decided to leave in search of work in another state, uncertain but hopeful it might offer better job opportunities. As she recounted her story, she nearly broke down in tears.

There was another black lady, which has a house full of young kids when asked what in her opinion is the  biggest problem she said it is the current government which has made their live miserable. I asked her follow up question do you think that Kamala Harris or Trump would improve the government. She said that it was been the government by democrats since four years, where Kamala Harris was the Vice President, had she any guts and ability she could have helped the president take measures to improve the economy and provide jobs to the jobless but she could not do it. How could she now will improve the economy when she had already consumed all her ideas during the last four years.

There was many young Asians who were interviews and asked the same questions. They provided the cogent same reply that during this government most of the the earning hands are out of jobs and see no future jobs openings if the same government continues for another fours years. They all were of the view that we will support Trump not because we love him but because failure of the current administration to deliver on economic and employment front.

There was another Black woman who burst into tears when engaged in conversation. She explained that both she and her husband are retired, receiving only $900 per month in pension. Out of this, they pay $650 in rent, leaving them with just $350 to cover all their household needs.

After the economy and jobs, the next most pressing issue for ordinary people was rising inflation. One man in his early 30s, White, had just arrived home from work and, appearing to be slightly intoxicated, became emotional. He shared that he had to sell his truck, his only source of income, because he couldn’t afford the repair and replacement costs due to skyrocketing prices for parts and labor. He had exhausted his savings and now relied on low-wage temporary jobs, which weren’t even enough to meet basic household needs.

When I spoke to some wealthy White families, they had different concerns altogether. Interestingly, I found many of these families to be highly conservative and strongly opposed to abortion rights. This sentiment was even more pronounced in rural areas, where a deep adherence to conservative and religious values prevailed. One canvassed White man, around 60 years old, stated that there was no issue more pressing for American society than abortion rights. He argued that many of the hardships Americans face stem from their failure to adhere to religious teachings, which strictly forbid the termination of life once conceived in the womb. He believed the country would only begin to grow and thrive if Americans stopped what he described as the illegal and criminal act of terminating pregnancies after conception.

Though these sentiments gathered from primary surveys and conversations across more than 20 cities and counties in Michigan may not fully capture the feelings of people in other states, on a broader scale, issues such as a struggling economy, high unemployment rates, rising inflation, and abortion rights formed a formidable charge against the current Biden Administration. This dissatisfaction created a strong advantage for Trump, who went on to secure one of his most significant victories, while the Democrats faced one of their most humiliating defeats. Indeed, the poor performance of the Biden Administration, with Kamala Harris as Vice President, became one of the biggest assets for Trump’s campaign.

Despite the government’s substantial spending on canvassers nationwide to campaign for Harris, coupled with government-backed surveys indicating support for Harris and Democratic Senators and Congress members, these efforts ultimately failed to sway voters. Reports highlighting low unemployment rates and economic recovery couldn’t disguise the harsh reality for many Americans facing job losses, reduced economic activity, high inflation, and soaring commodity prices. Voters, unconvinced by what they perceived as exaggerated claims of progress, responded by overwhelmingly voting Kamala Harris and the Democrats out of office, instead electing Donald Trump. However, in their hearts, many voters likely did not view Trump as the ideal choice but felt compelled to vote for him in the absence of a better alternative.

ISLAMABAD, NOV 15 /DNA/ – The Federal Democratic Republic of Ethiopia (FDRE) and the Islamic Republic of Pakistan have agreed to forge a holistic cooperation in education, science and technology sectors for transforming lives of their nations.

Both sides explored various areas partnership and collaboration in the above-mentioned sectors during a meeting between H.E. Dr. Jemal Beker Abdula, Special Envoy and Ambassador Extraordinary of the FDR Ethiopia, and Federal Minister for Education, Science and Technology H.E. Dr. Kahlid Maqbool Siddiqui.

During the meeting, the two sides further discussed a bilateral Memorandum of Understanding signed in May 2023 between the two countries to enhance cooperation in the areas of science and technology.

Moreover, H.E. Dr. Jemal Beker stressed on establishing institutional linkages between the two countries under the MoU for joint research programmes in health, education and renewable sectors and exchange of the delegations of experts to elevate the already flourishing relations.

To this end, the ambassador said Ethiopia is building a market driven human resource development while taking robust policy to ensure a digital ecosystem to enable the citizens to catch and cope up with the changing technological landscape and global dynamism.

He said the Government of the FDR Ethiopia led by H.E. Dr. Abiy Ahmed, Prime Minister of Ethiopia, has been taking tangible steps to empower its people through innovation and technology transformation roadmap that improve socio-economic revolution in fintech, and digital competitiveness. In this regard, the Ethiopian Government wants to cooperate with Pakistan in these sectors.

On the other hand, the Education, Science and Technology Minister lauded the consistent economic growth of the FDR Ethiopia and highlighted the religious attachment of the people of Pakistan with Ethiopia.

He said the Government of Pakistan is committed to the Look Africa and Engage Africa policy, and forging strong bilateral cooperation with the African countries in multiple sectors such as economy, health, education, science and technology.

The Minister assured the Ambassador of all-out support and assistance for strengthening the cooperation in education, science and technology sectors.

Federal Secretary of the Ministry of Science and Technology H.E. Sajid Baloch and Coordinator General COMSTECH H.E Dr. Prof. Dr. M. Iqbal Choudhary were also present in the meeting.

ISLAMABAD, NOV 15: Chief of Army Staff (COAS) General Asim Munir on Friday castigated India, saying due to its extremist “Hindutva ideology” minorities are not safe abroad especially in the United States, United Kingdom and Canada.

“India’s cruelty and brutality in Occupied Jammu and Kashmir is also a continuation of Hindutva ideology and policy,” the army chief said while addressing a special ceremony of Margalla Dialogue 2024, organised by Islamabad Policy Research Institute (IPRI).

Status of Provincial Surplus for Q1 in respect of Government of the Punjab

 ISLAMABAD, NOV 15 /DNA/ – Ministry of Finance endorses the views of Government of the Punjab on achievement of a provincial surplus of Rs. 40 billion during Q1 for FY 2024-25. Government of the Punjab has remained one of the most important contributors to provincial surplus during recent years; for FY 2024-25 it has budgeted a provincial surplus of Rs. 630 billion as agreed with the IMF.

It is highlighted that MoF shared the updated Q1 fiscal operations figures with the IMF on 14th November, 2024. With concurrence of the Fund, MoF has updated the revised figures at its website, showing a provincial surplus of Rs. 40 billion for Punjab.

It is further pointed out that as per the revised figures agreed with the Fund; Government of Pakistan has managed to achieve a cumulative provincial surplus of Rs. 360 billion against a target of Rs. 342 billion agreed with the IMF for Q1 for FY 2024-25.
