ISLAMABAD, MAR 27 /DNA/ – An emergency meeting was chaired by Prime Minister Muhammad Shehbaz Sharif in the aftermath of Besham terrorist attack on Chinese nationals working on Dassu Hydel Power Project. The meeting was attended by the Federal Ministers, Chief of the Army Staff, Chief Ministers, Chief Secretaries and Inspector Generals of Police of respective provinces to discuss the heinous attack on innocent civilians working on a development project, meant to contribute to energy and water security of Pakistan.

The PM offered deepest condolences to the families of the innocent victims of the attack and assured them that the perpetrators of this barbaric act would be brought to justice swiftly.

PM underscored the enduring bond of brotherhood between the people of Pakistan and China and conveyed that the whole nation was saddened by the loss of Chinese lives. PM appreciated the alacrity with which Law Enforcement Agencies and locals responded to the attack, saving many precious lives which could have been lost. PM instructed for a thorough joint investigation to be conducted, utilizing all resources of the State.

 The PM stated, “Terrorism is a trans-national threat that has been instrumentalized by the enemies of Pakistan to stymie Pakistan’s progress and development. The acts targeting Pakistan-China friendship are particularly aimed at creating mistrust between the two iron brothers.” Participants of the meeting expressed resolute commitment to completely rooting out terrorism from the country.

 The participants expressed serious concerns over sanctuaries available to terrorists across the borders and emphasized upon the need for a regional approach for countering terrorism.

During the meeting, the COAS reiterated the resolve of armed forces to eliminate the scourge of terrorism afflicting the country. COAS stated that the nation had steadfastly fought the war on terror for the last two decades and had defeated the nefarious designs of Pakistan’s adversaries.

 Noting the recent surge in terrorist incidents, COAS remarked that the enemies of Pakistan had once again underestimated the resilience and grit of the State and the people of Pakistan. He said, “we shall fight terrorism till every terrorist casting an evil eye on Pakistan, its people and their guests, is eliminated; we shall not leave any stone unturned to ensure that every foreign citizen, especially the Chinese nationals, contributing to the prosperity of Pakistan, is safe and secure in Pakistan. We shall fight terrorism with all our might, to the very end.”

The meeting concluded with the participants reiterating the resolve to comprehensively combat terrorism employing all resources available to the State.

PRGMEA wants separate Apparel Policy to grab share in U.S future market

LAHORE, MAR 27: /DNA/ – Calling for the revision of the Textile Policy, the Pakistan Readymade Garments Manufacturers and Exporters Association (PRGMEA) has urged the government to present a separate five-year ‘Apparel Policy’ detaching the garment sector from textile and giving it an independent status in the aftermath of expiring GSP Plus status and opening up of new opportunities in view of the U.S International Trade Commission’s (ITC) report on competitiveness of Pakistan’s apparel industry to be submitted at the end of August this year.

PRGMEA central chairman Mubashar Naseer Butt, appreciating the government’s urgent response to the U.S ITC report on competitiveness of apparel industry of Pakistan, observed that the move holds significant implications, presenting a valuable opportunity for Pakistan’s apparel industry to enhance its export because the U.S major focus is also on apparel import from Pakistan. So, we need to strengthen this sector, giving it an identity like the rest of the world does, as the EU country’s single demand is also just apparel products not the raw material or fabric.

The International Trade Commission of the U.S, during the recent hearing, also put this question, asking the participants as to why Pakistan exports raw material instead of making value-addition, as it is capable of doing this, he added. He said the textile industry is the most important manufacturing industry in Pakistan, with a relatively complete industrial chain- from raw cotton, cotton ginning, spinning, clothing, printing and dyeing to garment manufacturing.

PRGMEA central chairman observed that we are grateful to the whole team from Pakistan to prepare a strong case, presenting it in a befitting manner before the U.S International Trade Commission along with the PRGMEA, as it would prove to be a stepping stone for the Pakistan apparel export. “So far, the team of Pakistan has done a good job– a well-coordinated work of politicians, bureaucracy and private stakeholders.”

Mubashar Naseer Butt advocated for a launch of a new and totally independent apparel policy in line with the textile policy for the next five years, besides constituting an Apparel Council at federal level, as the formulation of sector-wise policies is the only remedial solution to avoid decline and stabilize textile exports. “We ask the government to review its textile policy and introduce an apparel policy because our issues are completely different. We have no particular sales tax issue and we are labour intensive and a major employment generator as compared to the textile sector,” he added.

The garment sector has the immense potential to create jobs with comparatively low investment and less energy needs, as it generates four times the employment at one-fourth of the energy consumption compared to other textile sectors. Countries like Vietnam, Cambodia and Indonesia are grabbing a major share in the global garment market, while Bangladesh and India are also preparing themselves to pick up greater share, he said.

He highlighted that the U.S is the largest export destination for Pakistan, as our apparel exports constitute around 85% of total exports to the US, and it can be enhanced significantly if we exploit this new opportunity fully.

It is to be noted that Pakistani representatives testified about the comparative advantage of the apparel sector before the U.S International Trade Commission. This was a public hearing by the ITC on the export competitiveness of the apparel industries in the South Asian countries including Pakistan in the U.S market.

PRGMEA EC member and former chairman Sajid Saleem Minhas, who was representing PRGMEA in the hearing, pointed out that it could be a strategic opportunity for Pakistan to showcase the strength and potential of our apparel industry, believing that a well-crafted response from our end could lead to positive outcomes for our trade relations.

Sajid Minhas said that presently Pakistan has very little share of the U.S market in the apparel sector, because they are subject to applicable MFN tariffs of up to 38.3%.

“It is the first step to get duty-free access to the U.S market and the government should also support the private sector, taking effective steps for making the value-added textile industry competitive and vibrant in the US market.”

Stressing the need for establishing an ‘Apparel Council / Committee’ he said that it would include both the public and private sector to monitor the apparel sector’s all activities and policy making for escalating the country’s exports. He also called for giving special attention to manmade fiber in context of its huge demand in the U.S market.

In the new apparel policy, we also need to enhance manmade fiber capacity because there is great potential for it in Pakistan. We need to make strategies with the help of the government on the issue of how we attract investment further in this regard.

Sajid Minhas added that we have to encourage the young male and female entrepreneurship, enabling them to play their instrumental role in strengthening national exchequer, as the country has a great potential and our association’s members can enhance the exports, by bringing innovation in the products.

“Finally, the U.S is giving us an opportunity to trade and not depend on aid through the ITC report, which will be submitted by 30th August. Now, it depends upon the government how they lobby and pursue to encourage the U.S government to open discussion for a possible tariff-free agreement on apparel export from Pakistan,” he concluded.

In the heart of the Caucasus, amidst the echoes of a turbulent past, lies the Karabakh region of Azerbaijan. It was a land scarred by conflict, where the shadows of Armenian occupation once loomed large. Yet, it was also a land of resilience and hope, where the spirit of its people soared above the ruins left by the ravages of war.

My journey to Karabakh was not merely a trip but an expedition of sorts, a quest to bear witness to history in the making. Accompanied by a group of international visitors, I traversed through the remnants of Armenian occupation, a grim reminder of the toll that conflict can exact upon a land and its people.

Arriving in the city of Fuzuli, I was greeted by the desolation of a community reduced to ruins. Mosques, churches, homes, and schools lay shattered, a testament to the rampage unleashed by the departing Armenian forces. Watching the ghostly ruins of this city, I felt the weight of history pressing down upon me, the echoes of the past whispering tales of sorrow and loss.

But amidst the rubble, a flicker of hope emerged as I traveled deep into the city center. New buildings rose defiantly from the ashes, a testament to the indomitable spirit of the Azerbaijani people. Fuzuli was not just a city in ruins; it was a canvas upon which the resilience of a nation was painted with blood and sweat. As locals toiled tirelessly to rebuild their shattered lives, I witnessed the birth of a new chapter in the city’s history—a chapter defined not by destruction, but by resilience and renewal. More than 400 families have started living in this city.

Venturing further into the heart of Karabakh, I arrived in the enchanting city of Shusha, a jewel nestled amidst lush green mountains and pristine snow. Here, amidst the echoes of a bygone era, I witnessed the rebirth of a cultural capital reclaiming its rightful place in the annals of history.

The Yukhari Govhar Agha Mosque, once desecrated by Armenian forces where they housed cattle and pigs, stood tall once more, its walls echoing with the prayers of the faithful. The mosque was completely restored by Azerbaijani authorities. Nearby, a new luxury hotel stood as a beacon of hope, a symbol of Shusha’s resurgence as a vibrant tourist destination. Yet, amidst the gleaming facades and bustling streets, reminders of the city’s tumultuous past lingered— houses and buildings destroyed by the occupation forces of Armenia.

In Shusha, I delved into the rich tapestry of Azerbaijani culture, immersing myself in the legacy of a renowned singer Murtuza Mammadov, affectionately known as Bulbul by the locals. His museum, a tribute to his enduring legacy, stood as a testament to the resilience of the human spirit—a spirit that transcended the boundaries of time and conflict. His vandalized statue stood beside a newly erected one bearing testament to the scars left Armenian forces in an effort to destroy the soul of this city.

As I gazed upon the snow-capped peaks of Karabakh, I couldn’t help but marvel at the transformation that had taken place. Where once the echoes of gunfire had pierced the air, now the strains of folk songs resonated, a celebration of newfound freedom and unity. New constructed roads, monuments, and residential and commercial buildings lifted the spirit of the city. It’s indeed a wonderful achievement that such progress has been achieved in merely a span of three years. The Azerbaijani flag, once a distant dream, now fluttered proudly atop the lofty mountains, a symbol of hope and reconciliation.

My journey through Karabakh was more than just a voyage through a land scarred by conflict—it was a testament to the resilience of the human spirit, a reminder that even amidst the darkest of times, hope can still bloom. As I bid farewell to this land, I carried with me not just memories, but a renewed sense of hope for a future where peace and prosperity reign supreme.

On his X account, Foreign Minister Ishaq Dar said that he was delighted to receive telephone call from his brother Uzbek FM Saidov.

“Thanked him for his message of felicitation. Discussed all areas of mutual interest and invited him to visit Pakistan at his earliest convenience.
