ISLAMABAD, DEC 7 /DNA/ – Serena Hotels, in collaboration with Nomad Art Gallery, organized a vibrant two-day Crafts Festival on December 7th and 8th, 2024, celebrating 40 years of Nomad’s contributions to art and culture. South Korea’s Yoon apologises for martial law but does not resign ahead of impeachment vote

SEOUL, DEC 7: South Korean President Yoon Suk Yeol apologised on Saturday for his attempt to impose martial law this week but did not resign, defying intense pressure to step down even from some in his ruling party and only hours ahead of a planned impeachment vote.

Yoon said he would not seek to avoid legal and political responsibility for his decision to declare martial law for the first time in South Korea since 1980. He said the decision was born of desperation.

The speech was the embattled leader’s first public appearance since he rescinded the martial law order early on Wednesday, just six hours after it was declared and after parliament defied military and police cordons to vote against the decree.

The move plunged Asia’s fourth-largest economy and key US military ally into its greatest political crisis in decades, and threatened to shatter South Korea’s reputation as a democratic success story.

“I am very sorry and would like to sincerely apologise to the people who were shocked,” Yoon said in a televised address to the nation, promising there would be no second attempt to impose martial law.

“I leave it up to my party to take steps to stabilise the political situation in the future, including the issue of my term in office,” he said.

Standing in front of the South Korean flag, Yoon bowed after he finished his brief remarks, staring solemnly into the camera for a moment.

Han Dong-hoon, leader of Yoon’s People Power Party (PPP), said after the address that the president was no longer in a position to carry out his public duties and his resignation was now unavoidable.

On Friday, Han said Yoon was a danger to the country and needed to be removed from power, increasing the pressure on Yoon to quit even though PPP members later reaffirmed a formal opposition to his impeachment.

Han met Prime Minister Han Duck-soo on Saturday, local Yonhap News reported. Under the constitution, if Yoon resigns or is impeached then the prime minister, who was appointed by Yoon, becomes South Korea’s acting president.

If Yoon leaves office before his single five-year term ends in May 2027, the constitution requires a presidential election to be held within 60 days upon his departure.

Lawmakers are scheduled to vote at 5pm (8am GMT) on the main opposition Democratic Party’s motion to impeach Yoon. DP leaders said if the motion fails, they plan to revisit it again on Wednesday.

Surprise decree
Martial law has been declared more than a dozen times since South Korea was established as a republic in 1948.

But Yoon shocked the nation late on Tuesday when he gave the military sweeping emergency powers in order to combat unspecified threats from “North Korean communist forces”, and “to eradicate the shameless pro-North anti-state forces”.

He went on to accuse the National Assembly of launching an unprecedented number of impeachment efforts against members of his administration, effectively paralysing key operations, and of handling the budget in a way that undermined the fundamental functions of the government, including public safety.

Yoon has been dogged by personal scandals and strife, an unyielding opposition and rifts within his own party.

Once regarded as a tough political survivor he has become increasingly isolated.

The martial law declaration also sent shockwaves around the world and drew rare criticism from senior American officials who had previously praised Yoon as a champion of democracy in Asia.

Defence Secretary Lloyd Austin scrapped plans to travel to South Korea, two US officials told Reuters on Thursday.

Some PPP members urged Yoon to resign before Saturday’s impeachment vote, saying they did not want a repeat of the 2016 impeachment of then-President Park Geun-hye, who left office after months of candle-lit protests over an influence-peddling scandal.

Her downfall triggered the implosion of the party and a victory by liberals in presidential and general elections.

In scenes reminiscent of those protests, thousands of demonstrators holding candles assembled outside parliament on Friday night demanding Yoon’s impeachment.

More demonstrations are expected on Saturday ahead of the vote.

To impeach Yoon, 200 of the assembly’s 300 lawmakers must vote in favour.

With opposition parties controlling 192 seats, eight ruling party members would need to join the opposition to carry the vote.

Yoon has already lost the support of two lawmakers from his party, with PPP leader Han calling for him to be urgently suspended and Ahn Cheol-soo posting on Facebook that he would “follow the people’s will” unless Yoon announced detailed plans to step down before the vote.

If Yoon is impeached, a trial by the Constitutional Court would follow.

The court can confirm an impeachment motion with a vote by six of the nine justices. The court currently only has six sitting judges, and it is unclear whether it would take on the case without at least seven.

In 2017, the court took three months to remove then-President Park from office.

Prosecutors, the police and the Corruption Investigation Office for High-ranking Officials have all launched probes into Yoon and senior officials involved in the martial law decree, seeking to pursue charges of insurrection and abuse of power, among others.

The officials face potential charges of insurrection, abuse of authority and obstructing other people from exercising their rights.

If convicted, the crime of leading an insurrection is punishable by death or life imprisonment, with or without prison labour.

ISLAMABAD, DEC 6: The constitutional bench of the Supreme Court has fixed Pakistan Tehreek-e-Insaf (PTI) petitions for hearing, seeking a probe into alleged rigging in the February 8 general elections and formation of judicial commission on May 9 riots.

A seven-member bench, headed by Justice Amin-Ud-Din Khan, will hear PTI founder Imran Khan’s plea against election rigging on December 11.

Meanwhile, the constitutional bench will take up the second petition on December 10, which also seeks “annulment of civilians trial in military courts”.

SARGODHA, Dec 06 (APP): Benazir Income Support Program (BISP) released latest survey report of beneficiaries in Sargodha and Bhakkar districts.

BISP officer Muhammad Saleem while talking to APP here on Friday said that survey process in both districts was under way in transparent way.
He said that total numbers of under survey beneficiaries in Sargodha was 168,892 out of which 124,134 beneficiaries had been rectified (get eligibility) by the BISP and would be eligible for getting Benazir income support amounts in coming up next tranche, while 44,758 beneficiaries were under survey process (pending) and would be able to get BISP payments after completing verification process.
He also informed that in Bhakkar,135,439 women beneficiaries were under survey process out of which 109,129 women get eligibility for BISP payments in next tranche, while 26,310 beneficiaries were still pending and the department was waiting for their eligibility clearance, he concluded.

ISLAMABAD: Islamabad Police have registered a case on the complaint of a Bangladeshi diplomat who said he has received a threatening letter and was being followed by unidentified people.

According to the police, the diplomat, Mohammad Ali Khalid, had lodged a complaint with the DIG of Islamabad and a case was registered on Thursday under Section 506 (criminal intimidation) of the Pakistan Penal Code.

In his complaint, Khalid said that he holds a key position at the Embassy of Bangladesh in Islamabad and has noticed over the past few days that some unknown individuals have been following him and monitoring his movement.

These individuals also took Khalid’s pictures and then the embassy received a threatening letter addressed to him at the embassy. This created an environment of fear and anxiety not only for him but also for the embassy staff.

A police officer quoted the diplomat as saying, “All these activities will affect the cordial relations between the two countries.” He urged the authorities to register a case, identify the culprits and ensure they are punished according to the law.

Meanwhile, The Deputy High Commissioner of Bangladesh to Pakistan S. M Mahbubul Alam says the direct flight operation between the two countries will resume soon.

In a statement, he said the resumption of direct flights between Pakistan and Bangladesh will result in increased trade relations between both he countries.

The trade relationship and direct flight operation between Pakistan and Bangladesh was suspended since long, but now a pleasant change is being witnessed in the relations between the two countries following the new interim setup in Bangladesh.

The Bangladesh Deputy High Commissioner said an exhibition will be organized for importers and exporters of both the countries in Dhaka next month with the support of Hyderabad Chamber of Small Traders and Industry.

Business experts are of the view that the volume of trade between both countries will be enhanced with the improvement of bilateral relation between Pakistan and Bangladesh.

ISLAMABAD, Dec 6 /DNA/ – With over 4 years of dedicated effort, the Accelerate Prosperity in Central and South Asia (AP Asia) project – funded by the European Union (EU) and implemented byAccelerate Prosperity (AP) through the Aga Khan Foundation (AKF) has catalyzed entrepreneurship, transforming lives and businesses across Pakistan, Afghanistan, Kyrgyzstan, and Tajikistan. This groundbreaking initiative has supported over 2,800 entrepreneurs across 1,904 businesses,with 29% women-led and 41% youth-led businesses. The supported businesses helped in creation of4,746 full-time equivalent jobs from 2020 to 2024, with women constituting 38% and youth 48% of the jobs. The project has made significant contributions in enhancing equitable economic opportunities for women and youth in both rural and urban Afghanistan, Pakistan, Kyrgyzstan, and Tajikistan. 

Established by the Aga Khan Foundation (AKF) and the Aga Khan Fund for Economic Development (AKFED), Accelerate Prosperity (AP) as an initiative empowers entrepreneurs through innovative business models, mentorship, and access to finance, fostering sustainable development across its operational geographies.The APinitiative has been driving entrepreneurship and small business growth across Central and South Asia since its inception in 2016.

Speaking about the project’s achievements, Jeroen Willems, Head of Cooperation for the EU Delegation to Pakistan, said, “Pakistan and countries in the region can bank on a lot of talented young entrepreneurs. They can create jobs, drive innovation and spur growth. But it takes more than talent and bright ideas to transform start-ups into successful viable businesses. This is where EU support comes in. This gathering brought together leading stakeholders—including entrepreneurs, investors, policymakers, and development experts—to discuss innovative business solutions, regional trade, and the future of entrepreneurial ecosystems in Central and South Asia. Entrepreneurs from Afghanistan, Pakistan, Kyrgyzstan, and Tajikistan shared personal stories of growth and innovation, showcasing the transformative impact of AP Asia’s support. A Reverse Panel Discussion during the event captured the attention of the audiences as it highlighted the challenges and opportunities of scaling startups in fragile economies. The Founder’s Circle session explored experiences of female entrepreneurs in the entrepreneurship ecosystem and the importance of structured support for such business owners.

ISLAMABAD, Dec 6 /DNA/ – Chairman CDA Muhammad Ali Randhawa inaugurated Digital Smart Parking Management System at F-7 Markaz during the event of Oath Taking Ceremony of Trader’s Union of F-7 Markaz, Islamabad. The event was also attended by Member T&D, Deputy Commissioner (ICT) and the relevant CDA officers while the members of the Trader’s Union were also present.

During the event, Chairman CDA Muhammad Ali Randhawa stated that CDA has been making many efforts to maintain and uplift the Marakazs of Islamabad. He also stressed the needs for the Marakazs having its own revenue stream for their uplif. In this connection, he stated that the digital parking is an important initiative and the revenue generated from the digital parking will be utilized for development and uplift of the Marakaz. The digital parking initiative is being introduced throughout Islamabad in a phased manner.

Chairman CDA also highlighted that the Digital smart Parking will not only ensure revenue generation, but will also help in mitigating traffic congestion with better traffic management. The Digital Parking will also provide complete visibility to CDA about the revenue being generated on daily basis. It will also facilitate the public by introducing multiple digital payment options including payment via digital wallets, debit cards and credit cards.

During the event, the members of the Trader’s Union also presented their suggestions and concerns regarding the development and betterment of Marakazs.

Chairman CDA assured the members of the Trader’s Union that their suggestion and concerns would be carefully reviewed, and CDA would make its utmost efforts to address those concerns while viable suggestions would be taken into considerations in the policy and decision making.
