ISLAMABAD: DEC 27 /DNA/ – A delegation from the Islamabad Chamber of Commerce and Industry (ICCI) visited the Azerbaijan Embassy to extend condolences over the tragic crash of an Azerbaijani airliner that claimed numerous lives.

During the meeting with Azerbaijan’s Ambassador, Khazar Farhadov, ICCI Acting President Nasir Mehmood Chaudhry expressed profound sorrow and prayed for the eternal peace of the departed souls. He also prayed for strength for the grieving families and a swift recovery for the injured. He emphasized Pakistan’s solidarity with Azerbaijan, highlighting the strong fraternal ties between the two nations, grounded in shared religious and cultural values.

In addition, the acting President wrote in the condolence book: “On behalf of the Islamabad Chamber of Commerce and Industry, I express deepest condolences to the people and government of Azerbaijan over the tragic plane crash. Our thoughts and prayers are with the families of the victims. May Allah grant them strength and solace in this difficult time. We stand in solidarity with Azerbaijan and share their grief.”

Ambassador Farhadov expressed his deep gratitude for the gesture, calling the visit a symbol of true friendship and solidarity during a difficult time.

The meeting underscored the enduring fraternal ties between Pakistan and Azerbaijan, with both nations offering mutual support in times of joy and sorrow.

The ICCI delegation included senior Vice President Abdul Rehman Siddiqui, Executive Members, Zulqurnain Abbasi, Chaudhry, Malik Mohsin Khalid and other.

Saim Ayub, a new star on horizon of international cricket arena

ISLAMABAD, DEC 25 (DNA) — the past couple of months, a new star has emerged on the horizon of international cricket in the shape of swashbuckling, wristy and stylish Pakistani opener Saim Ayub.

His meteoric rise has stunned his critics who had written him off following his below-average performances after his international debut against Afghanistan in March 2023. Part of Pakistan’s T20I and Test squad for some time but a new Saim Ayub emerged after his one-day international debut in Australia last month.

In his debut ODI match in Melbourne on November 4, he could score only one run on five balls.

He was already under the scanner for a dismal performance in the T20I World Cup earlier in the year. Nobody knew that only four days later, on November 8 in Adelaide his career would take a new turn and he would silence his detractors with a sparkling match-winning innings.

On that day, his  82 knockoff 71 balls including five sixes led Pakistan’s charge to a series-levelling nine-wicket victory against mighty Aussies. He had made a quiet start and could muster just 7 from 27 balls.

On the last ball of the eighth over when he played a square drive against Josh Hazlewood on the last ball of eight over and then magnificently deposited Pat Cummins and  Starc into the crowd before sweeping Adam Zampa’s ball in the grandstand. Overall he hit six sixes – one off Cummins and Starc each and two of Zampa and Hardie each.

Even after that innings then prophets of doom might have thought that Saim’s Melbourne knock was a fluke, but another confident innings of 42 ( 52) including four fours and one six at Perth in the third ODI was a manifestation that he had come on global cricket stage to stay.

South Africa, England,  New Zealand and Australia (SENA)  are considered the toughest tests for Asian batters’ technique and temperament and Saim had passed that test with flying colours which beyond any doubt must have given him immense confidence.

After those two innings on Australian soil, he has emerged as a different player and since then he has tasted success in white ball cricket like never before. Against Zimbabwe, he scored 155 runs in three ODI matches including a 53-ball century which was third fastest by any Pakistani batter. The two fastest centuries were made by none other than Shahid Afridi.

Keeping in mind his form he was added to Pakistan’s T20I team in Zimbabwe and he provided two quick starts with scores of   36(18) and 24 (18)  in the first two matches whereas he was rested in the last one.

On South African soil, his dream debut ODI season touched a new high as he played a heroic role in a tense run chase of 240 runs at Paarl. A magnificent hundred from the Pakistan opener helped seal a thrilling win in the first ODI, turning the game on its head after Pakistan lost four top-order batters on only 60 runs. Abdullah Shafique, Babar Azam, Rizwan and Kamran Ghulam were back in the pavilion by the start of 20th over and the visitors were in deep trouble. This innings was marked with controlled aggression and the maturity of mind of a seasoned cricketer.

When the fourth wicket fell, Saim had scored 30 runs off 54 balls and was trying to bide time on the crease. He even played two consecutive maiden overs from Baartman without losing patience. He along with Agha Salman soaked the pressure and slowly but steadily built a crucial partnership.

By the end of the 25th over the pair took the score to 87 mostly by taking singles and doubles in the rebuilding process like mature and seasoned players. In the 20th over Pakistan reached the 100 mark and 32 over Saim hit a boundary after 40 balls. In the 35 over by Baartman, Saim hit two consecutive sixes and a four on first three balls releasing pressure.

In the 40th over he hit Rabbada a four and six to complete a marvellous second century of his brief ODI career in his seventh match. In the second ODI, he played a brisk knock of 25 runs whereas in the third Saim Ayub riding on his stunning form scored a match-winning 101 runs off 94 balls as Pakistan completed a series clean sweep over South Africa at the Wanderers Stadium on December 22.

His second century of the series propelled him into an exclusive group of overseas batters who have scored multiple ODI centuries in South Africa.

Besides Saim Ayub, Virat Kohli, David Warner, Fakhar Zaman, and Joe Root have achieved the same feat, while Kevin Pietersen and Kohli have three centuries in South Africa. Ayub’s century was a masterclass in controlled aggression and elegance. Reaching his half-century in 51 balls, he accelerated his innings with a series of powerful shots, including a memorable six off Marco Jansen.

The 22-year-old’s third ODI century further cemented his place among cricket’s rising stars, as he has now averaged an impressive 64.37 in his brief career, with three centuries and one half-century to his name. Earlier in the second  T20i  match against South Africa at Centurian on December 13, he had scored 98 not out on just 57 balls studded by 11 fours and five sixes.

His batting style and temperament have been praised by many great cricketers like Ricky Ponting and Nasser Hussain and Rohit Sharma.Ponting had predicted during the T20I World Cup that Saim was a future batting star. Former England captain Nasser Hussain has hinted that Pakistan opener Saim Ayub has similar traits to the legendary Saeed Anwar.

He noted that Ayub, who is one of the most promising young talents in the country, is “very pleasing on the eye” and also has “a bit of a swagger about him”. Indian team captain Rohit Sharma in a recent video highly praised Saim Ayub for his famous  “no-look” shot.

Following his magnificent performance during past two months in white ball cricket, the expectations of the fans are high. They hope that his purple patch will also continue in the Test series against South Africa starting tomorrow ( Thursday) at the Centurian. —DNA

ISLAMABAD, DEC 25 /DNA/ – The Parveen Shakir Trust (PST) will observe the 30th death anniversary of Pakistan’s legendary poet Parveen Shakir (died: Dec 26, 1994) today (Thursday).

Floral wreaths will be laid on the final resting place of the poetess in the H-8 graveyard to be followed by Fateha Khawani. This spiritual gathering will be an opportunity for attendees to reflect on Parveen Shakir’s life and work, as well as to seek blessings for her departed soul. Following the wreath-laying ceremony, a Quran Khawani will be held at the residence of Mrs. Parveen Qadir Agha, PST’s Chairperson.

Besides the Chairperson and the members of the trust, prominent literary figures, the poetess’s colleagues, friends and officers of the Pakistan Customs will attend the Fateha Khawani and pay tributes to the poetess who is considered spokesperson of Pakistani women’s sensibilities. 

In order to commemorate her legacy, the Parveen Shakir Trust has organized a series of events on the solemn occasion of her 30th death anniversary.

New Uzbekistan: reforms on reduction of the state participation in the economy

A number of crucial institutional reforms have been introduced in last five years to further modernize and enhance Uzbekistan’s economic and competition policies.

After a comparative study of international best practices, Uzbekistan has implemented a “Yellow Pages Rule” to decrease the extent of the state’s presence in the economy. Under the Rule, it is prohibited to establish a state-owned enterprise (SOE) if at least 5 private-sector entities are already established and operating within the relevant industry.

Uzbekistan reached this benchmark after a robust monitoring of its markets found that the presence of 5 entities signaled sufficient non-concentration.

The competition authority has been made directly accountable to the President and Senate to ensure independent decision making and avoid potential conflicts of interest.

State enterprises and public bodies must now comply with competition compliance toolsto ensure an early prevention of competition law violations.

These tools include a set of good governance principles (e.g., ethics codes, corporate governance rules, oversight mechanisms), whose adoption is mandatory for state-owned entities (SOEs) and public authorities and voluntary for all other private entities.

Each company required to implement them must designate an internal officer to annually report to the Uzbekistan government, in order to increase transparency and accountability. Coupled with increased fines for non-compliance, these tools have proven to be an effective and robust preventative mechanism to stop anti-competitive behavior before it happens.

At the same time, SOEs may no longer participate in public procurement procedures, to eliminate conflicts of interest in public procurement and enhance transparency. Beneficiary disclosure obligations have also been set.

Regulatory Impact Assessments (RIA) and Competition Impact Assessments have been made mandatory for all draft legal acts before their establishment, in order to significantly reduce the regulatory burden on businesses.

State Aid and Competition

Uzbekistan has committed to revising and cancelling state aid provisions that have the potential to distort competition, in order to ensure a level playing field for companies.For instance, Uzbekistan is gradually eliminating individual privileges and tax benefits, preferences, and exclusive rights. Already, Uzbekistan has eliminated tax and customs benefits across 24 sectors, individual benefits across 4 sectors, and exclusive rights across 13 sectors (e.g., supply of liquefied gas to the general population and social facilities, medical examination of drivers and driver candidates, services for compulsory state insurance of tax officials, etc.).

Besides that, 130 types of licenses and permits that businesses may have had to apply for have beencanceled. Additionally, in the place of 33 types of licenses and permits, a notification procedure has been introduced.

The President of the Republic of Uzbekistan has approved the Competition Development Strategy for 2020-2024. A key objective of the Strategy is to foster economic development and innovation, to increase the inflow of investments, to create jobs, and to increase the welfare of consumers by ensuring a “level playing field” for all market players.

A new Law on Competition was adopted in July 2023 and entered into force in October 2023, which implements new policy tools to prevent anticompetitive behavior and actions, including the abuse of dominant positions and cartel agreements and the effective control over state aid and state presence in the economy.

In addition to the introduction of more robust penalties to dissuade anticompetitive behavior, this law leverages many of the “smart” regulatory principles mentioned in the preceding paragraph, such as provisions that ease the regulatory burden on small- and medium-sized enterprises (SMEs).The Law also sets out a framework for the regulation of digital markets, the first of its kind in the region.

Uzbekistan’s Commitments

Uzbekistan has committed to further facilitating fair market competition and creating an enabling environment for the private sector, in order to ensure “a level playing field” and reduce the extent of the state’s presence in the economy.

To that end, the country has committed to abolishing 17 types of state monopolies by 2030 in a number of sectors, including energy, oil and gas, water management, road construction, railways, and airport services. The supply of these services will be transferred to the private sector, and in doing so, the number of SOEs will be reduced six-fold.

In addition, Uzbekistan has commenced its transformation of the public administration of its infrastructure sectors. By 2025, independent economic regulators across a number of sectors, including energy, railways, civil aviation and airport services, telecoms, road construction and water management will be established. The first regulator, in the energy sector, has already been established this year.

It is also necessary to align the activities of state trading enterprises (STEs) with WTO rules. As part of its ongoing work to ensure the WTO compliance of its STE activities, a high-level Council will comprehensively review the exclusive rights granted to STEs and develop measures to align the operations of STEs with the WTO rules.

It is worth noting that since 2019, 13 types of previously regulated prices have been liberalized. Among others, prices for socially significant goods such as wheat, bread, cotton and cotton oil, fertilizers, ethylene, fuel, and have been liberalized.

Starting October 1, 2023, Uzbekistan is gradually eliminating the subsidization of a number of regulated prices, including natural gas and electricity production and other services.

Abolition of Exclusive Rights, Equal Conditions, and WTO Accession

In line with Uzbekistan’s accession to the World Trade Organization (WTO), significant measures have been introduced to abolish exclusive rights previously granted to certain state-owned enterprises (SOEs) and to establish equal competition conditions in key sectors of the economy. These reforms aim to create a level playing field for private and state-owned companies and align national legislation with the WTO’s core principles of fair competition and market openness.

As per Decree of the President of the Republic of Uzbekistan enacted in June, 2024 following measures ensuring level playing field and free trade to be implemented.

Effective from January 1, 2025, Uzbekistan will abolish several exclusive rights held by prominent SOEs. These include the following exclusive rights:

– “Uzmetkombinat” JSC to procure scrap and waste of ferrous metals within the Republic.

– “Uzvtorcvetmet” JSC to procure and export scrap and waste of non-ferrous metals.

– “Uztrade” JSC to export flour and wheat without requiring a bank guarantee or insurance policy.

– “Uzkhimyoimpeks” LLC to act as the sole exporter of chemical products produced by entities under “Uzkimyosanoat” JSC.

Effective from January 1, 2026, restrictions on the export of cathode copper and copper wire rods will be eliminated.

Effective from July 1, 2026, the exclusive rights of“UzGasTrade” JSC to centrally procure and export natural gas, as well as “Uzenergotsotish” JSC to handle electricity exports and imports will be eliminated.

These steps are designed to reduce market distortions, encourage private sector participation, and promote competitive neutrality in the supply of vital commodities and services. By eliminating monopolistic privileges and introducing regulatory frameworks based on market-driven competition, Uzbekistan is taking decisive steps to ensure compliance with WTO rules.

This approach will support the integration of Uzbekistan’s economy into global trade networks, fostering increased foreign investment and enhancing the competitiveness of domestic industries.

Furthermore, to facilitate these reforms, licensing procedures for the collection, processing, and sale of metal scrap, as well as the wholesale and retail trade of natural gas and electricity, will be implemented starting January 2025. These measures, combined with the gradual elimination of state monopolies in key infrastructure sectors, will guarantee the establishment of transparent and equitable market conditions, aligned with international trade standards.

Results to the Date

Competition has markedly improved across17previously highly concentrated industries, and control by state control monopolies has been eliminated. SOEs’ domination has been ended in the cotton, wheat and cement production industries. Uzbekistan has completed the unbundling in the energy, civil aviation and airport services sectors and it has commenced its unbundling in the railways sector.

An example of a successful reform is the increase in competition in Uzbekistan’s civil aviation sector since 2019, achieved through the implementation of an “open skies” regime for nine major destinations. Uzbekistan has also almost removed the monopolistic position of its SOE, Uzbekistan Airways, in international flights. Overall, the number of state-owned enterprises has decreased by 40% since 2019.

It is worth noting that over the past five years, the share of state participation in the economy has dropped to 37% from over 55%, state assistance has been reduced to 12% from more than 22%, and the number of small and medium-sized enterprises has increased by 25%.

New rules mandate transparency in CJP appointments; Removes medical test condition for additional judges

ISLAMABAD: The Judicial Commission of Pakistan (JCP) has officially issued a gazette notification for amendments to its rules, now named the Judicial Commission Rules 2024.

With the new rules in effect, the previous Judicial Commission Rules 2010 have been repealed.

According to the notification, decisions made under the Judicial Commission Rules 2010 will remain valid and protected.

The amended rules were approved during a meeting of the JCP held on December 21 under the chairmanship of Supreme Court Chief Justice Yahya Afridi.

Key changes in the rules include the removal of the mandatory medical test requirement for additional judges.

The commission now holds the discretion to request or waive an intelligence report for candidates being considered for the position of additional judge.

For the appointment of the Lahore High Court (LHC) Chief Justice, three names will be proposed for consideration.

Furthermore, it will be mandatory to provide reasons if the senior-most judge is not selected as the LHC Chief Justice.

In addition, during the appointment of the Supreme Court Chief Justice, high courts will recommend five judges for consideration.

As per the notification, the merit of a person for appointment as a judge shall be determined in accordance with the criteria set out in the oath of office of a judge under the Constitution. In assessing the merit of a nominee, the factors of professional qualification and experience, legal ability, professional conduct, efficiency, communication skills, integrity and independence, and any other matter deemed relevant by the Commission shall be taken into consideration. In initiating and finalising the nominations for the appointment of judges in the high courts, the members shall ensure fair representation of both the advocates and the judicial officers. In the case of judicial officers, in addition to the fitness determined in accordance with the prescribed criteria, their seniority in judicial service may also be considered. No member, other than the Chief Justice of a High Court, shall directly contact a judicial officer for the purpose of initiating his or her nomination.

The prize distribution ceremony was graced by the Turkish Deputy Minister for National Education Ms. Celile Eren Okten and ambassador of Pakistan to Turkiye Dr. Yousaf Junaid.

Named after Quaid-e-Azam Muhammad Ali Jinnah, the founder of Pakistan, the essay competition is one of the key features of Pakistan Embassy’s public diplomacy endeavours and commitment to intellectual development. The essay competition is held annually among senior high school students of Turkiye. Theme for the 7th round of competition was ‘Enchanting Landscapes and Architectural Marvels: Exploring the beauty of Pakistan and Turkiye’.

Speaking on the occasion, Deputy Minister for National Education Ms. Celile Eren stated that joint initiatives, as Jinnah Young Writers Award exemplify our dedication to reinforcing the bonds of brotherhood and friendship, which we aim to bequeath to future generations as a sacred trust. She emphasized that the competition provided students the opportunity to enhance their creative writing skills and to gain a greater understanding of brotherly Pakistan.

Speaking on the occasion, Ambassador Dr. Yousaf Junaid stated that “Iki devlet, Tek millet” (Two States – One Nation) best described fraternal Pakistan-Turkiye relationship, which is founded on common religious, cultural and linguistic affinities and a shared history. ISLAMABAD, DEC 24 (DNA/APP) President Asif Ali Zardari said that Pakistan’s Constitution guaranteed the fundamental rights of all citizens, irrespective of their faith, and protected their freedom to worship and live in accordance with their beliefs. “Quaid-e-Azam Muhammad Ali Jinnah envisioned a Pakistan where people of all religions could thrive as equal citizens. Upholding the rights of all citizens is essential for fostering national unity and progress,” the president said in a message on the occasion of Christmas. The president extended his heartfelt greetings to the Christian brothers and sisters in Pakistan and around the world, President Secretariat Press Wing said in a press release.

“The spirit of Christmas offers a universal lesson to humanity, encouraging people of all faiths to embrace love, generosity, mercy, unity, and hope. Christmas is a day that commemorates the birth of Hazrat Isa (A.S), whose teachings of love, compassion, and peace continue to inspire and guide us. These universal lessons inspire us to work toward a more inclusive and harmonious society,” he added. On this day, the president said they also acknowledged the role of the Christian community in the country’s development. They had excelled in education, healthcare, community service, social welfare, and public service.

Their contributions were a testament to the strength of our nation’s diversity, which was a source of pride for all Pakistanis, he added. President Zardari said “As we celebrate this day, let us also renew our commitment to religious harmony, mutual respect, and the protection of minority rights. We must discourage intolerance and discrimination, ensuring that everyone in Pakistan feels valued, respected, and safe.” The spirit of Christmas taught them to extend a hand of friendship and solidarity to one another, especially to those in need, he stressed, adding “Let us carry this spirit throughout the year, working together to build a society rooted in peace, justice, and compassion.”

ISLAMABAD, DEC 24 /DNA/ – Ambassadors from Romania, Somalia, Nepal, Japan, and Bangladesh presented their diplomatic credentials to President Asif Ali Zardari during a ceremony held at Aiwan-e-Sadr today.

The President received credentials from the Ambassador-designate of Romania, Mr Dan Stoenescu; the Ambassador-designate of the Federal Republic of Somalia, Sheikh Nur Mohamed Hassan; the Ambassador-designate of Nepal, Ms Rita Dhital; the Ambassador-designate of Japan, Mr Akamatsu Shuichi; and the High Commissioner-designate of Bangladesh, Mr Md. Iqbal Hussain Khan.

Welcoming the envoys, the President congratulated them on their appointments and expressed hope that they would play their role in further strengthening bilateral relations with Pakistan in the areas of trade, economy, and culture.

Earlier, the envoys were accorded a guard of honour by a contingent of the Pakistan Armed Forces upon their arrival at Aiwan-e-Sadr.
