Bangladesh revokes diplomatic passport of ex-PM Hasina: govt

DHAKA, AUG 23 (AFP/APP): Bangladesh’s interim government revoked the diplomatic passport of ousted premier Sheikh Hasina on Thursday, after she fled a student-led uprising earlier this month.

The interior ministry said in a statement that Hasina’s passport, as well as those belonging to former government ministers and ex-lawmakers no longer in their posts, “have to be revoked”.

More than 450 people were killed — many by police fire — during the weeks leading up to Hasina’s ouster, as crowds stormed her official residence in Dhaka.

A United Nations team arrived in Bangladesh on Thursday to assess whether to investigate alleged human rights violations committed during protests that ended Hasina’s iron-fisted 15-year rule.

“The former prime minister, her advisers, the former cabinet and all members of the dissolved national assembly were eligible for diplomatic passports by virtue of the positions they held,” the ministry said in a statement.

“If they have been removed or retired from their posts, their and their spouses’ diplomatic passports have to be revoked.”

Hasina’s government was accused of widespread abuses, including the mass detention and extrajudicial killing of political opponents.

 Dhaka’s new authorities said that Hasina, and other former top officials during her tenure, could apply for a standard passport, but that those documents were contingent on approval.

“When the aforementioned people apply afresh for ordinary passports, two security agencies have to clear their application for their passports to be issued,” the ministry added.

Hasina, who fled to India, was a close ally of Prime Minister Narendra Modi, whose Hindu-nationalist government preferred her over her rivals from the Bangladesh Nationalist Party, which it saw as closer to conservative Islamist groups.

While India is hosting Hasina, Modi has also offered his support to the new Bangladeshi leader Nobel laureate Muhammad Yunus, who is heading the caretaker administration.

Yunus has said his administration would “provide whatever support” UN investigators need.

ISLAMABAD, AUG 22 /DNA/ – Afghanistan’s foreign ministry said it has appointed its first accredited ambassador to the United Arab Emirates, the second country to accept an envoy at that level after China.

The UAE foreign ministry did not immediately respond to a request for comment.

The Afghan Taliban government has not been officially recognised by any foreign capital and only Beijing has formally accepted the credentials of an ambassador.

The Taliban have also sent envoys to several countries, including Pakistan, to head missions as “chargé d’affaires”.

The foreign ministry said in a statement late on Wednesday that Mawlawi Badreddin Haqqani had been nominated as its ambassador and presented his credentials to the UAE’s foreign ministry’s assistant undersecretary for protocol affairs.

“The newly accredited ambassador of Afghanistan will soon formally present his credentials to the emir of the United Arab Emirates during [an] official ceremony,” the ministry said.

The Taliban share economic ties with the UAE, which won contracts to run operations at Kabul airport in 2022. Interior minister Sirajuddin Haqqani, designated as a “specially designated global terrorist” by the US, met UAE President Sheikh Mohamed bin Zayed Al Nahyan in Abu Dhabi in June.

The Taliban entered the Afghan capital on August 15, 2021, as the Afghan security forces, set up with years of Western support, disintegrated and US-backed president Ashraf Ghani fled.

Though China and the UAE have not formally recognised the Taliban administration or confirmed any official change in relations, diplomats and international analysts say formally accepting an ambassador is a grey area of international diplomacy that could constitute upgraded ties.

Many governments, especially Western nations, including Washington, have said the path to any formal recognition of the Taliban will be stuck until they change course on women’s rights and re-open high schools and universities to girls and women.

The Taliban say they respect rights in accordance with their interpretation of Islamic law and that restrictions on its banking sector and a lack of recognition are hindering its economy.

ISLAMABAD, AUG 22 /DNA/ – Acting Ambassador of Tunisia to Pakistan, Dorsaf Maaroufi Arfaoui has said that in near future his country’s Trade Minister will visit Pakistan to sign the Preferential Trade Agreement (PTA) which will mark a major milestone in strengthening economic ties between Pakistan and Tunisia, paving the way for increased cooperation and mutual benefit.

She said this while giving a presentation here at the Chamber House on Thursday about the forthcoming ‘Festival of Coffee, being held from October 1-5, 2024 and the 10th OIC Halal Expo-2024,   being held from 8-12 October 2024 in Tunisia. She said that both the mega events will provide a distinctive opportunity to the investors especially the Pakistani businessmen to foster business to business relations between the two countries. She expressed the hope that Pakistani businessmen in general and those belonging to ICCI will especially take part in large numbers to explore new avenues of cooperation. 

The acting Ambassador said that Pakistan and Tunisia enjoy historic relations, with a strong foundation built on mutual respect, trust, and cooperation. The two nations have a shared history of cultural and economic ties, dating back to the 1950s. Over the years, they have collaborated on various fronts, including trade, education, and defense. Pakistan has been a vocal supporter of Tunisia’s sovereignty and territorial integrity and that Tunisian people can never forget Pakistan’s support in their independence.     She said that Tunisia is continuing its work under public-private partnership for the development and production of olives in Pakistan and in this regard many pilot projects are being worked on.

On his part Ahsan Zafar Bakhtawari, President Islamabad Chamber of Commerce and Industry while appreciating the Ambassador’s initiative to visit ICCI and apprise the members about the forthcoming significant events taking place in Tunisia said that the Chamber will extend fullest cooperation to the Embassy for the maximum participants of its members in both the Festival of Coffee and the Hilal Expo which can prove a gigantic opportunity for the Pakistani exporters.

He said that Pakistan-Tunisia Preferential Trade Agreement will unlock vast openings for the Pakistani business fraternity therefore, the ICCI will advocate for the earliest signing of the agreement by saying that during the last few years, there has been growing focus on the African continent from Pakistan. The “Engage Africa” policy was launched by Pakistan in 2019, setting a clear direction for future interaction with Africa, he added.

He said that Tunisia is a country of great importance in terms of geographic proximity, which on one side is connected to developed European countries and on the other at the crossroads of emerging African markets, which could create opportunities for Pakistani economy and trade.

Secretary General United Business Group Zafar Bakhtawari said that Pakistan’s foreign policy in Africa is based on the principles of mutual respect, cooperation and solidarity with African nations. He said that the direct interaction between the private sectors of Pakistan and Tunisia is key to explore all potential areas of mutual cooperation. He also hailed the acting Ambassador for her proactive role in enhancing the relations between the two countries.

ISLAMABAD, AUG 22 /DNA/ – Former Punjab Deputy Speaker Wasiq Qayyum Abbasi and MPA Umar Tanveer Butt have denied becoming witnesses against former prime minister Imran Khan and his wife, Bushra Bibi, in cases linked to the May 9 unrest.

Appearing before Anti-Terrorism Court Judge Malik Ijaz Asif today, both leaders refuted the claim that they provided confessional statements under Section 164. They insisted they never testified against the PTI founder or his wife, either verbally or in writing, before any magistrate.

In court, Abbasi and Butt maintained that Imran Khan had consistently advocated peaceful protest and that the serious allegations against him lacked any foundation. Both also filed applications seeking acquittal due to insufficient evidence, which the court has accepted for further hearing.

Their lawyer, Faisal Malik, submitted the applications, which have now become part of the court record. It was on the basis of these alleged statements that Bushra Bibi was implicated in the May 9 cases.

The court has issued notices for the hearing of both acquittal requests, signalling potential relief for the accused leaders.

ISLAMABAD, Aug 22 (APP): Prime Minister Shehbaz Sharif on Thursday said that he would unveil a five-year economic revival plan in the coming weeks as broad parameters had already been finalised through months-long deliberations with the stakeholders.

The prime minister, addressing the launching ceremony of the Buna-Raast connectivity project, said the “Home-Grown Economic Program” would envisage measures to boost the country’s economy by uplifting agriculture, information technology, and other untapped sectors.

“Our program is under discussion and I will announce it very soon. Great work has gone into it. It involves discussions and deliberations with all stakeholders over the last many months. Recently we have finalised its broad parameters. By next week or so, we will finalise it. I will go to the people to announce the program for the next five years,” the prime minister remarked.

Highlighting the challenges of reforms in the Federal Board of Revenue and power sector, he told the gathering that he was personally monitoring the digitisation of FBR and that the government was hopeful of positive outcomes of power sector reforms.

“There is no magic band. It is all about hard work, sacrifice, blood and sweat. Our nation is robust and strong. Our people are full of hope and energy. Let us put our work together. Let us not waste time on debates as we had done in the past. Let us now use this time for actual implementation on the ground. Insha Allah, you will see we will have dividends and will find our place in the comity of nations through hard work, hard work and hard work,” he said.

Under the Buna-Raast connectivity project, the Raast payment mechanism is being linked with the Arab Monetary Fund’s Buna system to facilitate millions of overseas Pakistanis in Arab countries to send remittances through a swift, affordable, and effective mechanism.

The prime minister said that besides easing the remittance-sending process digitally, it would also help boost the country’s foreign exchange and further strengthen the already cordial relations between Pakistan and the Arab world.

Calling it a great step forward in promoting financial transactions through modern techniques, he said the project would expand the reach of Pakistan’s digital payment infrastructure.

“This signifies how 21st-century Pakistan is moving ahead by augmenting modern technologies in the people’s lives. This is the first cross-border real-time payment system linkage that will make remittances more affordable and accessible,” he said.

Moreover, Prime Minister Shehbaz said that the project also held the potential to accelerate the connectivity into a future model of a wider payment system where transactions would take place from region to region with a potential of over $20 billion in annual payments.

He thanked the Arab Monetary Fund, State Bank of Pakistan, Finance Ministry, Bill and Melinda Gates Foundation and Karandaaz for their support in launching the project.

Earlier, he also gave away the mementos to the Chairperson of Arab Monetary Fund Dr Fahad Alturki, SBP Governor Jamil Ahmed, President of Bill and Melinda Gates Foundation Dr Anita Zaidi, and CEO of Karandaaz Waqasul Hassan.

In his remarks, Finance Minister Muhammad Aurangzeb said that macroeconomic stability was taking root in Pakistan’s economy as manifested by reduced current account deficit, stable currency, improved foreign reserves, upgraded sovereign ratings, and reviving investors’ confidence.

He said the government was committed to infrastructural reforms and that its efforts were bearing fruits, though a lot more was yet to be done. The remittances were on the surge with $3 billion received in July, he added.

About the Buna-Raast connectivity project, he said the digitalisation would help bring transparency and reduce leakages in remittances, taxation and the power sectors.

He said the project would put the country on a sustainable path and the right side of the FATF.

President of the Bill & Melinda Gates Foundation Dr Anita Zaidi said the project would link the economies of Pakistan and the Arab world digitally, boost productivity and bring efficiency to systems.

Besides, it will also improve individuals’ lives making it cheaper to send money and improve families’ economic condition as 90% of remittance receivers were women.

She viewed that the project would facilitate, particularly women entrepreneurs enabling them to sell their goods and receive money digitally.

ISLAMABAD, AUG 22: The Supreme Court on Thursday took up the Punjab government’s urgent application seeking omissions of certain portions from its July 24 verdict in the Mubarak Ahmad Sani case.

On February 6, a two-judge SC bench, led by Chief Justice of Pakistan Qazi Faez Isa, overturned the conviction of Mubarak Sani, who was accused of an offence in 2019 under the Punjab Holy Quran (Printing and Recording) (Amendment) Act.

In its judgement, the court noted that the offence that the defendant had been accused of was not criminalised till 2021. Consequently, the apex court set aside the conviction and ordered the immediate release of the petitioner.

This led to what the government and the legal community termed a “malicious and slanderous campaign” against the CJP, even prompting the Supreme Court to issue a clarification.

The decision was subsequently challenged by the Punjab government on the grounds that paragraph 9 of the order, regarding Article 20 of the Constitution, needed to be modified as the rights of the citizens as envisaged under the provision were not absolute and instead subject to law, public order, and morality.

While accepting the pleas filed by the Punjab government and other individuals, the Supreme Court on July 24 reportedly declared that the right to profess religion and religious freedom, as ensured by the Constitution, was subject to law, morality, and public order.

The judgment had emphasised that complete faith in the finality of the prophethood of the Holy Prophet (PBUH) was the very foundation of Islam — a belief without which nobody can be described as a Muslim.

However, earlier this month, the Council of Islamic Ideology (CII) expressed its reservations over a number of reasons given in the SC’s second judgment. Expressing the hope that the SC “will soon review its decision”, the CII had urged the government to play an effective role in the matter.

Various groups, including religio-political parties, have voiced their objections by carrying out rallies and even breaching the apex court’s security as they held protests.

The matter has come under discussion in the National Assembly by both the treasury and opposition benches, while the KP Assembly had also unanimously passed a resolution expressing concern over the SC verdict.

Subsequently, on August 17, the Punjab government filed an application seeking corrections that some clerics deemed were needed in the SC’s July 24 clarification.

According to the petition, some leading clerics and members of parliament requested the federal government to approach SC and highlight some portions of the verdict that they say merited correction. The application explains that some observations and findings contained in some other paragraphs of the judgment appeared to be an accidental error and contrary to the precedents as mentioned by the top court.

Today’s hearing
Today, a three-member bench — led by CJP Isa and including justices Irfan Saadat Khan and Naeem Akhtar Afghan — took up the Punjab government’s petition.

Jamiat Ulema-i-Islam—Fazl (JUI-F) chief Maulana Fazlur Rehman — one of the religious scholars who had requested the government to seek another review of the ruling — appeared before the court.

Attorney General for Pakistan (AGP) Mansoor Usman Awan was also present during the hearing while prominent religious scholar Mufti Taqi Usmani appeared via video link.

At the outset of the hearing, AGP Awan informed the bench that the Parliament and some clerics had asked the federal government to approach the SC regarding the matter.

He further said that a letter was received from the NA speaker and directives were also issued by Prime Minister Shehbaz Sharif. Admitting that a “second review” of the original verdict could not be held, the AGP noted that hence, the government had approached the court as per the Code of Civil Procedure.

AGP Awan urged the court to hear clerics’ arguments since the matter was a religious one.

“I don’t want to say but am helpless; I pray in every prayer that may God not make me make any wrong decision,” CJP Isa said. “A person is known by their actions and words,” he observed.

The chief justice stressed that the Parliament’s words were highly respected by the court.

The court then decided to seek assistance from clerics present in the courtroom, including Fazl, Mufti Sher Muhammad, Sahibzada Abul Khair, Muhammad Zubair and Jamaat-i-Islami’s Fareed Paracha.

CJP Isa then noted that the court had also sought assistance from Mufti Taqi Usmani but he was in Turkiye. Therefore, the scholar joined via video link. Mufti Muneebur Rehman’s representative was also present.

Justice Isa then asked Fazl to state before the court if there were any “mistakes or objections” to the judgment in the case, adding that he would listen to others as well.

The top judge highlighted that the Feb 6 decision was “now left behind” after the court reviewed it. “Now we must look ahead,” he said.

“My stance is that we usually give examples of America and Britain [so] why should we not give our own?” the chief justice asked.

“I refer to the Holy Quran, Ahadith and jurisprudence but perhaps I am less knowledgeable,” CJP Isa said, remarking that “if opinions of all scholars were included in the decision, then it would have become a book instead of a judgment”.

Here, Mufti Usmani said that “lengthy verdicts” were needed to be issued in such matters, at which Justice Isa asked him about the paragraphs that the cleric thought were “wrong” in the revised judgment.

“You should have given more time to the real issue than the issues decided in the order,” Mufti Usmani said. He pointed out what he said were mistakes in paragraphs 7 and 42 of the July 24 judgment.

In his arguments, Maulana Fazl noted that the court had so far held “many hearings” and now was having a “review” of its decision. At this, Justice Isa pointed out that it was not a “review”, to which the JUI-F chief replied that it was a “third view” of the court’s decision.

Fazl highlighted that various scholars and the CII had come forward with their opinions against the SC’s ruling. Noting that Fazl had used the plural form of “decision”, CJP Isa asked him if there were more verdicts under consideration. To this, Fazl asked the court to ignore the use of plural.

“Now at the age of 72, I am standing before a court for the first time,” the JUI-F chief noted, noting that ’God had kept him “safe from courts”. “We are not that bad,” the chief justice quipped in response.
