ISLAMABAD: Prime Minister Shehbaz Sharif on Wednesday invited PPP Chairman Bilawal Bhutto-Zardari for separate talks, emphasising that any changes to the 18th Amendment or NFC Award require comprehensive consultation.

In his address to the National Assembly, the prime minister stressed that strengthening provinces strengthens the federation, and anything weakening it harms Pakistan.

“I want to say that there isn’t any difference in mine and his [Bilawal] thinking. If the provinces are strong, then the federation will also be strengthened,” said PM Shehbaz at the National Assembly in Islamabad.

He appreciated the provinces’ service tax collection, saying it should improve further, and noted that anything strengthening Pakistan has his support, while initiatives harming the federation, like the Kalabagh Dam, are not acceptable.

PPP Chairman Bilawal, in his NA speech earlier, had reaffirmed the amendment’s sanctity, saying it brought provincial rights and fundamental democratic reforms, was passed by consensus of all parties, and cannot be overturned even by individuals.

Vow to defeat terrorism

PM Shehbaz highlighted the ongoing fight against terrorism, linking recent attacks to Afghan and Indian involvement.

He condemned Tuesday’s Islamabad court blast, which killed 12 and injured over 30, and praised the Pakistan Army for rescuing students and staff during the Wana cadet college attack.

“We will not allow terrorists to obstruct Pakistan’s progress,” he said. He also mentioned that during the Balochistan Jaffer Express incident, the BLA maintained contact with India, and all facts have been presented to the world.

The prime minister stressed that Pakistan is united against terrorism and foreign interference, and he warned: “Enemies of Islam and external elements will be dealt with decisively.”

BEIJING, NOV 12 (APP/DNA): A Chinese Foreign Ministry Spokesperson on Wednesday strongly condemned a suicide bombing that took place near a court in Islamabad, which killed at least 12 people and injured several others.

Guo Jiakun during his regular briefing held here expressed China’s firm opposition to all forms of terrorism.

“China strongly condemns this terrorist attack and expresses deep condolences to the victims and sincere sympathies to the injured and bereaved families,” he said.

Guo confirmed that, based on current information, no Chinese nationals were harmed in the attack.

He stressed that China will continue to firmly support Pakistan’s efforts to combat terrorism, maintain social stability, and ensure the safety of its people.

ISLAMABAD, NOV 12 (APP/DNA): Federal Interior Minister and PCB Chairman Mohsin Naqvi met with Sri Lanka’s High Commissioner to Pakistan, Rear Admiral (Retd.) Fred Sri Weerathne, to discuss security arrangements for the visiting Sri Lankan cricket team.

The meeting was also attended by the managers of both teams, PCB Chief Operating Officer Sameer Ahmed, the Chief Commissioner of Islamabad, and the Inspector General of Islamabad Police. The Chief Commissioner and IG briefed the participants on the detailed security plan for the Sri Lankan players.

The Sri Lankan High Commissioner expressed deep sorrow over the loss of lives in the recent terrorist attack in Islamabad and conveyed heartfelt condolences to the bereaved families. He also expressed solidarity with the government and people of Pakistan.

Mohsin Naqvi said the Sri Lankan cricket team members are state guests and that providing them with a secure environment is the government’s top priority. He assured that foolproof security arrangements have been ensured for the visiting team.

The Sri Lankan High Commissioner expressed satisfaction over the security measures and appreciated Pakistan’s efforts to make the guests feel safe and welcome.

He remarked that domestically, PM Shehbaz Sharif’s focus on inclusive growth—expanding the role of SMEs, empowering youth and women, and engaging global financial institutions—addresses core drivers of unrest: unemployment and institutional fragility. SMEs, as major job creators, are a strategic choice to broaden economic participation, while fiscal and climate resilience reforms signal a commitment to sustainable growth rather than short-term fixes.

These measures align with the parliament’s role as custodian of public will, emphasizing that development must deliver tangible benefits to win public trust, he said in a statement.

Regionally, he said,  PM Shehbaz Sharif’s emphasis on dialogue over conflict is pivotal. His acknowledgment of Pakistan’s own turbulence, coupled with his resolve to defend sovereignty, strikes a balance between deterrence and diplomacy—evident in his references to countering aggression and border incursions.

He said that the second phase of the China-Pakistan Economic Corridor, along with openness to cooperation with other regional and global partners, underscores Pakistan’s pursuit of shared prosperity through collaboration. This multilateral stance counters isolation, positioning Pakistan as a proactive partner in regional and global development.

PM Shehbaz Sharif’s call for global unity on peace and sustainable development elevates his address beyond national interests. In a world plagued by conflicts, his vision—linking domestic reforms with regional peace and global cooperation—offers an actionable model.

ISLAMABAD, NOV 12 /DNA/ – The Government of Pakistan, in collaboration with the Embassy of France in Pakistan, hosted a high-level webinar titled “Pakistan’s Minerals Economy: Gateway to Growth” to highlight the country’s vast mineral resources and promote investment opportunities for French companies and investors in the minerals and mining sector.

The event was co-chaired by Federal Minister for Petroleum Ali Pervaiz Malik and French Ambassador to Pakistan Nicolas Galey at the Oil and Gas Development Company Limited (OGDC) Headquarters in Islamabad. Mr. Benjamin Gallezot, Interministerial delegate for supplies of strategic minerals and metals/ Advisor to French President on mining, led the French side online. The webinar brought together senior officials from the Ministry of Energy (Petroleum Division), the Special Investment Facilitation Council (SIFC), leading Pakistani mineral and energy companies, and French business representatives. Pakistan’s Ambassador to France, Mumtaz Zahra Baloch, also joined the session virtually.

Participants included MD/CEO OGDC Ahmed Hayat Lak, Managing Directors of GHPL, PPL and PMDC, the Director General Mines, and senior executives from various public and private sector entities. Several French companies and diplomats attended virtually, exploring areas of mutual interest and potential partnerships in Pakistan’s minerals sector.

Speaking on the occasion, Minister Ali Pervaiz Malik highlighted Pakistan’s immense potential in copper, gold, and rare earth elements, which are essential for the global transition to clean energy technologies and electric vehicles. He said the government is committed to developing a sustainable and transparent minerals sector that supports both national growth and global energy needs.

“The global shift toward green energy has made minerals such as copper, lithium, and rare earth elements crucial to future technologies. Pakistan’s mineral-rich regions, especially in Balochistan’s Chaghi belt, offer immense opportunities for investment,” Minister Ali Pervaiz Malik said. “The Government of Pakistan, through the SIFC, is fully committed to providing all facilitation and a transparent regulatory framework to attract international investors and build strong, long-term partnerships.”

Minister Malik noted that the Government has introduced several initiatives to improve the ease of doing business in the minerals sector, including the development of a National Minerals Harmonisation Framework, digitalisation of geological data, and revitalisation of the Geological Survey of Pakistan. These measures aim to ensure greater transparency and data accessibility for potential investors.

The minister also highlighted the success of the Pakistan Minerals Investment Forum 2025 (PMIF25), which attracted over 5,000 delegates from more than 50 countries and resulted in 16 MoUs being signed. The next edition, PMIF26, is scheduled to take place in April 2026. “PMIF serves as a global platform to bring together investors, experts, and companies, offering a gateway for international collaboration in Pakistan’s minerals sector,” Minister Ali Pervaiz Malik added.

French Ambassador Nicolas Galey appreciated Pakistan’s efforts to strengthen its mining and investment environment and expressed France’s interest in exploring partnerships in the sector. He said French companies recognise Pakistan’s resource potential and are keen to engage in sustainable mining ventures. “France sees great potential in Pakistan’s minerals sector. We look forward to deepening cooperation and facilitating the exchange of information and expertise,” Ambassador Galey remarked.

Benjamin Gallezot, Advisor to French President on mining, said that this forum is very helpful for highlighting the opportunities in Pakistan’s Mineral sector for French companies.

Participants were also briefed on the Government’s focus on ensuring investor facilitation and project security. The session discussed collaborative frameworks between Pakistani and French companies for exploration, processing, and value addition in the minerals supply chain.

OGDC MD/CEO Ahmed Hayat Lak said Pakistani companies are open to partnerships with French firms in both ongoing and upcoming projects. “Pakistan’s mineral industry offers promising investment opportunities, and we welcome French companies to collaborate in exploration and development initiatives. We are ready to discuss potential partnerships that can drive mutual growth,” he said.

The webinar concluded with an agreement to continue coordination between Pakistani and French stakeholders to identify opportunities for cooperation in exploration, technology transfer, and sustainable mining practices.

NA approves all 59 clauses of 27th Constitutional Amendment Bill

ISLAMABAD, NOV 12: The National Assembly on Wednesday approved all 59 clauses of the 27th Constitutional Amendment Bill amid the opposition’s boycott, completing the clause-by-clause voting process.

The Bill has been approved in the Lower House, two days after the Senate approved the key legislation, which seeks major judicial and military reforms.

Following the conclusion of clause-by-clause voting, the lower house of parliament now began voting by division on the amendment bill.

The government introduced eight new amendments to the bill. The proposed changes include the removal of four clauses and the addition of four new ones.

The term Federal Constitutional Court has been added to Clause 2 of Article 6 of the Constitution. The word Supreme Court has been included in Article 10.

An amendment to Article 176 states that the incumbent Chief Justice will continue to be referred to as the Chief Justice of Pakistan until completion of their term.

After its passage by the National Assembly, it will be sent back to the Senate for reconsideration of the new amendments before final approval by the upper house.

Prime Minister Shehbaz Sharif and Pakistan Muslim League-Nawaz (PML-N) President Nawaz Sharif also attended the session in the Lower House of Parliament. As PM Shehbaz and Nawaz entered the house, PTI lawmakers tore up copies of the bill and hurled them toward the premier’s seat.

Tarar tables bill
Following a two-day-long debate, Law Minister Azam Nazeer Tarar moved the 27th Constitutional Amendment Bill in the National Assembly.

Speaking on the NA floor, Tarar said that the key features of the 27th Constitutional Amendment had already been presented in the Senate. He added that amending the Constitution and laws was an evolutionary process.

The law minister added that all stakeholders were consulted regarding the proposed constitutional changes. He further clarified that Justice Yahya Afridi will continue to serve as the Chief Justice of Pakistan.

The key legislation — tabled by Law Minister Tarar after approval from the Senate on Monday — requires a two-thirds majority in the 336-member National Assembly for passage.

The ruling coalition appears well-positioned to secure the numbers, with the PML-N holding 125 seats, the PPP 74, MQM-P 22, PML-Q four, Istehkam-e-Pakistan Party four, and one seat each held by the PML-Z, Balochistan Awami Party (BAP), and National Peoples Party.

The 59-clause amendment seeks to overhaul the country’s military and judicial structures. It was moved by the law minister and secured 64 votes in the 96-member House, with no votes against it, as opposition lawmakers boycotted the proceedings and tore up their copies in protest.

Apart from treasury members, ANP’s senators, PTI-backed Saifullah Abro, and JUI-F’s Ahmed Khan also supported the bill. In a surprise move, Abro refrained from joining the protest and later announced his resignation from the Senate.

‘No suo motu from now’
Speaking on the NA floor, the PPP chairman said that following the 27th Constitutional Amendment, the judiciary will no longer have the authority to take suo motu actions.

He noted that the PPP and PML-N had faced the “consequences” of suo motu powers, especially during the tenure of former Chief Justice of Pakistan Iftikhar Chaudhry.

“We have witnessed prime ministers and ministers being humiliated under the pretext of suo motu. The judiciary even used this authority to regulate the prices of tomatoes and potatoes,” Bilawal added.

“We have seen a Chief Justice use this power to initiate a dam project. But from now on, there will be no suo motu.”

The PPP chairman said that the 26th Constitutional Amendment was passed with maximum consensus, a process he said reflected the spirit of democratic cooperation.

He added that Maulana Fazlur Rehman played a key role in engaging Pakistan Tehreek-e-Insaf (PTI) and other opposition parties to build agreement on the amendment, even seeking their approval for participation in the vote.

Bilawal said that the previous constitutional change created constitutional benches instead of a constitutional court, as the then–chief justice could not assume the court’s leadership.

“This time, through the 27th Amendment, we are establishing a proper constitutional court,” he stated, adding that the reform would further strengthen the judicial system.

He also condemned the recent wave of terrorist attacks, urging political parties and citizens to stand united against the threat of extremism.

“We may have political or ideological differences, but the entire nation must unite against terrorism,” Bilawal said, adding that militants were once again attempting to destabilise the country.

He recalled that Pakistan’s military, civil society, and citizens had previously defeated terrorism through immense sacrifices, asserting that the country would “once again overcome the menace.”

“Pakistan achieved what the entire world could not in Afghanistan — defeating terrorists on our own soil,” Bilawal remarked, paying tribute to the martyrs who laid down their lives for peace.

The PPP chairman also revealed that Prime Minister Shehbaz Sharif had decided to appoint the army chief as field marshal as part of the government’s efforts to enhance the country’s defence structure.

He said the post of field marshal would be constitutionally protected under Article 243, alongside other defence-related amendments soon to be introduced.

“Constitution-making derives its strength from consensus,” Bilawal noted, recalling that the 1973 Constitution was passed with unanimous agreement among all parties, while the 18th Amendment was enacted after PML-N and PPP jointly defeated dictatorship and restored democracy.

Achakzai tears copy of bill
As the National Assembly session began today, NA Speaker Ayaz Sadiq referred to the agenda on the 27th Amendment bill and gave the floor to PkMAP chief Mahmood Khan Achakzai.

Addressing the lower house, Achakzai criticised the government, saying it was formed under “Form 47” and questioned the legitimacy of members who had narrowly won elections.

He challenged whether such a parliament should have the authority to amend the Constitution. Achakzai tore a copy of the 27th Constitutional Amendment Bill in the House.

NA speaker reiterates dialogue offer
During the session, National Assembly Speaker Sardar Ayaz Sadiq once again offered opposition parties to hold dialogue with the government.

“As speaker of the National Assembly, I am ready to facilitate negotiations between the government and the opposition. If both sides sit together, solutions will emerge,” he added.

The NA speaker reiterated that Prime Minister Shehbaz Sharif had repeatedly invited the opposition for talks, offering to facilitate dialogue to find solutions.

“Even if nothing comes out on the first day, continuing talks will yield results. My role is to bring the government and opposition to the negotiation table,” said Sadiq.

PTI Chairman Barrister Gohar Ali Khan, while replying to the NA speaker’s dialogue offer, said the party “never gave up on dialogue”.

‘Bill can be tabled in Senate again’
While talking to the media, the law minister said voting on the amendment will take place in the house today.

“If any changes are needed, it can be presented in the Senate. If there is any ambiguity, it is better that it is discussed.”

“Only the parliament has the power to amend the Constitution. The constitutional court cannot rewrite it,” he added.

Info minister slams PTI
Information Minister Attaullah Tarar criticised the opposition on Wednesday for rejecting the 27th Constitutional Amendment Bill, accusing them of “selective memory” and “double standards.”

Referring to speeches made by opposition members, Tarar said it appeared they “could not recall anything before 2022” — the year former prime minister Imran Khan was ousted.

He accused the PTI of accepting “fascism” when in power but opposing parliamentary procedures now. “When Parliament — the highest institution — tries to pass a constitutional amendment through legal means and consultation, they have a problem with it,” he said.

“This selective morality, selective justice, double standards — what exactly is their politics other than this?” Tarar questioned.

Tarar accused PTI’s Shehryar Afridi of failing to suggest any “improvements” to the proposed amendment and criticised the party for constantly raising the Form-47 issue after the 2024 general elections.

ISLAMABAD, NOV 12 (DNA): Chairman Senate Syed Yousaf Raza Gilani has said that a just and lasting solution to the Palestine issue is essential for sustainable peace in the Middle East.

He reaffirmed that Pakistan would continue its political, diplomatic, and moral support to the Palestinian people.

The Chairman Senate expressed these views during a meeting with Palestinian Speaker Rawhi Fatooh on the sidelines of the Inter-Parliamentary Speakers’ Conference (ISC) in Islamabad on Wednesday.

Gilani lauded the courage and resilience of the Palestinian people, terming their struggle a beacon of determination.

He welcomed the recent ceasefire agreement as a positive step but condemned its violations, reiterating that justice and peace must prevail in the region.

He said that parliaments across the world must collectively play their role in advancing the shared goals of peace, development, and prosperity.

The ISC, he noted, serves as an effective platform for global parliamentary leaders to exchange experiences and foster cooperation.

The Palestinian delegation thanked the government, parliament, and people of Pakistan for their consistent and principled support to Palestine at all international forums.

The Chairman also held separate meetings with parliamentary leaders from Rwanda, Algeria, Iran, Guatemala, and the Maldives.

He said Pakistan values its historic friendship with Rwanda and remains committed to expanding institutional cooperation and multilateral engagement.

Highlighting Algeria’s participation as a symbol of regional solidarity and parliamentary partnership, Gilani said the conference would contribute to shaping a collective roadmap for peace, security, and development.

During his meeting with the Iranian delegation, the Chairman said peace, progress, and prosperity represent the shared vision of Pakistan and Iran.

He emphasized that joint parliamentary efforts are vital for achieving equitable and lasting solutions to global disputes.
