Federal Budget with total outlay of Rs7294.9b announced

ISLAMABAD, JUNE 12 (DNA) – A tax-free and relief oriented budget for the next fiscal year with a total outlay of 7294.9 billion rupees has been announced.

Minister for Industries and Production Hammad Azhar presented the budgetary proposals in the National Assembly on Friday.

The Minister said the gross revenue receipts have been estimated at 6573 billion rupees.

The FBR tax collection target has been set at 4963 billion rupees while the non-tax revenue is estimated to be about 1610 billion rupees.

Under the NFC Award, 2874 billion rupees will be transferred to the provinces. The provincial share in federal taxes is estimated at 2873.7 billion rupees.

The net revenue receipts have been estimated at 3699.5 billion rupees indicating an increase of 6.7 percent over the budget estimates of the outgoing fiscal year.

The net capital receipts have been estimated at 1463.2 billion rupees, which are 75.93 percent higher than the outgoing fiscal year.

The Minister said the external receipts for the next year are estimated at 2222.9 billion rupees. The development expenditure outside PSDP has been estimated at 70 billion rupees in the budget.

The total federal expenditures are estimated at 7,137 billion rupees with a budget deficit of 3437 billion rupees, which is seven percent of the GDP. The primary balance will remain -0.5 percent.

The size of Public Sector Development Program for 2020-21 is 1324 billion rupees. Out of this, 676 billion rupees have been allocated to provinces.

Federal PSDP has been estimated at 650 billion rupees, out of which 418.7 billion rupees for federal ministries and divisions, 100.4 billion rupees for corporations, 3 billion rupees for Earthquake Reconstruction and Rehabilitation Authority and seven billion rupees for COVID response and other natural calamities program.

Giving salient features of the new budget strategy, the Minister said no new tax has been levied in the new budget in order to provide relief to the people.

He said the proposed tax incentives will help spur the economic activities in the country.

Hammad Azhar said the new budget aims at striking a balance between corona expenditures and fiscal deficit. It also aims to achieve primary balance.

The Minister said it seeks to continue social expenditures for the assistance of vulnerable and weaker segments of society under Ehsaas program, besides continuing assistance of people during the next financial year to cope with coronavirus.

Hammad Azhar said the budget document also attempts to keep development budget on appropriate level so that objectives of economic  growth are achieved as well as jobs are created.

He said significant attention has been given on defence and external security of the country. The budget aims to achieve improvement in revenues without unnecessary changes in taxes.

Giving the targets set for next fiscal year, Minister for Industries Hammad Azhar said GDP growth target has been set at 2.1 percent, which remained negative four percent in the outgoing fiscal year.

He said the current account deficit will be confined to 4.4 percent.

The inflation will be brought down from 9.1 percent to 6.5 percent.

The foreign direct investment will be enhanced by 25 percent.

The Minister said 73 percent of the PSDP have been allocated for the ongoing schemes and 27 percent for the next projects.

He said special emphasis has been given to the social sector.

For this, allocations have been enhanced to 249 billion rupees from 206 billion rupees. He said the government has formulated a special development programme worth 70 billion rupees to offset the negative impact of Coronavirus pandemic and other calamities and improve the living standard of the people.

Hammad Azhar said the government is focused to improve the power transmission system and reduce the circular debt.

He said sufficient resources have been allocated for the provision of electricity to the special economic zones and the projects to be executed with foreign funding. For this purpose, the government has earmarked 80 billion rupees. These funds will especially be used to reduce the gap between electricity demand and supply.

The Minister pointed out that Pakistan is faced with severe water shortage. He said the government this year will give special emphasis to the water related projects and in this connection 69 billion rupees have allocated.

Ample resources have been allocated for big projects such as Diamer Bhasha dam, Mohmand and Dasu dams.

The Minister said these projects will not only help increase water storage capacity and power generation but will also provide thirty thousand additional job opportunities.

Hammad Azhar said the projects under National Highway Authority have also been given priority to promote businesses and industrial development in the country.

In particular, sufficient resources have been earmarked for the CPEC-related projects including its western route. For this purpose, 118 billion rupees have been allocated.

Similarly, 24 billion rupees have been earmarked for ML-1 and other projects of Pakistan Railways and additional funds of thirty-seven billion rupees for other projects of communication sector.

Referring to the challenge posed by COVID-19 for the health sector, Hammad Azhar said 20 billion rupees have been allocated to improve the capacity of health institutions and production of health equipment with the aim to provide better health services and check diseases in the country.

He expressed the confidence that the provincial governments will also play their part in the fight against COVID-19.

Turning to the education sector, Hammad Azhar said five billion rupees have been allocated for reforms in this sector. He said steps will be taken to introduce a uniform curricula and quality examination system as well as establish smart schools and bring the seminaries into the national mainstream.

He said higher education is one of the top priorities of the government. He said 30 billion rupees have been allocated to bring innovation in higher education sector with the aim to improve research and development in subjects such as artificial intelligence, automation and space technology.

He said the government has increased budgetary allocations for Higher Education Commission from existing 59 billion rupees to 64 billion rupees.

Minister for Industries and Production Hammad Azhar said assistance to poor and vulnerable segments of society is top priority of the government and for this purpose an integrated system has been devised under which all relevant institutions have been merged into newly constituted Poverty Alleviation and Social Security Division.

He said budget for Ehsaas Programme has been increased to 208 billion rupees from the existing 187 billion rupees. The amount will be spent on vulnerable segments of society in a transparent way.

A sum of 179 billion rupees has been allocated to provide different subsidies in energy, food, and other sectors.

The Minister said the government has provided Naya Pakistan Housing Authority a sum of 30 billion rupees to provide low cost housing to the people.

In addition, through Qarze-e-Hassan Scheme 1.5 billion rupees will be dispersed through Akhuwat Foundation for low cost housing.

Hammad Azhar said 55 billion rupees have been allocated for Azad Kashmir and 32 billion rupees for Gilgit-Baltistan under grants.

A sum of 56 billion rupees has been allocated for merged districts of Khyber Pakhtunkhwa.

Moreover, Sindh has been provided a special grant of nine billion rupees and Balochistan ten billion rupees, which is in addition to their share in NFC.

The Minister said under the steps to improve remittances, a sum of 25 billion rupees has been set aside for receipts through banks.

He said in order to provide affordable transportation services to the people of Pakistan, a sum of 40 billion rupees has been specified for Pakistan Railways.

Regarding empowering youth, the Minister said two billion rupees have been allocated for Kamyab Jawan Programme for capacity building of the youth. He said a sum of 13 billion rupees has been reserved for federally administered hospitals in Lahore and Karachi. He said over one billion rupees have been earmarked for e-governance to improve public service delivery.

The Minister said on the suggestion of President Dr. Arif Alvi, sum for Artists Welfare fund has been increased from existing 250 million rupees to one billion rupees. DNA

UN: Missiles Used to Attack Aramco Were of Iranian Origin

Cruise missiles used in several attacks on Aramco’s oil facilities and an international airport in Saudi Arabia last year were of “Iranian origin,” UN Secretary-General Antonio Guterres told the Security Council in a report on Thursday.

Guterres also said several items in US seizures of weapons and related materiel in November 2019 and February 2020 were “of Iranian origin.”

Some have design characteristics similar to those also produced by a commercial entity in Iran, or bear Farsi markings, Guterres said, and some were delivered to the country between February 2016 and April 2018.

He said that “these items may have been transferred in a manner inconsistent” with a 2015 Security Council resolution that enshrines Tehran’s deal with world powers to prevent it from developing nuclear weapons.

Iran’s mission to the United Nations in New York did not immediately respond to a Reuters request for comment on the UN report.

Washington is pushing the 15-member council to extend an arms embargo on Iran that is due to expire in October under the nuclear deal. Council veto-powers Russia and China have already signaled their opposition to the move.

Guterres reports twice a year to the Security Council on the implementation of an arms embargo on Iran and other restrictions that remained in place after the deal.

The UN chief said the United Nations examined debris of weapons used in attacks on a Saudi oil facility in Afif in May, on the Abha international airport in June and August and on the Saudi Aramco oil facilities in Khurais and Abqaiq in September.

“The Secretariat assesses that the cruise missiles and/or parts thereof used in the four attacks are of Iranian origin,” Guterres wrote.

The UN secretary-general also said that drones used in the May and September attacks were “of Iranian origin.”

He also said the United Nations had observed that some items in the two US seizures “were identical or similar” to those found in the debris of the cruise missiles and the drones used in the 2019 attacks on Saudi Arabia.

The Security Council is due to discuss Guterres’ report later this month.

US Ambassador to the UN Kelly Craft has said she will circulate a draft resolution to extend the arms embargo on Iran soon. If Washington is unsuccessful, it has threatened to trigger a return of all UN sanctions on Iran under the nuclear deal, even though it quit the accord in 2018.

Iran has breached parts of the nuclear deal in response to the US withdrawal and Washington’s reimposition of sanctions.

“I call upon all Member States to avoid provocative rhetoric and actions that may have a negative impact on regional stability,” Guterres wrote in the 14-page report.

DRAP approves Pakistan’s first COVID-19 testing kit

The Drug Regulatory Authority of Pakistan has approved the first ever COVID-19 testing kit developed in Pakistan by NUST. Federal Minister for Science and Technology Fawad Chaudhry announced the news on Twitter on Friday.

The testing kit, a PCR-based assay called N-CovKit, was developed by scientists and professors Dr Aneela Javed and Dr Ali Zohaib at the Attaur Rahman School of Applied Biosciences at NUST.

The university says it has successfully performed lab trials of the N-CovKit on 330 blinded samples. The kits will soon be mass produced by a selected leading pharmaceutical company as soon as the company is granted DRAP approval for commercial production, read the university’s statement.

They will be available for one-fourth the price in the market soon.

NUST had developed the “Molecular Diagnostic Assay” for the detection of the novel coronavirus in collaboration with the Wuhan Institute of Virology China, DZIF Germany, Columbia University USA and Armed Forces Institute of Pathology Rawalpindi, it said in a statement in March.

Bachchan has lent his voice to several films and ads but giving directions while navigating Google Maps will make his iconic voice a staple for everyday commuters.

Budget 2020-21: Hammad Azhar presents ‘corona-budget’ at NA

  • Federal Minister for Industries and Production, Hammad Azhar presented the Federal Budget for the year, 2020-21 at the National Assembly.

The Pakistan Tehreek-i-Insaf (PTI) government unveiled its second annual budget for the fiscal year 2020-21 on Friday, coming at a time of high uncertainty as coronavirus pandemic stirs economic upheaval both nationally and globally, the budget is being referred as corona-budget.

Federal Minister for Industries and Production, Hammad Azhar presented the Federal Budget for the year, 2020-21 at the National Assembly. The total outlay of budget 2020-21 is Rs 7,294.9 billion. This size is 11% lower than the size of budget estimates 2019-20.

The minister initiated his speech by pointing out that the present government inherited the economic crisis, with the Current Account Deficit balloning to $20 billion. He said that his government has paid nearly Rs5 trillion in interest payments on past debts in its two years in power.

As per details, the federal cabinet has decided not to impose no new taxes in the budget for the fiscal year 2020-21.

Special measures at NA amid coronavirus

Marred by coronavirus pandemic, both government and the opposition have agreed that only a maximum of 86 members (one-fourth of the total 342-member house), 46 from the treasury, and 40 from the opposition, will be present in the house at one time in order to ensure social distancing.

As per details the members and the staff of the National Assembly Secretariat who have not got themselves tested for COVID-19 would not be allowed to enter the hall.

Pakistan Economic Survey 2019-20

The government officially acknowledged that coronavirus has inflicted a loss of Rs3 trillion on the economy so far with a 3 percent to 3.5 percent hit to the GDP and the severity of the pandemic on export and remittance will be more in the months ahead.

This was disclosed by Adviser to Prime Minister on Finance Dr.Abdul Hafeez Shaikh while launching the “Economic Survey 2019-2020” on Thursday.

The adviser added that it was not easy to quantify the impact of the coronavirus accurately because there was uncertainty with regards to how rapidly cases would increase and what would be the duration of the pandemic as well as what form social distancing and lockdown would take in the coming days and weeks.

JS Bank Witnesses Significant Growth in Profitability

Parliamentarians, civil society reps ask govt to prioritize child rights

ISLAMABAD, JUNE 12 (DNA) – Speakers of the international webinar pointed out that increasing child labour gets no appropriate attention of the government and development partners having scope and mandate to curb the menace from society.

Deficient and conflicting legislation on child labour and rights is the main hurdle while poor implementation by the local authorities enhances the impact manifolds. Children not only suffer from poverty but physical and mental torture and violence as well.

Decades’ old and inefficient data makes the strategies incompetent and irrelevant.

Development Communications Network (Devcom-Pakistan) and DTN organized the webinar on the topic ‘covid-19 and Child Labour: the nexus of poverty, population and food security’ on Friday to commemorate the World Day Against Child Labour (WDACL).

Ingrid Christensen, Country Director ILO Pakistan, warned that in the result of covid-19 more than two million more children would be pushed to child labour in Pakistan as the economy collapses.

There is a strong link between child labour and socio-economic conditions. To curb the child labour we need to improve rural economy and working conditions for the daily wagers and other marginalized communities that need long term and sustainable partnerships between the development partners and governments.

She said the child labour survey was started last year in March with Unicef Pakistan taking lead to access the situation on ground, and after the pandemic it might not be completed in time. After the survey we would be able to realize the realities for our future interventions.

She said by 2025 we have to eliminate the child labour that seems to be a dream without efficient partnerships of stakeholders and partners.

We need ample resources and strong will to achieve the targets to contribute to the success of Sustainable Development Goals (SDGs).

Senior Programme Officer FAO (HQs) Rome, Ariane Genthon said: We need more data on the involvement of children in harmful tasks in the different sub-sectors of agriculture to help agricultural programmes and stakeholders take action.

The COVID-19 and the locust invasion will have very detrimental effects on farmers, which is likely to exacerbate the number of children in child labour. Agricultural stakeholders, including small-holders, can play a positive role in eliminating child labour in agriculture but we need to involve them.

She said more than 71 per cent child labour is engaged in agriculture where poisonous pesticides are used that directly threatened health and lives of the children.

But unfortunately the increasing poverty and population force the farmers to engage their children in to the agricultural fields.

FAO has launched an awareness campaign in the selected districts of many developing countries to ensure that the children should be kept away from the fields.

They can only be prevented from the fields if engaged in education or the vocational skills after the farmers are subsidized for the inputs to the crops.

Devcom-Pakistan and DTN Director Munir Ahmed said Child labour in Pakistan is touching the extreme point undoubtedly, and what makes it more vulnerable is relying on the three decades old data. Somewhere in 1990, it was estimated that 23 million children are out of school and half of them are vulnerably employed in child labour.

With Pakistan government restricting the interventions of international development partners in the realm of child rights in particular, some genuinely concerned organizations have packed up their offices from Pakistan and have shifted their development funds to some of the less developed African countries where the child labour is on the peak and child rights are undermined.

He said Pakistan’s seriousness on the rights of children could be gauged from another factor that the country’s parliament approved the child rights commission Act only in October 2017, seventy years after the independence of the country, even that was after a long and tiring campaign by the child rights activists.

More heinous was the present government disapproved the hiring of the first chairperson for the commission that further delayed the process for two years.DNA

Pakistan’s new special envoy for Afghanistan welcomed on both sides of the border

ISLAMABAD — Observers in both Pakistan and Afghanistan are hailing the Pakistani government’s appointment of its first special representative for Afghanistan affairs.

This move is aimed at boosting Pak-Afghan relations and helping facilitate the Afghan peace process, officials said.

Prime Minister Imran Khan on June 6 appointed veteran diplomat Mohammad Sadiq as Pakistan’s special representative for Afghanistan affairs.

Soon after his appointment, Sadiq conferred on his role with Pakistani Foreign Minister Shah Mahmood Qureshi, who said, “Islamabad will continue to play its vigorous role in maintaining regional peace and stability,” state-run Radio Pakistan reported.

“Pakistan sincerely played a constructive role in the Afghan peace process, which is now being acknowledged by the world community as well,” Qureshi told Sadiq.

Sadiq is an experienced diplomat who served as ambassador to Afghanistan from 2008-2014 before he retired in October 2016.

He also served on the National Security Committee and was a spokesperson for the Foreign Ministry.

He has held key diplomatic posts in Beijing and Brussels and was deputy chief of mission in Washington, DC, from 1998-2000.

The special representative for Afghanistan affairs is a new position created to spearhead the country’s efforts for the Afghan peace process, according to Foreign Ministry officials.

“Sadiq’s personal relations with all important stakeholders in Afghanistan will help Pakistan’s government in playing its key role in bringing peace in the neighbouring country,” said one official on the condition of anonymity.

Sadiq helped facilitate the Afghanistan Peace Conference in June 2019 in Bhurban, near Islamabad, the official said.

More than 50 political leaders from Afghanistan and Pakistan attended the gathering to build trust between the two countries and boost co-operation in various sectors.

Appointment hailed from both sides

Political analysts and diplomats monitoring Pakistani-Afghan relations from both countries welcomed Sadiq’s appointment.

Sadiq’s “knowledge & understanding of the region and Afghanistan will hopefully enable him to play a constructive role in the region and bilateral relations at this important time”, Afghan Ambassador to Pakistan Atif Mashal tweeted June 6.

The two men had “a productive meeting” on June 8, according to Mashal.

“The formation of his office will help in the implementation of a follow up mechanism for bilateral relations which is a positive step forward,” he tweeted. “We discussed peace and reconciliation as well as trade & transit between Afghanistan and Pakistan.”

“We also discussed Ghulam Khan crossing point and Mr. Sadiq gave assurance of full support and cooperation.”

“Not only does [Sadiq] have deeper knowledge, understanding & right temperament for the job but also has been strong advocate for more constructive Pak Afghan policy, promoter of peace & close bilatral [sic] relations,” Omar Zakhilwal, a former Afghan ambassador to Pakistan, tweeted on June 6.

Sadiq’s appointment shows that Pakistan’s government is extending its support to end the insurgency in Afghanistan, said Tahir Khan, an Islamabad-based journalist covering the Afghan peace process.

“Prime Minister Imran Khan’s government seeks to resolve the war in Afghanistan and to establish closer ties,” he said.

Despite the COVID-19 coronavirus outbreak, the Pakistani government recently allowed the cross-border movement of trucks six days a week, with one day each week aimed at enabling Pakistanis and Afghans who are stranded in each other’s country to return to their homeland, Khan said.

Sadiq’s appointment will help convene an overdue meeting of the Afghanistan-Pakistan Action Plan for Peace and Solidarity (APAPPS), a co-operation framework set up last year, he said.

APAPPS — a forum with the common objectives of eradicating terrorism, achieving peace and stability, and developing the region — has not held a meeting since 2019 because of tensions between the two countries.

“Hailing from Khyber Pakhtunkhwa Province and serving as an ambassador in Afghanistan, Sadiq understands the complexities of the Afghan conflict in both its historical and socio-economic contexts,” said Bilal Alkozai, a Kabul-based researcher monitoring the peace talks in Afghanistan.

Pakistan’s role in resolving the Afghan conflict in the past has been based on a military outcome, and Sadiq’s appointment now will allow Pakistan to focus on a political solution to ensure peace in the region, he said.

Peace talks in Afghanistan

The appointment of Sadiq comes amid renewed efforts to start intra-Afghan talks.

US Special Representative for Afghanistan Reconciliation Zalmay Khalilzad left Washington, DC, on June 5 to advance peace efforts in Kabul, Doha and Islamabad.

On June 7, Khalilzad conferred with Pakistani Chief of Army Staff Gen. Qamar Javed Bajwa on the steps required for the start of intra-Afghan negotiations.

“The two took note of recent progress created by the Eid ceasefire and accelerated prisoner releases as well as reduced violence ahead of intra-Afghan negotiations,” the US Embassy in Islamabad said in a statement.

A Pakistani delegation headed by Bajwa on June 9 visited Kabul for talks with Afghan President Ashraf Ghani and Abdullah Abdullah, chairman of the Afghan High Council for National Reconciliation. The two sides discussed peace efforts and Pakistan’s role, TOLOnews reported, citing the Afghan government.

Five imported coronavirus cases from Pakistan confirmed in Shanghai

BEIJING, JUNE 12  (DNA) – Five imported coronavirus cases, all from Pakistan, were reported on Friday morning, said the Shanghai Health Commission.

Quoting the Commission, Gwadar Pro stated, the five individuals from Pakistan departed for Shanghai on June 2 and arrived at Shanghai Pudong airport on the same day, and were placed down quarantine upon arrival.

They showed symptoms during the isolated observation period and were confirmed as COVID-19 patients.

Local health authority said the patients have been sent to a designated hospital for medical treatment, while 55 close contacts on the flight have been put under concentrated quarantine.
