Senate committee calls for 100pc hike in FED on cigarettes

ISLAMABAD: The Senate Standing Committee on Finance has approved a recommendation for an increase in the Federal Excise Duty (FED) on cigarettes.

The Pakistan Muslim League-Nawaz (PML-N) Senator Kalsoom Perveen recommended a 100percent increase in FED on cigarettes in the Senate Standing Committee on Finance meeting, chaired by Senator Farooq H. Naik here in Islamabad.

The Senate standing committee also approved recommendations presented by Barrister Muhammad Ali Saif to increase tax, duty on tobacco products. He recommended increasing Rs30 per packet on TETON cigarettes.

The standing committee on Finance also recommended increasing duty on high price cigarettes and less FED on low price cigarettes.

The PML-N senator also demanded to remove tax levy on school fees. “Tax should be imposed on those who are paying more than 200,000 school fees yearly”.

The finance committee also approved recommendation for 10 percent in salaries of government employees. The standing committee approved the allocation of Rs8 billion for locusts invasion.

The recommendation to provide more funds to the Higher Education Commission (HEC) and Universities conducting online classes were also approved.

Sukkur IBA Vice-Chancellor Nisar Siddiqui passes away

The vice-chancellor of the Institute of Business Administration in Sukkur, Nisar Ahmed Siddiqui, passed away Monday morning. He had been unwell for a while and according to reports was showing symptoms of the novel coronavirus. His first test report, however, was negative.

He had been tested for the second time but passed away before the report came out. His funeral will be held in Sukkur under virus SOPs given by the government.

Siddiqui, a former Sukkur commissioner, became the vice-chancellor of IBA Sukkur in 2004. He completed his Masters in Education from the University of Sindh, Jamshoro and then went on to serve as a civil servant.

Siddiqui was widely acknowledged for his efforts to provide low-cost but high-quality education to the youth of Sindh. The varsity is the only institute in the country where 70% of its students are studying on scholarships.

The news of his passing was met with sadness. An outpouring of love and prayers emerged on Twitter where the news broke.

Brazil’s virus death toll crosses 50,000, Spain reopens borders

Brazil registered its 50,000th death from the coronavirus outbreak on Sunday, underlining Latin America’s desperate struggle to contain the disease, as Europe’s gradual emergence from lockdown was marked by Spain reopening its borders.

Brazil is the second worst-affected country behind the United States, and the spread of COVID-19 is accelerating across Latin America, with Mexico, Peru and Chile also hard-hit as death tolls soar and healthcare facilities are pushed toward collapse.

Brazilian President Jair Bolsonaro, who has been fiercely criticised for comparing the virus to a “little flu,” argues the economic impact of shutdowns is often worse than the virus itself.

But Mexico City has delayed reopening markets, restaurants, malls, hotels and places of worship, with the country now recording over 20,000 COVID-19 deaths.

Highlighting the region’s woes, Peru passed 8,000 deaths on Sunday despite preparing to reopen shopping malls on Monday.

In contrast, primary and secondary school children will return to class in France on Monday, and cinemas and theaters will also reopen.

One cinema in Paris opened just after midnight to mark the occasion, with audiences cheering the opening credits.

“We booked immediately. It’s not our usual schedule, but it will create a nice memory after these difficult weeks,” one cinema-goer named Loriane told AFP.

Clusters have also emerged in the Palestinian territories, Morocco and Iran, where officials have now registered more than 100 deaths a day for three days running.

Beijing is also battling a new outbreak of over 200 cases.

The authorities have taken more than two million test samples and banned imports of chicken from an American producer, suspecting the virus could have been in contaminated food.

COVID-19 has now killed more than 465,000 people and infected almost nine million worldwide.

Spain welcomes tourists

Although the spread has slowed in Europe, it remains the worst-affected continent, with more than 2.5 million cases.

Spain has been among Europe’s hardest-hit nations, but on Sunday it lifted a slew of restrictions in a bid to get its tourism industry back up and running.

On Sunday, traffic flowed again across the Spain-France border in a watershed moment for the millions of businesses and workers across Europe who have suffered from the economic downturn.

“We wanted to be in Spain for the sun, the beach, tapas, and I’m already wearing my swimsuit under my clothes,” said Frenchwoman Sylvia Faust, who crossed into Spain with her 17-year-old daughter.

As well as opening its land border with France, Spain also welcomed EU nationals, those from the passport-free Schengen zone and Britons at seaports and airports—without enforcing quarantine periods.

Around 100 flights from European countries landed at Spain’s airports.

“We must remain on our guard and strictly follow hygiene and protection measures,” Prime Minister Pedro Sanchez said on Saturday, stressing that the danger has not passed.

In the Netherlands, police clashed with protesters frustrated over the government’s coronavirus response and made dozens of arrests in the center of The Hague.

Police said the protest, attended by hundreds, was peaceful until a group of football fans clashed with riot police at the nearby Central Station, throwing stones and bottles.

On Sunday, France celebrated its annual music festival marking the summer solstice, with bands playing in cafes, restaurants and on streets across the country.

In Germany, however, concert halls and other institutions still face an uncertain future, with social distancing rules forcing them to slash their events calendars and drastically reduce capacities.

On the eastern fringes of Europe, cases have spiked again in Azerbaijan, forcing the government to institute another lockdown—much to the irritation of workers.

“The government again cages us in like zoo animals and gives not a damn for the consequences,” taxi driver Shahin Mamedkuliyev told AFP.

Saudi Arabia on Sunday ended its coronavirus curfew, lifting restrictions on businesses including hair salons and cinemas, despite a spike in infections. It also reopened its mosques in Mecca, Islam’s holiest city, after a three-month shutdown.

But international flights and religious pilgrimages remain suspended, and the authorities have not yet said whether they will proceed with this year’s hajj, scheduled for the end of July.

Trump’s testing boast

The United States is the worst-hit country overall, with 119,000 deaths, but President Donald Trump held his first campaign rally in months on Saturday, inviting thousands to an arena in Oklahoma—although there were many empty seats.

“When you do testing… you will find more cases… so I said to my people, ‘Slow the testing down,’” he told the crowd. The White House later said that Trump was joking.

The president is attempting to kickstart his campaign for re-election in November in the face of a tanking economy.

Punjab CM’s appointment challenged

A petition has been filed in the Lahore High Court challenging the appointment of Punjab Chief Minister Usman Buzdar. Advocate Abdul Waheed Khan said Buzdar’s wealth declaration varies on his election nomination papers and oath-taking documents. He declared his wealth to be Rs25 million in his nomination papers but the affidavit for oath shows it be Rs761,000.

Buzdar has lied and he should be removed from the post under Article 62(i)(f) of the Constitution, says the petition. Article 62 (i)(f) is a provision requiring elected officials to be ‘sadiq and ameen’ or honest and righteous. Former prime minister Nawaz Sharif and PTI leader Jahangir Tareen were disqualified under this clause.

The Punjab CM won the PP-286 seat during the 2018 General Election after which he was elected as a member of the Punjab Assembly.

The court registrar, however, raised objections over the petition and returned it to the petitioner.

The registrar said Buzdar contested the 2018 election from Taunsa Sharif so the petition should be filed in the Multan bench.

‘People of tribal districts are close to my heart’: PM wants early completion of uplift schemes

ISLAMABAD: Prime Minister Imran Khan presided over a high-level meeting in Islamabad on Monday to review development projects in tribal districts of Khyber Pakhtunkhwa.

Briefing the media about the meeting, Information Minister Shibli Faraz quoted the prime minister as saying that the people of the tribal districts are close to his heart and that he wants early implementation of the development projects there.

The minister said the federal government has released its share of funds as decided in the agreement of 2018. He said a committee has been formed under the chairmanship of the premier’s Adviser on Finance Dr Abdul Hafeez Shaikh to coordinate with the provinces and ensure availability of funds.

He expressed the hope that all these development projects in the merged districts will begin in the next financial year.

Minister for Planning and Development Asad Umar, Information Minister Senator Shibli Faraz, Adviser on Finance Dr Abdul Hafeez Sheikh, Special Assistant Dr. Shahbaz Gil, and senior officials attended the meeting.

KP Chief Minister Mahmood Khan, KP Finance Minister Taimur Saleem Jhagra, and Punjab Finance Minister Hashim Jawan Bakht also attended the meeting through video link.

IHC dismisses Cynthia’s petition against FIA probe

ISLAMABAD : The Islamabad High Court (IHC) dismissed a petition filed by US blogger Cynthia Ritchie against a judge’s verdict who had directed the Federal Investigation Agency (FIA) to file a case against her.

Ritchie had challenged the order of the Additional Sessions Judge of Islamabad at the high court, saying that the FIA should not register a case against her as she had not committed any crime.

The court said that it could not interfere in the FIA’s investigations and ordered the agency to continue its probe into the US blogger according to law.

Earlier, the petition against the verdict was heard by the IHC Chief Justice Athar Minallah, in which lawyer Imran Feroze Malik appeared in the court on behalf of Ritchie.

During the hearing, lawyer Imran Feroze Malik had read out the decision of the session judge regarding the registration of the case, to which the Chief Justice asked how he was affected by the decision.

Petitioner’s counsel replied that there were other aspects to this decision.

Justice Minallah had remarked that this was not an order to register a case directly, adding that the Federal Investigation Agency (FIA) had been ordered to conduct an inquiry first.

Advocate Imran Feroze had said that we[petitioners] are not objecting to the inquiry, only to the registration of the case.

In this regard, Justice Minallah had said that the court will not go into the merits of this case.

After hearing the arguments, the chief justice reserved the verdict.

The Additional District and Sessions Judge (ASJ) Jahangir Awan had directed the FIA to register a case against Ritchie, who has levelled harassment allegations against the PPP leadership after a public spat with the party.

The petitioner, PPP Islamabad President Shakeel Abbasi on Saturday had filed a petition stating that Ritchie had made baseless allegations against ex-prime minister Benazir Bhutto and a case should be registered against her.

In its two-page verdict, the court had said the US blogger had not denied that she created this tweet on social media.

‘Rehman Malik was the source of information about Benazir Bhutto’

Ritiche said that her earlier social media posts, which stirred a commotion in Pakistani politics, had no intentions to malign or defame anyone, instead, her tweets were taken out of context.

Talking to media outside the IHC, Ritchie maintained that she had informed the US Embassy about what had happened to her in 2011 and is still in touch with the American Citizen Services.

“The man who attacked me was a man of clout in the [Pakistan People’s Party]PPP [ruling] era, therefore, I could not understand the reason to inform Pakistani officials about the incident,” she said, adding that she was told things about former prime minister Benazir Bhutto by the interior minister of that time, Rehman Malik.

Ritchie accuses PPP leadership of ‘harassment’ and ‘manhandling’

In a video broadcast live on Facebook, Ritchie had alleged that one of the party’s senior members had raped her while two others had “manhandled” her at a separate occasion.

She had stated that the incidents occurred in 2011 when the PPP was in power, and when the individual she accused of rape had been a senior minister. Geo News has attempted to reach out to the accused for comment but received no response so far.

Ritchie had further alleged that two other senior party leaders — a federal minister and former prime minister Yousuf Raza Gillani (who has publicly responded to the allegation) — had “physically manhandled” her when the latter “was staying the President House”.

In a subsequent textual post on Facebook, Ritchie had said that the alleged rape incident had occurred at the accused’s residence in Islamabad’s Minister’s Enclave in 2011, “around the [time of the] OBL (Osama Bin Laden) incident”.

“I thought it was a meeting about my visa but I was given flowers [and] a drugged drink,” she claimed, adding that she had “kept quiet” about the incident because “who in the [ruling government] would help me against the [accused minister]?”

However, she said she did tell someone about the incident at the US Embassy in 2011, but “due to ‘fluid’ situation and ‘complex’ relations” between Washington and Islamabad, she said the response “was less than adequate”.

PPP moves FIA against Ritchie over ‘slanderous’ remarks

Earlier, the PPP had requested the Federal Investigation Agency’s (FIA) Cyber crime Wing to take immediate action and initiate proceedings against Cynthia D. Ritchie for “extremely derogatory and slanderous remarks” regarding Benazir Bhutto.

“Through this application, it is brought to your notice that a woman, who goes by the name of Cynthia D Ritchie on Twitter has passed extremely derogatory and slanderous remarks about Shaheed Mohtarma Benazir Bhutto, through her Twitter handle/account,” the letter dated May 28 read.

“Her remarks being false, untrue, defamating and slanderous as they are, have caused immense pain and agony to the millions across Pakistan who revere and hold Shaheed Mohtarma Benazir Bhutto in high esteem,” it said.

“Your office is requested to take immediate action and initiate proceedings against this woman as prescribed by the law and under your mandate. A photocopy of the tweet, a true portrayal of her sick and disgusting mind is attached with the application,” the letter added.

HBL, Serena extends it’s meals offering initiative to frontliners

ISLAMABAD, JUNE 22 / DNA / – Habib Bank Limited (HBL) and Serena Hotels have pledged to continue providing high-quality meals to frontline medical professionals in the COVID-19 designated hospitals in seven cities nationwide where Serena Hotels are located.

HBL and Serena had launched the joint initiative “Jazba e Khidmat” in early April to pay tribute to the medical professionals including doctors, paramedics and nurses actively playing a role in battling the COVID-19 pandemic. The meal boxes are delivered daily for lunch and dinner to almost 20 hospitals and health camps in the cities of Islamabad, Rawalpindi, Faisalabad, Swat, Quetta, Gilgit and Khaplu. The extension of the initiative, which was decided upon in light of the continuation of the COVID-19 crisis, will lead to 80,000 meal boxes being delivered as a goodwill gesture to the frontliners till end of June.

The idea behind Jazba-e-Khidmat is to recognize and salute the services of medical staff who are battling to keep the society safe during the pandemic by serving them quality nutritious meal. Federal Health Minister Zafar Mirza, while announcing the initiative in April, stated that the Ministry appreciated “theis admirable thought by Serena Hotels and HBL for the medical workers”.

Being Pakistan’s largest bank and leading hotel chain respectively, HBL and Serena Hotels are playing their role as responsible corporate citizens, and have undertaken a range of positive initiatives in light of COVID-19 pandemic to support the Government and society.

Australian High Commissioner endorses rainwater harvesting at home

ISLAMABAD, JUNE 22 / DNA / = Just before the start of the Monsoon season, the Australian High Commissioner to Pakistan, Dr Geoffrey Shaw took to twitter to share a picture of two rainwater tanks during their construction at his residence.

The underground tanks, which are now operational, have 741,000 litres of rainwater storage capacity and the water collected is now used at Dr Shaw’s residence and the Australian High Commission in Islamabad.

“Water conservation can be key in tackling water shortage and climate change in Pakistan,” Dr Shaw said. “Australia is helping Pakistan manage this valuable natural resource by sharing Australian expertise,” he added.

Pakistan and Australia have a long history of working together on effective management of water resources.  The Australian Government through its Sustainable Development Investment Portfolio (SDIP) is helping Pakistan implement Australian expertise and technology in efficient water management and build its local capacity in integrated water resource management.

The project is led by Australia’s Commonwealth Scientific and Industrial Research Organisation (CSIRO) as part of a 12-year program, funded by the Australian Government.

Customs & FPCCI join hands to minimize human interaction for Corona prevention

KARACHI: JUNE 22 / DNA / = Tariq Huda, Member-Customs (Operations), FBR has agreed with the Federation of Pakistan Chamber of Commerce & Industry’s (FPCCI) proposal to minimize human interaction and make sure social distancing in the presence of COVID-19 pandemic, also appointed collector customs east Engineer Riaz Memon as focal person. In order to the save the human lives from coronavirus, contacts with banks, shipping companies, ports and other institutions can be organized online.

All these issues were agreed upon in a meeting between Member-Customs (Operations), FBR Syed Tariq Huda and FPCCI Vice President Khurram Ijaz, Chairman FPCCI Customs Standing Committee Shabbir Mansha Churra, Vice Chairman Faisal Mushtaq and member Arshad Khursheed.

Shabbir Mansha Churra, Chairman FPCCI Standing Committee gave important suggestions in view of the growing dangers of coronavirus and said that whether it is the export stage or the import stage, business community are at high risk, so use online technology to minimize human interaction and facilitate online transactions with banks, customs, ports and shipping companies. Member Customs appointed Collector East as the focal person for liaison between Customs and FPCCI for immediate implementation of this proposal.

“On the goods kept in the warehouse for more than 6 months should be waived the surcharge which the member customs agreed and issue directives for notification for implementation which is expected to issue very soon”, MR. Mansha opined.

He further said that due to limited working hours of the shipping companies and holiday on Saturday, the ports activities are delayed, therefore the offices of the shipping companies should be opened on Saturday and the daily working hours should also be increased.

In response, Member-Customs issued orders to open offices of shipping companies on Saturday so that import and export matters could be dealt with in a timely manner.
