Pakistan receives $500 million each from World Bank, ADB

KARACHI: The State Bank of Pakistan (SBP) said on Wednesday it has received one billion dollars – 500 million dollars each from the World Bank and the Asian Development Bank.

The ADB approved a $500 million loan to help the country tackle the ongoing coronavirus and strengthen the health sector, while the World Bank approved a $500 million loan to help improve the healthcare and education systems.

Meanwhile, the central bank said the country’s current account deficit (CAD) turned into a surplus of $13 million by May 2020 against a deficit of $530 million in April 2020 and $1004 million in May 2019.

On a cumulative basis, the current account deficit narrowed by 73.6 per cent to $3.3 billion during Jul-May FY20 from $12.5 billion during the same period last year, the State Bank said.

Tailoring South Asia Regional Toolkit for Judges in Pakistan

Kabul, JUNE 24 – President Mohammad Ashraf Ghani called on Taliban group to accept the demands of the government and the Afghan people and renounce violence.

 
According to a statement released by ARG Presidential Palace, President Ghani made the call on Taliban militants following the attack on prosecutors of the Attorney General’s Office.

He also added that the attack on civilians and government workers is an act against the humanity and principles of Islam, insisting that the continued violence by enemies, is an attempt to harm the peace process. The Taliban group had earlier condemned the killing of five prosecutors of the Attorney General’s Office, warning that the peace process has many enemies and opponents.
Zabiullah Mujahid, a spokesperson for the Taliban group said the group has no links with the attack on prosecutors close to Bagram prison which took place on Monday. “We are launching a comprehensive investigation,” Mujahid said in a Twitter post, adding that “It should be reminded that the peace process has many enemies & opponents. Everyone must remain cautious of such plots.”

No individual or group has so far claimed responsibility for the attack. The Afghan authorities said at least five prosecutors of the Attorney General’s Office lost their lives in an attack by unknown gunmen in Deh Sabz area of Kabul.

Action against pilots holding fake licenses on the cards

KARACHI: After initial investigation report about PK-8303 air crash presented in the National Assembly, competent authorities are expected to take key decisions including action against the pilots having fake licences, citing sources.

According to sources, the authorities have decided to take strict actions against the pilots holding fake licences and lists of these pilots have been summoned from the Civil Aviation Authority (CAA).

“Such pilots will be grounded forthwith till completion of the inquiry against them,” sources said. These pilots are a threat to the safety of flights, they said. According to sources, pilots having alleged bogus licences are flying aircraft. It has been disclosed that around 150 pilots allegedly holding fake licenses, according to sources.

PIA chief Air Marshall Arshad Malik has called the legal and flight operations teams over the matter, sources said.

Aviation Minister Ghulam Sarwar Khan while presenting the preliminary report on the PK-8303 crash claimed that around 30 percent pilots holding fake degrees and recruited on political grounds. “Even 262 pilots didn’t pass their examination, someone else appeared in exams for them, and they have no proper flight experience,” he said.

“Twenty-four of them were issued show-cause notices and nine pilots while weeping before courts accepted their mistake,” Sarwar said. They pleaded for pardon but it won’t be granted to them. “No politics or favoritism will be involved in the matter,” the aviation minister said.

Tailoring South Asia Regional Toolkit for Judges in Pakistan

Islamabad  –  The United Nations Office on Drugs and Crime (UNODC) in collaboration with the National Counter Terrorism Authority (NACTA), Sindh Judicial Academy (SJA) organized a virtual meeting for anti-terrorism judges from Sindh, Pakistan, on the South Asia Regional Toolkit for Judges: Supporting the Development of National Bench Books for the Effective Adjudication of Terrorism Cases.

The regional toolkit was developed by the United Nations Security Council Counter-Terrorism Executive Directorate (CTED) with the active support and engagement of judges from all South Asian Association for Regional Cooperation (SAARC) countries, including Pakistan. It elaborates and builds on relevant Security Council resolutions and international instruments on counter-terrorism. 

It also provides practice-oriented guidance to judges and judicial training academies of SAARC countries on the foundations for effective adjudication, judicial management of proceedings and international cooperation in terrorism matters in the South-Asian region.

Recognizing that law enforcement and criminal justice agencies in Pakistan face unique challenges and evolving threats posed by terrorism and its financing, UNODC is working in close partnership with stakeholders in the country under “Pakistan’s Action to Counter Terrorism” (PACT) project, to deliver technical assistance to the police, prosecution and judiciary in the Province of Sindh to strengthen their collective response to preventing and countering terrorism. This project receives financial support of the European Union (EU).

One of the key activities under the project involves customizing this toolkit in close consultation with the Sindh Judicial Academy for the anti-terrorism judges of Pakistan.  During this initial online consultative meeting attended by over 20 anti-terrorism judges from Sindh, two United States District Court judges along with a magistrate from Australia participated as subject-matter experts.

“Pakistan has come a long way in the last decade in its criminal justice system’s response to terrorism. Pakistan-UNODC cooperation is producing results through targeted training and tools. One such tool is “The South Asia Regional Toolkit”, customized for Judges in Pakistan, which will serve as a reference guide tailored towards meeting the needs of Judges in the country”, said Masood Karimipour, Chief of Terrorism Prevention Branch, UNODC.

NACTA Member Policy Asif Paracha expressed appreciation for the technical assistance being delivered by UNODC under the framework of PACT.

The EU Chargé d’Affaires a.i. Anne Marchal stressed the important role which judiciary plays in the criminal justice system especially in terrorism cases for upholding rule of law and human rights. She acknowledged the challenges judges encounter during the adjudication process and highlighted that the toolkit gives us an opportunity to learn from the knowledge and experiences of our fellow colleagues from this region for incorporating good practices during the proceedings. 

Under the framework of PACT Sindh, UNODC is well-positioned to recognize the judiciary’s needs for specialized national tools, specifically designed to address their unique and emerging requirements, said Jeremy Milsom, UNODC Country Representative. This initiative would also complement the Government of Pakistan and Sindh’s efforts under the National Action Plan and the Provincial Rule of Law Roadmap initiatives.

Hafeez tests negative just day after PCB positive result for COVID-19

Pakistan veteran all-round Mohammad Hafeez has revealed his COVID-19 test came negative in second opinion, just a day after Pakistan Cricket Board (PCB) had issued a press release naming him among the 10 squad members affected from the virus.

The 39-year-old took to twitter sharing the results after undergoing second assessment for the deadly bug for his satisfaction.

“After tested positive Covid-19 according to PCB testing report yesterday, as the second opinion and for satisfaction, I personally went to test it again along with my family and here I along with my all family members are reported negative. Alhamdulillah, may Allah keep us all safe,” Hafeez tweeted.Hafeez’s negative test result has raised questions for the testing procedures followed by the board. It might also push the other players to pursue external sources for a test to confirm the findings of the earlier tests.

Gold shines as coronavirus surge unnerves investors

LONDON: Gold prices surged to their highest in nearly eight years on Wednesday, while global shares cooled as signs of an acceleration in coronavirus cases kept investors on edge.

Fuelling concerns about sustained weakness in the pace of the economic recovery was data showing several U.S. states seeing record infections and the death toll in Latin America passing 100,000, according to a Reuters tally.

The European Union is even prepared to bar U.S. travellers because of the surge of cases in the country, putting it in the same category as Brazil and Russia, the New York Times reported.

All that and softness in the dollar, along with endless cheap liquidity from central banks, helped spot gold gain 0.2% to $1,770.92 per ounce after touching $1,773, its highest level since October 2012 in early Asian trade.

Global stocks were 0.3% lower and have been moving sideways in recent weeks after rising more than 40% from March lows on hopes the worst of the pandemic was over.

European shares were 1% lower.

There was some good news in markets, with emerging market stocks climbing to a 3-1/2 month high. They were up 0.5% on the day, while MSCI’s broadest index of Asia-Pacific shares outside Japan added 0.5% to reach its highest since pandemic lockdowns first cratered markets in early March.

E-Mini futures for the S&P 500 reversed early losses to gain 0.1%.

“Global equity market futures are struggling to make gains today, likely for no other reason than with rising daily Covid-19 cases in the US remaining front-page news, the headlines are proving to be a weighty burden to bear this morning,” said Stephen Innes, chief global market strategist at AxiCorp. “The trough in global growth is indeed behind us, but the recovery trajectory in H2 remains uncertain.”

Against a backdrop of concerns over a weaker U.S. dollar and that a jump in infections will lead to more stimulus measures, gold should remain on a reasonably constructive path, he said.

The euro, headed for its best month against the dollar since October, inched higher to $1.1303.

The dollar was just a touch negative against a basket of currencies, just above a one-week low hit Tuesday.

“The dollar and risk sentiment are likely to remain broadly negatively correlated, barring the U.S. displaying clear and enduring leadership in the global economic recovery, something hard to square with the grim U.S. news on COVID,” said Ray Attrill, head of FX strategy at NAB.

The New Zealand dollar eased after the country’s central bank said it might have to do yet more to stimulate the economy, including cutting rates further, expanding bond purchases or even buying foreign assets.

Euro zone bond yields were broadly steady, with a focus on Austria which is expected to sell a new 100-year bond that will raise 2 billion euros, one of the longest-dated bond sales since the coronavirus crisis.

Germany will also visit the primary market with the first reopening of a 15-year bond which is expected to raise 2.5 billion euros.

Oil futures were mixed as worries about oversupply in the market, stoked by a rise in U.S. crude inventories, were offset by a drop in gasoline stocks.

Brent crude was up 0.3% at $42.75 a barrel, while U.S. West Texas Intermediate (WTI) crude futures fell 1 cents to $40.34 a barrel, paring some earlier losses.

PHC takes up elephant import case, seeks detailed report

PESHAWAR : The Peshawar High Court (PHC) on Wednesday heard a petition seeking issuance of the no-objection certificate for the import of an elephant for Peshawar Zoo from Zimbabwe.

The PHC bench headed by Justice Qaiser Rashid Khan directed the climate change department to submit a detailed report on the next hearing. Federal and provincial law officers as well as the zoo’s deputy director appeared before the bench.

The court directed the relevant committee to take up the issue with the ministry and address the petitioner’s reservations at the earliest. It directed the authorities to include the Peshawar Zoo’s additional director in the committee.
Justice Khan asked whether the atmosphere was favourable for the elephant here. What will happen if the elephant dies after being imported, he further questioned.

The hearing was adjourned till July 8.

Last year in Sept, A Lahore High Court (LHC) bench had directed the authorities concerned to issue the no-objection certificate (NOC) for the import of an elephant for the Lahore zoo.

A petitioner contended before the court that no elephant has been brought to the zoo since the death of Suzi two years back. He said he approached the department concerned, requesting it to purchase an elephant but no heed was paid.

A government lawyer had informed the court that an African state has agreed to export the elephant to Pakistan but the federal government had been dragging its feet to issue a permit for the purpose.

“They will be reducing the six feet apart rule that was being insisted on, bringing it down to three feet or one meter apart. Things are getting a little bit easier there.”

He added, “They are perhaps better off coming to England as opposed to staying in Pakistan because it is even worse there. Once they get to England, they will be in a bio-secure area. Once they arrive they will have to do their two weeks of quarantine as I am doing at the moment. They will be moved to a bio-secure area to make sure they are not infected. They should be ok from there on.”

The former pacer further claimed that it should be the England and Wales Cricket Board (ECB) and the people in England that should have a problem with the Pakistan team arriving on their shores than the other way around.

“If anyone should say that the tour should not go ahead, it should be the ECB or the people here in England because Pakistan is among the top countries in terms of positive tests,” he said.

Extending congratulations on Armed Forces Day of Azerbaijan to the people of his country, Supreme Commander in Chief and staff members of Azerbaijan Armed Forces, Ambassador Ali Alizada said that despite having the conflict with aggressor country Armenia which occupied 20% of internationally recognized territories of Azerbaijan in the early independence years of Azerbaijan, the Republic of Azerbaijan has made greatest strides in Armed Forces building and by the leadership of Supreme Commander in Chief Azerbaijan Army became one of the strongest armies in the region and are capable to liberate occupied territories any time.
