DIG Wisal Fakhr Sultan visits Sector N5 North Operational Camera

ATTOCK, JULY 1 – A meeting was held under the chairmanship of Hazro (Representative Nawa-e-Waqt) DIG Muhammad and Sal Fakhr Sultan at National Highways and Motorways Police Sector N5 North Operational Camera, Attock Khurd in which Sector Commander and all BAT Commanders participated.

In the meeting, Sector Commander North Jawad Shah gave a briefing on the performance and operational affairs of the sector.

On the occasion, the DIG directed the officers and employees of all sectors to take special precautionary measures to prevent the spread of Corona (COVID-19) in the country.Regarding the violations on National Highways, the DIG asked the officers in all sectors to take action against illegal encroachments.

He expressed these views while visiting Kamra and Attock Khurd.Temporarily suspend or cancel their route permits for continuous lane violations and revoke the licenses of habitual reckless drivers. Islamabad shares list of 324 Indian prisoners with Indian HC

ISLAMABAD, JULY 1 – The Government of Pakistan shared with the Indian High Commission in Islamabad a list of 324 Indian prisoners in Pakistan including 270 fishermen and 54 civil prisoners.

This step is consistent with the provisions of the Consular Access Agreement between Pakistan and India, signed on 21 May 2008, under which both countries are required to exchange lists of prisoners in each other’s custody twice a year, on 1st January and 1st July, respectively.

The Indian Government also simultaneously shared the list of 362 Pakistani prisoners in India including 265 civil prisoners and 97 fishermen with High Commission for Pakistan New Delhi.

The Pakistan Government has been calling for early release and repatriation of 15 civil prisoners and 47 fishermen to Pakistan who have completed their sentences and whose nationality has been confirmed and conveyed to India. Moreover, India has been asked to provide immediate consular access to 77 believed to be Pakistani civil prisoners and 113 Pakistani fishermen who are in Indian custody.

Khalilzad discuss Afghan peace process with Central Asian Ministers

ISLAMABAD, JULY 1 –  The US Special Representative for Afghanistan Reconciliation Zalmay Khalilzad has discussed the Afghan peace process with the Foreign Ministers of the Central Asian countries. In his tweets, Khalilzad stated “Adam Boehler CEO of the U.S. International Development Finance Corporation and I wrapped up good meetings in Tashkent. Started the day with FM Kamilov and Special Rep Irgashev and then were joined by the Foreign Ministers that make up the remaining C5+1 (Tajikistan, Turkmenistan, Kazakhstan, Kyrgyz Republic).”

 
Khalilzad added that he discussed the Afghan peace process and the critical role of Central Asia “to play in pursuit of peace; how it will benefit from peace with increased regional connectivity, trade, and development,” in the C5+1 meeting.

 
Khalilzad further said that the US appreciates the cooperation and assistance of the C5+1. “We will need to work together to promote and encourage a political settlement when intra-Afghan Negotiations begin. Work towards the shared goals of economic resilience, regional connectivity, and integration starts now.”

 
The US official stressed that a stable and prosperous Afghanistan is critical for regional peace, security, and prosperity in Central Asia; “a Central Asia made up of sovereign and independent states working together with Afghanistan bridging to South Asia is in the interest of the region and of the US.”

 
Meanwhile, Uzbekistan Foreign Ministry said in a tweet that foreign ministers of Central Asian countries and US Secretary Mike Pompeo discussed regional cooperation, security, economic sustainability, fight against COVID-19, peace process in Afghanistan and the Aral Sea issues.

China-Pak Gwadar Faqeer Middle School’s expansion successfully completed

ISLAMABAD, July 1 – The expansion project of China-Pakistan Gwadar Faqeer Middle School was successfully completed and handed over to Pakistan’s education department, Gwadar Pro reported on Wednesday.

Supervised by Gwadar Development Authority (GDA), the expansion project is funded by China Foundation for Peace and Development (CFPD) and constructed by CCCC-FHDI Engineering Co., Ltd., a renowned integrated large-scale investigation and design company in China. The Final Acceptance Certificate for the project was signed by relevant parties.According to CFPD, the expansion work was never an easy one with the COVID-19 pandemic, the shortage of engineering materials, technologies and construction personnel and security risks striking at the same time.However, engineers from CCCC-FHDI Engineering have made feasible plans and taken measures effective to guarantee the quality and processing of the expansion project, and the construction was completed ahead of schedule.

Covering an area of 1,600 square meters, China-Pakistan Gwadar Faqeer Middle School is equipped with two teaching buildings and supporting facilities after the expansion. It will not only fulfill local kids’ educational aspirations, but also strengthen the China-Pakistan friendship.

China-Pakistan Gwadar Faqeer Middle School is located in Faqeer Colony and also dubbed as Faqeer Middle School. This school is a part of Chinese funded ventures with the aim of providing quality school system in area.Relevant parties signed the agreement on the expansion project in September 2019, and laid the foundation and officially started construction last November.Being the only school built in the field of basic education under the China-Pakistan Economic Corridor (CPEC) framework, the project has been welcomed and supported by the governments, enterprises, individuals, medias from both countries.

FBR rakes in Rs3.967 trillion in outgoing fiscal year

ISLAMABAD: The Federal Board of Revenue’s (FBR) tax collection stood at Rs3.967 trillion in the fiscal year 2019-20 as against Rs3.907 trillion received in the financial year 2019, showing an increase of Rs60 billion or 3.9 per cent.

Sources familiar with the tax body’s revenue collection data the FBR revenue saw this increase despite the adverse impact of the ongoing coronavirus pandemic on the country’s economy.

The FBR collected Rs60 billion more than the revised annual tax collection target of Rs3.907 trillion.According to tax-wise breakdown for FY20, overall revenue collection in last month (June 2020) clocked in at Rs415 billion as compared to Rs472 billion collected in last year’s same period.

The FBR received a total of Rs1.484 trillion income tax in 2019-20, Rs1.597 trillion sales tax, and Rs255 billion federal excise duty. Customs collection clocked in at Rs618 billion and payment of refunds stood at Rs127 billion.

Earlier, June 29, the National Assembly had passed the Finance Bill 2020-21, giving the go-ahead to the budgetary proposals for the upcoming financial year. The bill was moved by Minister for Industries and Production Hammad Azhar.

Indian Charge d’Affaires summoned to register protest

ISLAMABAD, JULY 1 – Indian Charge d’Affaires Gaurav Ahluwalia was summoned to the Ministry of Foreign Affairs today to register Pakistan’s strong protest over the ceasefire violations by the Indian occupation forces along the Line of Control (LoC) on 29th and 30th June 2020, resulting in shahadat of one and serious injuries to five innocent civilians.

Due to indiscriminate and unprovoked firing by the Indian occupation forces in Kayani and Jura sectors of the LoC, on 29th and 30th June 2020, 16 year old Muhammad Tauheed s/o Muhammad Ismail, resident of Talwari village embraced shahadat; and 2 year old Azad Ahmed s/o Mushahid Ibrahim, 6 year old Aneesa Waqas d/o Muhammad Waqas, 28 year old Siraj Din s/o Nizam Din, 16 year old Sarmad Akram s/o Muhammad Akram and 42 year old Abdul Qayyum s/o Junaid Ali sustained serious injuries, (all injured are residents of Falakan village).

The Indian occupation forces along the LoC and the Working Boundary (WB) have been continuously targeting civilian populated areas with artillery fire, heavy-caliber mortars and automatic weapons. This year, India has committed 1546 ceasefire violations to date, resulting in 14 shahadats and serious injuries to 114 innocent civilians.

Condemning the deplorable targeting of innocent civilians by the Indian occupation forces, it was underscored that such senseless acts are in clear violation of the 2003 Ceasefire Understanding, and are also against all established humanitarian norms and professional military conduct. These egregious violations of international law reflect consistent Indian attempts to escalate the situation along the LoC and are a threat to regional peace and security. It was added that by raising tensions along the LoC and the WB, India cannot divert attention from the grave human rights situation in the Indian Occupied Jammu and Kashmir (IOJ&K).

Indian side was called upon to respect the 2003 Ceasefire Understanding; investigate this and other such incidents of deliberate ceasefire violations and maintain peace along the LoC and the WB. The Indian side was also urged to allow the United Nations Military Observer Group in India and Pakistan (UNMOGIP) to play its mandated role as per the United Nations Security Council (UNSC) Resolutions.

President Aliyev: Azerbaijan to continue to invest in tourism

Azerbaijan will continue to invest in the tourism sector and create more favourable conditions for foreign tourists, President Ilham Aliyev said at a video conference with Secretary-General of the UN World Tourism Organization Zurab Pololikashvili on June 30.

“We will continue to invest in this area and create better conditions for foreign tourists. It is because Azerbaijan has all the factors that can support: stable socio-political conditions, security, hospitality of our people, historical monuments, diversity of nature, summer tourism, winter tourism and the Azerbaijani cuisine. Both our geographical position and our aviation relations with different countries of the world. Therefore, it is necessary not only to work purposefully and increase capacity but also, of course, to eliminate, for example, bureaucratic obstacles that hinder the large influx of foreigners into the country”, Aliyev noted.

Speaking about the domestic tourism, the president said: “Especially, during the pandemic, we pay great attention to domestic tourism. Although domestic tourism does not completely replace foreign tourism, in any case, it can to some extent fill our tourism infrastructure, including in the regions. Given that Azerbaijani citizens are not yet able to go abroad, of course, this may be a factor supporting the domestic tourism industry.”

In his speech, Aliyev said that tourism is one of the most affected areas during the pandemic, which is observed in both Azerbaijan and the entire world. He noted that therefore, the UN WTO has an additional burden. “The flow of tourists naturally decreased during the pandemic, but the recovery of this area in the post-pandemic, of course, will be associated with certain limitations,” added the president.

“As you know, the number of visitors to Azerbaijan has recently increased significantly. Last year, a record number was recorded – more than 3 million foreigners visited Azerbaijan. In percentage terms, the flow of tourists increased by about 15 per cent. If we take into account that the average annual growth rate has been in the range of 10-24 per cent for the last 4-5 years, we can say that this area has become very widespread. We are glad that the private sector actively invests in this area, and the state supports it. During the pandemic, we provided financial support to people working in this sector, because they were practically unemployed. This support will be provided until the sector begins to recover. That is why I thank you for your initiative to talk about important issues.”

Expressing his gratitude to the secretary-general for partnership and support to Azerbaijan’s tourism sector, the president said that the recommendations of the UN WTO are very valuable, and Azerbaijan will follow them during the post-pandemic period.

“Because, as you mentioned, during the pandemic, many countries, including Azerbaijan, closed their borders. Our borders are still closed, they are open only to receive Azerbaijani citizens wishing to return to their homeland and for the departure of foreigners wishing to leave Azerbaijan,” Aliyev noted.

“We hope that as the pandemic weakens, we will also open our borders by following the recommendations of the World Health Organization, with which we work closely,” said the president. He noted that it is hard to say when this will happen, however; the recommendations of the UN WTO on the recovery of the tourism sector will be very important.

Furthermore, Aliyev spoke about the government’s measures to support the tourism sector during the pandemic period. “We have paid most of the salaries of employees in the tourism sector so that they have living expenses, and entrepreneurs can maintain their human resources in this area. It is unfortunate that I am informed that the number of employees is being reduced to some extent. Therefore, I have instructed the government to consider this issue and continue to support the tourism sector.”

Aliyev reminded that Azerbaijan has made very active progress in this direction, and first of all, the government started with infrastructure projects, the country promotion-related projects, participation in exhibitions, holding various international events.

“I must say that the rapid development of tourism in Azerbaijan was largely due to the Formula 1 races. Immediately after the first march, we saw an increase in tourism. As I said, this potential is growing every year, and according to various reports, foreigners spend about $ 1.5-2 billion a year in Azerbaijan.”

The president emphasized that this means a large inflow of foreign currency into the country’s economy.

Furthermore, Aliyev expressed confidence that Azerbaijan will follow the recommendations of the UN WTO and try to restore tourism as soon as possible by implementing them. He noted that Azerbaijan will closely follow the steps taken by the leading countries in the field of tourism, which have great experience and a certain degree of confidence in the tourism sector in their economic development.

PIAF lauds OGRA action against companies responsible for fuel dearth

ISLAMABAD, JUL 1 – The Pakistan Industrial and Traders Association Front has appreciated the Oil and Gas Regulatory Authority for taking action against companies responsible for fuel scarcity, urging it to also take notice of the record jump in oil prices, which were announced out of schedule, neither adopting any legal process nor prompted by any summary moved by the regulator.

PIAF Chairman Mian Nauman Kabir, in a joint statement with senior vice chairman Nasir Hameed and vice chairman Javed Siddiqi, welcomed the move by the oil regulator, imposing Rs5 million penalty each on three oil marketing companies (OMCs) after they were found involved in creating artificial shortage of petrol in the country by hoarding the commodity.

Mian Nauman Kabir observed that the fuel shortage, especially of gasoline, had caused serious difficulties to businesses as well as citizens for almost the whole month across Pakistan, as long queues of motor riders at fuel stations were also seen to fill their vehicles’ tanks. The fuel shortage started because of the short supply to the fuel stations by the private oil companies after the central government reduced fuel prices in the start of this month.

PIAF chairman said that majority of the fuel stations across the country have been closed by the owners, while the fuel stations, which had the stock increased the prices of the commodity by more than 100 percent.

PIAF senior vice chairman Nasir Hameed said that smooth and uninterrupted supply of furnace oil to the industry is of paramount importance as the industry is heavily dependent on it not only for captive power plants but also for running steam boilers.

He complained that the entire cost of fuel was paid in advance to the oil marketing companies but they had halted the supplies for no obvious reason. The industry continued to demand dispatch of oil shipments by oil companies to the industry for which payments had already been made in advance, he said.

Vice chairman Javed Siddiqi appreciated the Oil and Gas Regulatory Authority for issuing first show-cause notices to oil marketing companies seeking explanations and reasons for the petrol shortage at the fuel stations. It is also good news that the Competition Commission of Pakistan had initiated an inquiry into the issue saying that the sudden shortage of fuel across the country at a time when the government reduced prices and low demand due to the COVID-19 pandemic raised suspicion that artificial shortage might have been created, he added.

According to reports, the OGRA imposed penalty of Rs5 million each on BYCO, ASKAR and BE Energy on show cause notices issued during oil shortage crises earlier this month. The preliminary investigation report of the Petroleum Division, and the physical inspection of the OGRA in collaboration with the HDIP, indicated that the three OMCs were involved in hoarding of petrol in first 10 days (June 1st to June 10th).

PIAF leadership said the business community was already facing severe problems due to destruction of Covid-19 and in such a situation making hike of up to 66 percent in prices of petroleum products in one go is unjustified. They said that the price of crude oil in the world market is still around $42 per barrel and as per calculations the ex-refinery price of patrol is worked out at around Rs45 per litre but the government increased the rate of petrol to more than Rs.100 per liter, without any recommendation of the OGRA. They said that as a regulator, it is responsibility of the OGRA to take notice of this anomaly, recommending the reversal of the unprecedented jump in fuel rates.

‘Devastating tally’: Amnesty International urges Pakistan to protect health workers

Islamabad : The Amnesty International wrote a letter to Pakistan’s Health Minister Dr Zafar Mirza on Wednesday regarding the rise in coronavirus infections among the healthcare workers and attacks targeting them, saying that more than 5,000 confirmed COVID-19 cases and 58 deaths was a ‘devastating tally’.

In the open letter, the global human rights watchdog stated it was writing the letter out of extreme concern for the safety of the health workers in the country.

“While everyone remains at risk of contracting COVID-19, health workers are particularly vulnerable as they are consistently and repeatedly exposed to the virus. As of 29 June 2020, official figures record at least 5,367 health workers across Pakistan being infected with COVID-19, with 58 dead as a result. This is a devastating tally,” wrote the Amnesty International.

The AI called for the state to protect doctors, nurses, paramedical staff, ambulance drivers, and others across Pakistan, who are risking their lives during the coronavirus pandemic.

The organization said that it has also come across several incidents of violence against doctors and the medical staff, including one member being shot at by a security forces member.

“The Young Doctors Association says health workers are being attacked on a daily basis and that the exact number is ‘beyond count’.”

The letter mentioned that most of the attacks came due to contention over following the virus SOPs or handling of bodies of those who died of the disease.

Quoting incidents of vandalisation in Karachi, Peshawar and other cities, the AI said that there are multiple videos of ‘doctors and nurses being harassed online’.

The human rights’ body said that the media reports stated that at least 20 attacks on medical staff took place in Khyber Pakhtunkhwa alone.

“There have been several statements from ministers claiming that hospitals have the necessary resources, despite reports that hospitals have been forced to turn away even critical patients, given the shortage of beds, ventilators and other life-saving equipment. This puts health workers in danger as people do not believe them when they say they do not have room for more patients.”

Here’s what the Amnesty International urges Pakistan to do

The global human rights watchdog, while acknowledging the difficulties faced by relatives of the infected patients, said that Pakistan should take adequate measures and allocate resources to protect people and the healthcare workers.

The organisation also laid out some points for the protection and safety of healthcare workers, in hopes that the country will put it to implementation.

  • Promptly investigate any attacks or acts of violence against health workers in a thorough, independent and impartial manner, and perpetrators must be brought to account.
  • Make explicit a zero-tolerance attitude to violence and discrimination against health workers. In doing so, acknowledge that some health workers may be at additional or specific risk due to their multiple and intersecting identities, and this should be factored into the response.
  • Ensure that employers – whether public or private provide all health workers with adequate PPE to protect themselves during the COVID-19 pandemic, in line with international standards.
  • Immediately put in place protocols to ensure that managers of all facilities where health workers work conduct an analysis of what risks their staff face regarding violence and put in place adequate security measures to address these threats.
  • Set up systems to document any violent incidents, discrimination and/or stigmatization faced by health workers during the COVID-19 pandemic and encourage workers to report such incidents promptly.
