England lock horns with West Indies as cricket resumes months after COVID-19 outbreak

English skipper Ben Stokes knows he will have an “extra responsibility” on his shoulders Wednesday as he leads the hosts against the West Indies in the first match that sees the return of cricket after the COVID-19 outbreak.

The pressure of captaining England for the first time, with regular skipper Joe Root missing the match to attend the birth of his second child, would have been enough to concentrate all-rounder Stokes” mind in normal circumstances.

But the first fixture in a three-Test series has been given added significance by the pandemic.

“I know everybody has been craving this, certainly from a players’ point of view but I also think from a spectators’ and fans’ view,” said Stokes on Tuesday. “This is a massive occasion for a lot of people.”

No spectators will be allowed into the Ageas Bowl in a behind-closed-doors series that sees the other two Tests taking place at Old Trafford.

But Stokes said a lack of a crowd was no reason for England to let their standards slip.

“We know we have that responsibility on our shoulders, to go out and do justice for all those people,” he said.

“We can’t use no crowd as an excuse to not feel up for this game because we know we have hundreds of thousands of people following us and wanting us to do well back home watching us on TV.

The Durham star added: “We’re walking out on the field to represent our country. When you have the Three Lions on your chest, you can’t feel any prouder in the sport that we play.

“You don’t lose that feeling just because there is nobody in the stands.”

Cricket amid social distancing

Meanwhile, West Indies coach Phil Simmons praised English administrators for staging the series.

Both teams are living and playing at bio-secure grounds, which have on-site hotels, while being subject to a twice-weekly testing regime and numerous social-distancing measures.

“It’s a huge blueprint for how cricket can move forward,” said Simmons, whose side quarantined and trained at Old Trafford from June 9 before travelling south.

“We’re about to show that other places can start putting things together. The England and Wales Cricket Board have to be commended for all the work they have done to get the series on the road and let’s see what other countries take from it.”

The former West Indies batsman added: “People want to see sports because it lifts people, so hopefully this is the start.”

Two pacemen from England’s 13-man squad are set to be dropped with James Anderson, Stuart Broad, Jofra Archer, Mark Wood and Chris Woakes all vying for three places in the team.

Squad rotation

England are set to play six Tests in seven weeks including three against Pakistan — should see all of them involved at some stage.

But Stokes had no desire to be the bringer of bad news ahead of Wednesday’s match.

“I’ve been dreading it for the last two or three days, telling the unfortunate guys,” he said.

“I can’t wait to give Joe the armband back for that reason, but that is leadership.”

And with this series taking place against the backdrop of the Black Lives Matter protests, it is possible that both Stokes and West Indies captain Jason Holder could lead their sides in taking a knee in support of the campaign, although that had still to be confirmed by officials late Tuesday.

Stokes’ parents are usually avid followers of their son’s progress, but now that they are back in his native New Zealand they may not witness him becoming England’s 81st Test captain as the rest of the cricket world tunes in.

“My Mam is spitting bullets because they’re not showing the game back in New Zealand,” said Stokes.

“If you’re out there and you see my Mam, I would stay out of her way.”

Britain to reveal post-coronavirus recovery plan

Britain will Wednesday unveil a mini-budget to kickstart the UK economy, hoping costly infrastructure investment will help build its way out of the crisis caused by the coronavirus outbreak.

Prime Minister Boris Johnson has vowed to “build, build, build” in an “infrastructure revolution” for schools, affordable housing, road maintenance and public transport.

Finance minister Rishi Sunak is due to deliver his spending plans at 1130 GMT, having already flagged £3 billion ($3.7 billion, 3.3 billion euros) of green investment. The chancellor of the exchequer will offer £2 billion ($2.5 billion, 2.2 billion euros) in grants for households to insulate homes and make them more energy efficient.

A further £1 billion ($1.25 billion, 1 billion euros) is being provided for public sector buildings, including hospitals.

Britain has had more than 44,000 deaths in the outbreak — the highest in Europe — heaping pressure on the government for its handling of the crisis.

Sunak said on Tuesday: “As Britain recovers from the outbreak, it’s vital we do everything in our power to support and protect livelihoods across the nation.

“Our green homes grant will not only cut families’ bills by making their homes more energy efficient, it will also kickstart our economy by creating thousands of green jobs — and supporting those skilled tradespeople who are ready to work.”

The plan is part also of Britain’s long-term pledge to reduce carbon emissions to net zero by 2050 to tackle climate change.

In addition, Sunak may announce plans to reduce stamp duty, which is levied on real estate transactions, to boost the property market.

Yet he is not expected to alter Britain’s emergency jobs retention plan, or furloughing, under which the government pays up to 80 percent of salaries for private sector workers.

Furloughing, which ends in October, is part of a series of multi-billion-pound packages to help those affected by the impact of the outbreak in Britain.

“Four months on from the outset of coronavirus, we have slowly and carefully reopened much of our economy, and we can now begin our national recovery,” Sunak told parliament.

“Throughout this crisis I have repeatedly made clear that whilst we cannot protect every single job, we will do all we can to make sure our businesses and people have the tools they need to get through this and emerge stronger on the other side.”

– Financial ‘hole’ –

Britain imposed a nationwide lockdown on March 23 to halt the spread of COVID-19 but has gradually begun easing restrictions in the hope of boosting ailing businesses.

Recent official data showed that the UK’s biggest quarterly contraction for more than 40 years — at minus 2.2 percent — in the January-March period.

However, the data included only the first full week of the lockdown and economists expect subsequent damage to be considerably worse for the second quarter.

Another contraction would place Britain in a technical recession.

The Bank of England has pumped cash stimulus worth £300 billion to prop up Britain’s virus-hit economy since the crisis erupted.

Experts estimate the total cost of state emergency measures meanwhile could run as high as £300 billion.

“As the UK begins to emerge slowly from lockdown, focus now turns to plugging the eye-popping £300 billion hole left in the UK’s finances by COVID-19,” said analyst Tom Selby at stockbroker AJ Bell.

“The chancellor will have to weigh up his desire to kickstart the economy after its slumber with the need to raise extra revenue via the tax system.

“A strong recovery should boost tax receipts and lower the amount spent on benefits, automatically improving the government’s balance sheet.

“The chancellor may decide to frontload the ‘good news’ items on Wednesday as he attempts to kickstart the economy — and save the tax nasties for his Autumn budget.”

Muhammad Ahmed Waheed said that in Pakistan, SMEs were using the Internet for a variety of commercial and production-related purposes, but on average they had a limited understanding of the full range of benefits of e-commerce.

He said that lack of awareness of the potential of e-commerce in SMEs was considered as an important barrier to its adoption. He said that inadequate investment in skills and the initial high investment costs involved in developing e-commerce strategies were also considered as hurdles in promoting digital economy in Pakistan.

He said that main purpose of organizing series of webinars on e-commerce at ICCI was to educate the SMEs to focus on conducting transactions through e-commerce, especially at a time when people were reluctant to visit markets due to Covid-19 pandemic.
