Pakistan afforded Kulbhushan Jadhav opportunity to file review petition: FO

ISLAMABAD: The Foreign Office said on Wednesday Pakistan promulgated an ordinance to afford Indian spy Kulbhushan Jadhav an opportunity to file a petition seeking review of his conviction but he declined to avail it.

Speaking at a press conference, Additional Attorney-General Ahmed Irfan and Director-General of South Asia and SAARC Zahid Hafeez Chaudhry said Islamabad offered to help arrange legal representation for the Indian spy.

Pakistan time and again wrote to the Indian High Commission in Islamabad to institute a review petition against the sentence of Jadhav, Chaudhry said, asking New Delhi to follow due legal procedure and cooperate with Pakistani courts to ensure implementation of the judgment of the International Court of Justice.

The DG South Asia and SAARC said that Islamabad offered second consular access to the Indian spy. First, Jadhav met his mother and wife and later was allowed to meet his father and wife, he disclosed.

He cleared that Pakistan is committed to implementing the ICJ judgment in the Jadhav case in letter and spirit.

Pakistani security agencies on March 24, 2016, apprehended Kulbhushan Jadhav as an ‘on-duty RAW agent’ from Balochistan. Jadhav confessed, in his statement, that he is currently a serving officer in the Indian Navy, working for the covert agency to destabilize Pakistan ─ a claim India has denied.

Pakistan called upon UNESCO to ensure upholding of human rights during COVID-19 health crisis

Paris 8th July, 2020 –  The Ambassador of Pakistan to France and Permanent Representative of Pakistan to UNESCO Mr. Moin ul Haque has called upon UNESCO to reject policies pursued by certain countries to exploit COVID 19 health crisis to stigmatize some ethnic and religious minorities in their countries in contravention of the principles and values of UN Charter and international humanitarian law.

This was stated by him while addressing the 209th virtual session of UNESCO Executive Board conducted by UNESCO headquarter, Paris last week.

The Ambassador lamented the flawed and exclusionary policies of certain countries to curb the fundamental human rights of people and communities in a systematic and brutal manner.

He emphasized that the UNESCO members countries should continue to promote peace, tolerance and respect for diversity and universal human rights, and should strongly reject any form of racism, discrimination, stereotyping and prejudice.

He assured the UNESCO Executive board members that Pakistan would continue to play an active and constructive role through dialogue and collective action in the spirit of multilateralism to build mutual trust and collaboration to achieve UNESCO’s goals.

Usman says entrepreneurs must tap opportunities in AJK tourism sector

ISLAMABAD, JULY 8  –  Pakistan Businesses Forum (PBF) on Wednesday has stressed upon the need to chalk out a comprehensive strategy to turn the Azad Jammu Kashmir into ‘economic engine’ of Pakistan through China-Pakistan Economic Corridor (CPEC) related projects.

Under the CPEC, nine special economic zones would be established across the country, including one in Mirpur, Azad Kashmir for which 1,185 acres of land has already been identified, said the president, adding that 571 acres of land would be acquired in the first phase and 614 acres in the second.

President PBF Sahibzada Mian Usman Zulfiqar said the Azad Jammu Kashmir owing to its huge youth bulge, high literacy rate, growing purchasing power parity, skilled workforce, and availability of raw materials, makes it fertile for economic investment. He said that currently, Azad Kashmir’s local industries are producing textile, paper, pharmaceuticals, automobile tires, rubber, plastic, piping, shoes, furniture, construction material, edibles, and handicrafts.

The PBF asked Pakistanis investors from specialized industries to explore the potential of AJK’s growing market. He said that under the China Pakistan Economic Corridor, a state of the art Special Economic Zone will be established in Mirpur which will facilitate investors and budding entrepreneurs including to explore opportunities in AJK’s growing tourism industry.

He also highlighted that Corporate Social Responsibility (CSR) must be a priority for private sector corporations and 2% of their net profits should be allocated for social welfare projects, especially poverty alleviation, skill development, health, and hygiene, and setting up programs for providing safe and clean water in AJK.

Though numerous fledging small and medium-sized industries producing a wide variety of end products.

The CSR activities should be a strategic response to the challenges faced by the people in a society and not an act of charity or philanthropy. He said that such activities are an essential part of overall economic growth and development in order to end poverty and ensure dignity and opportunity to the people of the country.

PBF said that corporate enterprises of Pakistan must invest in AJK in the area of innovation, promote practices for conservation of land, water, energy, minerals and ensure effective disposal of waste.

Similarly the public sector must also take measures to incentivize participation of the private sector in socio-economic projects by facilitating their operations. He said this could be achieved by de-risking development and investment through a friendly regulatory environment, using education and training to build-in technology into the labour market and by providing a conducive environment for the promotion of public-private partnerships.

“Usman Zulfiqar told that Pakistan and Azad Kashmir is at the cusp of an economic revolution”.

The strategy and process of bank transformation discussed

On July 6, President of the Republic of Uzbekistan Shavkat Mirziyoyev chaired a meeting on implementation of the 2020-2025 Banking System Reform Strategy and acceleration of the process of transforming commercial banks with an eye to uplifting the private sector share in banking assets from 15 to 60 percent.It was noted that a number of key issues have to be addressed in order to achieve the goals.

The need for intensifying the process of transformation of banks was noted.Currently, 6 commercial banks, namely, Ipoteka Bank, Sanoat Qurilish Bank, Turon Bank, Asaka Bank, Aloqabank and Agrobank have begun cooperation with international financial institutions in matters of financial diagnostics, development of long-term strategies and privatization. However, work on the transformation of other commercial banks has barely been progressing well enough, the Head of the state noted.

To change the situation, it was entrusted to conduct a stocktaking of functions not inherent to banks, to arrange training programs at the Corporate Retraining Center under the Central Bank to explain the tasks of bank transformation, primarily for local employees of banks. These tasks are assigned to the Central Bank.Issues of improving the quality of the loan portfolio and bank projects were discussed at the meeting. It was indicated that the share of problem loans, as shown by the results of stress tests, can grow several times, which is a serious challenge for the banking system.In this regard, instructions have been given to analyze problem loans by region and create an effective mechanism to maintain the quality of loan portfolios. It was emphasized that once the banks’ loan portfolios undergo stocktaking, the Central Bank should develop specific measures to restore the financial capabilities of each customer in a difficult situation.

A separate aspect during the meeting was the discussion of the need for eradicating corruption in the banking sector.The Head of the state insisted that bank chiefs take tough measures to stamp out corruption, introduce compliance control and other effective mechanisms.The President slammed the fact that the share of public funds is still high in commercial banks with state assets.In particular, the share of such loans is 41 percent in Qishloq Qurilish Bank, and 32 percent in Ipoteka Bank. Last year, credit lines worth about $600 million were attracted under the state guarantee, this year this figure will amount to $570 million. Meanwhile, the share of individual savings and fixed-term deposits in large banks averages only 5 percent. Taking into account this fact, the Central Bank was instructed to come up with additional proposals for attracting household deposits in banks.The President noted the need for independent attraction of financial resources by commercial banks without state support.Heads of the Central Bank and commercial banks provided information on the issues discussed at the meeting.

Uzbek delegation hold negotiations with Korean Foreign Minister

Tashkent, Uzbekistan, JULY 8   — As part of the visit of the government delegation of Uzbekistan to Seoul, a meeting was held between the Deputy Prime Minister and Minister of Investments and Foreign Trade of the Republic of Uzbekistan Sardor Umurzakov and the Minister of Foreign Affairs of the Republic of Korea, Kang Kyung-wha.

During the meeting, a wide range of issues of bilateral cooperation, as well as prospects for enhancing cooperation in priority areas were examined. The high level of intercountry dialogue was emphasized, largely achieved thanks to the visit of the President of the Republic of Korea to Uzbekistan in April 2019, during which a solid package of agreements and contracts was signed.

In particular, they discussed the prospects of introducing Korea’s best practices in countering the spread of coronavirus, recognized by the World Health Organization as one of the most successful in the world, bearing in mind the coordination and integration of international efforts to combat the pandemic.

Moreover, issues related to the organization of bilateral events at the government and ministerial levels were discussed, namely, the holding of the 3rd meeting of the deputy prime ministers of Uzbekistan and Korea, political consultations between the foreign ministries and the next 10th meeting of the Uzbek-Korean Intergovernmental Committee on trade and economic cooperation, as well as a business forum involving business circles of the two countries.

Following the meeting, priorities were identified in the development of further intercountry cooperation and, on a reciprocal basis, the readiness to continue close cooperation to fulfill common tasks was confirmed.

Complete shutdown in IoK on Burhan Wani’s 4th martyrdom anniversary

A complete shutdown is being observed today (Wednesday) in Occupied Kashmir to commemorate the fourth martyrdom anniversary of popular Kashmiri youth leader, Burhan Muzaffar Wani.

According to Kashmir Media Service, the shutdown is also aimed at paying tributes to Wani’s associates and other martyrs of 2016 mass uprising.

Call for the strike has been given by the veteran Hurriyat leader, Syed Ali Gilani and the All Parties Hurriyat Conference.

Meanwhile, to mark the martyrdom anniversary of Burhan Muzaffar Wani, protest demonstrations will be held across Azad Kashmir to pay tributes to the martyrs and to draw world attention towards massive human rights violation by Indian troops in Occupied Kashmir.
Indian troops and police have arrested hundreds of youth on the eve of the 4th martyrdom anniversary of popular youth leader, Burhan Wani.

The troops and police have arrested the youth during massive house raids and crackdown operations in Srinagar, Badgam, Ganderbal, Islamabad, Shopian, Pulwama, Kulgam, Kupwara, Baramulla and Bandipora areas to thwart anti-India demonstrations on the martyrdom anniversary of Burhan Wani. These youth have been lodged in different police stations.

Senegal slave island renames Europe Square

Senegal has renamed a square in its famed memorial slave island Goree, in response to the global anti-racist movement inspired by George Floyd, the African-American who died in US as police pinned him down by the neck.

The island’s municipal council voted to rename Europe Square to Liberty and Human Dignity Square.

The location was named Europe Square in 1998 because of the European funding for the renovations at the site.

It was inaugurated in 2003 by Mayor Augustin Senghor and Romano Prodi, the then European Union Commission president.

“The name Europe Square was, in a way, a symbol of friendship between peoples…But we also said to ourselves…that in another sense it is celebrating the persecutor,” Doudou Dia, the president of the island’s tourism commission, is quoted by Reuters news agency as saying.

He adds: “What happened to George Floyd was the final straw.”

The Island of Goree, 3km (1.8 miles) off Senegal’s coast, was the largest slave-trading centre on the African coast from the 15th to the 19th century according to Unesco — which designated the location as a world heritage site in 1978.

The tourist attraction site is mainly known for its House of Slaves which world prominent personalities, including several US presidents, have visited.

Pakistan team management sends back Zafar Gohar

Worcester: Left-arm spinner Zafar Gohar has left Pakistan’s camp after the third group comprised of three cricketers will arrive in England on Wednesday.

The third group of cricketers includes Haider Ali, Kashif Bhatti, and Imran Khan Sr who will leave Pakistan on Wednesday morning for England. Three of them had tested negative after the first COVID-19 positive result.

Zafar, who was already playing for a county in England, joined the national squad for training camp as 10 cricketers had tested positive out of 29 before the team’s arrival late last month.

It must be noted here that Pakistan is scheduled to play three Tests and as many T20Is against the home side in August and September.

Sindh CM appears before NAB in Roshan Sindh Program graft probe

ISLAMABAD: Sindh Chief Minister Murad Ali Shah Wednesday appeared before National Accountability Bureau (NAB) here in fake bank accounts and Roshan Sindh Program corruption inquiries.

Sindh chief minister appeared today before the Combined Investigation Team (CIT) of the NAB headed by D.G. NAB Rawalpindi Irfan Mangi.

According to sources, Murad Ali Shah is answering questions of the anti-graft watchdog.Murad Ali Shah was earlier summoned on July 06 but he had excused himself from appearing before the bureau after which he was re-summoned today.

The NAB has demanded his written answers on 28-point questionnaire, handed him over in a previous hearing, sources said.

Murad Ali Shah earlier twice appeared before the Combined Investigation Team of the Rawalpindi NAB and in last appearance in June he was interrogated for around two hours.

In the questionnaire the Sindh CM was asked why Roshan Sindh programme was started without checking its feasibility and why as finance minister he released funds without giving heed to the objections of the finance secretary, sources said.

NAB alleged that several companies won contracts worth billions of rupees for the Roshan Sindh project by paying bribes. The inquiry into this scandal is among others taking place as part of the fake accounts case probe.

SHC rejects MQM-P plea for urgent hearing of delimitation case

KARACHI: The Sindh High Court (SHC) on Wednesday rejected a request by Muttahida Qaumi Movement-Pakistan (MQM-P) for urgent hearing of its petition challenging an Election Commission of Pakistan (ECP) notification regarding delimitation for local government constituencies in Sindh.

Justice Khadim Hussain Sheikh, a member of the bench that took up the application calling for urgent hearing, remarked that the high court cannot grant stay order against the process of delimitation.

Advocate Obaidur Rehman, representing the petitioners, contended before the bench that the MQM-P being a political party will suffer losses in local body elections because of new delimitations, insisting on early hearing of the petition.The SHC bench, however, said the case may involve lengthy arguments, due to which it is not possible for the court to hear and decide the petition during the high court’s summer vacations.

MQM-P leaders Amir Khan, Kunwar Naveed Jamil and Wasim Akhtar through their counsel challenged the ECP notification, stating that delimitation exclusively falls within the ambit of the ECP, but additional deputy commissioners have been included in committees for delimitation for local government constituencies.

They contended that such a notification is illegal and added the ECP was required to carry out the delimitation after every census results are published officially, but the final result of the 2017 census has not been published.
