Smart lockdown move yielded positive results

ISLAMABAD: Pakistan’s decision to impose smart or selective lockdowns in hotspot areas is yielding desired results.

Country reports a 28% reduction in critical cases due smart lockdowns and implementation of SOPs

As countries around the world juggle with strategies to flatten the Covid-19 curve, Pak strategy won an unexpected endorsement from the UN Secretary-General Antonio Guterres. In a subtle acknowledged on Twitter, Guterres said that there is no choice between health or jobs in the fight against the Covid-19 pandemic. “They are interlinked. We will either win on all fronts or fail on all fronts,” said the UN Secretary-General.

According to data collected by The Express Tribune, a significant reduction in the number of positive cases has emerged as the country crossed the 100-day mark in its fight against the respiratory disease which has claimed more than 5,000 lives.

“Smart lockdowns, a stronger enforcement effort, compliance of SOPs and the nationwide change in the behavior can be credited for the current gains in the fight against the Covid-19 virus,”

reduction was recorded in the number of critical cases as a result of the selective lockdowns and implementation of SOPs introduced by the National Command and Operation Centre (NCOC).

The strategy

“The prime minister was the first one to advocate for smart lockdowns. Countries around the world, Umar said, have realized that it is simply unsustainable to shut entire nations. “The only way is to identify high-density hotspots and target them accordingly.”

As long as the hotspot areas are taken out of the whole network, the minister said, the cumulative impact is reduced. “That coupled with behavioral change has helped Pakistan in controlling the contagion,” he claimed.

The concept of smart lockdowns, when presented by Prime Minister Imran Khan, was fiercely opposed.

But as the country appears to be on course to flatten the Covid-19 curve, its strategy is being endorsed by a number of developed nations. Germany, Italy, and Portugal are now considering local shutdowns to prevent a new surge of coronavirus infections. More and more countries are shutting down smaller regions as opposed to bringing their entire nations to a halt.

Despite receiving flak from all corners, the prime minister stuck to his guns. He supported the smart lockdown strategy over nationwide shutdowns to prevent the spread of the disease and protect people below the breadline from economic hardship.

The policy, experts believe, appears to have been validated by a recent report by Oxfam. The leading UK-based charitable organizations focusing on the alleviation of global poverty warned that the Coronavirus pandemic could kill more people through hunger than the disease itself. “Many people in middle-income countries who were on the breadline are also said to have been tipped over the edge by the health crisis,” said Oxfam.

Through the NCOC, the government has implemented a series of measures. In total, the government’s central response unit has imposed more than 500 smart lockdowns to control the disease from spreading.

“So far, we imposed 551 smark lockdowns across the country,” said one senior official at the National Command and Operation Centre (NCOC), which serves as the nation’s nerve centre in the battle against Covid-19. In total, 8.2million are currently under lockdown,” he revealed.

Active campaigns coupled with the smart lockdowns, the NCOC official said, have helped Pakistan in flattening the Covid-19 curve, which has infected more than 247,000 people.

According to Umar, the NCOC is now focused on the quality of smart lockdowns across the country. “We will spend more time focusing on improving the quality of lockdowns,” the minister said.

WI vs ENG: Jason Holder engineers England collapse by dismissing Stokes

The fourth day of the first Test match between England and West Indies Saturday saw a flurry of wickets fall after the Windies skipper dismissed his English counterpart Ben Stokes, at Southampton.

England were 284-8 in their second innings at stumps, a lead of 170 runs in a match that marks international cricket´s return from lockdown.

England fought back during a fourth-wicket partnership of 98 between Zak Crawley and Stokes.

But their 249-4 was soon transformed into 279-8 as five wickets fell for just 30 runs inside the final hour.

No sooner had stand-in England skipper Stokes (46) fallen to rival all-rounder Holder for the second time in the match then Crawley was caught and bowled by paceman Alzarri Joseph for a Test-best 76.

Jos Buttler then fell for nine when bowled through a huge gap between bat and pad by Joseph, who had stumps figures of 2-40.

And there was still time for Windies spearhead Shannon Gabriel (3-62) to bowl Dom Bess and Ollie Pope.

West Indies hold the Wisden Trophy but they have not won a Test series in England for 32 years.

Victory on Sunday, however, would put them 1-0 up with two to play.

“All you can do is get the two remaining wickets and bat normally,” West Indies coach Phil Simmons told reporters.

“If we bat for five hours tomorrow to chase 180-190 it´s a normal batting day, not a chase where you have to go at it.”

But teams have faltered before facing seemingly modest fourth-innings chases and Crawley told Sky Sports: “It should be tight if we bowl well tomorrow.

“We´ve definitely got the bowlers to take 10 wickets on there.”

England were still one run behind West Indies´ first innings 318 when Crawley came to the crease.

But the 22-year-old, in his fifth Test, completed a well-made fifty when he reverse-swept off-spinner Roston Chase for four before surpassing his previous best of 66 against South Africa at Johannesburg in January.

Stokes, skippering the side in the absence of Joe Root, had already top-scored with 43 in England´s meagre first-innings 204 before leading their attack with 4-49.

‘Big spells’

But towering paceman Holder, number one ahead of Stokes in the ICC´s Test all-rounder rankings, squared up the England talisman and had him caught by Shai Hope, cleverly positioned as the finer of two gulleys for the left-handed batsman.

It was a tactical as well as personal triumph for Holder, with Simmons saying: “It´s what he does. He comes back and puts in the big spells for the team — that´s how he leads. I didn´t expect anything different.”

There was more joy for the Windies when Crawley, aiming legside, was caught and bowled by Joseph.

England resumed on 15-0 in the first of a three-match behind closed doors series.

Chase, who took a Test-best 8-60 against England at his Barbados home ground last year, achieved the initial breakthrough Saturday when Rory Burns (42) carelessly cut him to backward point.

Dom Sibley, Burns´ opening partner, made a painstaking fifty.

The very next ball saw Sibley play on to Gabriel only for the bowler to be denied by third umpire Michael Gough´s tight no-ball call.

But, two balls later, Sibley – still on 50 — glanced Gabriel to Dowrich as he was yet again caught down the legside in his fledgling Test career.

Joe Denly, competing for a place with Sibley when Root returns following the birth of his daughter for next week´s second Test at Old Trafford, needed a big score to bolster a lowly Test average of under 30.

But instead he fell tamely for 29 when chipping Chase to Holder at short midwicket.

The West Indies have made the running in this match, with Holder taking a Test-best 6-42 after losing the toss.

Kraigg Brathwaite then made 65, the opener´s first Test fifty in 22 innings, and Dowrich 61 as the tourists established a valuable first-innings lead of 114.

Amitabh Bachchan tests positive

CULTURAL DESK

MUMBAI: Amitabh Bachchan, one of India’s best known film actors, has tested positive for Covid-19, he told his millions of Twitter followers.

“I have tested Covid positive, shifted to hospital, hospital informing authorities, family and staff undergone tests, results awaited,” he wrote.

His son, Abhishek, later tweeted he had also tested positive.

Bachchan, 77, has been involved in 200 films since becoming a star five decades ago.

He, and Abhishek, 44, have been taken to Nanavati Hospital in Mumbai, and his son described them both as having mild symptoms.

Amitabh is stable with mild symptoms and is currently in the isolation unit of the hospital, news agency ANI reported, quoting a public relations officer for the hospital.

He urged anyone who had been close to him in the past 10 days to get tested. The rest of the Bachchan family – actors Jaya Bachchan, Aishwarya Rai Bachchan, and daughter Aaradhya – have returned negative coronavirus antigen test reports, local media reported.

Mumbai municipal officials have since put up banners outside the actor’s house in Mumbai, classifying it as a “containment zone”.

The news has led to an outpouring of support for the pair on social media. Among those paying their respects were actress Sonam K Ahuja and former India cricket player Irfan Pathan.

“Dear Amitabh ji, I join the whole Nation in wishing you a quick recovery! After all, you are the idol of millions in this country, an iconic superstar! We will all take good care of you. Best wishes for a speedy recovery!” said India’s Health Minister Harsh Vardhan.

Donald Trump finally wears mask in public

DNA

WASHINGTON: US President Donald Trump has worn a mask in public for the first time since the start of the coronavirus pandemic.

The president was visiting the Walter Reed military hospital outside Washington, where he met wounded soldiers and health care workers.

“I’ve never been against masks but I do believe they have a time and a place,” he said as he left the White House.

He has previously said that he would not wear a mask and mocked Democratic rival Joe Biden for doing so.

But on Saturday he said: “I think when you’re in a hospital, especially in that particular setting, where you’re talking to a lot of soldiers and people that, in some cases, just got off the operating tables, I think it’s a great thing to wear a mask.”

PM Imran to visit Diamer-Basha dam project next week

ISLAMABAD: Prime Minister Imran Khan will visit the construction site of Diamer-Basha Dam Project next week to review construction activities there.

Work has begun on Diamer Basha Dam, a multi-purpose reservoir that is being constructed on River Indus. The project is aimed at addressing water storage for agriculture, mitigating flood threat and generating cheaper power.

It will have a gross water storage capacity of 8.1 million acre feet (MAF) to irrigate 1.23 million acres of additional land. The project with an installed power generation capacity of 4500 megawatts (MW) will provide more than 18 billion units per annum to the national grid.In May, the Water and Power Development Authority (Wapda) awarded the contract for construction of the Diamer-Bhasha Dam. An agreement worth Rs442 billion was signed with a joint venture namely Power China-FWO for the construction of diversion system, main dam, access bridge and 21MW Tangir Hydropower Project.

In first, Trump dons masks in visit to a military medical facility

BETHESDA, Md: President Donald Trump, who has avoided wearing a mask in public even as the coronavirus pandemic spread, donned one on Saturday at a military medical facility outside Washington where he was to meet with wounded soldiers and front-line health-care workers.

The visit to Walter Reed National Military Medical Center marked Trump’s first public appearance with a face covering since the virus began sweeping across the United States earlier this year.

Trump had previously refused to wear a mask in public or ask other Americans to do so, saying it was a personal choice, although he had said he would if he was in a crowd and could not maintain distance from others. “I think when you are in a hospital, especially in that particular setting when you are talking to a lot of soldiers, people that in some cases just got off the operating table, I think it’s a great thing to wear a mask,” Trump told reporters at the White House just before his visit to Walter Reed.

At the medical facility, Trump walked by media gathered for a carefully staged photo opportunity wearing a navy blue mask emblazoned with a presidential seal embossed in gold. He said only “thank you” as he passed.

Top public health officials have urged the use of masks to slow the spread of the virus, which by Friday had claimed nearly 134,000 American lives. Critics say Trump’s refusal to wear one showed a lack of leadership.

Even as other officials in his administration called for the use of masks and social distancing, Trump, who faces re-election in November, pressured states to reopen closed economies.

But since many states relaxed coronavirus restrictions, the virus has found a new toehold. New U.S. cases of COVID-19, the respiratory illness caused by the novel coronavirus, rose by more than 69,000 on Friday, a third straight daily record.

As of Friday, the number of confirmed U.S. infections topped 3 million.

A spokesman for Democratic presidential candidate Joe Biden said Trump had spent months ignoring the advice of medical experts and politicizing wearing a mask.

“Rather than taking responsibility and leading, he wasted four months that Americans have been making sacrifices by stoking divisions and actively discouraging people from taking a very basic step to protect each other,” said the spokesman, Andrew Bates.

‘Pay close attention to Covid-19 data’

World Health Organization (WHO) said countries may have to lockdown again as coronavirus cases continue to spike worldwide.

Speaking at a virtual conference in Geneva, Executive Director of WHO’s Health Emergencies Program Dr. Michael Ryan said we all want to avoid whole countries going back into total lockdown but there may be situations in which that is the only option.

He said once lockdowns are ended there is always the risk that the disease could bounce back.

The WHO advised countries to open slowly, pay close attention to their data and proceed cautiously as they reopen.

Uzbekistan’s President addresses ILO Global Summit on COVID-19 and the World of Work

On July 8, 2020, Geneva hosted ILO Virtual Global Summit on COVID-19 and the World of Work, Uzbekistan MFA reports. According to the Permanent Mission of Uzbekistan in Geneva, the summit was attended by over 80 heads of state and government, international organizations, including the UN, WTO, WHO, World Bank, IMF.

Participants presented information on measures taken to overcome the negative consequences of the pandemic at the national, regional and international levels. At the invitation of the ILO Director-General, President of Uzbekistan Shavkat Mirziyoyev addressed the Virtual Global Summit.

In his welcoming remarks, the President of Uzbekistan emphasized that since the beginning of this year, the situation with the COVID-19 pandemic has become the most important issue on the global agenda. There is no country or region that would not directly or indirectly experience the negative effects of the spread of coronavirus infection.Certainly, to effectively overcome this and other global challenges, first of all, coordinated actions are needed. And the current ILO Global Summit is a good platform for coordination of efforts.

In a pandemic, social support is vital along with ensuring the sustainability of the economy. This is fully in line with the task of ensuring social justice, as enshrined in the ILO Centenary Declaration. It was emphasized that the implementation of the ILO conventions in the national legislation and practice, in particular, the ratification of the C144 Convention on Tripartite Consultation, gave a powerful impetus to development of tripartite social dialogue in Uzbekistan.

In accordance with the principle of tripartism plus, business, trade unions, non-governmental organizations, civil society institutions and the public actively participate in the process of developing anti-crisis measures during the pandemic. This is a guarantee of the successful implementation of anti-crisis programs, protecting the interests of all segments of the population. The President of Uzbekistan noted that the pandemic has identified a number of problems in development of sustainable international relations and the absence of a global strategic plan of action in such emergency situations. In this regard, Shavkat Mirziyoyev forwarded the initiative to adopt, under the auspices of the UN, the International Code of Voluntary Obligations of States during pandemics. As the President of Uzbekistan noted, the minimum conditions and obligations of states, both to their citizens and to international partners, in the political, social, economic, humanitarian, human rights spheres, should be fixed in this code.First, restrictive measures should be exclusively temporary, with mandatory guarantees of observance of the rights and freedoms of citizens.Such measures should be proportional to risks, not to impede international trade, especially medical products, as well as measures to support socially vulnerable segments of the population.Second, the rapid spread of the pandemic has shown the need for systemic, timely and effective preventive measures, including in order to prevent overloading health services if it occurs. These are, first of all, measures for forecasting, deterring in the early stages of spread, counteracting the epidemic and minimizing its consequences.Third, the pandemic affirmed the importance of ensuring labor safety. This directly applies to health workers who have shown real heroism, being at the forefront of the fight against a new disease. It should be noted that today relations between Uzbekistan and the ILO continue to develop dynamically and consistently. The roadmap is being successfully implemented, adopted following the visit of the ILO Director-General Guy Ryder to Uzbekistan in 2018.
