Five Year SCO Development Strategy until 2025: Vladimir Norov

The SCO Secretary General Vladimir Norov gave an exclusive interview to Daily Islamabad Post, DNA News Agency and Cetnreline journal. The Secretary general talked about future roadmap of the SCO. He also unfurled detailed program till 2025. Here are excerpts from his interview.

July 10, 2017, marks the fifth anniversary of the adoption of the Shanghai Cooperation Organization’s Development Strategy until 2025. In this regard, it is important to look at this historic document in terms of its contribution to the development of the Organization and its role in maintaining peace and stability in the region and throughout the world. I will try to retrospectively tell about its meaning and filling with real content in recent years.

The document was developed following the decision of the 2014 Dusanbin SCO summit. Experts from ministries and departments, representatives of the research, and analysis circles of member states were brought in to work on it. It was solemnly signed at the UFA Summit of the SCO on July 10, 2015.

The strategy included a forecast of the development of the international and regional situation, as well as the activities of the SCO itself, its upcoming role in the region and the world. It reaffirms the commitment to the goals, objectives, and principles enshrined in the founding documents of the SCO.

The strategy can be compared to the SCO Charter and the Treaty on Long-Term Neighborhood, Friendship, and Cooperation of member states. The document is a kind of road map for a decade. Each of its positions is in the national interest of all Member States, as well as in the interests of long-term joint development in the vast SCO space.

The document emphasizes that member states “respect the right to choose the path of political, economic, social and cultural development, taking into account the historical experience and national characteristics of each state, promote inter-civilization dialogue, general peace, progress, and harmony, are guided by the principles of non-interference in internal affairs, respect for the sovereignty and territorial integrity of the SCO member states and do not support the application of unilateral measures of pressure without the approval of the UN Security Council.”

The strategy confirmed that the SCO’s activities will never be directed against third countries and international associations. Member States are proceeding from the immutable principle of the SCO Charter to prevent any illegal actions against the interests of the SCO. The document clearly states that the Organization does not aspire to be a military-political bloc or an integration economic association with supranational governments.

Regional security and rapid response to emerging challenges and threats arehighlighted, and the development of transport and infrastructure, energy, agriculture, finance, information and communication technology, innovation, culture, education, and the environment is highlighted in the context of economic dialogue.

Much attention is paid to working together to counter modern challenges and threats, to cooperate on countering terrorism, separatism and extremism, drug and psychotropic illicit trafficking, weapons, and other transnational criminal activities. The main platform for member states to work together in this area is the SCO Regional Anti-Terrorism Structure, whose activities are aimed at coordinating the joint efforts of the competent authorities of the member states of the Organization to identify, prevent and suppress the “three evils”.

The issues of strengthening security in the SCO space are emphasized on joint anti-terrorist exercises and special border operations.

The practical implementation of the Strategy was the signing of a wide fan of documents, which led to the strengthening of cooperation in various fields. These include the SCO Convention on Countering Extremism, the Action plan for 2018-2022 on implementation of the provisions of the Treaty on Long-Term Neighbourhood, Friendship and Cooperation of SCO Member States, SCO-member Cooperation Program in Countering Terrorism, Separatism and Extremism for 2019-2021, SCO Anti-Drug Strategy for 2018-2023 and the Programme of Action to Implement It, protocol on the SCO Contact Group.

The implementation of the Strategy was the admission of India and Pakistan to the SCO. The organization has taken a pronounced transcontinental character. It has strengthened its attractiveness and high openness rating on the international scene.

The dynamic development of SCO international contactswith UNESCAP, UNESCO, FAO, and UNWТОhas alsobeen boosted.

On the sidelines of the Bishkek Summit in June 2019, a Memorandum of Understanding was signed with the Astana International Financial Centre, and last November cooperation with the UN Food and Agriculture Organization, FAO, was established. This year, within the framework of the upcoming SCO summit in St. Petersburg, postponed for known reasons for this fall, along with important political documents, a number of documents are planned to strengthen cooperation with inter-Dunaдународными and regional organizations in the economic sphere.

There is a growing number of states and international organizations seeking to establish close partnerships with the SCO. As you know, four countries have observer status under the SCO, Afghanistan, Belarus, Iran, and Mongolia. Azerbaijan, Armenia, Cambodia, Nepal, Turkey, and Sri Lanka are partners in the SCO dialogue. The authority and influence of the SCO are constantly growing and growing thanks to successful and open activities. In addition to observer States and partners, applications for accession to the SHOS process continue to be received by the Organization.

In order to continue to work with observers and dialogue partners, the SCO Council of Foreign Ministers adopted the relevant Roadmap until 2022 in May 2019.

The SCO space is a huge market for mutually beneficial trade and economic cooperation, implementation of joint projects covering almost all sectors of the economy. In this context, trade and economic issues play a significant role in the SCO Development Strategy.

The strategy served as the basis for the signing of the SCO Multilateral Trade and Economic Cooperation Programme in 2019 in a new edition, It isетияa comprehensive document that meets the requirements of the modern world and takes into account the quality of the composition ofour Organization’s membership.

In today’s environment, the possibilities of digitalization and information and communication technologies demonstrate their high efficiency and demand. The strategy envisages cooperation between SCO countries in the development of information and communication technologies, taking into account the generally accepted and approved by the International Telecommunication Union telecommunications standards.

In order to further advance the partnership in this direction, the concept of cooperation in digitalization and information and communication technologies was approved at the SCO Bishkek Summit in June 2019. According to some estimates, the digital economy now accounts for about 20% of world trade and, in the context of a global pandemic, this volume could increase to 25% by 2025. In this regard, active work has been launched among SCO member states to prepare a general document on e-commerce.

The Strategy also focuses on improving the transit capacity of the SCO and the formation of regional transport and transit corridors. An important area of joint work is cooperation in the field of infrastructure modernization and logistics, including by expanding the network of international logistics centers in the SCO space and forming a network of industrial clusters along transport arteries.

In order to achieve these goals, we are working to develop a modern transport route system in the region. Expert work on the development of roads, the creation of an integrated transportation management system, and the interaction of railway administrations are actively progressing.

More than 13 million people have been laid on the territory of the SCO countries. more than 312,000 km of railways, or almost 20% of the world’s highways, operate, contributing to regional transport interconnectivity.

The strategy was the impetus for the signing in 2019 in Tashkent of the Concept of Interaction of Railway Administrations (Railroads) of SCO member states, which creates a legal basis for the development of international transport corridors and the development of regional trade.

The previous 5 years were full of bright events and effective actions toexpand cultural and humanitarian ties.

Particular attention was paid to the development of cultural ties within the SCO,the harmoniouscoexistence of different nationalities, the active dissemination of knowledge about centuries-old traditions and customs of the peoples of the member states of the Organization.

Much has been done by the Organization for its upcoming 20th anniversary, which will be celebrated next year. Work has been stepped up to preserve cultural and natural heritage, including UNESCO World Heritage sites in the SCO space, the creation of registers of architectural monuments, the training of specialists in the areas of cultural heritage protection and the restoration of works of art.

A musical project “Nine Magic Notes” was implemented aimed at getting acquainted with the musical art of SCO member states. The event was attended by well-known pianists from eight SCO memberstates.

For the first time, the SCO Film Festival was held within the Organization, which was attended by filmmakers from 12 SCO families. As a result of the event, 12 agreements on cooperation in the field of cinema were signed, and new prospects for cinematic exchange and interaction of SCO countries were opened.

For five years we successfully carried out the tasks to further increase mutual tourist flows, improve the quality of tourist services, organize tourist-fairs,create new tourist routes.It should be noted that over the last period the Tourism Cooperation Development Programmein the field of tourismhas beenadopted, which aims to create favorable conditions for mutual tourist travel, tourism forums, seminars, and roundtables.

In 2019, the SCO Secretariat launched the “Eight Wonders of the SCO” project.

One of the priorities was the development of education, improving the effectiveness of scientific research of SCO memberstates. The concept of the SCO scientific and technical partnership and the Plan for Practical Measures for Cooperation of SCO Member States’ Research Institutions for 2019-2020. There is active coordination work on the implementation of the curriculum of the SCO University.

International and regional sporting events were actively pursued, joint actions were taken to develop physical culture and sports, create conditions for the preservation of national sports, promote them, and promote healthy lifestyles. The Legal Platform for the Development of Such Cooperation was the Agreement on Cooperation in Physical Culture and Sports.

The annual SCO Kunming Marathon was a bright sporting event. Despite the fact that the marathon has a short history, the awarding of a silver license to it by the International Association of Athletics is a testament to the recognition of its demand and importance.

The Strategy places important importance on environmental cooperation. In line with its implementation, the SCO Member States’ Concept for Environmental Cooperation and the SCO Urban Welfare Program was signed. For the first time, the mechanism of the Meeting of Heads of Ministries and Environmental Agencies waslaunched.

The SCO remains a priority in increasing cooperation in the field of health, including in the area of countering the spread of infectious and non-communicable diseases, responding to health emergencies. In order to achieve the goals in stages, a Plan for The Key Measures for the Development of SCO Health Cooperation for 2019-2021 was adopted.

The coronavirus epidemic has shown the increased importance of ensuring health and epidemiological well-being in the region.

In order to implement the provisions of the Strategy, a five-year action plan for its implementation was approved in 2016, which includes 75 practical measures aimed at improving the Organization’s multidisciplinary activities.

The first five-year term demonstrated the effectiveness and effectiveness of the Strategy, its focus on further strengthening and developing mutual trust, promoting long-term peace and joint development in the region and the world at large. An analysis of the results of the 2016 Action Plan for the Implementation of the Strategy shows that all the objectives outlined in it have been fulfilled. In this regard, Member States have begun to develop a new Action Plan for the next five-year term, the draft of which already includes about 150 activities, which confirms the expansion of the spheres of cooperation between SCO member states. In the autumn of this year, during the next 20th SCO Summit in St. Petersburg, it is planned to adopt an Action Plan to implement the Organization’s Development Strategy until 2025 for the next five years.

The strategy continues to effectively promote multidisciplinary regional cooperation, political stability, security, economic cooperation, joint development, and prosperity of the SCO peoples.

The phenomenon of the successful progressive development of the SCO is that member states firmly and consistently follow the “Shanghai spirit” embodying mutual trust, mutual benefit, equality, mutual consultation, respect for multiculturalism, the desire for joint development.

President Alvi urges world to take notice of Indian barbarism in occupied Kashmir

ISLAMABAD: President Dr Arif Alvi has urged the international community to take notice of the increasing barbarism over Kashmiris in Indian Occupied Kashmir.

In his statement issued in connection with the Youm-e-Shuhda Kashmir, the president regretted over silence of the world over IoK situation.

Paying tributes to the martyrs, President Arif Alvi said that the people of Kashmir will get their right to self-determination and their struggle will not go in vain.

Foreign Minister Shah Mahmood Qureshi also paid tribute to the 22 sons of Jammu and Kashmir “whose courage in the face of brutal Dogra forces regalvanized a decades old struggle for self-determination in 1931; an inalienable right Kashmiris continue to die for to this day.”
On 13th July 1931, the troops of Dogra Maharaja had killed 22 Kashmiris, one after the other, outside the Central Jail in Srinagar during the court proceedings against one Abdul Qadeer who had asked the Kashmiri people to defy the Dogra Rule.

The APHC has appealed to the people to conduct a march towards the Mazar-e-Shuhada, Naqshband Sahib in Srinagar on the day where the martyrs of 1931 are buried.

Iftikhar, Imam shine for PCB White on Day two as intra-squad match ends in a draw

Worcester: The two-day practice match between PCB Green and PCB White ended in a draw at the New Road Ground, Worcester on Sunday.

Iftikhar Ahmed top-scored with 86 off 137 balls with the help of two sixes and 14 fours for PCB White. Imam-ul-Haq scored 74 off 133 balls striking 13 fours before retiring.

All-rounder Shadab Khan remained unbeaten on 51 off 62 balls when the stumps were drawn. PCB White’s captain Sarfaraz Ahmed made 40 while Fawad Alam chipped in with 37 runs.

Babar Azam, Musa Khan and Usman Shinwari took a wicket apiece for PCB Green. PCB White scored 338 for five (89.1 overs) in their innings in reply to PCB Green’s tally of 318 for eight in 90 overs on day one of the match.

On the first day, Babar scored 82 runs off 122 balls for PCB Green. Abid Ali contributed 71 off 126 balls whereas skipper departed after scoring 47 with the help of nine boundaries. Mohammad Rizwan also scored 47 off 80 balls with the help of seven boundaries.

Shaheen Shah Afridi took four wickets for PCB Whites while conceding 91 runs. Mohammad Abbas bagged two wickets whereas Naseem Shah and Fakhar Zaman took a wicket each.

Expert warns full COVID-19 vaccine unlikely by next year

There is little chance of a 100-percent effective coronavirus vaccine by 2021, a French expert warned Sunday, urging people to take social distancing measures more seriously.

“A vaccine is several years in development,” said epidemiologist Arnaud Fontanet, a member of the team of scientists advising the government on the crisis.

“Of course, there is an unprecedented effort to develop a vaccine, but I would be very surprised if we had that was effective in 2021,” he added.While we would probably have one that worked partially, we were very far from the end of the crisis, he said.

That being the case, “we have to live with this virus” he said. And since another lockdown was out of the question, people had to go back to “more serious habits”.

“This summer, let’s respect physical distance, at least!” he said, stressing that large gatherings were the main threat.

Also Saturday, a group of well-known doctors called for the government to make the wearing of masks inside public buildings compulsory in a bid to head off a second wave of the coronavirus.

Fontanet said the main risks for the appearance of new virus clusters were in confined spaces, such as on cruise ships, warships, sports halls, discos, slaughterhouses, accommodation housing migrant workers and places of worship.

On Wednesday, the French government said it was preparing for a second wave of COVID-19, but rather than imposing another nationwide lockdown, they would use “targeted” measures such as stay-at-home orders or business closures.

Business climate indicator in Uzbekistan rises strongly

The Center for Economic Research and Reforms (CERR) conducted the third round of survey among enterprises for the June 2020, which involved 998 enterprises.

For reference: The assessment is based on the methodology of German “Business Climate Index” developed by IFO in Munich.

The survey was carried out in two directions: assessment of the businesses’ current situation and expectations of entrepreneurs regarding the prospects of the business for the next 2-3 months.

Analysis of the business climate in Uzbekistan displayed following:

The indicator of the businesses’ current situation amounted 30 points (an increase of 15 points compared to the previous month), which means that the business sentiments regarding the businesses’ current state is moderately positive (Table 1).

The indicator business expectations for the next 2-3 months amounted to 74 points (an increase of 44 points compared to previous month), that is the expectations of entrepreneurs regarding the prospects of their business development in the next 2-3 months are positive (Table 1).

The business climate indicator amounted to 51 points (an increase of 29 points compared to the previous month), that is business climate in Uzbekistan is good. From the economic development point of view, the relationship between the values of the current situation and expectations implies that the country’s economy in the next 2-3 months will experience an expansion (Figure 2).

For reference: the assessment of similar indicator in Russia (-6) showed an increase of 3 points compared to the previous month.

The business climate assessment includes three main indicators:

Assessment of the current situation of the business. It is calculated as the difference between the answers “Good” and “Bad” as a percentage of the total sample. The value of the current situation varies from -100 points (all respondents rate the current situation as bad) to 100 points (all respondents rate the current situation as good);

Business expectations for the next 2-3 months. It is calculated as the difference between the answers “will improve” “will worsen” as a percentage of the total sample. The expectation value varies from -100 points (all respondents expect further deterioration of their business) to 100 points (all respondents expect further improvement of their businesses);

The value of the business climate is based on the average balance values of the current situation and business expectations. The value of the business climate can fluctuate between -100 points (all respondents assess the current situation as bad and expect further deterioration of their business) and 100 points (all respondents assess current situation as good and expect further improvement in their business);

Based on the relationship between indicators of the current situation and business expectations, it is possible to determine the phases of the economic cycle in the country for the next 2-3 months, (Figure 2).

If both values of the current situation and expectations are negative, then the economy in the country in the next 2-3 months will be in a state of recession.

If the value of current situation is negative, while the value of expectations is positive, then the economy in the 2-3 months will experience upturn.

If both values of the current situation and expectations are positive, then the economy in the 2-3 months will experience expansion.

If the value of the current situation is positive, while the expectation value is negative, then the economy in the next 2-3 months will demonstrate a downturn.

Pakistan’s coronavirus tally surges past 250,000

ISLAMABAD: 69 more people died due to complications related to the novel coronavirus (COVID-19) in the country over the past 24 hours, taking the death toll from the disease to 5,266.

According to the National Command and Operation Centre (NCOC), the national tally of cases soared to 251,624 with the addition of 2,769 new cases detected during the previous 24 hours. As many as 22,532 COVID-19 tests were conducted.

84,442 patients are under treatment at present while 161,917 have recuperated from the infection. Overall 15,851,70 tests have been conducted across the country.

105,533 cases have been detected in Sindh so far, 87,043 in Punjab, 30,486 in Khyber Pakhtunkhwa, 11,185  in Balochistan, 14,108 in Islamabad, 1,599 in Azad Jammu and Kashmir and 1,671 in Gilgit Baltistan.

Global toll rises to 571,000

The number of coronavirus cases across the world has risen to over 13 million while the pandemic has so far claimed more than 571,000 lives so far. The United States is the worse hit, where cases have mounted over 3.4 million and death toll reached over 137,000.

In Brazil, over 1.8 million cases and more than 72,000 deaths have been reported so far.

About 7.5 million patients have recovered from the disease across the world.

Walled City of Baku: World Cultural Heritage

The  Walled  City  of  Baku,  also known  as  Icherisheher  (Inner City  or  Old  Town)  is  the core of  ancient Baku,  the  capital city  of  the  medieval  Azerbaijani  state  of Shirvanshahs.  As the historical and architectural pearl of ancient Baku, it is an open sky museum, also  called  the Acropolis of Baku, Old City or Icherisheher. With the development of  the  oil  industry  in  Azerbaijan in late 19th century,  the  city expanded  beyond  the  fortress  walls and many buildings  were  constructed  outside the fortress walls, and Baku grew rapidly in size. The Walled City of Baku remained as a traditional residential and historical centre coexisting with the surrounding city.

Icherisheher as the world heritage

The  splendour  of  Icherisheher  (Walled City of Baku) is that it reflects a mixture of unique architectural monuments and the spatial urban planning with original street views. The historical city is still a  vibrant  city  with  residential  areas housed by local  communities.  The distinctiveness of Icherisheher within Baku is evident from a view of the plan of the city. The surrounding urban  pattern  is  strikingly  different  from that  of  the  fortress.  The  medieval  street pattern creates a feeling of an endless maze that is perceived while walking within the city. Its quarters are much smaller than the blocks of the rest of the Historic Centre.Icherisheher  has  retained  the  relative homogeneity of its architecture and urban pattern because of its exclusion from Baku’s dynamic urban development in the 19th and 20th  centuries.  This  phenomenon  is  rare among historic cores in modern cities. The low  and  dense  urban  structure  ascending in steps onto the hill has been accentuated only by minarets, the Palace and the Maiden Tower.  Icherisheher  has  preserved  much of  its  defensive  walls,  which  define  the character of the property. The most ancient monument  ofIcherisheher  is  the  Maiden Tower – symbol of the city of Baku. Another monument  of  universal  value,  one  of  the pearls  of  Azerbaijan’s  architecture,  is  the 12th to 15th-century Shirvanshahs’ Palace, located at the highest point of Icherisheher. Earlier monuments of Icherisheher include the Mohammed Mosque, together with the adjacent minaret built in 1078, and remains of  the  9th  to  10th-century  mosque  near the  Maiden  Tower.  Considering  that  this medieval city represents an outstanding and rare example of a historic urban ensemble and architecture, UNESCO inscribed it on the World Heritage List in 2000, and it is being preserved under the auspices of UNESCO as a historical-architectural reserve.

Monuments of Icherisheher

There   are   hundreds   of   historical-architectural  structures  in  Icherisheher,  a site no bigger than 22 ha, surrounded by the fortress walls. Four of these structures are  of  international  and  28  of  national significance.  The  remaining  monuments (about 500) are of local value.The Maiden Tower, located in the heart of  the  Walled  City  of  Baku,  has  a  unique cylindrical form and distinctive interior. The tower  was  built  on  a  giant  rock  sloping down to the shore of the Caspian Sea. The heights of the northern and the southern parts of the Maiden Tower of Baku are 31m and 28 m respectively. There  are  several  theories  about  the history   and   purpose   of   the   tower’s construction. According to some historians, people  used  the  beacon  tower  for  the purpose of sending alarm signals to other towers,  with  fire  during  the  night  and smoke during the day.  There are also researchers who relate the history of the monument to ancient times, referring primarily to the tower’s structure. They believe the Maiden Tower goes back to the Zoroastrian period and was a Zoroaster cell, a fire-worshipper’s temple.Thus the Maiden Tower is believed to have been built for fire-worshipping, and only later in the Middle Ages used as a defence tower. Another landmark in the Walled City of Baku is the Palace of Shirvanshahs’ Palace, the residence  of  the  Shirvan  governors. With  its  unique  historic  and  architectural characteristics, it is one of the prime examples of the Walled City’s medieval architecture.   The  Shirvanshahs’  Palace  complex is  composed  of  nine  buildings:  the  Palace, the Divankhana (Courthouse), the Dervish’s Mausoleum,  the  Eastern  Gate  (Portal),  the Palace  Mosque,  the  Key-Qubad  Mosque, the  Palace  Burial  Vault,  the  Hammam (bathhouse)  and  the  Ovdan  (cistern).  The palace is built on the highest point of one of the hills within Icherisheher. Extending over three  superimposed  terraces,  it  is  clearly visible  from  the  sea  and  from  the  heights surrounding the city. Mohammed Mosque, another historical monument is  one  of Baku’s  most  significant  examples  of  the architecture of the Islamic period. It was builtin 471. The variously-decorated one-room prayer hall  is  connected  to  a  small  vestibule  on the  north  side  of  the  mosque.  The   cylindrical minaret attached to the mosque ends on the top with a tracery muezzin balcony set on a stalactite cornice. Spiral stone staircases built within the minaret start from the floor of the prayer hall. A  Quran ayais inscribed in Arabic with Cufic writing along the stalactite belt on the upper part of theminaret. During Peter the Great’s marine expedition to  Baku,  by  order  of  the  Russian  Fleet’s Admiral Matyushkin, artillery bombardment of  the  Palace  from  the  sea  caused  serious damage  to  the  monument.  The  top  of  the minaret  was  shattered,  which  is  why  the mosque is also called Siniqqala, broken tower.

Management of the Walled City of Baku

Icherisheher  and  its  buffer  zone,  as designated by Presidential Decree No. 725 of 13 June 1998, are protected by the Law of the Republic of Azerbaijan on the Preservation of  Historical  and  Cultural  Monuments, which  among  other  clauses,  forbids  the destruction  or  alteration  of  registered monuments,  regardless  of  whether  they are in public or private ownership, without permission from a designated authority. In 2007, the Administration of State Historical-Architectural  Reserve  ‘Icherisheher’  was established  as  an  institution  responsible for  the  management  and  conservation  for future generations of the monuments within Icherisheher  and  the  entire  architectural and urban complex. The Administration of Icherisheher is independent and funded by the Government.  An Integrated Area Management Action Plan  (IAMAP)  and  Conservation  Master Plan  of  Icherisheher  was  developed  in 2007.  The  Conservation  Master  Plan  has been  reviewed  and  formally  approved by  all  stakeholders,  and  integrated  with the  IAMAP  and  adopted  in  the  urban planning  system  of  the  City  of  Baku.  The Administration  implemented  the  actions undertaken  under  the  IAMAP:  the  state of  conservation  of  the  property  has  been documented  and  monitored;  standards and  procedures  related  to  the  regulation of  rehabilitation  of  existing  buildings  are formulated; maintenance and improvement of  public  spaces  are  carried  out;  strategic interventions to improve the quality of life in Icherisheher are developed; and community outreach  and  scientific  programmes  are organized and successfully managed.

Restoration and repurposing historical buildings into cultural centers

Icherisheher is home to numerous historical buildings of universal, national and local value. Since inscription on the UNESCO World Heritage List, the City Administration has successfully completed the conservation and   restoration   of   several   historical monuments  such  as  the  Maiden  Tower, Palace  of  the  Shirvanshahs,  Mohammed Mosque, Beyler Mosque and others and brought them to life. The Administration managed to restore not only the architecture but also the social values associated with the historical buildings.

The  conservation  of  the  Maiden  Tower was  launched  in  2009  according  to  the ‘Detailed  Conservation  Master  Plan  of  the Historic Center of Baku’. It was carried out under  the  supervision  of  the  Erich  Pumper Atelier,   an   internationally   renowned Austrian company specialized in restoration and  conservation,  with  the  involvement  of local  and  foreign  specialists.  In  addition, a  new  permanent  exhibition  was  installed after  the  conservation  works,  presenting the  Maiden  Tower  as  a  historic  cultural monument of global value and addressing a very wide audience, encompassing local and international  visitors  and  both  adults  and children. The most up-to-date technologies and  media,  indispensable  for  a  modern museum, are widely used in the exhibition. Traditional  and  electronic  media  together create a rich and multidimensional experience of  the  monument.  The  new  museum exhibition  gives  visitors  the  opportunity  to discover a wide range of information on the history of the monument, its functions and the  legends  surrounding  it.  Conservation work was also undertaken on  the  Palace  of  Shirvanshahs. The most urgent conservation tasks   pertained   to   the   Shirvanshahs’ mausoleum and Divankhana court square. Both  feature  particularly  fine  examples of  stonemasonry  on  the  portals  and  their stalactite  arches.  All  preservation  work was carried out based on the principles of authenticity and unaltered reproduction of historical information, and with respect for features  caused  by  aging,  and  therefore in compliance with the 1964 international Venice  Charter  for  the  Conservation  and Restoration of Monuments and Sites. Once conservation works  were  completed,  a  new  museum exhibition  was  created  at  the  Palace  of the  Shirvanshahs  complex.  Along  with rich   museum   exhibits,   the   exhibition makes  extensive  use  of  video  projection, multimedia animation and audio and video presentations. In addition, at the Palace of the Shirvanshahs complex, visitors can use the services of a multimedia guide for the first time. The depiction of the palace throne room, the exhibits and video presentations recreate the decor and atmosphere of the Shirvanshah  era,  and  the  3D  animated model  of  the  history  of  the  Shirvanshahs further enhances visitors’ experience.TheIcherisheher  complex  of  historical and architectural monuments is the greatest cultural  inheritance  of  the  Azerbaijan nation.  It  represents  a  constant  source of  interest  for  both  local  inhabitants  and visitors to Baku.

Another conservation work, which is currently underway is in the Baku Khans’ Palace. Upon the completion of the conservation works, “Baku History” Museum will be created in the Palace, which will display the medieval life via interactive panels.

Arif Alvi, Ali Zaidi held talks with Aman Committee: Ghani

Sindh Education Minister Saeed Ghani said on Sunday that Arif Alvi, Imran Ismail and Ali Zaidi held talks with the Uzair Baloch-led Peoples Aman Committee before their party came into power.

Ghani said this while addressing a joint press conference along with Nasir Shah in Karachi. He criticised Zaidi for his statements regarding the Uzair Baloch JIT report and then release of an “explosive” video relating to Asif Ali Zardari.

The Sindh minister claimed that the Pakistan Tehreek-e-Insaf had been in contact with the outlawed Peoples Aman Committee before it came into power.

Alvi, Zaidi and Ismail had formed a committee to convince Aman Committee members to join the PTI, he claimed.

Aman Committee members kept participating in the PTI sit-in at the Sea View beach in Karachi, according to Ghani. The two sides held meetings.

Baloch’s aide Habib Jan said that PTI rallies in Karachi succeeded because of Aman Committee, he said. Jan also held a telephonic conversation with Imran Khan in 2011.

The Sindh minister said PTI members have no idea what they are saying, neither do they admit their mistakes.

Will approach Supreme Court on Uzair Baloch JIT report: Zaidi

Maritime Affairs Minister Ali Zaidi announced on Sunday that he would approach the Supreme Court on a joint investigation team report on Lyari gangster Uzair Baloch.

It is hoped that the court would review evidence and serve justice, Zaidi said in his statement.

Without naming anyone, he said a drug-selling Sindh minister was trying to divert attention from the issue. The federal minister said the powerful political group that used Baloch was roaming free.

“The name of this group is also mentioned in the JIT report,” he said. “It is feared that these powerful political criminals may get Uzair killed in police custody.”

Earlier this week, Zaidi had claimed that the JIT report on Baloch had been tampered with by the Pakistan Peoples Party-led government in Sindh.

Last week, the Sindh government had released JIT reports in Uzair Baloch, Baldia factory fire and Dr Nisar Morai cases.

Zaidi had said the report on the Lyari gangster was missing key points. “Six people, including Faryal Talpur, Abdul Qadir Patel, and Sharjeel Memon, were named in the original report, the one that I have a copy of,” he had said.

The PPP has denied Zaidi’s allegations. The two sides have since been trading barbs both inside and outside the parliament.
